On November 7, negotiations with Ekaterina Kuzmina, Vice President of PSB Bank, took place at the State University of Management. Representing the university were Rector Vladimir Stroyev, Vice Rector Dmitry Bryukhanov, and Vice Rector Maria Karelina.

The parties discussed collaboration within the "Commonwealth" social and educational platform, created by PSB Bank jointly with Rosfinmonitoring in 2021, and the university's continued participation in the International Financial Security Olympiad. Particular attention was paid to the formats for collaboration between SUM and PSB Bank in creating educational and scientific content based on the "Commonwealth" platform. The meeting participants explored opportunities to advance SUM educational and scientific projects that have significant potential for management education and strategic areas of socioeconomic development.

Ekaterina Kuzmina, Vice President of PSB Bank, was given a tour of key university locations, including laboratories in the Information Technology Center, the SUM Pre-University, the Media Center, and the Innovative Solutions Student Design Bureau. She was particularly interested in a demonstration of the platform being developed as part of a major research project and presented at the SUM Engineering Project Management Center.

The State University of Management and the Moscow City Branch of the All-Russian Student Rescue Corps (VSKS) held a joint campaign in support of military personnel participating in missions in the special military operation zone.

Vladimir Stroyev, Rector of the State University of Management, and Vice Rectors Vitaly Lapshenkov and Pavel Pavlovsky, along with Maxim Dzhetygenov, Head of the Moscow City Branch of the VSKS, and Corps volunteers, sent humanitarian aid as part of the "GUU – SVOIM" project. The aid included camouflage nets and trench candles made by our students. This initiative has become a significant example of the university community's unity. Students, faculty, and staff at the State University of Management joined forces to provide concrete assistance to those defending the country today and to express their gratitude for their service.

"Participating in collecting humanitarian supplies for our soldiers is undoubtedly important and necessary. It is each of us's duty to help, to the best of our ability, those who defend our lives and our freedom. We send essential items to the front that are constantly needed in large quantities (household and hygiene products, food), and we also purchase items upon request from soldiers," noted Vladimir Stroyev.

As a reminder, the "GUU – SVOim" campaign began in January 2024. The previous shipment departed on September 30th. StudRussia: A GUU Master's student wins the second stage of the competition for international students.

Sumaira Yasmin from the State University of Management won a prize in the regional stage of the All-Russian competition for international students "StudRussia" in the "Conquerors of the Summits" category (English track) for her athletic achievements.

This category honors winners, laureates, and participants in competitions and olympiads at the university, regional, national, and international levels—all those who have made a significant contribution to the development of sports in their alma mater, city, region, and Russia.

The regional stage of the competition, organized by the University of Science and Technology (MISiS) with the support of the Russian Ministry of Education and Science, was held at the Maurice Thorez Moscow State Linguistic University (MSLU). It was attended by 140 international students from 33 countries, representing 57 universities from 14 regions of the Central Federal District.

It should be noted that the main goal of the championship is to identify and reward international students with outstanding achievements in education and science, youth policy, student leadership, community service, volunteerism, creativity, and sports. The winner of the "Best International Student" Grand Prix at the final all-Russian stage will be the winner in several categories; their name will be announced on December 10.

Chinese students completed an educational course at RUDN University

At the end of October, RUDN University hosted a delegation of medical students from Shandong Second Medical University (SDSMU). The guests from China immersed themselves in the Russian healthcare system, from learning about the work of multidisciplinary clinics to observing complex surgeries in real time.

From triage to surgery

The educational program was carefully planned and comprehensive. Anna Klimenko, Director of the RUDN University Clinical and Diagnostic Center, gave the students a tour of the facility. The guests were impressed by the center's modern equipment and comprehensive approach to student health screening, including dental care.

A lesson on ophthalmology was held for the delegation members at the V.M. Buyanov City Clinical Hospital. Alexander Mikhailovich Frolov, Associate Professor of the Department of Eye Diseases at the RUDN University Institute of Medicine, gave the students a tour of the intensive care, neurology, and ophthalmology departments. He also demonstrated the admission and classification of patients from the ambulance according to various severity levels (green, yellow, and red zones).

The university's Clinical and Diagnostic Center impressed the guests with its modern equipment and comprehensive approach to student medical examinations, including dental care. At the V.M. Buyanov City Clinical Hospital, future doctors witnessed the emergency triage system for patients in operation, using color-coded zones (red, yellow, and green).

"We visited two branches of the Central Clinical Hospital "RZD Medicine," paying particular attention to the interventional department. The doctors described their work process. When we asked about how to become an interventional vascular surgeon in Russia, we learned that it requires six years of general medical education and two years of specialized training, similar to that in China. We were also able to observe a cardiovascular surgery in real time," said Yu Chenghan.

Furthermore, in the gynecology department of the RZD Medicine hospital, RUDN University professor Mekan Orazov performed two plastic reconstructive surgeries for pelvic organ prolapse in front of guests using a proprietary technique unique to China. The technique so impressed the Chinese delegation that Professor Orazov was invited to give a master class in China. The Chinese students also visited the P.A. Herzen Cancer Center, where they learned about the vivarium and radiation therapy departments during an oncology class. They also observed a cardiac surgery procedure in real time in the vascular department of the hospital at VDNKh.

"We were fortunate to meet renowned experts in Russian healthcare. Welcoming and welcoming, they not only patiently answered our questions but also organized special lectures for our group. Thanks to two professional translators, we gained a clear understanding of the history of each hospital and the scientific achievements of its specialists, making this study tour truly fruitful," said Zhang Yunshu.

Education in China

During the delegation's visit, Kaide Liu, MD, Deputy Director of the Department at the Affiliated Hospital of Shandong Second Medical University, delivered a lecture to RUDN medical students (English medium group). He provided a detailed overview of the medical education system and the path to becoming a doctor in China. For example, undergraduate education in China takes five years. During this time, students study basic medical disciplines, complete clinical courses, and complete internships in major hospitals. The educational program includes the development of not only professional but also humanitarian qualities.

Chinese students then take a national exam, consisting of theoretical and practical sections, to obtain a license to practice medicine. The pass rate is approximately 50-60%. The third stage of their training is a three-year accredited residency. This is a mandatory postgraduate program at major clinics, after which doctors receive certification and are allowed to practice independently.

The lecturer also spoke to RUDN students about career advancement for doctors in China and the residency remuneration system.

Cultural bridge and academic exchange

Following the delegation's visit, both sides expressed confidence that this academic exchange would provide a solid foundation for further expansion of cooperation between RUDN University and Shandong Second Medical University, making a new contribution to the development of Russian-Chinese relations in medicine and education.

In the case of the cargo scheme, the delivery rate was set at $3 per kilogram, amounting to $2,000. However, the expert noted hidden costs. "When paying through cargo schemes, very high conversion rates arise—often simply unreasonable. They can mark up the initial exchange rate by up to 5-6%, and sometimes as much as 10%," Smerichinsky noted. Even accounting for the conversion at the inflated rate (the yuan at 11.9 rubles, the dollar at 85 rubles), the final cost of the cargo delivery would be lower than the legal amount—1.4 million rubles. But the analysis did not end there.

Smerichinsky presented an optimized scenario for legal import, where the importer exercises the right to reclaim export VAT. "If we agree with the supplier that they will refund us their entire export VAT, which is 13% in China, as a discount, then the purchase price of the goods will be 87,000 yuan," he explained. This transaction radically changes the financial result. The reduction in the purchase price entails a reduction in the customs value, customs duty, and VAT. As a result, the total cost of official import, taking all expenses into account, will be just over 1.3 million rubles, which is not only lower than the original legal option but also cheaper than the cargo option, Ivan Smerichinsky emphasized.

The expert emphasized that implementing such a scheme in practice is only possible with a well-established long-term relationship with the supplier. "Of course, we're looking at an ideal case where our supplier offered a discount, even covering the full VAT amount, but nonetheless, it's very significant," Smerichinsky commented.

This calculation demonstrates that when switching to white-label schemes, companies should focus not only on the inevitable costs, but also on finding legal tools for financial optimization, one of which is working with the counterparty's export VAT, the expert concluded.
