On August 19, the All-Russian Pedagogical Congress began its work at the National Center "Russia". The event brought together about 1.2 thousand teachers from all regions of the country, scientists from the Russian Academy of Education and the Russian Academy of Sciences, State Duma deputies and senators, representatives of executive authorities and public organizations.

"Today, our state education system is one of the best in the world. We are among the top 10 leading countries in terms of both the quality of general education and the volume of scientific research and development, and we occupy leading positions in international student and school Olympiads. This is the result of preserving the traditions of the Soviet scientific school and pedagogy and the decisions implemented by the Government together with the regions on the instructions of President Vladimir Putin over the past quarter century," said the Deputy Prime Minister.

The results of the national project "Education" became the basis for achieving national goals for 2030 and the planning period up to 2036 within the framework of new national projects – "Youth and Children", "Family", "Personnel" and national projects of technological leadership.

Dmitry Chernyshenko called the preparation of the Education Development Strategy for the period up to 2036 an unprecedentedly large-scale process. 15 working groups were created to work on the document – a total of almost 1.1 thousand experts, including teachers, scientists, representatives of employers and parents. In total, the groups held over 430 meetings and developed more than 300 initiatives.

Feedback was taken into account when preparing the strategy and action plan. Thus, the school remains the second most important institution after the family in the formation of patriotic feelings of citizens, the pride index for the country increased by 2.6 times from 2021 to 2024, and the share of schoolchildren wishing to go abroad decreased from 23 to 7% over three years. The positive assessment of the general education system doubled from 2016 to 2024. 97% of respondents believe that young people in Russia have every opportunity to realize their potential.

The State Services portal conducted a survey entitled "The Future of Education in Russia", in which about 340 thousand respondents took part. Discussions of the strategy took place in each subject, a centralized collection of proposals from the regions was organized – as a result, more than a thousand of them were collected.

Key aspects of changing the educational strategy were considered at strategy sessions with Prime Minister Mikhail Mishustin, in the State Duma during government hours chaired by Vyacheslav Volodin, and at the Federation Council chaired by Valentina Matviyenko. In total, about 900 questions and proposals were received from State Duma deputies and senators.

The Deputy Prime Minister noted that qualitative challenges, as well as the goal, mission, and values of the strategy were formulated. They were compared with the fundamental documents. The key performance indicators of the strategy will reflect high-level changes in education – both qualitative and quantitative.

"The most important stage of the strategy discussion is starting now. In August, the entire country will join the discussion at the teachers' councils, and we will sum up the results at the Class Teachers' Forum. Work on the document will continue throughout this year. And after the strategy is approved by the President's decree, we will begin to formulate a plan for its implementation. I am confident that the congress will become a platform for constructive dialogue, bold ideas and specific decisions, initiatives that will strengthen Russia's leadership positions in the field of education," Dmitry Chernyshenko emphasized.

In his speech, Minister of Education Sergey Kravtsov spoke about the achievements of recent years. Thanks to the national project "Education", in 2019, large-scale infrastructure projects began to be implemented, and education became systematic again. Centralization of management returned, unified educational programs and federal work programs synchronized with the State Final Attestation were developed and approved. Upbringing has again become an integral part of education, starting from kindergarten.

In schools and colleges, positions of director's advisors on education have been introduced. Several dozen textbooks on each subject are being replaced by unified state textbooks. Thanks to the attention to all subjects, including the new ones – "Fundamentals of Security and Defense of the Motherland" and "Labor", a broad outlook of schoolchildren is ensured.

Every week, all schools in the country hold classes on "Conversations about the Important" and "Russia – My Horizons". All schools are connected to a single digital platform – FGIS "My School" and a library of verified electronic educational materials.

Sergey Kravtsov outlined the importance of the key topic of the All-Russian Pedagogical Congress – discussion of the Strategy for the Development of Education.

As part of the implementation of the comprehensive program, it is necessary to strengthen the unified system of educational work at all levels of education, create tools for updating the content of education, technologies and teaching methods. They should ensure the fundamentality, flexibility and adaptability of the main educational programs based on advanced scientific achievements and taking into account the changing demands of the state, society and the labor market. It is also necessary to introduce a systemic approach to the organization and implementation of the educational and training process, develop tools for international humanitarian cooperation and expand the formats of historical education.

In addition, key tasks include ensuring the early harmonious development of each child’s abilities through mathematical, natural science, research, inventive, artistic, sports and musical components of educational programs, training highly qualified personnel for the economy, humanitarian and technological spheres, and other relevant tasks.

"The success of the strategy implementation depends on the main wealth of the Russian education system – on teachers. Their work achieves all the educational results that the country is proud of, they, in close cooperation with families, educate patriots of Russia, worthy citizens of the country, future professionals who will ensure our leadership in technical and humanitarian spheres. Neither artificial intelligence nor any other information technologies will ever be able to replace a teacher. Because only a person can instill spirituality, morality, culture, and value systems for life in a person. Our task is to surround teachers with attention, provide decent remuneration and conditions for their noble work," said Sergey Kravtsov.

As the head of the Ministry of Education and Science, Valery Falkov, noted, a comprehensive response to all the challenges discussed in the Education Development Strategy is contained in the new model of higher education.

"All of our key instruments that we have created in recent years – the large-scale program to support universities "Priority-2030", advanced engineering schools, student design bureaus and many others – are aimed at transforming the system of higher education. We formulated this task for ourselves several years ago and are consistently and purposefully moving towards obtaining a different result, carefully and evolutionarily changing the existing system. A new building of the World Ocean Museum "Planet Ocean" with an area of over 10 thousand square meters was opened in Kaliningrad. The construction of the large facility was carried out by the PPK "Unified Customer" and was successfully completed in December 2024. This was reported by Deputy Prime Minister Marat Khusnullin.

"Today is a significant and long-awaited event – the opening of the new building of the Museum of the World Ocean "Planet Ocean". It is especially symbolic that we are opening it on Geographer's Day. The museum itself is unique not only for Russia, but also for many countries in the world. This is the only comprehensive maritime museum. It combines exhibits on the history of oceanography, shipbuilding, marine fauna and flora, as well as naval history. Thanks to the support of the President, the Chairman of the Government, we have a magnificent new building with an area of more than 10 thousand square meters. The unique architectural solution in the form of a globe has already become a calling card of Kaliningrad. This is the result of the joint efforts of a large number of people: architects, engineers, designers, builders, scientists and museum workers. I am confident that the new museum building will become not only a popular place for tourists, but also a major scientific and educational center where future researchers, scientists and defenders of the World Ocean will be educated,” said Marat Khusnullin.

He added that the project was not simple. Construction began back in 2013, the design documentation was adjusted several times, but in the end all the problems were resolved. Marat Khusnullin especially noted the company "Unified Customer in Construction", under whose management the project was transferred in 2021. The Deputy Prime Minister also thanked everyone who took part in the work. The project was implemented within the framework of the comprehensive state program "Construction", supervised by the Ministry of Construction.

"The creation of a unique museum center in all respects was carried out under the personal supervision of the President of Russia Vladimir Vladimirovich Putin. The employees of the Museum of the World Ocean, architects, and builders have done a great job, invested knowledge, experience, and part of their souls so that today we can witness a historical event not only for the Kaliningrad Region, but for the entire country and far beyond its borders," noted the Governor of the Kaliningrad Region Alexey Besprozvannykh.

"Planet Ocean" is a scientific complex with six laboratories, a library and the "Oceania" children's educational center. The building consists of three parts, one of which is a glass sphere with a diameter of 42 m. A canopy stylized as a wave is installed above the entrance.

Inside the new building there are 29 aquariums with a total volume of over 1,000 cubic meters, where about 2,000 fish and other ocean inhabitants currently live, six scientific laboratories, as well as the “Big Ocean” and “Aquariums” halls, along with a library.

"Carrying out commissioning work on life support systems was one of the most difficult stages of the facility's construction, which included setting up all engineering solutions and subsequent water treatment. All these actions were aimed at creating an optimal habitat for marine inhabitants. The two largest vessels have a volume of 706.4 and 224.6 cubic meters. One of them is more than 8 m deep, and a tunnel made of special acrylic glass runs through the other," said Karen Oganesyan, General Director of the Unified Customer Production and Production Company.

The children's educational center "Oceania", which is part of the "Planet Ocean" building, is already functioning. Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov held an All-Russian meeting with the heads of executive bodies of the constituent entities of the Russian Federation implementing state administration in the field of education.

The event summed up the results of the 2024/2025 academic year and identified the key tasks facing the education system in the new 2025/2026 academic year.

Dmitry Chernyshenko thanked the teachers for implementing the key initiatives and events of the Year of the Defender of the Fatherland, declared by President Vladimir Putin. He also expressed words of gratitude to the veterans of the Great Patriotic War and participants in the special military operation, who continue to defend Russia's sovereignty today.

The Deputy Prime Minister noted that, starting last year, on the instructions of President Vladimir Putin, work began on the Strategy for the Development of Education for the Period up to 2036. It combines best practices and innovative approaches, defines clear guidelines for the future, allows for the systematic implementation of set tasks, and guarantees continuity and sustainable development.

"All our achievements were possible thanks to the strategic vision and support of the President. In the new academic year, the task is to make teachers' salaries more fair and transparent, as well as to optimize staffing schedules. Also, on August 11, changes to the legislation came into force: students of pedagogical universities received the right to teach in schools and colleges after the 3rd year.

The Deputy Prime Minister thanked the participants for organizing the admissions campaign in colleges.

"Since 2019, the number of students entering colleges has grown by 200,000 people per year. This is a significant increase. And the number of 9th-grade graduates wishing to obtain secondary vocational education has increased by 15%. The admissions campaign is ongoing, but today applicants have already submitted over 3 million 300 thousand applications – 890 thousand more than last year. This is largely due to the successful implementation of the federal project "Professionalism" of the national project "Youth and Children", – he said.

930 thousand applications were submitted for the "Professionality" programs – 1.7 times more than last year. Schoolchildren's interest in technical specialties is growing. 506 clusters were created in 86 regions, including 13 clusters – this year in new regions and border areas. Industrial partners are about 2.5 thousand enterprises, and the volume of investment in colleges exceeded 8.5 billion rubles.

"Education of patriotic, socially responsible citizens based on traditional values is one of the national goals set by our President Vladimir Putin. Educational organizations have introduced positions of advisors to directors on education and interaction with children's public associations. Such advisors have appeared in more than 28 thousand schools and about 3 thousand colleges across the country. The work of advisors should be assessed based on real changes in the educational environment. As part of systematic work on education, we are together forming civic responsibility, values and social skills in the younger generation, which will live and govern our country," noted Dmitry Chernyshenko.

He also recalled that the President set the task of introducing the position of advisor to the director on education in all schools in the country.

In conclusion, the Deputy Prime Minister emphasized that educational work should continue to be carried out on the basis of traditional spiritual and moral values of Russia and be focused on achieving specific, measurable results in the educational environment.

Tomorrow we are holding the All-Russian Pedagogical Congress. The first such congress took place in 1925, and 100 years later we are reviving this tradition. "We relied in our work on the decision of Mikhail Vladimirovich Mishustin's strategic session. The strategy was discussed in all pedagogical universities, in all regions, a huge array of data was collected, which was used to the maximum extent during its development and will be used in a comprehensive plan for the implementation of the strategy. Our work does not end there, because the discussion is important to us," noted Sergey Kravtsov.

The head of the Ministry of Education presented the key achievements of the past academic year in the areas of general education policy, upbringing, secondary vocational education, infrastructure, personnel reserve and management.

Thus, in recent years, significant results have been achieved in the development of educational infrastructure. Since 2019, 1,688 kindergartens for children under 3 years old have been opened, more than 20 thousand places have been created in private preschool institutions, and 1,644 schools for more than 1 million students have been built. In 2024, this work was continued – the construction of 293 schools was completed and 847 buildings of educational institutions were overhauled. This year, it is planned to open 80 new schools and repair 1,279 buildings, which will create comfortable conditions for children's education.

The department, together with Rosmolodezh and the Ministry of Education and Science, is conducting systematic work on education, and formalism is unacceptable in this area, the head of the Ministry of Education noted.

Sergey Kravtsov also presented the interim results of the summer health campaign: over two shifts, 4.5 million children were covered by organized forms of recreation and health improvement.

The head of the Ministry of Education also outlined the tasks for the coming academic year. Among them is the implementation of the 704th order of the Ministry of Education, which is aimed at forming a single educational space. The order introduces a single lesson plan for individual subjects, regulates the number of tests, and also contains requirements for the workload of schoolchildren.
