Document

Resolution of October 29, 2025 No. 1680

The government continues to implement its roadmap for the introduction of centralized procurement, whereby a specialized organization representing the interests of several government agencies—purchasers of goods, works, or services—serves as the state customer to support government agencies' operations. A resolution has been signed defining a second group of government agencies, consisting of 10 federal ministries and agencies, that are to participate in centralized procurement in 2027.

This group includes the Ministry of Natural Resources, the Ministry of Sport, the Ministry of Energy, the Ministry of Health, the Ministry of Education, the Ministry of Culture, Rosobrnadzor, Rostrud, Rosnedra, and Rosmolodezh.

The decision will relieve government agencies of some administrative procedures when conducting tenders, as well as reduce the cost of purchased goods, works, and services due to the large volume of purchases.

The federal state institution “Center for Support of the Activities of the Treasury of Russia” has been designated as the centralized procurement operator for this group.

As a reminder, in November 2024, the Government approved the first group of government agencies scheduled to begin centralized procurement in 2026. These included the Federal Assay Office, the Federal Property Management Agency, the Federal Forestry Agency, the Federal Fisheries Agency, the Ministry of Agriculture, the Ministry for the Development of the Russian Far East, the Federal Service for Veterinary and Phytosanitary Surveillance, the Federal Service for Alcohol Market Control, the Federal Service for Hydrometeorology and Environmental Monitoring, and the Federal Service for Water Resources.

The third group, which will include all ministries and departments not included in the first two groups, must be determined by December 1, 2026. It is expected that they will begin operating under the centralized procurement regime starting in 2028.

The signed resolution is necessary for the implementation of the state program "Public Finance Management and Regulation of Financial Markets."

The signed document amends Government Resolution No. 892 of June 19, 2020.

On the section from the 643rd to the 654th km of the R-228 Syzran-Saratov-Volgograd highway in the Volgograd region, major repairs of 11 km of the road were completed ahead of schedule, Deputy Prime Minister Marat Khusnullin reported.

"In road maintenance, widening existing roadways is crucial. Given the growing car ownership, increased traffic volume, and increased population mobility, this helps reduce congestion, increases road capacity, and improves driver and passenger comfort. In the Volgograd Region, near the town of Dubovka, on the R-228 Syzran-Saratov-Volgograd highway, major repairs have been completed on an 11-kilometer section, including 7 kilometers widened to four lanes. Remarkably, road workers completed the task a year ahead of schedule. Up to 30,000 vehicles used this section daily. Now, it will be able to handle up to 40,000 vehicles per day. This work will have a very positive impact on travel efficiency and convenience, and will also be an important step in strengthening the region's transport links and stimulating its future growth," said Marat Khusnullin.

To improve traffic safety, a centerline barrier with anti-glare screens and nearly 8 (7.9) kilometers of electric lighting lines were installed. Additionally, three U-turn loops were added at km 647, 650, and 653, and transitional/accelerated lanes were installed at seven exits and junctions.

In Dubovka, at the intersection of Moskovskaya and Yubileynaya Streets, the traffic light was replaced, adding additional sections to regulate pedestrian traffic. For the convenience and safety of local residents, 10 new bus stops were installed, equipped with access bays and pedestrian crossings with zebra markings. Additionally, approximately 800 meters of sidewalks with tactile paving were laid along the entire section, significantly improving accessibility for people with disabilities.

The work was carried out by the Volgograd branch of the Federal State Institution "Moscow-Volgograd Federal Road Administration", which is subordinate to the Federal Road Agency.

Deputy Prime Minister Alexander Novak chaired a meeting of the Government Commission on Electric Power Development with the participation of Minister of Economic Development Maxim Reshetnikov, representatives of the Ministry of Energy, the Ministry of Finance, the Federal Antimonopoly Service, the State Duma, and energy companies.

The parties reviewed the current state of Siberia's energy system and discussed the necessary steps to meet the region's growing electricity needs by 2030. To meet future demand, plans include the construction of a direct current (DC) power bridge with a capacity of up to 1,500 MW, as well as the creation of new generating capacity of over 1,000 MW through a competitive selection process.

"The economy and digital technologies will continue to develop, and energy demand will only increase. Therefore, we need to think long-term and create the necessary infrastructure today," said Alexander Novak.

During the meeting, the parties discussed promising solutions for the construction of new energy facilities in southern Russia, as well as in Moscow and the Moscow region, including a series of thermal power plants designed to meet the growing electricity needs of these regions. In total, 15 generating units with a total capacity of 3,200 MW are planned.

The technical requirements for planned thermal power plants, as well as the modernization of existing facilities and power grids using new technological solutions to increase electricity generation, were discussed.

In the first nine months of 2025, 25.8 million square meters of non-residential building space were commissioned in Russia. This figure is 14.4% higher than the same period last year, according to Deputy Prime Minister Marat Khusnullin.

"A key factor in the balanced development of territories is the construction of non-residential real estate. A modern residential area must include the necessary infrastructure for living, including commercial properties. Thus, as of October 1, 2025, the commissioning of non-residential buildings amounted to 25.8 million square meters, which is 14.4% higher than the 2024 target. This is the result of systematic work to create conditions for business activity and the implementation of investment projects in the regions," noted Marat Khusnullin.

The Deputy Prime Minister added that positive dynamics are observed in most segments in the first nine months of 2025. The largest growth was demonstrated by the commissioning of administrative buildings (80.5%), commercial (31%), and other buildings (27.7%). Agricultural (9.5%) and industrial (2.3%) buildings also increased. Commercial buildings (7.99 million square meters, 31%) and other buildings (6 million square meters, 23.3%) lead the way in terms of commissioning.

Speaking about the regional distribution, Marat Khusnullin noted that the leaders in terms of commissioning among the federal districts remain the Central Federal District with 9.4 million square meters (36.4% of the total commissioning), the Volga Federal District with 4.6 million square meters (17.8%), and the Northwestern Federal District with 2.7 million square meters (10.5%). Moreover, all federal districts are showing positive dynamics compared to the same period in 2024. The Urals Federal District (35.7%), the Far Eastern Federal District (32.3%), and the Siberian Federal District (19.3%) showed the most significant increases.

"In the first nine months of 2025, we observed dynamic growth in non-residential building commissioning across all regions of the country. Among the constituent entities of the Russian Federation, the best results in terms of total non-residential building commissioning were demonstrated by the Moscow Region (3.4 million square meters), Moscow (2.6 million square meters), and St. Petersburg (1.1 million square meters). Combined, the top 10 regions in terms of total non-residential building commissioning in the first nine months of 2025 commissioned 12.5 million square meters, or 48.7% of the total commissioning in the Russian Federation. By the end of the first nine months of 2025, the top 10 regions had commissioned 11.99 million square meters, or 53.3% of the total. This means that we see that the increase in commissioning is not solely due to the leading regions," noted First Deputy Minister of Construction, Housing and Utilities Alexander Lomakin.

In the first nine months of 2025, 19,081 new permits were issued for the construction of non-residential buildings (1.9% of the same period in 2024) for a total area of 48 million square meters, excluding the area of non-residential premises in apartment buildings.

"The largest number of new construction permits were issued for commercial buildings – 6,693 for a total area of 8.8 million square meters. Industrial buildings accounted for the largest area of construction permits issued – 13.9 million square meters. The fewest new permits were issued for healthcare facilities – 410 for a total area of 0.98 million square meters," said Dina Safiullina, head of the Ministry of Construction's Project Directorate.

Participants discussed the implementation results of the national project, as well as its constituent federal projects, for the first nine months of 2025.

The total federal budget funding for the "Human Resources" national project in 2025 is 21 billion rubles. Cash execution at the end of the third quarter is approximately 70%.

As part of the national project "Personnel," four federal projects are being implemented, which, among other things, are aimed at achieving the national goals set by the head of state.

The highest cash execution was achieved for the federal projects “Working People” and “Active Measures to Promote Employment”: more than 87% and 85%, respectively.

Under the federal project "Labor Market Management," this year, 482 employment centers in 17 regions of the country are scheduled to be modernized, as well as 6,000 employees of these centers to be retrained, 4,500 of whom have already completed the training.

To update the forecast for personnel needs in economic sectors over a seven-year period, a nationwide survey of employers was conducted, in which over 320,000 companies participated.

As part of the federal project "Education for the Labor Market," a national ranking of universities and colleges by graduate employment was published in June of this year on the "Work in Russia" digital platform. This ranking is designed to help applicants choose a future profession that is in demand in the labor market.

The federal project's targets for employment rates for university and college graduates in their first and second years of graduation have been met. As of September 1, 2025, 78% and 80% of university graduates, and 92% and 93% of college graduates, respectively, were employed within one and two years of graduation.

Development programs have been approved for 70 career centers based at universities, each with over 2,000 students.

Efforts are being actively implemented to develop a mechanism for independent qualification assessment. As of October 1, 2025, over 84,000 people had undergone independent assessment, representing 169% of the planned target.

As part of the federal project "Active Measures to Promote Employment," vocational training and continuing education programs are being implemented for certain categories of citizens. As of October 1 of this year, over 109,000 applications for vocational training and continuing education have been approved, 71,600 people have been referred for training, 21,000 have completed the training, and 15,400, or over 73%, of those who completed the training, are employed.

206 potential employers have been selected under regional programs aimed at increasing labor force mobility.

A youth entrepreneurship development program is being implemented, with 14,000 young entrepreneurs from 82 regions participating as of October 1, 2025.

As part of the federal "Working People" project, the All-Russian Job Fair "Work Russia. Time of Opportunities" was held in all regions of the country. Over 474,000 job seekers participated in the regional stage, with 44,500 finding jobs. Over 462,000 people attended the federal stage of the fair, and 86,600 received job offers.

The final round of the All-Russian Professional Skills Competition "Best in Profession" will take place in December. Participants will present their submitted practices, the results will be announced, and the winners will be awarded.

To date, 210 regional stages of the competition have been completed in 73 regions, with 1,078 participants. 297 applications were submitted for the federal stage of the competition, including 90 applications from industry competition winners from 79 regions. Fifteen federal stages of the competition have been held.

As of October 1, 2025, the proportion of citizens who consider blue-collar jobs prestigious increased to 73%.

Deputy Prime Minister of Russia Dmitry Chernyshenko congratulated the All-Russian public movement "Victory Volunteers" on its 10th anniversary.

He emphasized the close connection between the organization's history and the anniversaries of the Great Victory. The initiative to create the movement was supported by President Vladimir Putin in 2015 based on the work of the All-Russian Volunteer Corps for the 70th Anniversary of Victory. Now, in the Year of Defender of the Fatherland, declared by the head of state, it is celebrating its 10th anniversary.

The movement already unites more than 1.2 million volunteers from 89 Russian regions and 60 countries.

"Our President Vladimir Putin has repeatedly emphasized the importance of the work of the Victory Volunteers. The movement's volunteers not only help preserve historical memory and uphold the traditions and spiritual values of our people, but also contribute to helping the heroes—those fighting today in the Northern Military District. During the special military operation, the Victory Volunteers helped more than 17,000 mobilized personnel and their families, and answered more than 65,000 calls with requests. I wish the Victory Volunteers movement continued success in its work for the benefit of our country and its citizens, creating new ideas and bringing them to life, and I wish each volunteer the support of like-minded people and the gratitude of those around them," the Deputy Prime Minister stated.

Currently, the movement is the largest volunteer organization dedicated to civic and patriotic education and the preservation of historical memory. "Victory Volunteers" operates in six main areas: "My Victory," "My History," "Great Victory," "Connecting Generations," "Media Victory," and "Our Victories."

Volunteers help organize and support significant national and international events, such as the "Victory Letter," "St. George's Ribbon," and the International Cleanup Day. Every year, volunteers improve over 30,000 memorial sites.

Furthermore, representatives of the Victory Volunteers movement across the country conduct educational events involving special operation participants, collaborate with concerned citizens in writing letters to the front lines, collecting humanitarian aid, and participating in humanitarian missions to border regions. Volunteers from the movement regularly visit special military operation soldiers in hospitals.

The Victory Volunteers movement also acted as the operator of the International Volunteer Corps of the 80th Anniversary of Victory, supporting events commemorating the 80th anniversary of Victory in the Great Patriotic War and World War II. For this purpose, volunteer training centers were established in Russia and abroad. In addition to volunteer training, these centers host themed events such as days of united action, educational activities, and motivational events.
