The plan activities will be implemented using federal and regional budgets, as well as extra-budgetary sources. To date, comprehensive plans for reducing emissions have been approved for 16 Russian cities.

Changes to the procedure for state examination of design documentation, approved by the Government Resolution, came into force on September 1, 2025. The new regulations will reduce the administrative burden on developers and speed up the implementation of investment and construction projects. Also, from September 1, a government decree came into force that sets the rules for the conservation of construction projects. It is carried out to suspend construction work for more than six months.

Decisions on the conservation of capital construction projects of state (municipal) property, the construction or reconstruction of which is carried out in whole or in part at the expense of the federal budget, will be made by the Government of Russia, state property of a subject – by the highest executive bodies of the subjects, and municipal property – by local administrations.

On the instructions of the President, the "Zemsky Trainer" program will be launched in the Far Eastern and Central Federal Districts in 2025, and in all regions of Russia from 2026. Within its framework, workers in the field of physical culture and sports who have moved to work in small settlements with a population of up to 50 thousand people will be able to receive one-time compensation payments in the amount of 1 million to 2 million rubles.

The Prime Minister inspected the new school building, sports grounds, school buses and talked to students.

The new school in the village of Lopatino, Tarussky District, Kaluga Region, was built on the site of an old building that was demolished in 2021, and opened its doors to students on September 1, 2025. New classrooms and rooms that were not in the old school building were equipped: a food block with a canteen, a medical block, an auditorium with a stage.

"Improving the quality of education and increasing the comfort of students are under special control of the state. In recent years, a colossal amount of work has been done to build new schools and kindergartens, as well as to repair and reconstruct existing ones. Of course, each educational institution should have a comfortable and safe infrastructure: convenient access roads, safe crossings, pedestrian zones, sidewalks. We are actively carrying out this work under the national project "Infrastructure for Life". In anticipation of September 1, road works were completed on 323 sections of the regional and local road network leading to children's educational and leisure institutions – this is 837 km," said Marat Khusnullin.

By the end of the year, the number of updated school routes will increase significantly.

"In 2025, in order to achieve the national project indicators, it is planned to bring 870 objects up to standard – this is more than 3 thousand km of roads to schools, kindergartens, secondary specialized and higher educational institutions. Large-scale work is carried out both within the boundaries of populated areas and beyond them – on regional and inter-municipal roads, along which school routes also pass. Particular attention is paid to strict quality control of road works at all stages – from design to commissioning of objects. Road workers pay special attention to ensuring road safety.

"As a rule, when carrying out repair work, school routes are equipped with safety elements in accordance with modern standards. This includes the installation of pedestrian crossings, speed bumps, traffic lights, and pedestrian barriers. In addition, thanks to the federal project "Road Safety", large-scale work is being carried out to prevent child road traffic injuries and to form a culture of safe behavior on the roads. In a number of regions, citizens and the professional community were involved in choosing and even directly creating the design. In the Chelyabinsk Region, the appearance of the new transport card with the symbols of the Decade of Science and Technology was chosen by the residents themselves: three design options were put to vote using the State Services portal, where the monument to Academician Igor Kurchatov was combined with a futuristic image of the city. The second option, where the scientist is depicted against the background of the Chelyabinsk of the future, received the most votes – almost two thirds. It will appear on the transport cards that will go on sale by the beginning of the school year. And in St. Petersburg, the task of creating a design for a student travel card with the symbols of the Decade of Science and Technology will form the basis of the nomination of the federal competition of youth design and art "Design of the Young" (Young Design). From September to November 2025, all interested graphic designers of the city under the age of 25 will be able to offer their own version of the design of a student travel card: they will develop a concept under the mentorship of practicing designers from leading studios, companies and universities of the city, receive feedback and defend the final layout in front of a jury. The opinion of the expert council, as well as the votes of city residents who will be able to take part in the public vote, will be taken into account when determining the winner. The design project that takes first place will be used in the release of updated student cards.

The official presentation of regional transport cards with the design of the Decade of Science and Technology will take place at the anniversary V Congress of Young Scientists, which will be held on November 26–28, 2025, in the federal territory of Sirius.
