On November 17–18, 2025, the twenty-fourth meeting of the Council of Heads of Government (Prime Ministers) of the Shanghai Cooperation Organization (SCO) member states was held in Moscow. The meeting focused on achieving the UN Sustainable Development Goals (SDGs) by 2025 and cooperation within the SCO space. They also noted the proposal to establish an SCO Medical Tourism Alliance in the area of infectious disease prevention and control, and they spoke in favor of signing a cooperation agreement within the Organization to combat plague in order to further implement the Statement on Joint Counteraction to the Threat of Epidemics in the SCO Space (Qingdao, June 10, 2018) and the historical rights of member states in all activities related to the preservation and promotion of tangible and intangible cultural heritage.

The heads of delegations highly praised the events held in Qingdao, the SCO tourism and cultural capital for 2024–2025. They expressed confidence that the designation of Cholpon-Ata as the SCO tourism and cultural capital for 2025–2026 will contribute to strengthening cooperation in culture and tourism.

The heads of delegations noted the initiative to hold the anniversary meeting of the Chyngyz Aitmatov Issyk-Kul Forum in 2026 under the auspices of the SCO.

Noting the balanced growth of mutual tourist travel between SCO member states, including as a result of the increase in the number of direct flights and the use of electronic visas, the heads of delegations expressed their support for the implementation of new mutually beneficial investment projects in the tourism sector.

The heads of delegation emphasized the importance of developing dialogue and cooperation through public diplomacy institutions. They noted the contributions of the China Committee on Good-Neighborliness, Friendship, and Cooperation, the Center for SCO Studies at the Indian Council of World Affairs, the SCO Cultural Integration Center in the Kyrgyz Republic, the Institute of Strategic Studies in Islamabad, the SCO National Center for Public Diplomacy in the Russian Federation, the SCO Center for Friendship and Cooperation in the Republic of Tajikistan, and the SCO Center for Public Diplomacy in Uzbekistan to strengthening friendship and mutual understanding within the Organization.

Prime Minister Mikhail Mishustin signed an order approving a territorial planning scheme for Russia's healthcare sector, replacing the current document, which is no longer relevant and does not align with ongoing or planned healthcare infrastructure development measures.

The new document was developed taking into account the provisions of the Strategy for Spatial Development of Russia until 2030, with a forecast to 2036. Its goal is to increase the accessibility of medical care, including high-tech care, for citizens.

The updated plan includes 136 medical organizations that are planned for reconstruction and construction in the Central, Northwestern, Southern, North Caucasian, Volga, Ural, Siberian, and Far Eastern Federal Districts.

As part of his working visit to the Krasnoyarsk Krai, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held a meeting on the implementation of the Norilsk renovation program. The event took place at the "Bashnya" (Tower) Community and Cultural Center, one of the city's renovation program facilities.

"In 2021, the Government approved a comprehensive city development plan developed in accordance with the President's directive. The plan aims to address issues such as reducing dilapidated housing, modernizing utility infrastructure, and improving living conditions for those working at this strategically important enterprise. The majority of the plan's funding—approximately 70%—is to be provided by Norilsk Nickel. Five of the 18 measures have already been implemented: six apartment buildings have been constructed, soil thermal stabilization has been carried out under several buildings, and 11 housing and utilities facilities have been renovated. According to Alexey Chekunkov, Minister for the Development of the Far East and Arctic, the total budget for Norilsk's comprehensive development plan through 2035 is 120 billion rubles, of which 24 billion is allocated by the federal budget, 14.7 billion by the Krasnoyarsk Krai, and 81.3 billion by Norilsk Nickel. Norilsk Nickel is also implementing a number of related socially significant projects in the city (the Sulfur Program, Clean Norilsk, and digitalization) totaling over 240 billion rubles.

According to the head of the Ministry for the Development of the Russian Far East, Norilsk's main life support problems are related to extreme climatic conditions: the service life of buildings and structures is significantly reduced. The situation is further complicated by the loss of permafrost soils' load-bearing capacity under the influence of both natural and anthropogenic factors. Extensive work has been done to thermally stabilize the soil beneath residential buildings and public facilities, and the utility system is being reconstructed.

As part of the comprehensive plan, a fire station was built in the Oganer district, a social welfare facility was overhauled, and a 236-child kindergarten was overhauled (completed one year ahead of schedule). 1,412 certificates were issued (from all funding sources) for the resettlement of residents to areas with favorable natural and socioeconomic conditions. As part of the housing renovation program, the first six modern apartment buildings were commissioned in late 2024, comprising over 14,000 square meters of comfortable housing (299 apartments). Resettlement and demolition of 20 dilapidated buildings, including unfinished ones, were completed. Along with the housing renovation, over 9,000 square meters of courtyards and over 10,000 square meters of public spaces were improved. Work continues on social facilities (a clinic in the Talnakh district, a school, a kindergarten) and a security facility (a hydraulic structure on the Norilskaya River).

A key part of the city's renewal is the modernization of the city's transportation system. This includes upgrading the bus fleet (the new vehicles are custom-made and can operate reliably even in extremely low temperatures) and installing modern heated bus shelters. Today, Norilsk has 121 heated bus shelters, equipped with a 9 kW air curtain, heated benches, and mobile phone chargers.

Norilsk Mayor Dmitry Karasev noted: "Over the years that we've been implementing the comprehensive plan, Norilsk residents have seen the city change for the better. According to Nikolai Utkin, First Vice President and Head of Government Relations at Norilsk Nickel, the renovation of Norilsk is essentially a pilot project that has already become a model for public-private partnerships in developing complex Arctic territories. "Thanks to cooperation with the government at all levels, this remote Arctic city is becoming a place where people want to live and work. A true symbol of the renovation is the 'Tower'—a public space we opened this year, a magnet for all city residents. The long-term development plan for the Norilsk-Dudinka agglomeration, approved by the Government on October 27, 2025, along with other long-term comprehensive plans for key settlements in the Arctic zone of the Russian Federation, was also discussed.

Among them, 15 (48%) are in the areas of culture, sports, and education: the construction of a boarding school in Dudinka, major renovations of the Norilsk College of Industrial Technology and the Taimyr College, and the creation of an ice sports facility in Norilsk. Another nine measures (29%) are aimed at developing public infrastructure. Norilsk's wastewater treatment facilities and Dudinka's drinking water supply systems will be reconstructed. The implementation of four measures (13%) aimed at creating healthcare facilities will improve environmental safety. A first-aid post will be built in the village of Khantayskoye Ozero, and unauthorized landfills will be eliminated.

This is the most complex and labor-intensive phase, as it involves constructing a tunnel complex within rock at a depth of up to 250 meters. It will include two parallel road tunnels with a series of structures, a 916-meter-long overpass from the bridge crossings over the Kudepsta River to the western portal, and a 1,412-meter-long complex of retaining and landslide protection structures. Upon completion of all construction phases and commissioning, the Adler tunnels will be the longest road tunnels in Russia," said Marat Khusnullin.

The Deputy Prime Minister clarified that the tunnels' construction length, according to the approved design, is 5,878 meters for the forward section from the Kudepsta microdistrict toward Krasnaya Polyana and 5,894 meters for the return section. The tunnel's internal diameter will be 10.9 meters.

Particular attention has been paid to safe operation. Eleven evacuation connections are provided between the tunnels, allowing for underground movement if necessary. Furthermore, a 98-meter-deep ventilation shaft will be built as part of the tunnel complex. The total length of the Adler bypass, excluding interchanges, will be 8.1 km.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, preparations are currently underway at the production site in the village of Vysokoye for the installation of tunnel boring machines.

"They will be used to bore tunnels. For this purpose, we previously reconstructed the overpass near Ivanovskaya Street, widening it to two lanes. The space underneath will be used to assemble the extended structures of the tunnel boring machines. Furthermore, in 2024 and 2025, we tested the piles used in the retaining walls of the tunnels' eastern portal and relocated utility lines. It's important to note that when designing the third phase of the Adler bypass, we considered numerous routing options. Ultimately, we utilized the best practices accumulated in the design of similar structures both in Russia, including during the Olympic construction in Sochi, and internationally. Many of the future facility's technological characteristics will be record-breaking and will be implemented for the first time," said Vyacheslav Petushenko.

When designing this stage, many aspects were taken into account – from the anthropogenic load at a specific location on the slopes in the area of the proposed tunnel exits to the complex engineering and geological conditions of the Caucasus Mountains and the execution of work in densely populated tourist areas of Sochi.

Dear Mr. Zandanshatar!

First of all, I would like to ask you to convey greetings and best wishes to the President of Mongolia, the esteemed Mr. Khurelsukh, from the President of the Russian Federation, Vladimir Vladimirovich Putin, and from me personally.

Mongolia is our strategic partner in the Asia-Pacific region. Our relations are based on long-standing traditional friendship and mutual support between the peoples of Russia and Mongolia.

The talks between President Vladimir Putin and Mr. Khurelsukh on May 7 in Moscow and September 2 in Beijing confirmed our mutual interest in further deepening Russian-Mongolian multifaceted cooperation. Through our governments, we are creating favorable conditions for advancing strategic projects, particularly in energy, industry, transportation, and humanitarian affairs.

Our intergovernmental commission on trade, economic, scientific, and technical cooperation is actively working. It is chaired by our Minister of Natural Resources, Alexander Kozlov. We anticipate the appointment of a new co-chair from the Mongolian side. We propose holding the next meeting of the intergovernmental commission before the end of the year in Ulaanbaatar, subject to agreement with you on a date.

We are strengthening humanitarian cooperation and assisting Mongolia in training its national personnel. More than 70,000 Mongolian citizens have graduated from Russian higher and secondary educational institutions. It is gratifying that you, Mr. Prime Minister, are one of these Mongolian representatives. We believe it is important to expand the teaching of Russian in Mongolia.

We regularly hold Culture Days and Russian-Mongolian Friendship Days, joint scientific research expeditions, and are also expanding our contacts in the sports sector.

This year marks the 80th anniversary of our Great Victory over German Nazism and Japanese militarism. The joint participation of President Vladimir Putin and Mr. Khurelsukh in the commemorative events in Moscow in May and Beijing in September became a new symbol of friendship and a reminder of the shared historical memory of the peoples of Russia and Mongolia.
