The meeting of the organizing committee for the preparation and holding of the celebration of the 600th anniversary of the founding of the first monastic settlement on the Solovetsky Archipelago was held by His Holiness Patriarch Kirill of Moscow and All Rus' and Deputy Prime Minister of Russia Dmitry Chernyshenko. “Thanks to this power, even in the most terrible years of hard times, the great monastery was preserved and became a refuge for Orthodox people,” noted the Primate of the Russian Orthodox Church.

He also added that, given the enormous cultural, spiritual and historical significance of Solovki, it is necessary to combine all efforts to solve the problems that exist on the islands.

“Our goal is to completely restore the priority objects of the Solovki architectural ensemble by 2029,” the Patriarch added, emphasizing that large-scale work is already underway to preserve this great heritage.

The Foundation for the Preservation and Development of the Solovetsky Archipelago, created in 2018 on the initiative of the Russian Orthodox Church, also plays an active role in preparing for the anniversary celebration.

"To implement the events on Solovki within the established deadlines, the Government allocated additional funds from the federal budget for the construction and reconstruction of infrastructure facilities in the settlement of Solovetsky. Contracts have been concluded for the water supply systems and sewerage networks of the settlement of Solovetsky. First Deputy Prime Minister of Russia Denis Manturov and Minister of External Affairs of the Republic of India Subrahmanyam Jaishankar held the 26th meeting of the Intergovernmental Russian-Indian Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation in Moscow.

Over the past five years, the volume of trade between Russia and India has grown almost sevenfold. India is one of Russia's three largest foreign trade partners.

"Along with the increase in trade volumes, its range is also expanding. The mechanisms of infrastructure budget and special treasury loans are designed to improve the quality of life of citizens and change the appearance of settlements for the better. During their operation, more than 720 objects and events have been completed in 71 regions of Russia using budget loans. This was reported by Deputy Prime Minister Marat Khusnullin.

"The budget loan program, which has been used in Russia since 2022, allows regions to update transport, utilities and social infrastructure. Thanks to favorable conditions – a low rate of 3% and a long loan term (15 years) – the subjects get the opportunity to implement projects that are important for citizens without a heavy debt burden. IBC and SKK help not only to create modern roads, housing and communal services facilities, hospitals and kindergartens, but also to develop regions as a whole. In total, 723 facilities and events important for residents in 71 regions have been completed with the involvement of IBC and SKK funds. The Mashuk Knowledge Center, located in Pyatigorsk, celebrates its third anniversary on August 20. During this time, it has become a key federal platform for training teachers, mentors, lecturers, managers, parents and representatives of youth communities. The center's original programs are especially popular with the audience, breaking records for the number of applications from participants. You are the head of a state company in the field of road construction, which is an indicator of the state of the economy in general and significantly affects related industries. The area of direct responsibility of your company is the implementation of infrastructure projects that are significant for the country. One of such flagships that your organization is working on is the M-12 "Vostok" highway. I know that this work is actively underway.

The President has set us the task of increasing the share of federal highways and roads in the country's backbone network to 85% within six years. And this work has been continuing since this year within the framework of the national project "Infrastructure for Life".

What are the results of the first half of the year and how are things going in general?

V. Petushenko: Dear Mikhail Vladimirovich!

Over the previous years, namely over the 16 years of our company's existence, the road network that we have built has increased by 2.5 times. And, probably, the main result is that due to the attraction of extra-budgetary financing – and this is more than a trillion rubles – more than 3 thousand km of new roads have been built, which are part of the core network of federal roads, and high-speed ones at that. At the same time, we are forming a framework: north – south, west – east. And the most important thing is, of course, the "Russia" route from St. Petersburg to Vladivostok.

You launched the construction of the M-12 highway in July 2020. Today, the construction task to Kazan has been completed, and we will have completed it in 2023.

The key moment of this year and the construction of the M-12 highway in general today is the delivery of a 275-kilometer section in Bashkiria, Perm Krai and Sverdlovsk Oblast (opened with the participation of the President), which made it possible to reduce travel time for trucks by almost 4 hours, and for cars – by 6 hours.

The main effect is that starting in 2022, we have seen an increase in traffic every year. This year, the growth in trucks is 9%, and freight turnover is constantly growing. We see that the number of trucks is growing every day. This once again shows that the route chosen in 2020 has brought a very great result.

I can say that 45% of this facility was built using off-budget financing. In particular, these were funds from the National Welfare Fund and a bond loan from a state company, which is currently being serviced.

And it is very important that we were able to reduce the construction time due to technical solutions, due to organizational issues. And we took steps that allowed us not to increase its cost. New highways, of course, must be convenient, comfortable for travel, for passengers and meet all modern requirements for road safety. I ask you to keep these issues under control.

Another question. Not a single large-scale project can be implemented without a sufficient number of qualified personnel. These are not only workers who participate in this, because road construction is a very complex matter. This is also a large number of scientists, engineers, designers, technologists.

How do you work with personnel? Do the programs "Professionality", "Strategy-2030", the program of advanced engineering schools help you here?

V. Petushenko: It is, of course, impossible to build high-quality roads today and increase labor productivity without professional, trained specialists.

We have been working on this program for several years now. We are working quite actively in several universities, our specialists give lectures. And we have gone even further – in order to provide career guidance to the children, we are starting to work with schoolchildren. This year we are opening a class at RUT (MIIT) in order to prepare professional specialists at this stage. This year we are opening a special admission with the opportunity to work in the state company "Avtodor" in several universities.

We understand that this is one of the most important tasks. We communicate with the Znanie society and with professional communities and hold competitions. We have young people from 24 regions of the country who took part in competitions. The winners come to our facilities from new regions, not only from the central ones. We are expanding our geography. The guys come to our facilities – to the southern facilities, to the east of the country. I conduct professional training with them myself, I give lectures myself, we communicate with them, attract guys from an early age, arousing interest in our profession.

In terms of blue-collar jobs, this year we will hold the third professional skills competition. Moreover, it has already become international. Last year we had specialists from Kazakhstan, Belarus, China. This year we are expanding both the geography and the composition of the participants: these are young specialists and experienced ones. The profession needs to be promoted and its best qualities demonstrated.

The government has approved an action plan for the implementation of the Concept of the state system for combating crimes committed using information and communication technologies. The corresponding order has been signed.

The document includes a set of measures to improve legislation, technical counteraction to intruders and increase the digital literacy of the population. Work on preparing anti-fraud measures is carried out under the supervision of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

"The government is systematically strengthening measures to protect citizens from fraudsters. A set of 30 priority measures has already been adopted and is being implemented, and a law on criminal liability for droppers has come into force. The approved plan is another step in creating an effective system to combat telephone and Internet fraudsters. It synchronizes the work of all departments to achieve a common goal – the formation of a comfortable and safe digital environment," said Dmitry Grigorenko.

The key areas of the plan include improving legislation and interdepartmental cooperation. In particular, the issue of establishing the obligation of telecom operators, Internet providers, information dissemination organizers and other structures to notify law enforcement agencies of cases of identifying signs of crimes committed using digital technologies will be worked out. This work will be carried out by the Ministry of Internal Affairs, the Ministry of Digital Development, the FSB and Roskomnadzor in cooperation with the Prosecutor General's Office and the Investigative Committee. Based on its results, in the third quarter of 2027, the Government may come up with an initiative to change the current legislation.

By the same date, the Ministry of Internal Affairs, the Ministry of Digital Development, the Ministry of Economic Development, the FSB and Roskomnadzor, with the assistance of the Prosecutor General's Office, will submit proposals to increase liability for violating legislation in the field of personal data. Thus, it is proposed to increase the statute of limitations for bringing to administrative liability for such offenses.

The concept pays considerable attention to the prevention of offenses and crimes committed using Internet technologies. Activities related to this area are also presented in the plan for its implementation. The Ministry of Digital Development, the Ministry of Culture, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Education, the Ministry of Internal Affairs and the Bank of Russia are instructed to carry out activities on an ongoing basis to improve the digital and financial literacy of citizens, their awareness of the methods of committing crimes and protection against them. Such preventive measures include, among other things, the creation and placement of social advertising in the media. A separate area of work is the prevention of the involvement of minors in "digital" crimes.

The creation of a depository of preventive materials will be a support for such activities. It may be formed as early as the second quarter of 2026. The Ministry of Digital Development, the Ministry of Internal Affairs, the Ministry of Economic Development, Roskomnadzor, the Central Bank and a number of other departments have been determined responsible for this.

Another innovation related to prevention is the integration of the module for mandatory notification of citizens about possible crimes into the main mobile applications used for interaction with government agencies, as well as into banking and socially significant applications. The Ministry of Digital Development and the Ministry of Internal Affairs have been instructed to work out this issue by the first quarter of 2027.

The plan is not limited to prevention. Among the technical measures to combat fraudsters is the creation of a single register of addresses of electronic links to the official websites of popular online stores. This will make it possible to increase the effectiveness of the fight against their electronic doubles, which fraudsters use to steal personal information. A single register may be created in the third quarter of 2026 through the efforts of the Ministry of Digital Development, the Ministry of Internal Affairs, the Ministry of Finance, the Federal Tax Service, Roskomnadzor and other government agencies.

Other measures to combat fraudsters technically include developing an algorithm to identify artificial intelligence technology when committing cybercrimes. The Ministry of Digital Development, the Ministry of Internal Affairs, and Roskomnadzor will be looking for such solutions. Completion of the work is scheduled for the first quarter of 2028.

The concept of a state system for combating crimes committed using information and communication technologies was approved in December 2024. This decision was made in accordance with the Presidential Decree on national development goals.

Construction of a complex for holding Russian and international competitions in extreme sports has been completed in Vladivostok. The new extreme park, created with the support of the city administration, is located on the campus of the Far Eastern Federal University. The grand opening of the complex will take place during the tenth anniversary Eastern Economic Forum.

"Each Eastern Economic Forum becomes a bright event. In addition, the center will have numerous recreation areas where visitors of all ages can spend time. In the free-skating format, the complex can accommodate 200 people, and up to 100 people can train in the extreme park at the same time.

"The facility is now completely ready, its grand opening is planned for the VEF-2025. Residents and guests of Vladivostok will be able to visit the extreme park in September, during the open days on Far East Street," said Primorsky Krai Governor Oleg Kozhemyako.

In honor of the anniversary Eastern Economic Forum, a time capsule laying ceremony will take place on the territory of the extreme park: children who are into extreme sports will leave a message for the younger generations.

“The capsule-shaped installation will become an elegant and symbolic accent of the new modern space,” added the head of the region, Oleg Kozhemyako.

The 10th Eastern Economic Forum will be held on September 3–6 in Vladivostok on the campus of the Far Eastern Federal University. The main theme of this year’s event is “The Far East: Cooperation for Peace and Prosperity.” The organizer of the EEF is the Roscongress Foundation.
