Deputy Prime Minister Marat Khusnullin chaired a regular meeting of the organizing committee for the preparation and holding of the 2026 International Economic Forum "Russia – Islamic World: KazanForum." The meeting was attended by the Head of the Republic of Tatarstan, Deputy Chairman of the Forum Organizing Committee Rustam Minnikhanov, representatives of federal ministries and agencies, and other members of the organizing committee.

"This is the fourth time that KazanForum will be held as a federal-level event. The forum has already proven its effectiveness as a unique platform for strengthening multilateral economic and humanitarian cooperation between Russia and the countries of the Islamic world. Our priority, in line with the objectives of the national project 'Infrastructure for Life,' will be increasing non-energy exports, as well as financing and developing tourism. The forum program is almost complete. We have agreed to hold several meetings of intergovernmental commissions on its sidelines and are launching an invitation campaign this year. Our shared goal is to organize the 2026 event at the highest level, making it even more meaningful and productive for businesses, regions, and the state. KazanForum attracts more and more participants each year, and it is a valuable tool for export growth and the economies of our countries," said Marat Khusnullin.

The meeting participants discussed in detail the progress of preparations for the forum, which will be held in Kazan in May 2026. The main business program events are scheduled for May 14–15. During the meeting, interim results were reviewed in all key areas: the development of the business program and exhibition display, organizational, transportation, medical support, security, and the cultural and sports program.

"We see growing interest from our domestic and international colleagues in the Kazan platform, which is designed to serve as a venue for meeting, dialogue, and cooperation between our country and the Islamic world. Half of the Republic of Tatarstan's total trade turnover with foreign countries is with countries of the Organization of Islamic Cooperation. In the first nine months of this year, it exceeded $5.1 billion. In 2026, KazanForum will be held as part of a significant event: Kazan's status as the cultural capital of the Islamic world. This underscores the city's importance as a center of Islamic culture and heritage, as well as its role in intercultural dialogue. We highly appreciate the contribution of all partners, agencies, and federal executive bodies that submitted their proposals for the forum's business program. I am confident that, through our joint efforts, the upcoming KazanForum will be organized to a high and distinguished standard," noted Rustam Minnikhanov, Head of the Republic of Tatarstan.

Anton Kobyakov, Advisor to the President of Russia and Executive Secretary of the Organizing Committee, announced that the 2026 International Economic Forum "Russia – Islamic World: KazanForum" will be held under the motto "From Points on the Map to Points of Growth: Combining Technological and Financial Initiatives." He stated that cooperation in these areas is of strategic importance for strengthening Russia's partnership with Islamic countries and transforming individual projects into sustainable centers of economic growth.

"The value of the KazanForum discussion platform lies in creating opportunities to transform geopolitical ties into sustainable economic growth points, ensuring expanded trade and access to new markets in the face of global challenges. The forum's business program is aimed at developing concrete solutions and fostering long-term partnerships in key areas of cooperation, including facilitating the implementation of Russian President Vladimir Putin's instructions to increase non-energy exports to diversify the country's economy," emphasized Anton Kobyakov.

Deputy Prime Minister Alexander Novak met with members of the board of directors of the Russian Union of Industrialists and Entrepreneurs.

At the meeting, the parties discussed the most pressing issues facing business and industry. They touched on the implementation of the recently approved plan for structural changes in the economy, which aims to coordinate the work of federal government agencies, regions, and businesses amid ongoing transformations. The plan includes seven areas, including employment structure, consumption structure, technological development, the quality of the investment climate, foreign trade, the "whitening" of certain economic sectors, and improving the effectiveness of defense and security. One of the key tools for implementing the plan is the national business model, which defines more than 40 target indicators and over 250 measures.

"Despite challenging external conditions and internal challenges, the country's economy is showing positive momentum. Over the past three years, GDP growth will approach 10%. Inflation has slowed significantly: forecasts put it at 6% by the end of the year, which is below the forecast. Cumulative real investment growth over the past four years has reached 36%. The main drivers of the economy are manufacturing, mechanical engineering, agriculture, and construction. We are seeing positive dynamics in the oil and gas sector and cargo turnover, particularly in exports," noted Alexander Novak.

The Deputy Prime Minister also took part in the awards ceremony for the winners of the annual "Leaders of Investment Development – 2025" award at the RSPP. The award aims to reward regional investment teams and improve their efficiency and effectiveness.

The Ministry of Industry and Trade's authority to shape technology policy will be expanded. This decision was approved by Prime Minister Mikhail Mishustin.

Taking these changes into account, the Ministry of Industry and Trade and the Ministry of Economic Development, together with interested agencies, will submit, by February 5, coordinated proposals to clarify the delineation of powers between federal executive bodies in the area of technology policy and the necessary adjustments to regulatory legal acts.

A decision was also made to vest certain powers in the area of technology policy in the Government Commission on Industry. These include ensuring the functioning of a unified model for managing technology policy, coordinating the appointment of qualified customers and general designers of technology cooperation maps, auditing the implementation of technology cooperation maps, and ensuring the submission of monthly reports to the Prime Minister on the results achieved.

Strengthening the country's technological sovereignty is one of the key objectives set by the President. Specific national projects are aimed at achieving this goal. There are currently eight of them, and another one, dedicated to the bioeconomy, will be launched in January.

On December 15, Mikhail Mishustin held a meeting dedicated to the implementation of technology policyIn his speech, he recalled that a comprehensive system for assessing technological development has been created to monitor the effectiveness of all measures and activities aimed at strengthening the country's technological sovereignty. It contains rules for calculating and monitoring the achievement of goals and allows for tracking the development of high-tech solutions and products based on domestic technologies.

"To accelerate the growth of industries, regions, and the economy as a whole, it's important to continue implementing breakthrough ideas and developing a strong industrial base. This, as the President emphasized, is a national task, in which all levels of government, science, and business must participate," the Prime Minister noted.

Mikhail Mishustin added that advanced solutions should be widely adopted and replicated across all sectors, so that their use improves the quality of Russian goods and services and helps make the lives of our citizens more convenient and comfortable.

Deputy Prime Minister Alexander Novak assessed the results of the first year of the "Labor Productivity" federal project. It is part of the "Efficient and Competitive Economy" national project and aims to improve the efficiency of both business and the social sector.

"Over a thousand companies have joined the federal productivity project in 2025. More than 21,000 employees have been trained in productivity-enhancing tools. The implementation of lean manufacturing principles helps businesses restructure logistics, optimize equipment utilization, and reduce downtime. Experts from the federal competence center and the network of regional centers provide support. This year, they expanded to the DPR and Kurgan Oblast, covering 62 regions. By 2030, RCCs will be established in four more regions of the country," noted Alexander Novak.

At the President's direction, the federal project is intended to cover 40% of medium and large enterprises in key non-resource sectors of the economy and all state and municipal social sector organizations. To this end, 15 out-of-the-box solutions and over 100 best practices for increasing labor productivity have been developed for cultural and leisure organizations, sports organizations, public libraries, social services organizations, and general and higher education institutions. Projects to improve labor productivity have already been completed in 3,600 social sector institutions.

To systematically improve labor productivity, industry competence centers and specialized programs are being established within ministries.

"Eight such OCCs have been established in the real sector of the economy, and six in the social sector. Sixteen sectoral programs have been developed. These programs are designed to identify productivity priorities, generate demand for lean manufacturing tools, develop proposals for removing administrative barriers, and adjust support measures to stimulate productivity growth. They are currently being finalized to create version 2.0," said Economic Development Minister Maxim Reshetnikov.

The federal project "Labor Productivity" is a continuation of the national project of the same name, which ran from 2018 to 2024. During this time, more than 6,000 enterprises received support from the federal competence center and the network of regional centers and increased their profits by 484 billion rubles. To participate in the project, enterprises in non-resource industries simply submit an application on the "Productivity.rf" platform.

Denis Manturov spoke at a session dedicated to the national goal of "Technological Leadership" as part of a series of thematic meetings "Platform of the Future: 100 Russian Projects."

First Deputy Prime Minister Denis Manturov visited the National Center "Russia" and spoke at a session dedicated to the national goal "Technological Leadership" as part of a series of thematic meetings "Platform of the Future: 100 Russian Projects."

"I am pleased to welcome you to this wonderful platform, which today is dedicated to discussing the most important goal of national development. The Presidential Decree defines it as 'technological leadership.' I hope that my colleagues will be able to develop this concept through specific projects and provide a concrete understanding of how Russia will achieve superiority in global markets," Denis Manturov addressed the guests and participants.

He emphasized that achieving this ambitious goal is focused on nine national projects designed to strengthen more than 15 industries and initiate a profound transformation of key economic sectors. This particularly concerns the transportation sector, for which a line of new, all-Russian civilian aircraft is being developed within an extremely short timeframe.

"In turn, the shipbuilding industry is working to modernize the watercraft fleet. Today, we are the undisputed leader in the nuclear icebreaker segment, have expanded our position in electric passenger ships, have successfully entered the cruise liner niche, and are among the first to introduce autonomous navigation technologies," continued the First Deputy Prime Minister.

Denis Manturov noted that the trend toward autonomy is also relevant for railways, but the main breakthrough will be the creation of an electric train capable of traveling at speeds of up to 400 km/h by 2028. He also called the chemical complex, where hundreds of technologies have been implemented, equally important.

"The national project aims to ensure domestic production of over 700 critically important chemical products. This will close the production chain, eliminating reliance on imported substances. Composites are also a focus. The industry is focusing on materials that combine carbon fibers with polymers, ceramics, and metals," he said.

According to Denis Manturov, the industry has already proven its adaptability by solving the carbon fiber problem for the MS-21, and today domestic composites are used in aircraft and helicopter manufacturing, shipbuilding, and medicine.

"A separate set of tasks is related to energy, including the nuclear sector and the localization of equipment for LNG and renewable energy sources, and the Government is paying special attention to technologies for food security and the development of the bioeconomy. The world already understands that biocompetence can transform virtually any industry. We are successfully integrating into this global trend, which will allow us to claim a leading position in the future. Thus, today, technologies and breakthroughs in one area are becoming a catalyst for change in dozens of others," he noted.

Denis Manturov focused on the space industry, where the challenge is to increase satellite production and reduce launch costs by developing new launch vehicles. Furthermore, projects to build a Russian orbital station and a lunar station powered by nuclear power were highlighted.

"The time when engineering and creative thought were relegated to a secondary role is, fortunately, gone forever. Therefore, I hope that the platform for the future being laid today will provide fertile ground for the realization of your boldest, most audacious ideas," the First Deputy Prime Minister concluded.

A series of thematic programs, "Platform of the Future: 100 Russian Projects," is being held at the National Center "Russia." They are dedicated to the national development goals outlined in Presidential Decree No. 309.

Order No. 3773-r of December 12, 2025

At the President's direction, the Government has developed a program for the preservation of cultural heritage sites of the peoples of Russia, covering the period 2025–2045, and an action plan for its implementation. Prime Minister Mikhail Mishustin signed the order approving this document.

The main goal of the new program is to preserve the country's cultural and historical heritage for current and future generations. Its implementation will increase the number of restored historical and cultural monuments and integrate them into economic use.

To achieve this goal, the program includes specific mechanisms. These include subsidies to regions and non-profit organizations for cultural heritage preservation activities, as well as subsidized loans to entrepreneurs for the restoration of such sites. It is expected that at least 1,000 historic buildings will be restored by 2030 using this subsidized instrument, and at least 800 more by 2045. Investors will be able to become property owners, provided they comply with cultural heritage preservation obligations.

The program also includes an inventory of cultural heritage sites included in the state register and in need of restoration. These sites will then be prioritized for economic development, allowing for a precise determination of the funding, resources, and time required to restore them to their proper condition.

Comment

From Mikhail Mishustin's opening remarks at the 2025 Government Culture Awards ceremony

Furthermore, it is planned to improve legislation in the area of preserving cultural heritage sites, specifically by eliminating excessive requirements for work, reducing the timeframe for reviewing and approving project documentation and conducting state historical and cultural assessments, creating conditions for the development of human resources, including for the preservation of the Russian school of restoration, and completing work on approving territorial boundaries, protected areas, and urban planning regulations in settlements designated as historic settlements. Furthermore, the development of historic settlements and key settlements should be synchronized with the implementation of the national project "Tourism and Hospitality."

As a result of the program's implementation, the share of restored cultural heritage sites included in the unified register of historical and cultural monuments will increase to 90% by 2045.

Mikhail Mishustin announced the approval of the program for the preservation of cultural heritage sites and its main objectives on December 16Government awards ceremony in the field of culture.

"We expect cultural figures to play an active role in fulfilling these tasks. Your dedication and professionalism are absolutely indispensable here," the Prime Minister emphasized.

On the federal highway M-1 "Belarus", the project to reconstruct the section from 66 to 84 km continues.

"We are consistently implementing a road infrastructure development program. It is a key factor in improving people's quality of life, road safety, and territorial development. Furthermore, modernizing existing roads is essential to significantly improve transport accessibility. Specifically, we are reconstructing 18 km of the M-1 "Belarus" highway in the Moscow region. We will widen this section from four to six lanes, which will increase road capacity and ensure comfortable travel for motorists. As of today, the overall technical readiness of the project has exceeded 80%. Earthworks on this section are fully completed. The final stage is paving—approximately 455,000 tons of asphalt concrete have been laid, or 94% of the total," said Marat Khusnullin.

The Deputy Prime Minister added that more than 39 km of barrier fencing (80% of the total) have already been installed at the site, and over 32 km of monolithic parapet fencing (95% of the total) have been installed. Construction workers are continuing work on installing drainage channels from the roadway, automated traffic management system (ATMS) cable ducts, and installing traffic management frame supports.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, construction and installation work is underway on 12 artificial structures at the reconstruction site.

"Currently, work is underway on two bridges over the Nara and Kapanka rivers, four overpasses, one of which is already open to traffic, and six pedestrian overpasses. Additionally, for the convenience of drivers, we are constructing a rest area at the 74th kilometer of the highway. Currently, specialists are busy landscaping it, installing traffic control equipment, and installing a sanitary module. The overall technical readiness of the site is 90%," explained Vyacheslav Petushenko.

The work involves 1,000 people and 380 pieces of specialized equipment. Completion of the reconstruction is scheduled for next year.
