From Mikhail Mishustin's opening remarks at the operational meeting with deputy prime ministers, October 13, 2025

Funds will be distributed to Buryatia, Dagestan, the Kabardino-Balkarian Republic, Karelia, Chechnya, Primorsky Krai, and Kursk Oblast. The need for additional funding is due to the high demand for this support tool in these regions.

A social contract is a special agreement concluded between social protection agencies and low-income citizens. With the help of a social contract, people can retrain and improve their skills to find a new job, start a business, receive funds to develop a personal farm, or purchase clothing, footwear, and school supplies for children. By presidential decree, this support tool has become available in all regions of the country since 2021. Total federal funding for its implementation in 2025 will amount to over 40 billion rubles.

The issue was discussed at a meeting with deputy prime ministers on October 13. Mikhail Mishustin noted that the government will continue to do everything necessary to improve people's well-being. "This is one of the national goals approved by the President," the prime minister emphasized.

Yuri Trutnev chaired a meeting of the Presidium of the Government Commission on the Socioeconomic Development of the Far East

Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev chaired a meeting of the Presidium of the Government Commission on the Socioeconomic Development of the Far East.

"First, we'll consider the changes being made to the social development plans for economic growth centers. The presidential Far Eastern unified subsidy has enabled the construction and reconstruction of over 2,000 social facilities in the Far East, including 138 facilities this year. We discussed with regional heads at the District Council that, due to planning errors or insufficient oversight in several Far Eastern regions, we are forced to shift funding from one facility to another. This applies, for example, to Khabarovsk Krai, Primorsky Krai, Kamchatka, Zabaykalsky Krai, and the Sakha Republic (Yakutia). We will increase our focus on the efficiency and timeliness of budget expenditures," Yuri Trutnev opened the meeting.

As part of the amendments to the social development plans for economic growth centers in the Far Eastern regions, the allocation of federal budget funds through the presidential Far Eastern unified subsidy for 2026–2028 was approved for master plan projects and other activities in Buryatia, Yakutia, Transbaikalia, Kamchatka, Primorye, Khabarovsk Krai, Amur and Magadan Oblasts, the Jewish Autonomous Oblast, and Chukotka.

The Republic of Buryatia will receive funding for 2026–2027 for projects under the Ulan-Ude and Severobaikalsk master plans, as well as other activities. The funds will be used for land protection engineering for the Baikal Interuniversity Campus, roof and façade repairs on the Gostinodvorsky Rows, the purchase of buses, the construction of a water rescue station, a prosthetics center, a rehabilitation and adaptation center, a school kitchen, and more.

Yakutia will receive funding for master plan projects in Yakutsk and Neryungri: the construction of the "Courage" children's camp in Neryungri and the development of design documentation for the construction of a Far Eastern film studio.

Zabaikalsky Krai will receive funding for projects in Chita and Krasnokamensk, as well as other activities. The funds will be used for the improvement of courtyards and public spaces, the development of design documentation for the improvement of Chita's historic center, the construction of a bus station in Krasnokamensk, the overhaul of three sports schools, the overhaul of a children's sanatorium, and the creation of the Avangard and Voin centers.

Kamchatka Krai's proposal to allocate funds for Petropavlovsk-Kamchatsky's master plan projects was supported: renovation of two cultural heritage sites; construction of a kindergarten; and storm drainage for Lake Kultuchnoye.

Primorye will receive funding for Vladivostok's master plan projects: the Russkiy Scientific and Technical Center on Russkiy Island; the Solnechny Family Recreation Center as part of the Far Eastern concession; and the design of wastewater treatment facilities on Russkiy Island.

Khabarovsk Krai will receive funding for master plan projects in Khabarovsk and Komsomolsk-on-Amur. The funds will be allocated for the improvement of boulevards in Khabarovsk; the renovation of the façades of cultural heritage sites in Komsomolsk-on-Amur; the improvement of the culture and recreation park in Komsomolsk-on-Amur; the embankment for the checkpoint on Bolshoy Ussuriysky Island; and the creation of a rifle range.

The Amur Region will receive funding for the reconstruction of a city park in Blagoveshchensk under the Far Eastern concession. The project is part of Blagoveshchensk's master plan.

The Magadan Region will receive additional funding for the creation of a marine tourism center under the Far Eastern concession. The facility is part of Magadan's master plan.

The Jewish Autonomous Region will receive funding for Birobidzhan's master plan projects and other activities. Funds from the presidential Far Eastern unified subsidy will be used for the improvement of the Jewish Quarter, the modernization of the regional hospital, the overhaul of two technical schools, the improvement of kindergarten grounds, the repair of sidewalks and driveways, and the development of design documentation for major school renovations.

Chukotka will receive funds for Anadyr's master plan projects and other projects. These include the design of a rehabilitation center, the modernization of a fisheries enterprise, the design of a building for a technical school, the reconstruction and construction of industrial park buildings, the overhaul of an education center, and a modular gymnasium.

The discussion focused on changes to the mechanism for providing state support to legal entities implementing investment projects in the Far East, specifically reimbursing infrastructure development costs. "Fifteen projects in eight regions of the Far Eastern Federal District have been selected for subsidies. All of them are large and important, addressing key regional development issues," said Yuri Trutnev.

According to the decision of the Presidium of the Government Commission on Socioeconomic Development of the Far East, the following projects will receive support:

Kamchatka Krai (construction of a hotel and business complex and hostel in Petropavlovsk-Kamchatsky by Novy Dom LLC, construction of the Laguna spa hotel in the village of Paratunka by Golubaya Laguna LLC);

Amur Region (construction of a residential microdistrict in the city of Svobodny by Zhiloy Mikrorayon LLC, construction of a production and logistics cluster by Gazprom Helium Service LLC);

Primorye (construction of the interregional wholesale distribution center "Primorsky");

Yakutia (construction of the Inaglinsky mining and processing plant for the extraction of coking coal and the production of high-quality coal concentrate in Neryungri).

The meeting also discussed the implementation of a project to build a main conveyor system for transporting coal produced in the Uglegorsk district of Sakhalin to the port of Shakhtyorsk. The project has been underway since 2018, and construction and installation work has already been completed. The launch of the conveyor line will reduce coal transportation costs.

Dmitry Grigorenko with First Deputy Prime Minister of the Republic of Tajikistan Hikmatullo Kholikzoda

During his working visit to Tajikistan, Deputy Prime Minister and Chief of the Government Staff of the Russian Federation Dmitry Grigorenko held a series of bilateral meetings dedicated to strengthening the partnership between Russia and Tajikistan in the field of digitalization. The Deputy Prime Minister noted that recent international trips to China, Belarus, and Tajikistan have revealed particular interest among foreign colleagues in Russia's experience in digitalizing public administration and implementing artificial intelligence.

The discussion with First Deputy Prime Minister of the Republic of Tajikistan Hikmatullo Kholikzoda focused on developing digital partnerships and building on Russian experience to accelerate digital development. In terms of digital development, the host country prioritized the development of electronic government services, cybersecurity, and training IT specialists, including in the field of AI. At the meeting, a decision was made to explore the creation of a Russia-Tajikistan working group on digital transformation.

"Russia has extensive experience in digitalizing government processes and providing public services. We've digitized document flow in the government and created and implemented user-friendly information systems for citizens. We continue to develop the government services portal: over 1,600 government services are already available, and we're now transitioning their provision to a proactive format. We're implementing artificial intelligence, including in large-scale government projects, such as the national project monitoring and management system. We have much to share with our international colleagues, and we see demand for domestic developments. Tajikistan has actively embarked on the path to digitalizing government systems. Sharing experiences and proven practices will help expedite this process," noted Dmitry Grigorenko.

During his visit to the IT Park in Dushanbe, the Russian Deputy Prime Minister met with Khurshed Mirzo, Director of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan.

During the meeting, it was discussed that Russian IT companies are already successfully operating in the Tajik market. Specifically, they are actively involved in implementing digital systems within the country's government.

For example, a domestic solution from JSC IRTech has enabled the refinement of the information system for the Ministry of Education and Science of Tajikistan. Some 562 schools in the country are already implementing electronic diaries based on the Russian solution.

Another company with Russian founders, ERA Group, is working with the Dushanbe city administration to implement a "Smart City" system that, through data digitization and the use of surveying drones, improves resource management efficiency and the quality of life for city residents.

Furthermore, Tajikistan is seeing demand for communications services from Russian operators. MegaFon Tajikistan, a subsidiary, operates successfully in the country: the company was the first to launch 3G, 4G/LTE, and 5G in the country and provides services to over 2 million foreign subscribers.

Russian digital platforms are also in demand. One domestic marketplace is the absolute market leader, with a share of over 50%.

The 7th Forum of Russian and Cuban University Rectors, a key platform for strengthening cooperation between the two countries in scientific and educational fields, opened at Lomonosov Moscow State University.

"Russian President Vladimir Vladimirovich Putin and Cuban President Miguel Díaz-Canel have repeatedly emphasized the importance of our countries' strategic partnership. Key areas include cooperation in science and higher education. Currently, approximately 200 agreements are in effect between universities in Russia and Cuba. This spring, the first branch of a Russian university, Southern Federal University, opened on the Island of Freedom. Our partners' interest in expanding academic exchange programs, Russian technological developments, and joint scientific research is only growing. I wish the participants of the Russian-Cuban Rectors' Forum productive work and new joint projects!" noted Dmitry Chernyshenko, Deputy Prime Minister of Russia and Co-Chair of the Intergovernmental Russian-Cuban Commission on Trade, Economic, Scientific, and Technical Cooperation.

He also added that cooperation in science and higher education was given attention during the last meeting of the intergovernmental commission in Havana.

Speaking at the opening ceremony on the Russian side were Deputy Minister of Science and Higher Education Konstantin Mogilevsky, Deputy Minister of Foreign Affairs Sergei Ryabkov, and President of the Russian Union of Rectors, Rector of Moscow State University named after M.V. Lomonosov, Academician Viktor Sadovnichy.

"The warm relations between Russia and Cuba are largely due to the traditionally close cooperation between universities. The leadership of both countries has always placed great emphasis on educational developments. Its history includes many memorable moments: from Fidel Castro's visit to Moscow State University in May 1963 to the opening this year of a branch of the Southern Federal University at the University of Havana by Deputy Prime Minister Dmitry Nikolaevich Chernyshenko. For many decades, young Russians and Cubans have become acquainted with each other's cultures, learned Russian and Spanish, and scholars and faculty have exchanged experiences and scientific knowledge. The opportunity for ongoing communication and open dialogue, which inter-university cooperation provides, creates a unique, trusting relationship. Such a solid foundation allows us to further expand cooperation in the humanities," noted Konstantin Mogilevsky, Deputy Minister of Education and Science of the Russian Federation.

Existing agreements between Russian and Cuban universities facilitate the expansion of academic exchanges, joint research, training for leading Cuban companies, and the implementation of Russian language training programs. Under these agreements, staff from the Pushkin State Russian Language Institute and the University of Havana have recorded Russian language lessons for Cuban television, and the Southern Federal University has opened a mirror laboratory for the application of artificial intelligence in engineering at the Technological University of Havana.

"We see that the architecture of the entire global community is rapidly changing. New multilateral formats of interaction are developing. Cuba became a BRICS partner country this year. As part of the BRICS university community, we are working to create a ranking of BRICS universities. A year ago, during the leaders' summit in Kazan, the pilot results were presented. The BRICS university ranking is based on the indicators of the Moscow-based international ranking "Three University Missions." Currently, this is one of the largest international rankings in the world, surpassing the renowned QS ranking in scope. In our country, this initiative has received support at the highest government level," emphasized Viktor Sadovnichy.

Participants in the 7th Forum of Russian-Cuban University Rectors from the Cuban side include the Minister of Higher Education of the Republic of Cuba, Walter Baluja García, as well as the rectors and vice-rectors of 10 leading Cuban universities. Key topics will include prospects for bilateral scientific and educational cooperation, the development of academic mobility, the creation of joint educational programs and research centers, strengthening inter-university associations, developing human resource potential for the economies of both countries, and expanding cooperation in multilateral formats, including within the BRICS framework.

The 7th Forum of University Rectors of Russia and Cuba is held with the support of the Ministry of Science and Higher Education of the Russian Federation, the Russian Union of Rectors, and the Ministry of Higher Education of the Republic of Cuba.

Following the official part of the forum, a working meeting was held between the Minister of Science and Higher Education of the Russian Federation, Valery Falkov, and the Minister of Higher Education of the Republic of Cuba, Walter Baluch García.

Prime Minister Mikhail Mishustin signed a resolution establishing standard contract terms for construction supervision services.

"Systematic work to improve regulatory frameworks serves as the foundation for increasing the efficiency of the construction industry and accelerating construction speeds. Construction supervision is fundamental to the safety and quality of construction projects, and we need to establish clear rules in this area. Standard contract terms will increase the transparency of relationships between all parties involved, which will ultimately have a positive impact on work results," noted Marat Khusnullin.

We are talking about construction supervision within the framework of contracts concluded in accordance with the Federal Law on Procurement (No. 44-FZ).

The Deputy Prime Minister clarified that a unified regulatory framework for this process will ensure full respect for the rights and interests of clients and contractors under such contracts. Furthermore, it will ensure uniform requirements for monitoring the progress of construction, reconstruction, and major repairs of facilities.

Alexander Novak chaired the 40th meeting of the Federal Headquarters for Gasification of Regions

Deputy Prime Minister Alexander Novak chaired the 40th meeting of the Federal Headquarters for Gasification of the Regions. It was attended by Deputy Prime Minister Dmitry Patrushev, who oversees the Siberian Federal District in the Government, along with representatives of the Ministry of Energy, Gazprom, Rosneft, relevant legislative committees, federal agencies, and regional authorities.

"The topic of regional gasification is a crucial component of the country's socioeconomic development. This area requires special attention. Planning must take into account long-term needs so that work is proactive, as the President stated," noted Alexander Novak.

Particular attention was paid to the progress of gasification in the Siberian Federal District. The government approved a program for gasification in the Siberian Federal District, which will allow for the intensification of socio-economic and industrial projects. The main goal is to eliminate existing infrastructure constraints and ensure reliable supplies for the population and new investment projects.

The primary project aimed at improving the gasification situation in the Siberian regions is the construction of the West Siberian Gas Transmission System (GTS), which will increase gas supply to ensure the possibility of supplying additional volumes of gas to existing and prospective consumers.

"The Russian government has approved the Strategy for the Socioeconomic Development of the Siberian Federal District through 2035. Its implementation plan includes over 100 priority investment projects. Furthermore, the creation of a complex for the advanced processing of rare earth metals is being considered. Around 300 key population centers have also been identified in Siberia, and their infrastructure for residents should be developed at an accelerated pace. Further intensification of development in Siberian territories depends on the pace of accelerated gasification," said Dmitry Patrushev.

It was noted that natural gas has already been supplied to the Altai Territory, Kemerovo, Novosibirsk, Tomsk and Omsk Regions, the Altai Republic, a number of settlements in the Irkutsk Region and the Norilsk Industrial Hub in the Krasnoyarsk Territory.

Currently, there are 117 gas distribution stations operating in the district with a design capacity of 3,400 cubic meters per hour. The gas distribution network extends 32,000 kilometers. Gas consumption is 16.5 billion cubic meters. 782 settlements and over 784,000 apartments and households are supplied with gas.

Additional opportunities to meet the growing gas needs of the Irkutsk Region and Krasnoyarsk Krai will become available with the construction of the Power of Siberia 2 gas pipeline.

Under the gas supply and gasification development programs for the period 2026–2030, 16 cities and 143 populated areas are planned to be connected to gas. LNG solutions will be used for a number of populated areas, providing gas to hard-to-reach areas.

Following the meeting, the Ministry of Energy and Gazprom were instructed to explore opportunities to leverage local resources to improve and develop gas supplies to regions within the Siberian Federal District.

Gazprom has been instructed to take measures aimed at signing long-term gas supply contracts with prospective consumers in Siberian regions, as well as to develop gas supply and gasification programs for the constituent entities of the Siberian Federal District for the period 2026–2030, taking into account the needs of new settlements not included in earlier gas supply development programs.

The Ministry of Energy will develop criteria for taking into account potential consumers in the projected gas consumption of regional gasification programs for housing and communal services, industrial and other organizations.

The Siberian Federal District's constituent entities will conduct an inventory of investment projects announced for implementation to update their natural gas supply plans, prioritizing existing gas consumers. Based on the results of this work, appropriate changes will be made to regional gasification programs for housing and utilities and industrial organizations.

Marat Khusnullin: The Zaporizhzhia region has applied for funding for the implementation of a program to resettle residents from dilapidated housing.

Quality of life is determined by many factors, but one of the key ones is the creation of comfortable and modern housing conditions for citizens. These are achieved, among other things, through the implementation of programs for the major renovation of apartment buildings and the resettlement of residents from dilapidated housing. Since 2025, the resettlement program for dilapidated housing has been included in the national project "Infrastructure for Life," which is also being implemented in the reunified regions. As of today, the Zaporizhzhia region has submitted an application for funding for the first stage of the regional targeted program for resettlement of residents from dilapidated housing, announced Deputy Prime Minister Marat Khusnullin.

"We face a major task: to bring the standard of living in our reunified regions up to the Russian average by 2030 across all indicators. This means we must ensure growth in key indicators of their socioeconomic development, including the volume of improvements to housing conditions. In this context, we are accelerating housing construction, carrying out major repairs to apartment buildings, and are now beginning the resettlement of residents from dilapidated housing. The Territorial Development Fund, the operator of this program nationwide, has received an application from the Zaporizhzhia region, which plans to resettle 187 residents living in seven dilapidated apartment buildings covering 2,700 square meters in the first stage," the Deputy Prime Minister explained.

The Deputy Prime Minister clarified that the funding for the first stage of activities will amount to more than 296 million rubles, of which approximately 258 million will come from financial support from the Territorial Development Fund.

"Along with the capital repair program for apartment buildings, which prevents premature aging of buildings and extends their lifespan, a socially significant program for the resettlement of dilapidated housing is being implemented across the country. It provides people with the opportunity to obtain high-quality, comfortable housing. In Donbas and Novorossiya, apartment buildings have not been properly maintained for decades and have naturally deteriorated, so in addition to the current capital repair program, a program for the resettlement of dilapidated housing is being implemented. For example, in the Zaporizhzhia region specifically, more than 700 residents from dilapidated housing, covering an area of 11,600 square meters, are scheduled to be resettled between 2025 and 2027, with funding from the fund totaling 1.2 billion rubles," added Vasily Kupyzin, CEO of the Territorial Development Fund.
