Traffic volumes are increasing due to road infrastructure upgrades in Donbas and Novorossiya. To make travel safer and more comfortable, both road surfaces and artificial structures such as bridges and overpasses are being brought up to standard. Road workers plan to complete work on 11 such projects this year, according to Deputy Prime Minister Marat Khusnullin.

"Since 2022, approximately 6,700 kilometers of roads and 69 artificial structures have been repaired in the reunited regions. These structures are integral, and often key, elements of the road framework, ensuring uninterrupted transport links. Their construction and reconstruction are among the most technically challenging tasks in road construction. Under this year's program, traffic has been launched on nine artificial structures with a total length of 730 meters, and work is ongoing on two more," said Marat Khusnullin.

The Deputy Prime Minister added that the structures being repaired include a 40-meter bridge across the Gruzskaya River in Makeyevka, DPR, and a 60-meter bridge across the Lugan River in the LPR. The work on these sites is being carried out under the supervision of the state-owned company Avtodor.

"We are restoring artificial structures in historic regions that have been worn down by time and damaged during military operations. In the Kherson region, during major repairs to the Nova Kakhovka-Henichesk highway, we renovated the bridge over the Kakhovka Canal. Thanks to the restoration of bridges, districts in Mariupol have become part of a unified road network, and in Makiivka, we have reduced congestion on the city's main street. We are currently continuing work in Yenakiieve, Donetsk, and Luhansk," noted Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor.

On December 2, the State Kremlin Palace hosted a gala awards ceremony for the winners and runners-up in 20 categories of the All-Russian professional skills competition "Best in Profession."

The best in blue-collar professions were awarded by Deputy Prime Minister Tatyana Golikova, Deputy Chairperson of the Federation Council Inna Svyatenko, Minister of Labor and Social Protection Anton Kotyakov, Minister of Agriculture Oksana Lut, Minister of Industry and Trade Anton Alikhanov, Minister of Construction and Housing and Public Utilities Irek Fayzullin, Chairman of the Federation of Independent Trade Unions of Russia Sergey Chernogaev, and Deputy Chairperson of the State Duma Anna Kuznetsova.

Awards were presented to the winners and runners-up in 20 categories. Among them was the special category "Second Start," introduced for the first time this year. It is intended for those who have retrained for a new professional profession and achieved success in it. Tatyana Golikova read a congratulatory message from the President of Russia to the competition winners.

The Deputy Prime Minister also presented awards to the best workers in the Welder and Seamstress categories. Ilya Ryuppiyev from the Republic of Karelia won the Welder category, and Nadezhda Stepanova from the Nizhny Novgorod Region won the Seamstress category.

"For the first time, we are awarding our winners here in the center of Moscow, in the heart of our homeland, at the Kremlin Palace. At the direction of the President, the 'Best in Profession' competition has become an integral part of the 'Personnel' national project in 2025. The competition has a long history, having launched in 2012. The government, trade unions, employers, and regional authorities have done and continue to do everything possible to honor working people. Participants from 79 regions submitted 200,000 applications this year. We not only have a broad geographic reach, but also a broad age range – from 19 to 62 years old. You make our leadership in technological sovereignty and independence possible. Just a few days ago, we will complete a seven-year forecast of economic labor needs. And the most in-demand professions in this forecast are the professions of the winners, who will now take the stage to accept their awards," noted Tatyana Golikova.

From the stage of the State Kremlin Palace, the winners and runners-up of the "Best in Profession" competition were congratulated by three-time Olympic champion and member of the Federation Council Committee on International Affairs Alexander Karelin, Russian TV presenter Maria Sittel, and Hero of Russia and cosmonaut Elena Serova.

"Raising the prestige of blue-collar jobs is a crucial task facing the state today. Today's youth are increasingly choosing blue-collar jobs, joining manufacturing, and within a short time, beginning to share their experience with their peers. Therefore, many winners of the 'Best in Profession' competition, despite their young age, are already mentors at their companies," said three-time Olympic champion and member of the Federation Council Committee on International Affairs, Alexander Karelin.

Minister of Labor and Social Protection Anton Kotyakov presented awards to the best workers in the categories of "Turner," "Miller," and "CNC Machine Operator."

"The competition's winners include the very best in their field. Today, we have winners from 20 categories in the audience. Each has their own story, but they are united by a shared desire to improve their professional skills. And most importantly, passion and a competitive spirit. Today, the 'best in their field' are people who have proven they are moving in the right direction and improving their skills every day. Congratulations!" said Anton Kotyakov.

The winner in the "Turner" category was Viktor Kulbida from the Smolensk region, in the "Milling Machine Operator" category was Alexander Petrov (Nizhny Novgorod region), and in the "CNC Machine Operator" category was Mikhail Evgrashin (Tula region).

"We have much to be proud of: the Russian space industry is one of the most powerful in the world. And at the heart of this industry is the labor of thousands of highly skilled workers. You make a tremendous contribution to our technological sovereignty and the development of our country. I am proud of each and every one of you. Everyone gathered in this hall today is the best professional in Russia, demonstrating the importance of their chosen profession through their daily work," emphasized Hero of Russia and cosmonaut Elena Serova.

Minister of Agriculture Oksana Lut presented awards to the best workers in the Agronomist, Vegetable Grower, Livestock Technician, and Machine Operator categories. "This year, for the first time, four of our nominations are represented at the competition. Of course, these aren't all the professions and fields available in the agro-industrial complex. Today's winners and runners-up are truly exceptional, and it's wonderful that many of them come from working families. I want to thank you very much for your work and contribution to food security, and wish you health, happiness, and continued professional success," noted Oksana Lut.

Sergei Chernogaev, Chairman of the Federation of Independent Trade Unions of Russia, presented awards to the best workers in the categories of "Excavator Operator," "Bulldozer Operator," and "Unmanned Aerial Systems Operation Specialist."

"Today's celebratory event is clear proof that the country's true prosperity is created by the hands and minds of workers. Trade unions systematically support the high status of blue-collar jobs through industry championships, mentoring, and enshrining decent work principles in collective agreements. Our shared goal is to ensure that the professional excellence represented here is always in demand, fairly valued, and a source of genuine pride," noted Sergey Chernogayev.

The winner in the “Excavator Operator” category was Ermek Zhaisambaev (Tyumen Oblast), in the “Bulldozer Operator” category was Mikhail Zhuravlev (Tyumen Oblast), and in the “Unmanned Aerial Systems Operation Specialist” category was Ilya Khromov (Kaluga Oblast).

"When my children ask what profession to choose, I answer with a line from Mayakovsky: 'All jobs are good, choose according to your taste!' But the most important thing is that they become professionals in their field, the best of the best in their chosen field. And for success, in addition to talent, hard work, determination, and responsibility are essential. These are the qualities that shape a worthy individual. And all the winners of the 'Best in Profession' competition undoubtedly possess these qualities. It is a great honor for me to present these well-deserved awards to our winners today and to thank their families, who have always supported them and are now present in this hall," said Russian TV presenter Maria Sittel.

Minister of Industry and Trade Anton Alikhanov presented awards to the best workers in the categories of "Assembler", "Toolmaker", and "Radioelectronic Equipment Installer".

"The 'Best in Profession' competition is more than just a competition. It's a clear sign that the future of Russian industry is in good hands. Each winner is a highly skilled specialist, a role model, and a pillar of strength for the entire industry. Thanks to you, modern industry is developing dynamically, offering consumers increasingly sophisticated devices and systems. It is your expertise that guarantees the impeccable quality of our products," noted Anton Alikhanov.

In the nomination "Assembler-fitter" the first place was taken by Azat Sibgatullin (Republic of Tatarstan), in the nomination "Toolmaker" – Anatoly Radyuk (Smolensk region), in the nomination "Installer of electronic equipment" – Egor Kalyuzhny (Moscow).

"The State Duma is currently passing laws to support working people and develop skilled trades. The government is implementing various measures to recruit personnel and develop industries our country needs. But none of this will work without those who are truly virtuosos of their craft. We deeply commend you for your professionalism, your achievements, and the values you embody – your hard work, your dedication to your profession, your work, and your country. After all, today, when our country is being challenged on all fronts, we speak of success. And these successes are yours. You are a role model for our children, who look up to you and look up to you. A working person today is a true hero," emphasized State Duma Deputy Speaker Anna Kuznetsova.

Minister of Construction and Housing and Public Utilities Irek Fayzullin presented awards to the best workers in the Finishing Work Master and Electrician categories.

"The All-Russian 'Best in Profession' competition plays a vital role in enhancing the prestige of blue-collar jobs, promoting heroic workers, and serves as a platform for public recognition of the outstanding achievements of our craftsmen and an effective mechanism for building a reliable talent pool for strategic sectors of the economy. Today, we are seeing a growing demand in the labor market for blue-collar workers—welders, machine operators, electricians, finishers, and plumbers. Their qualifications, experience, and responsibility directly impact the quality of the living environment, and ultimately, the comfort and safety of millions of Russian citizens," noted Irek Fayzullin.

In the Finishing Works Master category, the winner was Alexander Pitolin (Primorsky Krai), and in the Electrician category, Stanislav Generalov (Volgograd Region).

Deputy Chairperson of the Federation Council Inna Svyatenko presented awards to the best employees in the special category for retrained workers, "Second Start," as well as in the categories of "Mechatronics and Robotics Specialist" and "Cook."

"The competition traditionally brings together professionals who have honed their skills for years in a single profession. And with the introduction of the special "Second Start" category this year, it also welcomes those who have retrained for a vocational profession and are successfully pursuing it. This category has already proven its value. We will continue to hold it as part of the competition; in 2026, it will be dedicated to veterans of the special military operation—both those who have returned to their professions and those who have mastered new ones. I am confident that every participant, regardless of their years in the profession, will find support and inspiration here. Thank you for your work. See you next year!" said Inna Svyatenko.

Alexander Tin-Shan (Sakha Republic) won the special category for retrained workers, "Second Start." Unlike other categories, which pitted the best specialists in a single profession against each other, "Second Start" brought together those who had retrained for a vocational specialty and were successfully pursuing it. Participants had to convince the judges that they had fully mastered their new specialty.

In the category "Mechatronics and Robotics Specialist", the winner was Sergey Bezusov (Volgograd Region), and in the category "Cook", the winner was Konstantin Baldyshev (Vologda Region).

The award ceremony featured performances by the group "Lyube", Oleg Gazmanov, Tatyana Kurtukova, L'One, Valery Syutkin, "Umaturman", Zivert and others.

As a reminder, the All-Russian professional skills competition "Best in Profession" has been part of the "Human Resources" national project since 2025 and is held in two stages. Regional stage winners in each of the competition's 20 categories converge on the capitals hosting the federal stages. The final competitions are held in various regions of Russia.

The top performers in the federal stages of the competition will receive cash prizes: first place – 1 million rubles, second place – 500,000 rubles, and third place – 300,000 rubles.

The "Best in Profession" competition is organized by the Ministry of Labor and Social Protection with the support of federal and regional government agencies, all-Russian trade union associations, and employers. The competition operator is the All-Russian Research Institute of Labor.

First Deputy Prime Minister of the Russian Federation Denis Manturov and Deputy Prime Minister of the Republic of Uzbekistan Jamshid Khodjaev held the 26th meeting of the Intergovernmental Russian-Uzbek Commission on Economic Cooperation.

Trade turnover between Russia and Uzbekistan increased by more than 5% in 2024, exceeding $10 billion. In the first nine months of this year, mutual trade volume grew by another 8%. Both exports and imports are showing positive trends.

"Investment cooperation between our countries is developing in a similarly positive direction. You've already outlined the key figures today. We expect that the investment project portfolio, which currently totals approximately 55 billion, will be fully implemented. Over 3,000 enterprises with Russian participation operate in the republic—this represents approximately 20% of all foreign-owned companies operating in Uzbekistan," Denis Manturov noted.

The First Deputy Prime Minister spoke about strengthening industrial cooperation with Uzbekistan, both in terms of mutual industrial product deliveries and in the area of localizing Russian enterprises in Uzbekistan.

"The number of resident companies in our joint industrial parks is growing. In Chirchik and Jizzakh, there are now more than 30 of them, from around the world," Denis Manturov emphasized.

Russia and Uzbekistan are actively developing energy cooperation in several areas: supplies of Russian energy resources, and the implementation of projects in geological exploration, mining, and hydropower. In October of this year, work began on a nuclear power plant construction project at a site in the Jizzakh region.

"Russian e-commerce platforms are making a significant contribution to the development of trade and economic cooperation. Specifically, last year, the volume of Uzbek-made goods sold on Wildberries' platform amounted to $605 million. This makes our marketplace the largest distribution network for Uzbek goods. The company plans to build the largest logistics center in the republic, covering 100,000 square meters. Investment is estimated at over 11 billion rubles, and the number of new jobs will be approximately 7,500. The phased commissioning of the warehouse complex is planned for the end of next year," said the First Deputy Prime Minister.

The development of cultural and humanitarian ties and the holding of joint congresses and exhibitions contribute to strengthening comprehensive cooperation between Russia and Uzbekistan. Increasing reciprocal tourist trips is a priority. Speaking about cooperation in education, the First Deputy Prime Minister noted that more than 56,000 Uzbek citizens are studying at Russian universities and their branches in the republic.

Following the event, the IGC co-chairs signed the minutes of the 26th meeting of the intergovernmental commission, as well as a roadmap for strengthening interregional cooperation between the two countries for 2025–2030. Furthermore, in the presence of Denis Manturov and Jamshid Khodjaev, a Memorandum of Understanding was signed between JSC SME Corporation and the Agency for the Development of Light Industry of Uzbekistan.

The First Deputy Prime Minister of Russia and the Deputy Prime Minister of the Republic of Uzbekistan took part in the plenary session of the Russia-Uzbekistan Business Forum, which took place on the sidelines of the commission meeting. On the Russian side, the forum was attended by over 50 representatives of the business community from various sectors, from industry and energy to logistics and digital technologies.

Order No. 3530-r of December 1, 2025

By the end of 2025, more than 30 regions will receive partial reimbursement for the costs of implementing genomic selection programs in livestock breeding. Prime Minister Mikhail Mishustin signed an order allocating 264.5 million rubles for this purpose. This decision will contribute to strengthening Russia's food security.

The funds are intended, among other things, for Crimea, Mordovia, Tatarstan, Perm Krai, Arkhangelsk, Bryansk, Voronezh, Kaliningrad, Lipetsk, Tula and Yaroslavl regions.

Efforts to develop genomic selection involve molecular genetic testing of young cattle. This provides information on the authenticity of the young cattle's lineage and the absence of genetic diseases, as well as determines their breeding value.

The rules for co-financing the costs of developing genomic selection in livestock breeding were approved by the Government in August 2025. According to them, a federal budget subsidy can cover up to 70% of the actual costs incurred by breeding farms. Funds are provided based on an agreement between the Ministry of Agriculture and regional authorities.

The work is being carried out within the framework of the federal project "Creating conditions for the development of scientific research in breeding and genetics," which is part of the national project to ensure technological leadership "Technological support for food security."

Dmitry Grigorenko: IT company revenue grew by almost 20% in the first half of 2025.

Translation. Region: Russian Federation –

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

The Russian IT industry maintained positive growth dynamics in the first half of 2025 across key indicators, such as company revenue and the amount of taxes and insurance premiums paid. The results of monitoring key IT industry indicators were presented by the Digital Economy Autonomous Non-Profit Organization. The monitoring is conducted quarterly at the request of Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.

"The monitoring results for the first half of the year demonstrate that the IT industry is developing successfully thanks to numerous government support measures and occupies a significant place in the national economy. For example, revenue from sales of goods and services (both owned and purchased) by IT organizations amounted to 5.5 trillion rubles, representing a 17% increase compared to the same period in 2024. The total amount of taxes and insurance premiums paid by IT organizations increased by 20%, exceeding 1 trillion rubles," noted Dmitry Grigorenko.

The Digital Economy ANO methodology allows for a more comprehensive and accurate assessment of the effects of government support. And these effects are significant: in the first half of 2025, revenue from sales of goods and services (both internal and purchased) by IT organizations increased by 17% compared to the same period in 2024, reaching 5.5 trillion rubles.

The total amount of taxes and insurance premiums paid by IT organizations increased by 20%, exceeding 1 trillion rubles. The growth in tax revenues by IT organizations significantly exceeds the overall growth in taxes for the economy (14%). The share of taxes paid by IT organizations in total tax revenues for the first half of 2025 was 4.7%.

The growth in the number of people employed in the IT industry amounted to 3% compared to the same period in 2024. The share of IT workers in the total number of employed people amounted to 3.1%.

Investments in non-financial assets increased by 16% year-on-year, reaching 390 billion rubles in the first half of the year. This growth in investment is supporting the expansion and modernization of infrastructure, which has a positive impact on the quality and volume of services provided. The stable investment growth (15% in the first quarter and 17% in the second quarter of 2025) can be seen as a result of internal stabilization and confidence in the future.

The Digital Economy Autonomous Non-Profit Organization (ANO) was commissioned to develop a methodology for assessing the IT industry in July 2024. HSE University also conducts a similar assessment, but it focuses on analyzing the performance of companies belonging to the "core" IT-OKVED 62.1 and 63.0 codes (while e-commerce platforms, online educational platforms, game publishers, integrators, and other companies were not included in the assessment). ANO Digital Economy's methodology is based on assessing the performance of accredited IT organizations (the IT Company Registry). Currently, the registry includes approximately 20,000 organizations, and these include not only companies with the "core" IT-OKVED codes.

This methodology allows us to assess the effectiveness of public investment in the IT sector and collect data for management decision-making on the development of the IT sector in Russia. To improve accuracy and expand the range of indicators, departmental data is used, primarily data from the Federal Tax Service of Russia. Data from the Central Bank of Russia and the Federal Customs Service (to calculate export indicators), as well as the Ministry of Finance and the Ministry of Digital Development, are also used (to assess the volume of state support). Rosstat data is used, in the absence of other data sources, to estimate the volume of IT sector organizations' expenditures on the implementation and use of digital technologies, the volume of investments in non-financial assets, the volume of R&D expenditures, the level of AI technology adoption, and the level of import substitution.

The "Retirement" life event on the government services portal now offers the option to obtain an electronic pensioner certificate. This digital document can be used to confirm pensioner status and receive benefits and discounts, such as at pharmacies and museums. The implementation and development of these life events is part of the federal project "A State for People," overseen by Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.

The new "Retirement" life event feature allows you to apply for an electronic pensioner certificate in just a few clicks, without visiting government agencies or leaving the government services portal. This digital document can be used to confirm your pensioner status when receiving social, medical, and transportation benefits, and can also be used to receive discounts and special offers at retailers and organizations participating in pensioner support programs.

"Today, older people actively use online services and are skilled in working in a digital environment. To make their life easier and save them time, in 2024 we launched a life situation on Gosuslugi, which allows you to apply for a pension in just a few clicks, calculate your payment amount, and select a delivery method. Now, the Life Situation functionality has been expanded to include the possibility of obtaining an electronic certificate," said Dmitry Grigorenko.

The new service expands the functionality of the "Retirement" life event, which has already been used by more than 500,000 citizens across the country since its launch in 2024.

Life-situational services represent a new stage in the development of the government services system. One such service combines, on average, approximately 17 government services related to a single topic, and helps users access them comprehensively, in a single-window environment. For example, "University Admissions," "House Construction," "Online Fraud Protection," "Large Families," and so on.

The catalog of life situations on the government services portal includes over 40 federal life situations. By the end of 2025, this number will increase to 70.

The creation of a land bank in Donbas and Novorossiya reduces the time it takes to find and register land for investors, facilitates effective territorial development planning, and brings unused land into economic circulation, thereby increasing the investment attractiveness of the territories and their urban development potential. Currently, the land bank of the reunited regions contains 703 plots with a total area of approximately 5,305.8 hectares, reported Deputy Prime Minister Marat Khusnullin.

"Efficiently integrating land plots into circulation in Donbas and Novorossiya allows us to increase housing stock, address social issues, and optimize resource use. Thanks to the compiled data on plot boundaries, installed utilities, and developed urban planning documentation, these territories become attractive for investment projects. As a result, new-quality infrastructure is being created. Ultimately, the national goal of creating a comfortable and safe living environment is being achieved. In the reunited regions, this land bank has doubled in size in over a year and currently contains 703 land plots," said Marat Khusnullin.

The Deputy Prime Minister added that the urban development potential of the land plots in the bank amounts to 25.3 million square meters.

Dmitry Patrushev: The 2025 grain harvest is one of the most significant in Russia's modern history.

Deputy Prime Minister Dmitry Patrushev held a meeting "On the progress of seasonal fieldwork in 2025." The meeting was attended by senior officials from the Ministry of Agriculture, Roshydromet, Rosagroleasing, representatives of other relevant agencies and relevant businesses, as well as heads of Russian regions.

"Throughout the season, despite the weather extremes, the yield of our main crops exceeded last year's. This applies to grains and oilseeds, sugar beets, and potatoes. We can confidently say that this year's grain harvest will be one of the most significant in our country's recent history," said Dmitry Patrushev.

The new harvest is nearing completion. The Deputy Prime Minister reported that the current grain volume in bunker weight exceeds 145 million tons. After processing, the grain volume is expected to reach at least 135 million tons, including 90 million tons of wheat. Record soybean and rapeseed harvests are also expected, while the potato harvest is expected to reach 8 million tons. Dmitry Patrushev emphasized the importance of completing the harvest on the remaining acreage with minimal losses.

To date, approximately 20 million hectares have already been sown with winter crops for next year's harvest, which is in line with projected figures.

The government maintains comprehensive support for the agricultural sector. More than 600 billion rubles have been allocated for the implementation of industry-specific state programs in 2025. Over 100 billion of this amount is allocated for direct subsidies to farmers, with a comparable amount planned for next year.

Regional leaders presented information on the completion of the harvest and the progress of winter sowing.

During the meeting, Dmitry Patrushev focused on preparations for the new season, particularly in terms of material and technical resources. By the end of December, the Ministry of Agriculture must approve and send to the regions the completed 2026 crop acreage structure, which is the key to a balanced harvest.

The Deputy Prime Minister also emphasized the importance of continuing the transition to domestically bred seeds. A comprehensive set of state support measures exists for this purpose, including incentives for scientific research and the replication of the resulting materials. Furthermore, the Ministry of Agriculture annually develops plans for the regions of the Russian Federation to utilize these seeds in agricultural production.

Dmitry Patrushev also noted the need to secure the purchase of mineral fertilizers and crop protection products in advance, without waiting for a significant increase in demand just before the start of the sowing season.

Providing farmers with the necessary agricultural machinery and fuel remains a priority. Specifically, the Ministry of Agriculture and the Ministry of Energy must develop a fuel supply plan for the new season.

To ensure effective preparation for the start of the sowing campaign, the Ministry of Agriculture has been instructed to hold a series of on-site headquarters meetings across federal districts and regions to assess the situation on the ground.
