The mechanism of special treasury loans (STL) was launched in 2023 as a continuation of the infrastructure budget loans program. To date, eight regions of the country have completed planned infrastructure projects involving STL, Deputy Prime Minister Marat Khusnullin reported.

"Special treasury loans, like infrastructure budget loans, are recognized as one of the most popular and effective tools for territorial development. In total, about 190 million rubles of the SCC were distributed in 79 regions. The mechanism allowed the subjects to quickly allocate funds to important projects to modernize public utility infrastructure, upgrade roads, schools and other facilities without a heavy burden on the local budget, which, of course, had a positive impact on the overall development of settlements. Increasing the number of vehicles using natural gas motor fuel, creating a modern filling and service infrastructure, improving the environmental situation – these and other tasks formed the basis of the Concept for the Development of the Natural Gas Motor Fuel Market until 2035. It was approved by order of Prime Minister Mikhail Mishustin.

The concept includes eight segments of vehicles and equipment, the conversion of which to gas motor fuel will have a noticeable economic and environmental effect, and will also lead to a significant reduction in greenhouse gas emissions. These are automobile, sea and inland water transport, rail transport, agricultural machinery and equipment, municipal and road construction equipment, specialized equipment designed to perform work in quarries and mine workings.

The concept includes two scenarios for the development of the domestic gas motor fuel market until 2035. The base scenario is formed taking into account external challenges and instability in global energy markets. The target scenario provides for more favorable conditions in which the gas motor fuel market will develop at an accelerated pace.

Thus, the baseline scenario assumes the production of 347.3 thousand and the conversion of 369.5 thousand vehicles using natural gas motor fuel. In addition, it implies the construction of 80 civil vessels, as well as the production of 113 mainline and shunting locomotives, the production of 4 thousand units of agricultural and 1.6 thousand units of quarry machinery and equipment, 2.5 thousand units of municipal and road construction equipment running on this type of fuel. The implementation of these plans will increase the volume of consumption of natural gas motor fuel in Russia from 2.52 billion cubic meters in 2024 to 9.6 billion cubic meters in 2035.

The plan was developed using a single digital cartographic base and contains information on projects to create infrastructure facilities necessary for the implementation of national development goals approved by the Presidential Decree. It is based on territorial planning schemes for each of the areas of infrastructure development – transport, energy, communications, healthcare, higher education. These areas of development were defined as the basis for the formation of a comprehensive plan due to the extraterritorial nature of this infrastructure, the creation of which will have a socio-economic impact on the entire country.

The comprehensive plan includes priority infrastructure development activities already being implemented within the framework of national projects and state programs. These include projects to build and reconstruct medical institutions, including children's hospitals and rehabilitation centers, create university campuses, develop and upgrade railway infrastructure, build and reconstruct roads, bridges, airports, seaports and terminals, shipping locks, gas pipelines, nuclear, wind and solar power plants, communication lines, and logistics postal centers.

In Krasnodar Krai, the implementation of a large-scale project to build a bypass around Adler continues. Currently, road workers have begun monolithic work on the above-ground part of the turnaround loop as part of the future interchange on the eastern side of the bypass around Adler in the village of Vysokoye. In 2024, universities subordinate to the Russian Ministry of Education completed 26 research projects to promote the Russian language and Russian education abroad. They included the development of new teaching methods, manuals, retraining and additional education programs, advanced training courses, educational online platforms with audio and video lessons, diagnostic materials, scientific, methodological and educational manuals, and educational cards for schoolchildren. The Blagoveshchensk State Pedagogical University has carried out research work aimed at promoting the Russian language in the Democratic People's Republic of Korea (DPRK). Scientists have identified the best practices of international cooperation of the DPRK in the field of education, created a methodological justification and developed recommendations that will facilitate the promotion of Russian education in this country.

Scientists from the Voronezh State Pedagogical University have tested a model of motivating students in the Democratic Republic of the Congo and the Republic of the Congo to study Russian and developed scientific foundations for creating a modern textbook that meets the objectives of developing such motivation in students. The team developed a section of resource support for the textbook, including an educational Internet resource with banks of audio and video lessons, methodological recommendations, simulators and collections of authentic dialogues for working with an African audience, and 12 additional education programs (from A1 to B2) became the basis for testing a model of motivating Congolese students to study Russian.

The Ulyanovsk State Pedagogical University named after I.N. Ulyanov has developed a program for advanced training for teachers of the Federal Democratic Republic of Ethiopia, aimed at developing the functional literacy of students in the digital educational environment.

The staff of Shadrinsk State Pedagogical University studied the cultural and civilizational features of development and the education system of the Republic of Seychelles and proposed ways to promote the Russian language and Russian culture in this country.

In 2024, Lipetsk State Pedagogical University named after P.P. Semenov-Tyan-Shansky completed two large-scale research projects aimed at promoting the Russian language and Russian culture, including in the Republic of Cameroon.

Scientists from the Perm State Humanitarian and Pedagogical University have developed an additional general education program "Russian as a Foreign Language in the Dialogue of Cultures" and methodological recommendations for teaching Russian (level A0). The scientific materials were tested at the Center for Open Education in Russian at the International Management University of Windhoek (Namibia). The scientists also created collections of scenarios for cultural and educational events.

In Vladivostok, Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District, Chairman of the Organizing Committee of the Eastern Economic Forum Yuri Trutnev summed up the preliminary results of the tenth anniversary Eastern Economic Forum.

"The tenth anniversary Eastern Economic Forum has ended. I will briefly sum up the results. For us, the Forum is not just some event, not a number of participants, but a summing up of the work on fulfilling the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin on the accelerated socio-economic development of the Far East. The Far East is ahead of the average Russian indicators in all key indicators. It is this work that formed the basis for further transformations. Using state support mechanisms, 2,890 investment projects are being implemented with a total investment volume of 10.6 trillion rubles, of which 5.1 trillion rubles have been invested; 950 enterprises have been commissioned, 170 thousand jobs have been created," said Yuri Trutnev.

He reported on the main figures of the WEF-2025: “7,300 people took part in the forum, including 1,418 media representatives, from 75 countries and territories.”

The forum was attended by 14 heads of the diplomatic corps.

"As of now, 283 agreements have been signed for a total amount of over 6 trillion 40 billion rubles. I would like to clarify right away that this figure will not immediately add up to the 5 trillion rubles invested in projects implemented with the help of state support. But a significant part of these projects, agreements on which have been signed, will be implemented," emphasized Yuri Trutnev.

— an agreement between the Republic of Buryatia, EN and JSC Far East and Arctic Development Corporation on cooperation within the framework of pre-project activities for the development of the construction of the Moksky hydroelectric complex;

— an agreement between Khabarovsk Krai, Milkan LLC and Far East and Arctic Development Corporation JSC on the construction of a mining and processing plant at an iron ore deposit in the Tuguro-Chumikansky District in the north of Khabarovsk Krai;

— an agreement between the Republic of Sakha (Yakutia) and JSC Far East and Arctic Development Corporation on the implementation of an investment project to create the Aldan industrial cluster in Southern Yakutia.

On September 6, as part of the EEF, the youth forum “Day of the Future” will be held.
