The third meeting of the Government Commission for the Implementation of the Comprehensive State Program "Development of Physical Culture and Sports" was held under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. It was attended by Minister of Sport Mikhail Degtyarev, representatives of relevant ministries, the Federal Medical and Biological Agency of Russia, and representatives of all constituent entities of the Russian Federation.
Dmitry Chernyshenko emphasized that the commission's key objectives are to develop consolidated positions on the comprehensive development of the entire sports sector and to pool available resources to effectively achieve the national goals set by President Vladimir Putin.
"Monitoring of the implementation of state programs is regularly reviewed at operational meetings with Prime Minister Mikhail Vladimirovich Mishustin. Currently, the state program 'Development of Physical Culture and Sports' has achieved over 99% completion. It consolidates all sources, including regional and federal budgets and private investment. I would like to point out that this is an investment in the health of our country. The Ministry of Sport is preparing a rating to assess the performance of regional executive authorities in the field of physical culture and sports," the Deputy Prime Minister stated.
The key criteria for the rating are the level of citizen satisfaction with the conditions created for physical education and sports, the proportion of citizens regularly engaged in physical education and sports, the level of provision of sports facilities, the creation of an accessible environment for people with disabilities, the implementation of the instructions of the President of Russia, the effectiveness of digital services (Gosuslugi and the State Information System "Sport"), the timely construction of sports facilities, and others.
In 2024, the leaders of the rating were Lipetsk Oblast, Volgograd Oblast, Samara Oblast, Khabarovsk Krai, and Sakhalin Oblast.
The meeting also heard reports from representatives of the Kostroma Region and the Zabaykalsky Krai. The issue of delays in the construction of sports facilities had previously been raised by the ONF at a meeting with Russian President Vladimir Putin.
The state program's consolidated budget currently exceeds 0.6 trillion rubles, and it is being funded (the Ministry of Sport continues to work on disclosing information from businesses and NGOs).
Sports Minister and Chairman of the Russian Olympic Committee Mikhail Degtyarev announced that 36 capital construction projects are scheduled for completion in 2025 as part of the federal project "Development of Physical Culture and Mass Sports," 31 of which have been postponed from last year. An additional 7.4 billion rubles in subsidies have been provided for the construction of non-capital projects.
According to him, public-private partnerships are being implemented within the framework of the "Business Sprint (I Choose Sports)" project, with a total of 29 facilities planned for completion.
"In 71 regions, we're seeing steady growth in regional spending on mass sports, including equipment purchases, facility maintenance, event hosting, and staff salaries. These areas are producing visible results, while capital construction and renovations have a more delayed, yet strategically important, effect," noted Mikhail Degtyarev.
By presidential decree, the National Center for Sports Medicine of the Federal Medical and Biological Agency (FMBA) was established. First Deputy Head of the Federal Medical and Biological Agency, Tatyana Yakovleva, outlined its priority areas of work. These include developing a support system for individuals involved in adaptive sports, including participants and veterans of the Second Military District. Between 2020 and 2025, the FMBA conducted over 18,000 in-depth medical examinations for these athletes.
"In Bashkortostan, 2.3 million people regularly engage in physical fitness and sports. This figure has increased from 45% in 2019 to 62% in 2024. Over the past four years, funding for the sports sector has almost doubled – from 5.2 billion to 9.6 billion rubles. We strive to ensure that each of our municipal districts and cities has a well-developed sports infrastructure. We are building sports and fitness centers, swimming pools, indoor ice rinks, stadiums, and sports grounds. Bashkortostan is among the leaders in our country in terms of the pace and quantity of sports facilities being built," said Radiy Khabirov, Head of Bashkortostan.
