"We continue to work on distributing funds from treasury infrastructure loans. Most of the application campaign has been completed. All 89 regions of the country took an active part, we see the involvement. I ask all governors to take this work seriously, to monitor the implementation of planned projects. Many of them allow not only to put the existing infrastructure in order, but also to create a reserve for growth and prospects for the future. Today, applications for a total of 46.8 billion rubles were approved. These are 64 objects in 20 projects in 10 regions of the country. The funds will be used to modernize housing and communal services systems. I am confident that all approved projects will contribute to improving the quality of life of people and will generally have a positive impact on the socio-economic development of the regions," said Marat Khusnullin.

The Deputy Prime Minister reported that, in particular, the headquarters approved applications for the construction of a second line of the main sewer collector in St. Petersburg with a CIC volume of 11.9 billion rubles, the reconstruction of the water supply system in the Republic of Dagestan with a CIC volume of 6.86 billion rubles, the reconstruction of a pumping station and a settling tank block of a water treatment plant in the Chuvash Republic with a CIC volume of 2.44 billion rubles, the reconstruction of treatment facilities in Sredneuralsk and the construction of treatment facilities in Sysert in the Sverdlovsk region with a CIC volume of 5.81 billion rubles, and the modernization of water supply networks in Chelyabinsk and Kopeysk in the Chelyabinsk region with a CIC volume of 2.92 billion rubles.

In his report, the Minister of Construction, Irek Faizullin, spoke about the current review of applications from regions for the implementation of infrastructure projects using funds from treasury infrastructure loans (TIL).

"Currently, we see high interest from regions in using the CIC tool. The application campaign for basic housing and communal services limits and the competitive selection for investment projects has already been completed. Applications continue to be received within the framework of long-term comprehensive plans for the Far Eastern Federal District and the Arctic zone. 7 regions with an approved limit for this year have already submitted applications, and applications from other regions are still being accepted until the end of September," said Irek Faizullin.

As part of the redistribution of limits, it was also proposed to allocate 3.3 billion rubles to restore infrastructure in the Kursk and Belgorod regions; applications from the regions will be submitted for approval in the near future.

Vasily Kupyzin, General Director of the Territorial Development Fund, reported that the KIKs have become a continuation of the mechanism of infrastructure budget loans, which has proven itself to be effective in comprehensive regional development.

"As a CIC operator, the fund carefully works with each application. 82 regions submitted applications for updating housing and communal services systems for a total of 187 billion rubles. The sphere is very complex and requires special attention, so the planned work is important for improving the quality of provided utilities. In general, we have extensive successful experience in implementing IBC projects. We will make every effort to ensure high-quality implementation of new projects for the benefit of Russians," commented Vasily Kupyzin.

Deputy Prime Minister Dmitry Patrushev spoke at the plenary session of the third UN Conference on Landlocked Developing Countries. The Deputy Prime Minister outlined the approaches proposed by the Russian Federation to overcome the difficulties faced by such states.

"This conference is a key platform for developing mechanisms to resolve the problems of landlocked developing countries. The Russian Federation highly appreciates the efforts of the United Nations to provide assistance to landlocked countries. For our part, we confirm our commitment to developing international relations in the spirit of partnership. With the participation of the UN, we are ready to share experience in overcoming difficulties related to ensuring equal trade and economic conditions for all countries," said Dmitry Patrushev.

Dmitry Patrushev outlined a number of key problems of such countries. These include, in particular, logistics, ensuring food security and providing water resources.

The Deputy Prime Minister emphasized that solving logistics issues is possible primarily through the construction of sustainable logistics chains. Russia has significant transit potential and consistently advocates active international cooperation on issues of developing transport corridors.

The main corridor of Russia is "East-West", which provides a seamless connection of the ports on the Pacific Ocean with China, Mongolia, the states of Central Asia, the Caucasus, Eastern Europe, as well as with the Baltic and Black Seas. Measures to increase throughput are being implemented on the key railway lines of Siberia and the Far East.

In addition, the international transport corridor "North-South" is developing, which connects Russia with the countries of Central and South Asia, the Persian Gulf and East Africa. That is, it affects a number of landlocked countries. The transport corridor is already actively operating.

Dmitry Patrushev noted that the answer to the challenge related to food security should be the removal of barriers in international trade in agricultural products. Russia is one of the key exporters of food, including grain, vegetable oils and fish. The Deputy Prime Minister emphasized our country's readiness to increase food supplies to the global market, share with partners the experience of using advanced technologies in the agricultural sector and help with the training of professional specialists.

Dmitry Patrushev reported that our country pays special attention to the condition of water bodies and their rational use. Russia has an effective system of water management, and the basins of 70 rivers are transboundary. Work on them is coordinated within the framework of intergovernmental agreements. Including joint monitoring of their condition, coordination of water resource use regimes, and scientific research.

During the plenary session, the Deputy Prime Minister also spoke about how our country is building a dialogue within the framework of the Tehran Convention for the Protection of the Marine Environment of the Caspian Sea.

In Krasnoyarsk, construction of the first metro-tram line continues, the project of which is being implemented with the involvement of infrastructure budget loans. Specialists have begun tunnel boring works on the section from the Vysotnaya station to the Ulitsa Kopilova stop, Deputy Prime Minister Marat Khusnullin reported.

"The development of public transport infrastructure is of great importance for dynamically growing cities – it increases the mobility of residents, improves the environment and creates the basis for further economic development. Thanks to the decisions of the President, an important project for the region is being implemented in Krasnoyarsk – the construction of a metro tram line. Specialists are actively working on the excavation of different sections of the future line. Now they have started the next stage – the excavation of the left transfer tunnel from the Vysotnaya station to the Ulitsa Kopilova stop using the Evgeniya shield with a total length of more than 83 m and a weight of 592 tons. In general, the new line will optimize passenger flow, reduce travel time and reduce the load on the road network. I am confident that this project will give a powerful impetus to the comprehensive development of the city," said Marat Khusnullin.

The tunnel boring machine will have to dig a tunnel at a depth of 10 to 49 m and a length of 2.64 km.

Vasily Kupyzin, General Director of the Territory Development Fund, the operator of the infrastructure budget loan program, reported that the total length of the metrotram line at the first stage is 11 km. "There will be six stopping points on the line of the first stage: Vysotnaya, Kopilova Street, Vokzalnaya, Ploshchad Revolyutsii, Karla Marksa Street and Shakhterov Street. The infrastructure budget loan mechanism will help improve the connection between different areas of the city, and accordingly, significantly increase convenience for local residents and visitors to the city," Vasily Kupyzin emphasized.

Governor of Krasnoyarsk Krai Mikhail Kotyukov noted that the construction of the metrotram in Krasnoyarsk is a key infrastructure project for improving the transport situation in the capital of the region. "At the first stage, the metrotram will connect public transport in four districts of the city into a single network. Subsequently, it is planned to extend the metrotram to more remote districts of Krasnoyarsk for fast, safe and comfortable travel for city residents. The launch of the metrotram will also improve the environmental situation in Krasnoyarsk. The construction of the first stage of the metrotram is a key project in the framework of Krasnoyarsk's preparation for its 400th anniversary, which the easternmost city with a million people will celebrate in 2028," said Mikhail Kotyukov.

The general contractor for the construction of the first stage of the line is Mosproekt-3 Group of Companies, and the subcontractor is the Bamtonnelstroy-Most Group of Companies.

Approved business program architecture the seventh international forum "Russian Energy Week – 2025", which will be held at the Central Exhibition Hall "Manege" in Moscow from October 15 to 17. The central theme of REW-2025 is "Creating the energy of the future together". This year, Russian Energy Week will again be held at two venues: the business program events will be held in the Central Exhibition Hall "Manege", and an exhibition of equipment and technologies for the fuel and energy complex will be organized in Gostiny Dvor, within the framework of which leading manufacturing companies, equipment suppliers, technology companies from all industry areas of the fuel and energy complex will present promising projects, breakthrough achievements, innovative equipment and advanced technologies. Russian Energy Week is held with the support of the Government of Russia, the Ministry of Energy of Russia and the Government of Moscow. The organizer of the forum is the Roscongress Foundation.

The business program of the forum will include about 30 events, divided into thematic blocks: "International Cooperation", "Technologies as a Key Driver of Energy Development", "Sustainable Development: Adaptation to the New Reality" and "Russia's Fuel and Energy Complex: Development Strategy". As part of the REW, the scientific and practical conference "Territory of Energy Dialogue" and the gala ceremony of the "Global Energy" award for outstanding research and scientific and technical developments that contribute to increasing the efficiency and environmental safety of energy sources on Earth in the interests of all mankind will be held. There will also be an award ceremony for the winners of the international journalism award "Energy of the Pen", designed to encourage journalists, observers and experts writing about the most pressing issues of modern energy, including the transformation of the global energy balance, the development of new technologies and climate change. Russian Energy Week will end with the traditional Youth Day.

"Over the course of its existence, REW has become a landmark international industry platform, attracting leading representatives of the fuel and energy complex, without exaggeration, from all over the world. This year's REW business program includes all the current issues of global energy development, and the exhibition of special equipment and technologies for the fuel and energy complex, which will be organized for the second time, will demonstrate the greatest achievements of Russian scientists and developers. I am convinced that the discussions within the REW business program will attract additional public attention to current issues in the fuel and energy complex, and the forum will once again bring together key participants in the Russian energy market, representatives of foreign countries and companies, officials, experts and the media to discuss the prospects for the development of the industry in changing conditions," said Deputy Prime Minister of Russia Alexander Novak.

One of the central topics of the upcoming Russian Energy Week will be the Energy Strategy until 2050, approved by the Russian Government with two key priorities: providing the domestic market with energy resources and realizing the export potential. The central event of the business program will be the plenary session. Special attention will be paid to nuclear energy as part of the 80th anniversary of the industry – a large stand of nuclear industry technologies and equipment is planned to be organized at the Gostiny Dvor site.

"This year, the participants of the Russian Energy Week will discuss the first stages of implementing the Energy Strategy until 2050, approved by the Government of the Russian Federation, which defines the long-term guidelines of our country for the period until 2050: development of the fuel and energy complex in the context of global challenges, energy transition, introduction of digital technologies, technological changes in general and growing energy consumption. The strategy takes into account the growth of global demand for all types of sources by 20% by 2050. Special attention will also be paid to the international aspect in the development of energy. I am confident that the Russian Energy Week will once again become the central place for the international energy dialogue that is so necessary today," emphasized Anton Kobyakov, Advisor to the President of Russia, Executive Secretary of the REW-2025 Organizing Committee.

The topic of international cooperation will occupy an important place in the program of this year's forum. The Russia-OPEC energy dialogue will be held at the REW-2025 site, with special attention paid to cooperation between Russia and Africa in the energy sector. Participants will discuss expanding cooperation between BRICS countries and ways to form a fair energy system for the SCO and ASEAN countries.
