BEIJING, July 22 (Xinhua) — China is willing to continue working with all parties to push for tangible progress in the high-quality joint construction of the Belt and Road for common development and a win-win future, Foreign Ministry spokesperson Guo Jiakun said Tuesday.

The diplomat made the remarks at a daily press briefing when asked to comment on a recent report on the Belt and Road Initiative. According to the document, the value of projects under the Belt and Road Initiative in the first six months of this year exceeded the total amount of projects for the whole of 2024, reaching a record high. The acceptance of documents to technical schools and colleges will last until August 15, but already now there is a significant increase in interest among applicants: by July 21, more than 1.7 million applications were submitted, which is 800 thousand more than last year for the same period.

"Training for blue-collar jobs is attracting more and more applicants, and college and technical school graduates are in demand by employers. The number of applications submitted has already increased by 800,000 compared to the same period last year. This is an important result that brings us closer to achieving the goal set by President Vladimir Putin – to train 1 million specialists and skilled workers by 2028," said Dmitry Chernyshenko.

For the third year, college admissions have been 1.2 million people, while six years ago they were 990 thousand people. Thus, today the contingent of secondary vocational education is 3.85 million students.

On the instructions of the Government, since 2025, applications to federal colleges have been submitted via the super service “Online University Admission”. In total, 722 federal higher education institutions implementing SPO programs, including branches, are connected to the super service.

To date, more than 263 thousand applications have been submitted through the super service.

"Already in the first 10 days of the admissions campaign, we have seen a twofold increase in the number of applications compared to last year. Such a growth in interest in SPO clearly confirms the demand for blue-collar jobs among young people and the successful implementation of the tasks set by the President of Russia. Each new SPO student is a future professional who will strengthen the key sectors of our country. The system of secondary vocational education today provides not just education, but sought-after skills, stability and opportunities for professional growth in strategically important sectors," noted Sergey Kravtsov.

The largest number of applications submitted for budget places are observed in Moscow and St. Petersburg, Krasnodar and Perm Krais, Tyumen, Moscow and Novosibirsk Oblasts, and the Republic of Bashkortostan.

Holidays can be taken once every 5 years for a period of 6 months for each of the loans, if the entrepreneur has several of them. The corresponding law State Duma accepted immediately in the second and third readings.

The deferment of payments will also be allowed to entrepreneurs who received loans under preferential lending programs for small and medium-sized businesses. The holidays will be available to enterprises operating in any industry if they need a break in servicing the loan, regardless of whether their revenue has decreased or not.

The grace period will be approved if the amount of the loan or credit does not exceed the established values: for microenterprises – 60 million rubles, for small enterprises – 400 million rubles, for medium-sized enterprises – 1 billion rubles. A self-employed person will be able to apply for a loan holiday in the amount of up to 10 million rubles. The Russian government may revise these limits in the future.

During the grace period, interest will be accrued at the rate stipulated by the agreement and capitalized monthly. Holidays will also be allowed for those agreements that were concluded before the law was adopted, but not earlier than March 1, 2024.

The law will come into force on October 1, 2025. The adoption of the law does not limit the right of banks to provide SMEs with restructuring and holidays under their own programs.

INTC to expand development opportunities

At a meeting of the State Duma, amendments to the legislation on innovative scientific and technological centers (ISTCs), developed by the Ministry of Economic Development of Russia on instructions from the President of the Russian Federation, were adopted in the second and third readings. The draft federal law is aimed at creating flexible mechanisms for managing land plots and the infrastructure of ISTCs, as well as strengthening the role of regions in the development of innovative clusters.

The key changes to the bill in the second reading concerned the regulation of land turnover in the INTC, and the conditions for the transfer of land to companies with state participation and subjects of the Russian Federation are regulated in detail. In particular, it is envisaged that land plots can be provided to companies with state participation for ownership, lease or gratuitous use for a period of up to 49 years.

At the same time, the provision of land plots to state companies is possible only if there is a construction concept approved by the management company and a decision of the Supervisory Board of the INTC Fund. In the event of the sale of land plots, an agreement is also envisaged between the fund and the company, which will include strict obligations regarding the terms and parameters of construction, as well as liability for failure to comply with the conditions.

In turn, the subjects of the Russian Federation will be able to receive land for the implementation of infrastructure projects after coordinating their concept with the management company of the INTC and receiving approval from the Supervisory Board of the INTC Fund.

According to the First Deputy Minister of Economic Development Maxim Kolesnikov, the facilities built in the INTC can only be used to implement INTC projects and provided to the fund, the management company or the project participants, which excludes misuse. In addition, mandatory state examination of design documentation is introduced for facilities built with the involvement of budget funds. The draft law separately highlights norms for increasing the involvement of the subjects of the Russian Federation in the development of the INTC.

"The subjects of the Russian Federation will be able to independently establish funds and management companies for the INTC without the mandatory participation of the federal government. The regions will also participate in coordinating strategies for the development of innovation centers, which will increase their involvement in the process," commented Maxim Kolesnikov.

Finally, for project participants – residents of the INTC – the period of extraterritoriality (the ability to work outside the borders of the INTC territory) is extended from three to five years, which will provide the INTC with sufficient time to create infrastructure to accommodate residents.

"The adoption of the amendments will create stable conditions for investors and participants of the INTC, ensure transparency in the management of land and infrastructure, and strengthen the interaction between the federal center and the regions in the development of the innovative economy. In this way, we are laying the legal foundations for the long-term development of the INTC, including such significant projects as the Vorobyovy Gory cluster. This will allow us to more actively form advanced scientific and technological centers that are competitive at the global level," emphasized Maxim Kolesnikov.

The amendments to the law on the INTC are aimed at creating a sustainable legal framework for the development of innovative infrastructure. In general, this will speed up the implementation of key projects, attract new participants and strengthen cooperation between the state, business and scientific organizations, he added.

A total of 13 INTCs have been created. They provide development of more than 40 scientific and technological areas in 12 regions (Moscow, Moscow Region, St. Petersburg, FT Sirius, Tula, Ryazan, Novgorod, Kaluga, Nizhny Novgorod, Kaliningrad Regions, Primorsky Krai, Khanty-Mansiysk Autonomous Okrug – Yugra), more than 600 residents are involved in the work of the centers.
