Deputy Prime Minister of the Russian Federation Alexey Overchuk, together with Deputy Prime Minister and Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin, chaired the 26th meeting of the Intergovernmental Commission on Cooperation between the Russian Federation and the Republic of Kazakhstan. The event took place in Astana, Kazakhstan.

Alexey Overchuk noted the historically friendly nature of Russian-Kazakh multifaceted cooperation, based on the principles of equality, mutual respect, and consideration of each other's interests.

During the meeting, organized in advance of the state visit of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to the Russian Federation, the co-chairs of the intergovernmental commission compared notes and summarized some of the results of 2025 on issues of Russian-Kazakh cooperation and strategic partnership in the bilateral format and within the Eurasian Economic Union.

The progress of joint projects in energy, industry, transport and logistics, agriculture, healthcare, science, education and tourism was discussed.

The progressive expansion of industrial cooperation and investment collaboration between Russia and Kazakhstan was noted, and a mutual commitment to work on creating new joint ventures was expressed.

In 2024, thermal insulation and stone wool factories were launched. Dealerships for Russian automakers were opened in industrial zones of the Republic of Kazakhstan. Joint tire production was expanded. Several other major projects are planned for launch by the end of this year, including those for the production of auto parts, construction equipment, and pharmaceuticals.

The deepening of strategic energy cooperation was noted, including joint efforts by Russia and Kazakhstan to increase the share of clean energy in their energy balances, provided by natural gas and nuclear energy.

Deep integration within the Eurasian Economic Union makes a significant contribution to the progressive strengthening of bilateral economic ties.

As the Deputy Prime Minister noted, the EAEU has quickly become a dynamically developing organization, whose members work together to ensure their national and regional interests.

In the transport sector, further joint efforts to strengthen connectivity in Northern Eurasia were discussed. Particular attention was paid to the prospects for developing the eastern route of the North-South International Transport Corridor, which connects Russian ports in the Baltic and Barents Seas with Iranian ports in the Persian Gulf via the Republic of Kazakhstan and Turkmenistan. The parties commended the efforts of transport agencies and logistics companies in Russia and Kazakhstan to remove administrative barriers and create favorable conditions for carriers.

The progressive development of humanitarian ties between the two countries was noted, including prospects for new joint projects in education, including the construction of Russian-language secondary schools in the south of the Republic of Kazakhstan. In higher education, the successful work of branches of Russian universities in Kazakhstan and the branch of Al-Farabi Kazakhstan National University, based at Omsk State University named after F.M. Dostoevsky, was noted.

Particular attention was paid to the prospects for joint tourism projects. Mutual interest in developing new tourist routes, including in the cross-border tourist zone near Mount Belukha, was noted.

The co-chairs of the intergovernmental commission noted progress in developing direct trade, economic, and humanitarian ties between the regions of the two countries, expressing mutual hope for the successful holding of the next Russia-Kazakhstan Interregional Cooperation Forum, which will be held on November 12, 2025, in Uralsk (Republic of Kazakhstan) under the motto "Blue-collar jobs – a driver of economic growth."

Following the meeting, Alexey Overchuk and Serik Zhumangarin signed the final protocol of the 26th meeting of the Intergovernmental Commission on Cooperation between the Russian Federation and the Republic of Kazakhstan.

The co-chairs of the Board of Trustees of the Foundation for the Preservation and Development of the Solovetsky Archipelago—His Holiness Patriarch Kirill of Moscow and All Rus' and Deputy Prime Minister Dmitry Chernyshenko—opened the exhibition "Holy Abode: On the 600th Anniversary of the Solovetsky Monastery" at the Christ the Savior Cathedral in Moscow.

The exhibition is dedicated to the history and spiritual heritage of the Solovetsky Monastery, one of the largest centers of Orthodoxy and culture in the Russian North. The collection is based on icon paintings and decorative and applied art from the 16th to 19th centuries from the collections of the Moscow Kremlin Museums.

"I would like to sincerely thank everyone who cares about preserving these treasures. For those far removed from the Church, these are artistic treasures, and for Orthodox believers, they are, of course, artistic treasures, but first and foremost, they are our national shrines. Suffice it to say that our distant ancestors prayed before these icons. And we still pray before them in the 21st century. This alone is worth reflecting on. If all these were myths and fairy tales, as we were taught, then this veneration would never have survived into the 21st century. But faith is a truly living force, passed down from generation to generation and inspired by the Lord Himself," the Primate of the Russian Orthodox Church addressed those present.

Dmitry Chernyshenko noted that this exhibition can be considered the first event to be implemented from the plan of events dedicated to the celebration of the 600th anniversary of the Solovetsky Monastery.

"At the request of His Holiness Kirill, Patriarch of Moscow and All Rus', our President Vladimir Vladimirovich Putin signed a decree according to which, in honor of the 600th anniversary, the Russian government, together with ministries and the Arkhangelsk region, is carrying out large-scale restoration of the architectural relics and infrastructure of the entire archipelago. We understand that the relics on display at the exhibition, the incredibly beautiful artifacts, carefully preserved by our scholars and custodians, are a visual embodiment of the spiritual tuning fork that is the Solovetsky Monastery. The Russian government, for its part, will take all measures to ensure that this plan is fully realized and implemented," the Deputy Prime Minister stated.

The 600th anniversary of the founding of the first monastic settlement on the Solovetsky Archipelago will be celebrated in 2029. Active preparations for the event are already underway.

In preparation for the celebration, more than 170 cultural and educational events are planned, including exhibitions and educational and scientific projects. The opening of the exhibition "Holy Abode: On the 600th Anniversary of the Solovetsky Monastery" is among these events.

As a continuation of the IBC program, the Treasury Infrastructure Loan mechanism is being launched this year. According to the Deputy Prime Minister, the Presidium of the Government Commission for Regional Development has approved financing for 33 projects and events using Treasury Infrastructure Loans (TILs) in all eight regions of the Southern Federal District: Krasnodar Krai, Rostov Oblast, Astrakhan Oblast, Volgograd Oblast, Sevastopol, and the Republics of Adygea, Kalmykia, and Crimea. TILs totaling 30.17 billion rubles will be used to upgrade utility infrastructure.

The Ministry of Construction is the curator of the infrastructure loan program, and the public-law company "Territorial Development Fund" is responsible for project implementation.

In the regions of the Southern Federal District, 97 projects and activities have already been completed within the framework of the IBC and SCC mechanisms, including the delivery of new public transport.

Vasily Kupyzin, CEO of the Territorial Development Fund, reported that project implementation is ongoing. "Currently, 41 projects and activities are being implemented within the IBC and SKK. Thirty-six of these relate to utility infrastructure. Deputy Prime Minister Dmitry Patrushev held a meeting regarding Incident No. 55, "Wastewater Treatment Facilities." The meeting, attended by senior officials from the Ministry of Industry and Trade, the Ministry of Natural Resources, and the Ministry of Construction, discussed the organization of work with wastewater treatment equipment manufacturers.

Following the meeting, Dmitry Patrushev instructed the Ministry of Industry and Trade, together with the Ministry of Construction and the Ministry of Natural Resources, to analyze all identified cases of poor equipment performance within one month and compile a register of best practices for the design and construction of wastewater treatment facilities, identifying specific manufacturers of high-quality equipment.

Dmitry Patrushev also instructed the Government to submit proposals for additional regulatory frameworks for wastewater treatment equipment manufacturers to improve their quality.

Incident No. 55 "Wastewater Treatment Facilities" was established on June 15, 2024, to coordinate the construction and reconstruction of wastewater treatment facilities implemented as part of the national "Ecology" project, as well as to ensure the operation of these facilities and the achievement of wastewater treatment standards. Work is currently under consideration at 145 facilities in 19 regions.

When working in an incident format, a special project management system deployed within the Government Coordination Center is used. It allows for the prompt coordination of participants' actions and real-time monitoring of project implementation.
