Russian road workers are confidently addressing the challenges of developing and constructing the country's road network. Road infrastructure renovation has accelerated in recent years. By 2030, Russia plans to build and reconstruct over 3,700 km of highways. By the end of 2030, at least 60% of regional roads should be in good condition, while federal highways, roads in major metropolitan areas, and the backbone network should reach 85%. More than 50 new bypasses are planned for cities and large population centers.

The development of road infrastructure is driving sustainable growth in population and freight mobility, creating additional opportunities to unlock our country's investment and tourism potential.

The implementation of measures to develop the road network will also contribute to the fulfillment of the Russian President's directive to achieve growth rates of at least 1.5 times the 2021 level for the volume of transportation along international transport corridors by 2030.

I would like to highlight the road industry's achievements in digitalization. Digital twins of routes are being created, and services using AI technologies are being implemented. Russia has successfully implemented the first driverless cargo route, covering over 1,000 km, along the M-11 "Neva" and A-113 "Central Ring Road" highways. Major tasks lie ahead in expanding the geographic scope of highly automated vehicles, as well as developing and deploying Level 5 automated transport systems.

A special thank you to the veterans of the road industry. You have laid a solid foundation upon which the construction of Russia's modern road network continues. Your dedication and experience are an example for future generations of workers.

Also, for the first time, the REW awarded the best employers in the fuel, energy, and industrial sectors.

The government has decided to extend and adjust quotas for the export of mineral fertilizers from Russia. According to the signed decree, they will be in effect from December 1, 2025, through May 31, 2026.

This solution will ensure the smooth operation of agricultural producers, feed manufacturers, and other consumers, ensuring a sufficient supply of fertilizers on the domestic market.

The total volume of export quotas will be almost 18.7 million tons, including more than 10.6 million tons for nitrogen fertilizers and more than 8 million tons for complex fertilizers.

The document also approved the rules for distributing quotas among participants in foreign trade activities.

The quotas will not apply to the supply of fertilizers to Abkhazia and South Ossetia, the export of such products from Russia as part of international transit shipments, or deliveries under international humanitarian aid.

This work is being carried out at the direction of the President. In 2022, following a meeting discussing the development of the agro-industrial, fisheries, and related industries, the head of state instructed the Government to extend, if necessary, export restrictions on certain types of fertilizers.

This stage will include the construction of a turnaround loop, running as an overpass over the existing A-147 highway near the Kudepsta sanatorium. It will serve as a left-turn ramp for those exiting the Adler bypass tunnel from Krasnaya Polyana and intending to travel toward Sirius along the A-147 highway, as well as for those who need to access the Adler bypass or turn around when traveling from the Kudepsta microdistrict and adjacent areas of Adler," said Marat Khusnullin.

The overpass, with a total length of 368 meters, will be supported by seven supports, and retaining walls will be built to provide access to it.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, after the facility is completed, drivers will no longer have to re-route along the A-147 to the existing turnaround in Khosta, creating additional pressure on the road network.

"With the launch of this facility, drivers will be able to quickly and safely change direction. Currently, the U-turn onto the A-147 near Khosta passes through dense urban development and increases travel time by up to half an hour during rush hour.
