The set of initiatives is designed to create additional barriers for criminals and give citizens new effective tools to control their personal data and financial transactions. "As of today, citizens have access to several new tools to protect themselves from fraudsters. It is important that all these measures are not isolated solutions, but are part of the Government's systemic work to improve the security of the digital environment. Step by step, we are building a multi-level protection system that minimizes risks for citizens and significantly complicates the implementation of fraudulent schemes," said Dmitry Grigorenko.

Among the new measures that come into force on September 1 is mandatory labeling of calls from business numbers. On the screen of their phone, a person will see not only the number, but also the name of the company, as well as the category of the call: "banking services", "advertising", "real estate", "communication services" and others. This will allow them to identify the caller in advance and make an informed decision about whether to answer. At the same time, there is no need to add the subscriber to the phone book.

In order to combat the circulation of anonymous SIM cards, which are actively used by cybercriminals, a direct ban on the transfer of SIM cards to anyone other than family members and close relatives comes into force.

From today, citizens can set a self-prohibition on concluding new contracts for the provision of communication services through the public services portal or the MFC. Thus, in the event of loss of documents or other incidents, criminals will not be able to issue a SIM card in the person's name and, as a result, use it in fraudulent schemes. At the same time, a citizen can lift the self-prohibition on issuing SIM cards through the MFC at any time. He must have a passport and SNILS with him. The self-prohibition will be lifted within one day.

Finally, a measure is coming into force that allows for self-prohibition of spam phone calls, such as advertising offers or surveys. Citizens can send a request to block spam calls through their mobile operators.

Since September 1 of this year, it has been possible to apply for a self-prohibition on loans and credits in person – through MFC branches. Previously, this service was only available online. To date, about 15 million Russians have set a self-prohibition on loans and credits through the public services portal since March 1 of this year.

The possibility of establishing a "second hand" when performing banking transactions is being introduced. Each citizen can appoint a trusted person to whom the bank will contact for confirmation of the transaction – for example, issuing cash, processing a loan. The measure is relevant primarily for elderly citizens.

In addition, a "cooling off" period is being introduced for ATM transactions. Thus, if suspicious actions are detected that indicate a possible fraudulent scenario, the bank will be able to restrict cash withdrawals in excess of the established limit (no more than 50 thousand rubles per day) for 48 hours. The client will be immediately notified, and as soon as he independently confirms the legitimacy of the transaction, access to funds will be fully restored.

Information about new measures and all the tools for combating fraudsters currently in effect on the public services portal are available within the framework of the “life situation” service to protect citizens from Internet fraudsters. The service contains detailed instructions for actions in critical situations related to fraud, as well as educational materials to improve the digital literacy of users.

A strategic session on improving the technical vision systems of weapons, military and special equipment was held at the Era Military Innovation Technopolis under the leadership of First Deputy Prime Minister Denis Manturov.

Today, the main topic was staffing for technological leadership. Here, we must focus on the May decree of President Vladimir Putin – the decree on national development goals for Russia. One of the key national goals is achieving technological leadership. This is an ambitious task, and its solution can only be achieved through advanced training of qualified personnel in demand for industries," the Deputy Prime Minister noted.

To achieve technological leadership, Russia needs specialists who can create unique solutions. This is important, among other things, for the implementation of nine national projects in key sectors of the economy. On the instructions of the head of state, all such national projects include separate federal projects for the advanced training of specialists in the relevant areas.

The Deputy Prime Minister recalled that the All-Russian Pedagogical Congress took place in August. Its central theme was the Education Development Strategy, which is being developed on the instructions of Vladimir Putin.

"It is important to define a single vector for the development of the educational system at all levels. Today, the school education system unites more than 18 million children and provides the opportunity for in-depth study of individual subjects starting from the 5th grade. Technologies are developing rapidly, so the level of school training in the natural sciences must keep up with the times," he added.

This is one of the objectives of the comprehensive plan of measures to improve the quality of mathematical and natural science education for the period up to 2030.

More than a thousand educational programs were conducted at the Sirius base within 116 shifts, about 80 thousand children successfully completed the training, including more than 34 thousand in the “Science” direction.

Governor Andrei Travnikov highly praised the ability of the higher education system of the Novosibirsk Region to respond to the challenges of the times.

"A very good example of the adaptability of the regional education system is the training of specialists for the SKIF Center for Collective Use. As soon as the decision was made that this project would be in the Novosibirsk Region, our two leading universities – NSTU and NSU – implemented 14 educational programs, and over 700 specialists were trained in three years. Today, 52 NSU graduates, research fellows, and another 11 employees – postgraduate students continuing their education – work in the SKIF Center for Collective Use project office," the head of the region said.

Dmitry Chernyshenko also noted that technological leadership cannot be imagined without professional workers.

"The system of secondary vocational education is a trend of recent years, and if in the 2000s only 10-12% of schoolchildren chose SPO, then in 2025 62% of ninth-graders will continue their education in colleges. Such specialists are in great demand by employers," he said.

According to preliminary results of the admissions campaign, applicants submitted over 3.3 million applications, which is 890 thousand more than last year. The federal project "Professionality" became the driving force behind the comprehensive reboot of the SPO system. To date, almost 2.5 thousand partner enterprises have joined the project.

Highly qualified engineering personnel should take on a key role in the development of new sectors of the economy. Today, about 1.4 million students are studying engineering specialties. In the upcoming academic year, more than 44% of budget places are set for this direction.

In order to improve the quality of engineering training, uniform requirements and approaches to the formation of key vectors for the development of engineering universities for the long term have been defined.

The training of personnel in demand on the labour market is carried out within the framework of the Priority 2030 programme and advanced engineering schools.

The quality of training also depends on the level of development of the educational infrastructure. At the request of the President, a large-scale project is being implemented to create world-class campuses. Within the first, second and third waves, 25 such campuses have been selected and are being actively built. By 2036, 40 such campuses will be created. By the end of the year, the Ministry of Education and Science will select the remaining ones.

Dmitry Chernyshenko also assessed the forum exhibition. For example, at the VOIR stand, inventors from Sevastopol presented a drone detector, and Omsk developers demonstrated a working model of the Omich robotic complex with a lifting capacity of up to 1 thousand kg. Novosibirsk innovators presented several developments at once: a dust suppression gel "Unigel Apuvis", which reduces air pollution in the city and at industrial facilities, an oil destructor – a paste based on a biologically active complex and humic acids to eliminate the consequences of oil spills and soil reclamation, a unique installation for water purification using the cavitation method.
