3. On the draft amendments of the Government of the Russian Federation to the draft federal law No. 519732-8 "On Amendments to the Code of the Russian Federation on Administrative Offenses"

The draft amendments are aimed at establishing a universal mechanism regulating the procedure for proceedings on administrative offences in cases where, in relation to the same fact of an unlawful action (inaction), proceedings are being conducted on several cases of administrative offences on the basis of different provisions of the Code of Administrative Offences.

4. On Amendments to Certain Acts of the Government of the Russian Federation on Issues of Improving Public Administration in the Sphere of Combating the Illegal Import, Production and Circulation of Counterfeit Products (in terms of amending the Regulations of the Government of the Russian Federation)

The draft resolution was prepared in order to bring the acts of the Government into line with the provisions of the Presidential Decree of July 15, 2025 No. 475 in terms of approving a special procedure for the preparation, coordination, adoption and entry into force of regulatory legal acts in the field of marking goods with identification means.

5. On the allocation of budgetary appropriations to the Ministry of Construction of Russia in 2025 from the reserve fund of the Government of the Russian Federation for the provision of a subsidy from the federal budget to the budget of the Republic of Tyva

The draft order is aimed at co-financing expenditure obligations arising from the implementation of the preferential mortgage program in the Republic of Tyva.

6. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Russian Emergencies Ministry in 2025 for the provision of other inter-budget transfers to the budgets of the constituent entities of the Russian Federation

The draft order is aimed at reimbursing expenses incurred in 2023–2024 by the budgets of the constituent entities of the Russian Federation for the accommodation and meals of citizens of the Russian Federation, foreign citizens and stateless persons permanently residing in the territory of Ukraine, as well as in the territories of constituent entities of the Russian Federation where the maximum and medium response levels have been introduced, who were forced to leave their residential premises and were in temporary accommodation and meals centers on the territory of the Russian Federation.

Deputy Prime Minister Dmitry Patrushev held a working meeting with the head of the Republic of Dagestan Sergey Melikov. Resolution of September 2, 2025 No. 1357

On the instructions of the President, the Government established preferential tariffs for railway transportation of coal through the territories of the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions. The resolution on this has been signed.

A reduction factor of 0.48 has been set for such transportation. It will apply to coal transportation carried out by the Federal State Unitary Enterprise Novorossiya Railways.

Marat Khusnullin: Glazing of the front part of the façade of the cultural and educational complex has begun in Vladivostok

A large cultural and educational complex is under construction in Vladivostok. Specialists have begun installation work on glazing the front part of the building's façade, Deputy Prime Minister Marat Khusnullin reported.

"The construction of modern cultural clusters undoubtedly entails the comprehensive development of regions. This is a worthy decoration of cities and the entire country, because the emergence of such centers makes culture more accessible. The cultural and educational complex on the Eagle's Nest hill – the highest point of the historical part of Vladivostok is being built on the instructions of the President. Branches of the Tretyakov Gallery, the Russian State Institute of Performing Arts and the Mariinsky Theater will appear there. At the site, specialists have begun glazing the main front part of the building's facade, which looks out onto the Golden Horn Bay. Residents and guests of the capital of the Far East can watch the progress of the work from anywhere in the city. To date, 10 thousand square meters of aluminum frame out of 26.5 thousand square meters have been installed there," said Marat Khusnullin.

Work on installing the façade system on the building of the cultural and educational complex under construction is being carried out by the company Stroytransgaz-Vostok (part of JSC Stroytransgaz).

"We used a special technology to construct the large-scale façade – we install the stained glass not in elements, as usual, but in large sections. Each element, more than 7 m in length and width, has to be raised to a height of 45 m. Sometimes the weight of the structures reaches 300 kg. At the same time, we should not forget that there is a high wind load on the Eagle's Nest hill," said Mikhail Khachatryan, Deputy General Director of STG-Vostok.

The visual image of the large-scale complex will be completed by pergolas. These are metal structures that are erected on the edge of the roof and externally resemble a crown. They will become a continuation of the facade, and the complex will acquire the shape of a triangle and a trapezoid. If you look at the complex from a bird's eye view, it resembles an eagle's nest.

The highlight of the facade will be multimedia lighting, which will allow the projection of videos, event posters and even a huge clock face on the outside of the complex.

Construction of the cultural and educational complex in Vladivostok began in 2019.

Branches of the Moscow State Academy of Choreography and the Central Music School, an educational center with a canteen and a swimming pool, boarding schools for students, a dormitory for students of the Russian State Institute of Performing Arts, as well as three apartment buildings for teachers and artists have already been built and put into operation on Russky Island. In September 2023, children's education began on Russky Island.

The grand opening ceremony of the Far East Street exhibition took place at the tenth, anniversary Eastern Economic Forum on September 3. At its venue, 11 Far Eastern regions, Russian ministries and departments presented their key projects and achievements in the sphere of economy, culture and tourism. The organizer of the exhibition is the Roscongress Foundation with the support of the Office of the Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District.

“We are opening the Eastern Economic Forum for the tenth time and once again opening the exhibition “Far East Street”. When we created it, we dreamed that the exhibition would tell about our love for the Far East: Primorye and Khabarovsk Krai, Buryatia and Yakutia, Magadan Oblast and Chukotka. Today, when a lot of time has passed, to the question of whether we succeeded or not, I can firmly answer: we succeeded. The government has expanded the list of Russian high-tech equipment that companies can purchase to receive tax benefits

The list of Russian high-tech equipment, the purchase of which will allow companies to receive a tax break on profits, has been supplemented by 14 items. The order to this effect was signed by Prime Minister Mikhail Mishustin.

Such equipment includes unmanned aerial systems of various types, as well as equipment for the fuel and energy complex and mining machines.

Let us recall that from January 1, 2025, the increasing coefficient for expenses on which the size of the profit tax depends was increased for companies purchasing domestic equipment. The government has additionally allocated over 100 billion rubles to subsidize preferential mortgage programs

The government continues to support citizens who want to improve their housing conditions. An order was signed to allocate 100.4 billion rubles to subsidize interest rates under the Family Mortgage, Far Eastern and Arctic Mortgage, and Preferential Mortgage programs. Additional funding will come from the Cabinet's reserve fund.

Of the total amount, 53.4 billion rubles will be allocated to subsidize the "Family Mortgage". This will make it possible to maintain the preferential mortgage program with a rate of 6% for citizens with children.

That is why work on the development of housing construction and the urban environment here is one of the important areas of the Government's work. Therefore, we are trying to approach the development of the Far Eastern Federal District in a comprehensive manner. It is important not just to build, but to create conditions for people to live. To date, 23.4 million square meters of housing have been commissioned. But it is not only the volume that is important, but also the availability of this housing for people, and here the Far Eastern Mortgage program has shown excellent results. The numbers speak for themselves: since the beginning of the year, more than 18 thousand mortgage loans have already been issued, and a total of about 150 thousand families have received loans at an unprecedentedly low rate. At the same time, we are creating a modern urban environment, because people should live not just in new apartments, but in comfortable, well-appointed cities," said Marat Khusnullin.

The Deputy Prime Minister noted the active improvement work being carried out in the regions of the Far Eastern Federal District. To date, about 5.7 thousand territories have already been improved, including 3,120 public spaces and 2,540 courtyards.

For the subjects of the Far Eastern Federal District, a separate competition has been organized within the framework of the federal project "Formation of a comfortable urban environment", which is being held on the instructions of the President of Russia. Since its launch, 184 winning projects have been selected, of which 55 have already been implemented.

This year, the fourth competition for the best projects to create a comfortable urban environment for the Far East was held. 103 applications were submitted, and 54 projects from 11 regions of the district were declared winners. These projects will receive grants for implementation in the amount of 20 million to 300 million rubles. Thanks to them, key public spaces – parks, embankments and squares – in different parts of the Far East will be transformed.

For example, in the Sakhalin Region, in Kholmsk, the Peace Square was improved according to the "Sea Symphony" project. There was created an amphitheater for 200 seats, a pedestrian promenade with a view of the sea and an art pavilion "Wave". Ramps and tactile tiles for people with limited mobility were also installed.

A sports park called "Yantarny" with exercise machines, an amphitheater and bike paths has appeared in Dolinsk. The facility uses energy-saving lighting and modern surfaces. The park is equipped for people with disabilities.

In Buryatia, in the village of Sotnikovo, an all-season space "Khii Morin" with elements of local culture was created. An indoor area, an amphitheater stage and recreation areas were built. During construction, specialists used energy-efficient technologies and installed playgrounds.

In addition, in the sphere of integrated development of territories in the Far Eastern Federal District, 116 territories with a total area of over 2.1 thousand hectares with an urban development potential of 11.3 million square meters have been identified. 48 territories with an area of almost 704 hectares are at the implementation stage. Within the framework of the KRT, over 36 thousand square meters of housing and over 30 thousand square meters of non-residential premises have been commissioned. In addition, 24.73 thousand square meters of emergency housing have been resettled to date.
