One of the priority objectives of the "Infrastructure for Life" national project is improving the quality of life for Russians. A key factor in achieving this goal is the development and modernization of the road network. This year, thanks to the national project, more than 200 km of regional and local roads have been built and reconstructed across the country, according to Deputy Prime Minister Marat Khusnullin.

"Modern roads, bridges, and overpasses create comfortable living conditions for people, open up new economic opportunities, and enhance the tourist appeal of areas. Therefore, we pay close attention to the construction of new facilities and the modernization of existing ones. This year, 68 facilities were commissioned under the federal project "Regional and Local Road Network" of the national project "Infrastructure for Life." These include 38 road sections with a total length of 207 km and 30 artificial structures with a length of over 3,000 linear meters. In total, more than 140 facilities will be built or reconstructed by the end of the year—340 km of roads and 5,000 linear meters of artificial structures," said Marat Khusnullin.

Construction and reconstruction work on many road facilities is carried out over several road seasons.

"This year, construction and reconstruction work was carried out on 320 projects. These included 185 road sections with a total length of over 900 km and 135 bridges and overpasses with a total length of over 32,000 linear meters. These projects include those that will be commissioned in the coming years. When implementing multi-year contracts, it is important to monitor each stage of the work and the materials and technologies used on site. Continuous monitoring allows us to promptly identify and correct even the slightest deviations from the plan. This is the only way to guarantee that final goals are met within the established timeframe," noted Transport Minister Andrei Nikitin.

The implementation of large-scale projects became possible thanks to uninterrupted federal support.

"Thanks to the support of the President of the Russian Federation, the Government of the Russian Federation, and the Ministry of Transport of Russia, we are successfully developing transport infrastructure in the regions. The professionalism of our road and bridge builders, the efficient organization of the production process, and stable funding allow us to commission large-scale projects ahead of schedule. This year alone, 176 billion rubles have been allocated for construction and reconstruction activities under the federal project 'Regional and Local Road Network,' of which almost 100 billion rubles are federal funds," said Kairat Tursunbekov, Deputy Head of the Federal Road Agency.

One of the largest projects planned for 2025 is the construction of the Yuzhno-Lytkarinskaya Highway in the Moscow Region. The highway will improve accessibility for more than 3.5 million residents of Moscow and the Moscow Region, relieve congestion on the eastern part of the Moscow Ring Road, and reroute traffic flows from the southeast bypassing Moscow.

This road season, construction work on four of the most significant sections, totaling 17.2 kilometers, was completed. Overall, the project includes the construction of a 45-kilometer highway, as well as 64 artificial structures, including 11 interchanges, 27 overpasses, and 10 bridges. The project is scheduled to be fully operational in 2026.

A 10-kilometer section of the Urlu-Aspak – Karakol highway has been completed in the Altai Republic. The highway will become part of the prospective Kyzyl-Ozyok – Aleksandrovka – Urlu-Aspak – Karakol – Elekmonar route, linking scenic spots in the Altai Republic. It will positively impact tourism development and improve transport accessibility for remote villages in the region.

One of the most significant projects under the national project in the Republic of North Ossetia-Alania is the restored bridge across the Terek River at the 3rd kilometer of the bypass around the village of Nogir. Built in 1972, it served for over 50 years. In May 2023, flooding caused the collapse of an intermediate support and two spans of the bridge, disrupting freight and passenger transport routes. Thanks to the national project, the structure was reconstructed.

Also this year, a section of the Transkam – Verkhniy Zgid – Matsuta highway was reconstructed in the Republic of North Ossetia – Alania. The road leading from the Alagir Gorge to Digorskoye was completely destroyed by a flood in 2002. Construction and installation work took two years: the road base was built practically from scratch and a two-layer asphalt concrete surface was laid. Specialists renovated seven bridge structures, installed culverts under the roadway, and installed reinforced concrete channels along the highway to drain water.

In addition, in the settlements of Sadon, Galon and Kuraitta, located along the road, artificial lighting has been installed with a total length of 1.8 km.

Large-scale capital-intensive projects are underway not only on regional roads but also on the city's road network. For example, in the capital of the Chechen Republic, reconstruction has been completed on Aslanbek Sheripov Street and the bridge over the Sunzha River located on it.

Aslanbek Sheripov Street is one of Grozny's central transportation arteries, connecting the main entrance to the city from the south with its center. The project is 2.4 kilometers long. During the renovation, the roadway was widened from four to six lanes. The bridge located on this street is also an important element of the transportation infrastructure. During the reconstruction, bridge builders essentially constructed the new structure from scratch.

The completed work will ensure comfortable and safe access to numerous important sites, including the Grozny City complex, the hotel, the Heart of Chechnya Mosque, two buildings of the Akhmat-Khadzhi Kadyrov Chechen State University, the M.D. Millionshchikov Grozny State Petroleum Technological University, the Dagun Omayev Ceremonial Palace, A.Sh. Kadyrov Square, and a medical center.

Students from the Russian State Specialized Academy of Arts took part in the awards ceremony, performing several musical pieces.

The competition jury is chaired by People's Artist of Russia Sergei Bezrukov. It was on his initiative that the event was named after Soviet poet and novelist Eduard Asadov in 2023. The jury also includes People's Artist of Russia Diana Gurtskaya, Rector of GITIS Grigory Zaslavsky, General Director of the Russian State Library Vadim Duda, editor of the "Our Life" magazine of the All-Russian Society of the Blind Vladimir Bukhtiyarov, writer Irina Povolotskaya, and others.

The All-Russian Literary Competition for People with Visual Impairments has been held since 2022. Since then, the competition has received 422 applications from participants aged 18–96, with 25 winners. The competition has reached over 250 cities across the country.

The competition was organized by the Government Council for Guardianship in the Social Sphere, the Ministry of Labor and Social Protection, the Ministry of Culture, and the Art, Science, and Sports Charitable Foundation as part of the Special View program to support people with visual impairments.

The Government Council on Social Welfare was established in 2012. The Council is an advisory body formed to address the most pressing issues in the area of social protection for citizens in difficult life situations, including children without parental care, the disabled, and other groups of citizens, as well as public health protection and the development of proposals for improving state policy in this area.

The Art, Science, and Sport Charitable Foundation was founded in 2006 to support socially significant initiatives in culture, education, and sports. The Foundation actively contributes to the development of inclusion and accessible environments in the country, including through its "Special View" program to support people with visual impairments, which offers relevant service solutions for people with visual disabilities to promote self-fulfillment, development, and integration into society.

Yuri Trutnev visited the Ulan-Ude Aviation Plant.

As part of his working visit to Buryatia, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev visited the Ulan-Ude Aviation Plant of Russian Helicopters (a Rostec state corporation).

The Ulan-Ude Aviation Plant is one of the largest enterprises in the Russian aviation industry. For over 85 years, it has maintained its status as one of the country's key helicopter manufacturers, combining generations of experience with modern technology. Over its history, the plant has produced over 9,000 aircraft—both helicopters and fixed-wing aircraft.

The company produces the Mi-8/171 multirole helicopter, the most widely produced twin-engine helicopter in the world. It is actively involved in expanding its civilian helicopter lineup and developing promising projects: the company is currently working on the serial production of the new Mi-171A3 multirole helicopter for offshore operations.

The plant has its own certified training center for training and retraining flight crews and engineering and technical personnel. A special highlight is the unique Mi-171A3 helicopter simulator.

The enterprise boasts a full technological complex for the manufacture of aircraft. Today, the plant produces Mi-8AMT helicopters in cargo, passenger, search and rescue, firefighting, medical, VIP, and convertible (transport/VIP) configurations, as well as the multirole Mi-171 and Mi-171A2 helicopters. The first production aircraft of the new generation, the Mi-171A3, is currently being manufactured.

The company is continuously working to improve labor productivity, installing modern and more efficient equipment, and expanding its technological capabilities. A number of investment projects have been implemented at the plant, including a new flight test station building and a centralized cafeteria, machine tool upgrades, and the reconstruction of the engineering building is nearing completion.

"We discussed the idea that, in addition to a propeller that holds the vehicle in place, it would be a good idea to consider a propeller that facilitates movement and pulls or pushes the vehicle. This would impact speed and efficiency. New opportunities have emerged. Previously, transmitting torque from a top-mounted engine required a complex transmission, which required high reliability parameters and would have added weight. Now, this can be achieved with an electric drive. This needs to be addressed. We will either catch up with the trend and join other countries working on this technology, or we will fall behind. I will return to Moscow and invite representatives from the Ministry of Industry and Trade and Rostec, and we will discuss this topic, because progress and our ability to stay competitive are among the most important areas that we in the government must monitor and control," said Yuri Trutnev following his visit.

Today, millions of citizens of our country are actively involved in the volunteer movement.

Deputy Prime Minister Dmitry Chernyshenko congratulated Russians on Volunteer Day, celebrated annually on December 5.

"Today, millions of our country's citizens are actively involved in the volunteer movement. Over the past five years, the number of Russians volunteering has more than tripled—from 10% to 32%. Over 9 million people have joined the Dobro.RF platform. As President Vladimir Vladimirovich Putin says, the desire to help those in need has been present throughout our country's history, passed down from generation to generation. Every day, our volunteers prove this to be true. They are caring, responsible, and kind people who have chosen service as their life's work," the Deputy Prime Minister said.

He recalled that the volunteer movement in Russia emerged during preparations for the 2014 Winter Olympics in Sochi. Twenty-six flagship universities across the country were selected through a competition to host the first volunteer centers. The winning universities were awarded diplomas, which were presented by the President of Russia.

"All those wishing to become volunteers went through a complex selection process, and at the Games, our assistants—a team of 25,000 people—worked in 17 different areas, from meeting delegations at the airport to assisting with the organization of ceremonies," said Dmitry Chernyshenko.

Today, millions of citizens of our country are actively involved in the volunteer movement.

He emphasized that volunteers are always among the first to respond to the challenges of the times. "This was the case during the coronavirus pandemic and after the start of the special military operation, when they demonstrated true patriotism and civic commitment, supporting our heroes on the front lines, their families, and the residents of Donbas, Novorossiya, and border regions," added Dmitry Chernyshenko.

The President has repeatedly emphasized that the volunteer movement will continue to develop in Russia, the Deputy Prime Minister noted.

“New volunteer centers and headquarters are regularly opening throughout Russia

Dmitry Chernyshenko wished the volunteers good health, boundless energy, success in their noble cause, and as many like-minded people as possible.

Yuri Trutnev is on a working visit to Buryatia.

Translation. Region: Russian Federation –

In Ulan-Ude, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held meetings on the socioeconomic development of the Republic of Buryatia and the implementation of master plans; a meeting on the progress of new investment projects in the region; an inspection of social infrastructure construction projects; and a visit to the Voin Center.

"Based on the results of the third quarter of 2025, the industrial production growth rate in the Republic of Buryatia was 7.9%. This is above the average for the Far East and Russia as a whole. The growth in the physical volume of construction work is also high: from January to September 2025, it amounted to 47.3% compared to the same period the previous year. In the republic, 1 million square meters of housing was commissioned in 2024–2025. The growth rate of the average monthly wage is accelerating. The republic has a priority development area, and financial support measures are being implemented," Yuri Trutnev opened the meeting.

At the direction of Russian President Vladimir Putin, two master plans have been approved in the Republic of Buryatia: for the Ulan-Ude Urban Agglomeration and the city of Severobaikalsk. At the direction of Prime Minister Mikhail Mishustin, the master plan activities were updated and a corresponding order was issued in October of this year. The master plans provide for the implementation of 88 measures, 18 of which have been completed. These include the reconstruction of the Zabaikalets sports complex, the construction of a clinic, and the renovation and repair of transport infrastructure in Ulan-Ude. Major renovations to the Podlemorye sanatorium, improvements to the Baikal-Amur Mainline and Northern Lights parks, and landfill reclamation in Severobaikalsk are also planned. Another 16 projects are under construction, and design and estimate documentation is being developed for 13 projects. A large-scale reconstruction of utility networks in the central part of the city's Sovietsky district was carried out, a clinic was built, a stadium near the aircraft factory was renovated, and trams were purchased.

Buryatia Governor Alexey Tsydenov presented Yuri Trutnev with a report on the region's current socioeconomic development and prospects. "According to our forecasts, the gross regional product will grow by 2.3% in 2025, reaching 563.7 billion rubles. Industrial production for the first 10 months of 2025 increased by 6.8%. This ranks third in the Far Eastern Federal District and 13th in Russia. This growth is driven by record-breaking growth in the mining sector—a 25% increase, one of the best results in the country. Enterprises have increased production of coal, gold, uranium, fluorspar, and polymetals. Starting next year, we will begin mining beryllium. However, the manufacturing industry showed a 4.3% decline. Cardboard production at the Selenginsk Pulp and Board Mill decreased by 6%, and production at Ulan-Udestalmost fell by 22%. Construction activity is high, with growth rates up 47.3%. This ranks first in the Far Eastern Federal District and second in Russia. Social infrastructure upgrades continue. This year, 42 facilities were built: 20 healthcare facilities, 3 schools, and 19 sports facilities. Implementation of the master plan continues," he said.

In 2026, 20 more projects outlined in the master plans are scheduled to begin: 14 in Ulan-Ude and 6 in Severobaikalsk. Key projects next year include the opening of the National Museum of the Republic of Buryatia and the new building of the Baikal Theater. Next year, improvements to Ulan-Ude's city center will begin, and design work on the runway in Severobaikalsk will begin.

"It's important that work is underway to secure funding for the master plans. Currently, the Ulan-Ude master plan is 37% funded. This is not bad, considering that funds are allocated in each budget cycle and we still have five years of work ahead. Perhaps the most important project of the Ulan-Ude master plan, related to the implementation of the Clean Air federal project, is now beginning. Yuri Petrovich has given the necessary instructions to ensure this work is fully implemented," commented Alexey Chekunkov, Minister for the Development of the Far East and Arctic.

The Hectare and Far Eastern Mortgage programs are in effect; over 18,600 loan agreements have been concluded and over 6,600 people have received land plots.

The Deputy Prime Minister held a meeting on the progress of new investment projects in the Republic of Buryatia.

"We must pay attention to how investment projects are progressing. Our experience in the Far East clearly demonstrates that attracting investment is the primary path to regional development. Buryatia has a favorable starting point. Its natural diversity, rich mineral reserves, and unique Lake Baikal create a number of additional investment opportunities. With federal support, 23 investment projects are being implemented here with a planned investment volume of over 314 billion rubles, of which over 150 billion rubles have already been invested. However, much work remains to be done," Yuri Trutnev opened the meeting.

Projects in tourism, agriculture, and industry were presented at the meeting. Green Flow Baikal management reported on the creation of a healing resort within the Baikal Harbor special economic zone, located within the Turka site. Construction of the Gusinoozersky greenhouse complex for year-round vegetable cultivation (Gusinoozersky Greenhouse Complex LLC) continues in the Buryatia priority development area. Ulan-Ude Oilseed Plant LLC plans to build a workshop for producing oil from oilseeds using the cold pressing method. The implementation of the trilateral cooperation agreement between ApatitAgro, the Far East and Arctic Development Corporation, and the Government of the Republic of Buryatia, signed on the sidelines of the 10th Eastern Economic Forum, was discussed. Ugolny Razrez LLC, a resident of the Buryatia priority development area, presented a project for the development of the Okino-Klyuchevskoye brown coal deposit with a design coal production capacity of up to 3.5–4.5 million tons per year. Development of the Ermakovskoye beryllium deposit, including the construction of a mining and processing plant, has begun in the Buryatia priority development area. The project envisages the development of one of the largest beryllium deposits in Russia. where, in addition to beryllium, a significant amount of fluorite is contained.

That same day, Yuri Trutnev heard a report on the construction of facilities included in the Ulan-Ude master plan. The National Museum is 60% complete, the Baikal Theatre and Cultural Center is 40% complete, construction of the Ulaan-Khoto residential complex is underway, and the design and estimate documentation for the inter-university campus has received a positive state expert review.

Yuri Trutnev toured the classrooms and spoke with the instructor staff and top cadets. The students shared their proposals for developing the UAV industry and sought advice on choosing their future career paths. Since the branch's founding in 2023, extensive work has been carried out on military-sports training and patriotic education of young people, training over 10,000 cadets. Today, the branch's instructors include 15 combat veterans, 11 participants in special military operations, masters of sport and candidate masters of sport, and experienced coaches with recognized professional achievements.

Yuri Trutnev also presented an award to Mikhail Andreevsky, winner of the 2024 "Star of the Far East" public and business award in the "Hectare of Victory" category. This category recognizes the best projects within the "Far Eastern Hectare" in support of special military operations. Mikhail Andreevsky built areas for a compact shooting range, a circular shooting range, and a crossbow shooting range, and also equipped a paintball area. The shooting range has become a popular training ground for volunteers serving in the Special Military Operations Zone.

Dmitry Patrushev held a meeting on the construction and reconstruction of wastewater treatment facilities in the Republic of Mari El.

Deputy Prime Minister Dmitry Patrushev held a meeting on the implementation of projects to construct and commission wastewater treatment facilities in the Mari El Republic. This work is being carried out as part of Incident No. 55, "Wastewater Treatment Facilities." The event was attended by Head of the Republic Yuri Zaitsev, along with senior officials from the Ministry of Natural Resources, the Ministry of Industry and Trade, the Ministry of Construction, Rosprirodnadzor, and Glavgosexpertiza.

Since 2019, construction and reconstruction of six wastewater treatment facilities in the cities of Yoshkar-Ola and Kozmodemyansk, as well as the Mari-Turek, Paranginsky, and Kilemarsky districts, have been underway in the Mari El Republic as part of the "Volga Recovery" federal project. Meeting participants discussed in detail the operation of the existing wastewater treatment facilities. In particular, special attention was paid to modernizing the facilities and equipping them with the necessary equipment.

As noted, to bring the wastewater treatment facilities in Kozmodemyansk up to regulatory standards, local treatment facilities must be installed for the industrial customers. The region has already organized the necessary work. Dmitry Patrushev has tasked the Russian Ministry of Industry and Trade with getting involved in resolving this issue.

Furthermore, for the wastewater treatment facilities in Yoshkar-Ola to be fully operational, the second phase of their reconstruction is required. Work on the first phase was completed under the national "Ecology" project, and the second phase will be continued under the Russian Ministry of Construction's national "Infrastructure for Life" project.

Dmitry Patrushev instructed the Russian Ministry of Construction to take special care of the implementation of this project. Monitoring of the work will be conducted as part of Incident No. 55, "Wastewater Treatment Facilities." Efforts to modernize the republic's public utility infrastructure will continue.

Incident No. 55 "Wastewater Treatment Facilities" was established on June 15, 2024, to coordinate the construction and reconstruction of wastewater treatment facilities implemented as part of the national "Ecology" project, as well as to ensure the operation of these facilities and the achievement of regulatory wastewater treatment parameters. Work is currently under consideration at 145 facilities in 19 regions.

When working in an incident format, a special project management system deployed within the Government Coordination Center is used. It allows for the prompt coordination of participants' actions and real-time monitoring of project implementation.

Dmitry Patrushev: The introduction of gas-powered power plants at agricultural enterprises will reduce the cost of agricultural production.

At a meeting with Deputy Prime Minister Dmitry Patrushev, the progress of the Ministry of Agriculture and Gazprom's pilot project to introduce stationary gas-powered reciprocating power plants with internal combustion engines at agro-industrial enterprises was discussed.

This technology is primarily used for autonomous power supply of greenhouses, livestock farms, and processing plants. In-house power generation by agricultural enterprises allows for significant reductions in electricity and heating costs, high-quality, uninterruptible power supply, and increased capacity.

Over 50 power plants will be installed during the first phase of the pilot project. The list of participating companies will expand as early as 2026.

"The initial experience has shown that farmers' energy costs are reduced by up to 50%. This directly impacts pricing, helping to lower the cost of agricultural products. The total annual savings for project participants are estimated at one billion rubles. Therefore, it makes sense to replicate this practice among more companies, especially since government support measures are available for this purpose," noted Dmitry Patrushev.

To support this initiative, preferential lending is available, including through the state program "Comprehensive Development of Rural Areas." Starting next year, additional support will be available for the purchase of such units under the new federal project "Small Agribusiness Development." Up to 60% of the cost of the gas turbine unit will be reimbursed.
