The transformations, based on the introduction of a risk-oriented approach, revision of inspection planning, digitalization of control processes and strengthening of the role of preventive measures, affected all levels of government bodies – from federal to municipal.

"2024 has become an important stage in the development of these transformations. Throughout the entire period, comprehensive work was carried out to reduce the number of excessive inspections, increase the transparency of supervision and reduce the administrative burden on entrepreneurs. At the same time, the key priority remained maintaining the necessary level of protection of citizens' rights and ensuring the sustainability of the economic system," said Oleksiy Khersontsev.

The main trend of the past year was the reduction of control (supervisory) activities. Compared to 2023, their number decreased by 8.2% and by more than 23% compared to 2020. This was achieved by enshrining the principle of priority inspections only for high and extremely high risk categories. That is, only those organizations and enterprises are inspected where there is a risk of harm to the life and health of citizens or harm to the environment.

At the same time, a quarter of all inspections were carried out on small and medium-sized businesses. Of these, 75% concerned microenterprises, and most often, inspectors visited retail and catering facilities.

“This is explained by the high social significance of these areas and the need for constant quality control of products and services,” emphasized Alexey Khersontsev.

According to the Deputy Minister, the effectiveness of inspections based on risk indicators is growing — 87.3% in 2024 (76.6% in 2023). This is accompanied by the development of new indicators, the number of which has increased almost threefold compared to 2022: in 2024, their number reached 542. When developing them, the opinion of businesses participating in specialized working groups of the Analytical Center under the Government of the Russian Federation is taken into account.

Preventive visits have also proven their effectiveness, and their number in 2024 approached 1.2 million. Their assessment by the business community is perceived positively, emphasized Alexey Khersontsev. At the same time, the popularity of the pre-trial appeal service is growing. Last year, more than 3.5 thousand complaints were received from businesses, which is 45% more than the year before. 484 decisions were appealed in court, almost every fifth was overturned. At the same time, the legislation provides for the possibility of appealing both the decisions of inspectors and the assigned risk category.

“The growth in efficiency and effectiveness in terms of key indicators of control (supervisory) activities indicates an increase in the accuracy of inspection planning and the quality of analytical work of control bodies,” Alexey Khersontsev particularly noted, adding that the country’s population feels this security and, according to RANEPA surveys, this level of security is the highest compared to previous years.

The Russian government has approved a regulation on the distribution of funds between regions to support the construction of modular hotels. It is planned to allocate 15 billion rubles in the next three years.

The modular hotel support program is in high demand among businesses and regions. 13 thousand rooms have already been introduced under this program. Given the demand for the program, the Government decided to extend the term of the program, and a selection of projects was conducted for the next three years. 77 regions took part in the competition, submitting 1.8 thousand projects for the creation of more than 40 thousand rooms. Based on the results of the selection, 380 projects from 55 regions will receive support; they are aimed at creating almost 11 thousand rooms. For the first time, the Republic of Mordovia, Vologda Oblast and Kamchatka Krai will receive subsidies under the program, which became possible thanks to the high-quality development of their projects.

“It is important that such projects are implemented within the specified timeframes, that they meet the highest safety requirements and provide comfortable conditions,” emphasized the Chairman of the Government of the Russian Federation Mikhail Mishustin.

At the same time, investors in the Far East, the Arctic and the Far North are allowed to use subsidies for the construction of non-capital facilities for the placement of non-factory production. This is due to the remoteness of such territories from the centers of production of modular structures and the high cost of their delivery.

Among the priority areas are the implementation of investment projects in new regions and in the territories of special economic zones of the tourist and recreational type, the construction of facilities near automobile tourist routes passing through sections of the federal roads M-4 "Don", M-8 "Kholmogory", M-11 "Neva", M-12 "Vostok".

Two thirds (62%) of Russians plan to go on holiday this summer, half (49%) will go on holiday with their spouse, and another 40% will take their children with them.

Almost half (46%) of respondents assess seaside vacations in Krasnodar Krai as safe, 38% of respondents are ready to consider trips to the Black Sea coast if prices drop.

8% are planning to travel abroad, while 57% of respondents expressed a desire to visit other countries if restrictions are lifted.

Deputy Minister of Economic Development of the Russian Federation Svyatoslav Sorokin held a meeting on the development of the territory of the special economic zone (SEZ) "Avangard" during a working visit to Omsk Oblast.

To date, 11 residents have registered in the SEZ, who have already invested 5.7 billion rubles and created 108 jobs.

The plans for the development of the SEZ include the placement of new investment projects. The key project will be the construction of a tire plant of JSC Avangard (part of the Ural Mining and Metallurgical Company, UMMC). The total investment in the project will amount to 41.5 billion rubles. The start of production is scheduled for the first quarter of 2028. The enterprise will produce up to 10.5 thousand extra-large tires per year – for quarry equipment, dump trucks and heavy machines operating in the mining industry. Each such tire is designed for a load of over 20 tons. The products are oriented, among other things, to the needs of Kuzbass and the Far East. About half of the volume will be consumed within UMMC's own contour, which ensures guaranteed demand.

It was noted at the meeting that in order to continue working to attract investment to the SEZ territory, it is necessary to carry out measures to develop water supply and sanitation networks, the estimated cost of which is 3.044 billion rubles. The possibility of financing was announced by Svyatoslav Sorokin through the mechanism of providing the region with a treasury infrastructure loan. Following the meeting, the Government of Omsk Region sent a corresponding application to the Ministry of Economic Development of Russia.

The Ministry of Economic Development of the Russian Federation has approved a new regulation on the Information and Analytical System for Monitoring the Quality of Public Services (IAS MKGU). The key innovation of the document was a significant expansion of the system's functionality. Now, not only are citizen reviews on the quality of state and municipal services collected and processed, but they are also analyzed using the BI analytical module. This allows for continuous monitoring of service quality in automatic mode, analyzing objective data from information systems regardless of the form in which they are provided.

The monitoring tracks the life cycle of the provision of services and electronic services. Monitoring is carried out on more than 20 indicators: refusals, delays, technical errors, level of complaints, assessment, level of satisfaction, feedback conversion and others. Based on the results, ratings of services, departments and subjects of the Russian Federation are formed. Last year, modern public opinion research tools were integrated into the system, including monitoring of social networks, a service for sending notifications and collecting feedback from applicants via the VK social network was launched.

Currently, 57 subjects of the Russian Federation are connected to the system. More than 5.3 million notifications were delivered to citizens, of which more than 1.17 million contained a feedback collection questionnaire. By May 2025, the conversion rate of feedback collection in VK through the Vashkontrol service was 82.1%.

The State Duma deputies adopted the draft federal law "On Certain Issues of Regulating the Platform Economy in the Russian Federation" in the first reading, as well as a package of amendments to industry legislation required in connection with the new regulation. The new regulation will increase trust in the platform economy. Every day, more than half of the country's population becomes buyers, sellers, and orders various services through platforms – from grocery delivery to taxi rides, the minister emphasized.

A number of measures are aimed at increasing the responsibility of platforms to buyers. Now operators are required to check data on sellers through the public services portal and official registers. Product cards without safety confirmation (labeling, certification or declaration of conformity) will not be published. Additionally, requirements for the storage of goods are established, including compliance with sanitary standards.

Agreements between operators and sellers must include clear grounds for sanctions, changes in the position of the product card in search results, the procedure for changing prices and calculating the operator's remuneration for providing services. Platform operators, in turn, are required to notify partners of changes in essential conditions at least 45 days in advance. Fines and blocking are possible only after a reasonable notice of three days. The use of discounts at the expense of the seller is allowed only with his consent, which can be revoked at any time. Also, platforms are required to provide reconciliation statements of mutual settlements upon request within seven days and update them monthly.

"Such detailing will make it easier for businesses to defend their rights. Moreover, it will be possible to resolve disputes with platforms not only through the courts, but also out of court. For this purpose, a special system will become mandatory on platforms, through which a compromise can be found with the operator," Maxim Reshetnikov emphasized, adding that initiatives of State Duma deputies, as well as proposals from businesses, industry associations and experts, were taken into account when developing the bills. This made it possible to create a balanced regulatory system that will contribute to the sustainable development of the platform economy.

For example, platforms will not be able to impose discounts without the consent of the seller, and disputes can be resolved not only in court, but also through the pre-trial appeal mechanism.

The regulation will come into effect in 2027, so that businesses and platforms have time to adapt. The intermediary digital platforms themselves will be included in a separate register, which will ensure flexibility of regulation for all players, noted Maxim Reshetnikov. The criteria for their selection will be determined by the Government of the Russian Federation. Among the main ones discussed are the volume of transactions, the number of active users and sellers.
