Vitaly Savelyev took part in the educational marathon "Knowledge. Science"

Deputy Prime Minister Vitaly Savelyev delivered a lecture entitled "Transportation of the Future: Developing High-Speed Transportation" as part of the educational marathon "Knowledge. Science." The event was held at the National Center "Russia." The marathon was organized by the "Knowledge" Society and Moscow Polytechnic University, with the support of the Ministry of Science and Higher Education. The event was timed to coincide with the Decade of Science and Technology.

In his speech, Vitaly Savelyev detailed a landmark project for the Russian transport industry: the development of a high-speed highway network across the country. According to the plan approved by President Vladimir Putin, five high-speed highway lines will be built: from Moscow to St. Petersburg, Minsk, and Yekaterinburg via Kazan, as well as lines to Adler and Ryazan.

The Deputy Prime Minister shared international experience in building high-speed rail lines—there are over 68,000 km of them worldwide. Russia is among the leading countries developing high-speed rail. Construction is currently underway on the Moscow-St. Petersburg highway. The new line will connect two major metropolitan areas and reduce travel time between the cities to 2 hours and 15 minutes. Trains will run every 15 minutes. The high-speed rail line is scheduled to open in 2028.

"The projects our country is implementing in this area are groundbreaking. They significantly strengthen our technological sovereignty and form a solid foundation for the development of the transport sector and industry for many decades to come," he emphasized.

Vitaly Savelyev also noted the importance of promptly monitoring current trends in digital technology development and developing the necessary competencies in Russia to remain among global technology leaders.

Answering questions from the audience, the Deputy Prime Minister shared his vision for the future of the transport industry, discussed the prospects of unmanned cargo transport and the latest changes to the regulatory framework for the use of unmanned aircraft systems, and also focused on the development of the aviation industry.

Alexander Novak held a strategic session on reducing the share of the shadow economy in the North Caucasus Federal District.

The most common practices of shadow business were examined, as well as tools for stopping them and identifying new loopholes for shadow operators.

"Illegal employment limits the district's socioeconomic development and poses significant risks not only to the economy but also to the social and labor spheres due to the lack of social guarantees. Thanks to coordinated efforts by agencies, the North Caucasus Federal District's target for identifying illegal employment in 2024 was met by 112%, and this work continues," emphasized Alexander Novak.

A range of measures is being implemented to introduce cashless payments for goods and services. Currently, cash withdrawals from cards in the district are more than 1.5 times higher than the national average. As part of a project to eliminate unfair market practices, the number of registered cash registers has increased by 39% since 2021. The integration of real estate not registered in the Unified State Register of Real Estate (USRN) into economic circulation continues.

"Last week, Russian Prime Minister Mikhail Mishustin held a strategic session on improving economic efficiency and ensuring a level playing field for business. Together with colleagues from federal agencies and services, we developed a comprehensive approach to cleaning up individual economic sectors, setting milestones and implementation deadlines. It's important to coordinate efforts to ensure that the identified objectives are reflected in the actions of regional authorities," noted Alexander Novak.

An important part of the policy to reduce the shadow economy is creating more favorable conditions for doing business legally than illegally. In the North Caucasus Federal District, entrepreneurs benefit from 46 existing government support measures.

The measures being taken to reduce the share of the shadow economy are aimed at both protecting the interests of citizens and achieving positive budgetary effects, as well as improving payment discipline in the housing and utilities and energy sectors.

Over the past four years, bilateral trade has more than doubled to $245 billion. An updated intergovernmental agreement on the promotion and mutual protection of investments is scheduled to enter into force in December of this year, which will expedite investment approval procedures and improve investor protection.

"Today, the IPC is focusing on a project portfolio totaling over $200 billion. More than half of this amount is accounted for by 63 significant projects, 46 of which are already in the practical implementation stage. These are primarily initiatives for the development of transport and logistics infrastructure, metallurgy, chemicals, mechanical engineering, forestry, agriculture, and trade. Importantly, this list is constantly expanding. This year, it includes new initiatives – automotive production in three Russian regions and alumina production in China's Hebei Province," the First Deputy Prime Minister stated.

Denis Manturov discussed the expansion of the pool of promising projects with plans to establish production of soluble cellulose and viscose fiber in the Irkutsk region, as well as the creation of a scientific and clinical center for ion-proton therapy in Moscow and the launch of a year-round container line via the Northern Sea Route.

Speaking about the preparation of a register of interregional projects, the First Deputy Prime Minister noted that the Russian side has prepared proposals that include 27 projects in 18 Russian regions.

"Overall, it is important for the government and businesses of our countries to continue to pool and coordinate their efforts to comprehensively explore opportunities for cooperation. They also need to develop effective cooperation formats that mitigate opportunistic and geopolitical risks. I am confident that coordinated efforts will take Russian-Chinese investment cooperation to a qualitatively new level," the First Deputy Prime Minister stated.

In conclusion, Denis Manturov emphasized the Russian side's firm commitment to implementing all agreements reached and continuing active dialogue during the intersessional period. He also invited Ding Xuexiang and his Chinese colleagues to Russia for the next meeting of the commission in 2026.

Following the meeting, the First Deputy Prime Minister of Russia and the Vice Premier of the State Council of the People's Republic of China signed the minutes of the 12th meeting of the Russian-Chinese Intergovernmental Commission on Investment Cooperation. Furthermore, in the presence of the co-chairs, a Memorandum of Cooperation was signed between the Ministry of Economic Development of Russia and the National Development and Reform Commission of the People's Republic of China on deepening investment cooperation in the agricultural sector.

Order No. 3080-r of October 31, 2025

In 2025, an additional 34.6 billion rubles will be allocated to subsidize preferential loans for Russian agricultural producers. Prime Minister Mikhail Mishustin signed the corresponding order.

Funds from the reserve fund will allow for the continuation of the preferential lending program for loans provided to agricultural enterprises for the production and processing of agricultural products. These funds will subsidize at least 39,000 previously issued loans.

Federal funding will enable the continued implementation of major investment projects and the expansion of agricultural production and processing.

“We hope that these decisions will help farmers continue their work successfully, ensuring the country’s food security and a wide range of products for our citizens,” Mikhail Mishustin noted during Government meetings on October 30.

The preferential lending program for farmers was launched in 2017. Under this program, agricultural producers can take out short-term (up to 2 years) or investment (up to 15 years) loans at a preferential rate.

Taking into account the signed resolution, the total amount of funds for subsidizing preferential loans for farmers in 2025 will amount to more than 187.7 billion rubles.

Deputy Prime Minister Dmitry Patrushev held a working meeting with Kaliningrad Region Governor Alexey Besprozvannykh. The parties discussed current performance indicators in the agro-industrial complex and the implementation of the "Environmental Well-Being" national project.

The Kaliningrad region's agro-industrial complex is developing steadily. Crop production is a key segment. The region grows approximately 100 types of agricultural crops. This year, the sown area increased by 5%, enabling a good harvest. The modernization of the agricultural machinery fleet contributed to the successful completion of seasonal fieldwork. Agricultural producers have increased the pace of acquisition of grain and forage harvesters, tractors, and other equipment.

Improving the quality of life in rural areas remains a key objective. This year, the region received over 1 billion rubles from the federal budget for the implementation of the state program "Comprehensive Development of Rural Areas." This allowed for the continued construction and renovation of social facilities, roads, and utility infrastructure, as well as the improvement of public spaces.

Dmitry Patrushev and Alexey Besprozvannykh also discussed the implementation of the "Environmental Well-Being" national project. Specifically, as part of the federal project "Forest Conservation," the region plans to increase the area of reforestation by 2030, conduct forest management, and modernize forest seed production. Six sites stretching over 56 km will also be cleared as part of the federal project "Water of Russia."

Particular attention was paid to the development of a municipal solid waste management system in the Kaliningrad Region. A plan has now been approved for the construction of a solid municipal waste sorting, burial, and recycling facility with a capacity of 350,000 tons in the village of Kornevo, Bagrationovsky District. Furthermore, a waste sorting complex and additional disposal sites are planned for the landfill near the village of Zhavoronkovo, Gusevsky District.

Speaking about waste collection and removal from collection sites, Alexey Besprozvannykh noted that 200 million rubles will be allocated from the regional budget in 2026 to improve the condition of container sites.

Dmitry Chernyshenko visited Zhejiang University and spoke with its leadership and students.

Zhejiang University Party Committee Secretary Ren Shaobo explained that the university is among the oldest universities in China and one of the leading in the country. It employs over 9,000 staff and faculty members, and enrolls over 70,000 students. Particular attention is paid to artificial intelligence and new technologies. He noted that the university actively collaborates with Russian universities, including Peter the Great St. Petersburg Polytechnic University, St. Petersburg State University, and Moscow Aviation Institute. Academic exchange and educational collaboration are underway in such fields as materials science, aerospace engineering, and linguistics.

At the meeting, the parties exchanged views on the development of educational programs in artificial intelligence. Dmitry Chernyshenko also spoke with Russian students studying at the university. Master's student Anna Van shared her impressions of her studies in detail.

The Deputy Prime Minister emphasized that, at the initiative of the heads of the two states – Vladimir Putin and Xi Jinping – 2026–2027 have been declared cross-years in education.

"I am confident this will allow us to focus our efforts on key inter-university cooperation projects. Today, over 56,000 Chinese students are studying at Russian universities across all modes of study. Meanwhile, we have over 20,000 students in China. Over the course of our long and productive collaboration, we have already completed numerous successful joint projects," said Dmitry Chernyshenko.

Among the examples he cited were the Far Eastern Federal University's expansion of the network of Russian language centers in China based in Chinese secondary schools, the selection this year of 15 research projects in priority areas of industrial development in the two countries, and a joint project between Lomonosov Moscow State University and the Beijing Institute of Technology – MSU-PTI in Shenzhen.

Dmitry Chernyshenko conveyed proposals from Russian universities to strengthen cooperation. Among other proposals, an agreement is proposed between the Russian consortium Synergy and Zhejiang University. Furthermore, based on the experience of cooperation with Zhejiang University, Peter the Great St. Petersburg Polytechnic University is proposed as the anchor partner on the Russian side. The Russian Deputy Prime Minister conveyed an initiative to pilot international cooperation with Kazan Federal University within the framework of the "Advanced Engineering Schools" project. He proposed including these initiatives on the agenda of the next meeting of the subcommittee on scientific and technical cooperation of the Russian-Chinese commission for the preparation of regular meetings between the heads of government – Mikhail Mishustin and Li Qiang.

"The scientific and technological agenda is one of the key global priorities. The leaders of our countries have placed a high priority on maintaining technological leadership in all areas, including the economy, so it is essential to establish links between our leading higher education centers. The effectiveness of such cooperation will depend on how quickly and openly we act. I thank the university's leadership for their time and open dialogue. I am confident in our effective collaboration," concluded Dmitry Chernyshenko.

In conclusion, the Deputy Prime Minister of Russia added that a delegation from Sberbank PJSC will soon arrive at Zhejiang University.
