On the sidelines of the 20th East Asia Summit in Malaysia, Deputy Prime Minister of the Russian Federation Alexey Overchuk held a working meeting with Malaysian Prime Minister Anwar Ibrahim.

Alexey Overchuk congratulated Malaysia on its successful chairmanship of ASEAN and the adoption of the ASEAN Community Vision 2045, which will define the association's development paths for the next 20 years and contribute to strengthening its sustainability and role in regional processes.

It was noted that cooperation between Russia and Malaysia in bilateral and multilateral formats is based on the principles of mutual respect and consideration of each other's interests. Adherence to these principles creates the best conditions for deepening partnerships and trade ties between the countries over the long term.

Alexey Overchuk and Anwar Ibrahim discussed current issues on the agenda of bilateral Russian-Malaysian trade, economic, and humanitarian cooperation, focusing on the implementation of projects in energy and agriculture, as well as joint efforts to strengthen transport connectivity between Russia and Malaysia to develop new supply chains between the north and south of Eurasia.

The parties agreed to continue contacts between the governments, financial institutions, and interested economic operators of Russia and Malaysia, including holding the next meeting of the Joint Russian-Malaysian Commission on Economic, Scientific, Technical, and Cultural Cooperation in November 2025.

Yuri Trutnev: The goal of the Russian Union of Martial Arts is not only the athletic development of its students, but also the strengthening of patriotism.

At the Russian Government, the co-chairs of the Russian Union of Martial Arts (RUMA)—Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev (7th Dan Kyokushinkai) and First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko (6th Dan Aikido Aikikai)—held a reporting and election conference of the RUMA. Representatives of RUMA member federations participated in the conference.

The Russian Union of Martial Arts has been in existence for 20 years. It's been a long journey. During this time, we've trained over 17,000 Masters of Sport, nearly 2,000 International Masters of Sport, and over 500 Honored Masters of Sport of Russia. Of these, over 500 are European Champions and nearly 400 are World Champions. I'd like to thank the coaching staff for their dedicated work. We are the strongest in the world: we've hosted the World Combat Games twice, winning both. I'd like to point out that the RUMA's goal was not only to develop our students athletically, but also to foster their spirit, patriotism, and moral values. We've succeeded, I'd say. A joint RUMA detachment is operating in the special military operation zone. The guys are effectively carrying out combat missions, setting a personal example of how to love and defend the Motherland. Today, we'll also discuss recruiting new volunteers to join the detachment. "I am confident that in today's situation, amidst a special military operation, the Russian Union of Sportsmen and Women (RSBI) must not only stand with the country, but also provide every possible assistance, support, and strengthen both athletic and military unity," Yuri Trutnev opened the conference.

"It's hard to overestimate the importance of a coach, a mentor. Someone who passes on the mastery of their martial art to the younger generation, but most importantly, the mastery of life: the ability to overcome difficulties, to fight for oneself, because for any martial artist, the most difficult and challenging opponent is always their own weaknesses, their own fears. Russia is currently at war. The task of the Russian Union of Martial Arts and every mentor is to educate the younger generation. It's no coincidence that 20 years ago, the Russian Union of Martial Arts was created by direct order of Russian President Vladimir Vladimirovich Putin, who himself knows well how much a true mentor, a true coach, a true master contributes to the development of a young person, a teenager, who shapes their character, and therefore, their life," noted Sergei Kiriyenko.

One of the main topics of discussion was a summary of the RBSI's activities over the past five years. It was noted that the Russian Union of Martial Arts was founded in June 2005 to promote martial arts as a mass sport with significant social significance. Today, the RBSI unites 75 all-Russian sports federations and organizations representing various styles and trends of martial arts and combat sports. The RBSI has branches in 86 regions of Russia, from Kaliningrad to Vladivostok. Branches in three regions are still in the process of being established. In total, over 5 million people in Russia practice martial arts and combat sports.

Every year, the Russian Union of Business and Information Institutions (RSBI) hosts over 1,500 events at the national and regional levels, and is the initiator and founder of a number of major projects. Festivals are held in virtually every region of the country.

One of the largest projects of the Russian Union of Sports and Informers (RSBI) is the All-Russian Sports and Patriotic Campaign "Victory Relay." Traditionally, races, flower-laying ceremonies at the Eternal Flame memorials, sports festivals, and competitions are held across the country. The project grows in scale each year, with over 160 events held annually in 86 regions of Russia. This year, the year of the 80th anniversary of Victory in the Great Patriotic War, approximately 90,000 people participated.

Under the auspices of the Russian Union of Youth Martial Arts (RSBI), the All-Russian Youth Martial Arts Games are held annually in Anapa, one of the largest youth sporting events in Russia. Approximately 5,000 young athletes aged 12 to 18 participate in the competition. The competition, held on the Black Sea coast, features over 20 martial arts and combat sports. This year, the competition, held for the 17th time in 22 sports, attracted 5,000 participants from 77 regions.

The "Battle of Champions" has become a unique event in the world of martial arts, where fighters compete to determine whose style or form of martial art is superior and more effective. The project has two tracks: "Team Russia vs. Team World" and "School vs. School." Over the years, six "Team Russia vs. Team World" and eight "School vs. School" projects have been held.

Another significant event is the ceremony presenting the national martial arts award, the "Golden Belt." This award is the result of a review of the achievements of Russian athletes and their mentors. For each of them, the "Golden Belt" award is a tribute to their willpower, skill, perseverance, and determination. Since 2005, only 169 people have been awarded the award. Last year, the award was presented to martial artists who not only distinguished themselves in the sports arena but also defended their homeland in the SVO zone. Awards were presented to seven SVO participants.

Conference participants emphasized the contribution of RSBI members to supporting the special military operation. Since the beginning of the Special Military Operation, representatives of martial arts federations and regional branches have united to assist and support our military personnel and residents of the new regions. Each year, RSBI representatives, together with their partners across the country, deliver over 200 tons of humanitarian aid.

At the end of 2022, the Russian Union of Military Engineers (RSBI) formed the "Soyuz" detachment to participate in the Special Military Operations (SMO). The detachment included 100 athletes representing various martial arts and combat sports, including world and European champions. The fighters received training from experienced specialists and then began performing combat missions as part of the "Kaskad" Special Military Forces. They demonstrated by personal example that they are ready to defend their homeland and the honor of their country, not only in the sports arena. They are true patriots of their country, people of whom our country can be proud. These young men continue to defend our country's interests on the front lines. Currently, the "Soyuz" detachment has been reformed and continues to perform combat missions in the SMO zone as part of the Special Military Forces Center of the FSB of Russia.

"Amid the pandemic and international sanctions against Russian athletes and the SVO, the RSBI member federations and regional branches have adapted their activities to the new reality, not only maintaining key areas of work but also strengthening the position of martial arts in Russia. The RSBI continues its social and patriotic activities and actively participates in key government initiatives, including support for SVO participants," emphasized RSBI Executive Director Ramil Gabbasov.

To foster active citizenship in the younger generation, branches and federations regularly hold courage lessons for the younger generation. As part of major sporting events held throughout 2024, participants were offered a comprehensive sports and patriotic program under the auspices of the Russian Union of Sportsmen. This included areas for assembling and disassembling mock automatic weapons, weaving camouflage nets, and training courses on drone piloting. Over 8,000 people participated in these events across the country.

Since 2024, a volunteer public patrol, "Soyuz," has been organized in Shakhty, Rostov Oblast, at the initiative of the Rostov branch. It includes athletes from various clubs and representatives of all-Russian organizations. The patrol members conduct weekly raids, and tactical medicine courses have been organized for all patrol members. That same year, the Search Movement initiative group, in conjunction with the Russian Union of Social Informed People, created a structural subdivision—the "Soyuz Poisk" search and rescue unit association.

At the direction of the President of Russia, the Russian Union of Military and Sports Instructors (RSBI) established the "Voin" Center for Military-Sports Training and Patriotic Education of Youth. The center was created with the goal of raising a generation of patriots and defenders of Russia. Experienced instructors train young people aged 14–35, including schoolchildren and students, in eight military-applied disciplines. The teaching staff at the regional branches consists of professional instructors. To date, branches of the "Voin" center have opened in 21 regions, and over 100,000 cadets have already completed their training. The Russian Combat Sniping Federation has also been registered in 58 regions through the RSBI branches.

"Voin branches are already operating in 21 constituent entities of the Russian Federation, including new territories. The President has instructed us to increase the number of branches. Training is provided in nine areas, including a new one – sniping. Over the past two years, 108,000 cadets have completed the center. The training is carried out by instructors who have completed combat training. I believe that Voin can and should become one of the foundations for the development of patriotic education in Russia. I ask all branch directors, in conjunction with the RSBI Executive Committee, to organize work on sports training and hand-to-hand combat instruction," Yuri Trutnev instructed the assembled group.

"Hundreds of thousands of boys and girls undergo training every year, including tactical medicine, drone piloting, firearms training, self-defense, and hand-to-hand combat. Classes are led by instructors, each of whom has served in combat zones. These mentors, who are professionals in their field, have a special moral right to participate in the upbringing of the younger generation. They don't just talk; they show by their own example what it means to serve the Motherland. This, in my opinion, is one of the most important projects of the Russian Union of Martial Arts today," says Sergei Kiriyenko.

The RUBI's participation in international events was discussed. "The instability of global politics and the desire of some countries to harm Russia at any cost are also impacting the RUBI's work. We face obstacles in participating in competitions, and in some cases, hostility and bias. I believe it is necessary to strengthen cooperation with other countries, develop and improve joint formats, ensuring that we become stronger together, and that Russia becomes stronger," remarked Yuri Trutnev.

By unanimous decision of the conference participants, in accordance with the RUMA Charter, the following were re-elected for a new five-year term: co-chairs (S.V. Kiriyenko and Yu.P. Trutnev), the presidium of the supreme council (S.V. Kiriyenko, Yu.P. Trutnev, A.B. Shturmin, G.N. Muzrukov, R.G. Gabbasov), members of the supreme council, the executive secretary (G.N. Muzrukov), the auditor (S.N. Ryabukhin), and the executive director of the Russian Union of Martial Arts (R.G. Gabbasov). The supreme council consists of approximately 100 members.

Deputy Prime Minister Tatyana Golikova spoke at the open discussion "Priority 2030: From University Idea to Technological Leadership." The discussion was held as part of the "Priority – Technological Leadership" conference. Also participating in the event were Minister of Science and Higher Education Valery Falkov, Minister of Transport Andrey Nikitin, Deputy Chairman of the Management Board of Gazprombank Dmitry Zauers, General Director of the Institute of New Carbon Materials and Technologies Viktor Avdeev, and Director of Innovations at EFKO Management Company JSC Rostislav Kovalevsky.

The Priority program, which has been implemented since 2021, is the largest state support program for universities in Russian history. It covers 56 regions and 141 universities. Universities from 15 federal ministries and agencies participate in the program.

Universities affiliated with the Russian Ministry of Health ranked second in terms of number of participants. The "Medicine and Biotechnology" program leads in terms of the number of technology projects announced for implementation, accounting for 22% of the total.

Medical universities participating in the program occupy leading positions, implement technological projects, and already have product results.

Tatyana Golikova recalled that Russia has launched a national project, "New Health-Saving Technologies," which aims to make Russian healthcare 80% technologically independent by 2030.

"It's important for us that universities supported by Priority 2030 and part of the national technological leadership project are not only talent pools. They also serve science and high technology. Synergy between these areas is crucial," she noted.

According to the Deputy Prime Minister, the Russian pharmaceutical market will exceed 1.1 trillion rubles by the end of 2024. Russian-made medicines account for 67% of total sales and 85% of government procurement.

"It's crucial for us to develop innovative drugs and develop our own medical products. Our leading participants in Priority 2030, including Sechenov University, Pirogov University, Samara State Medical University, and Siberian State Medical University, are all proven institutions," the Deputy Prime Minister emphasized.

Minister of Education and Science Valery Falkov noted that, starting this year, the Priority program has been reoriented toward fulfilling the national goal set by the Russian President of achieving technological leadership in the country. This has required a complete overhaul of university development programs.

Ultimately, more than 280 strategic technology projects are planned across nine priority technology leadership areas. Gazprombank has become a strategic partner for the program, committing to conducting technological assessments of the university projects.

"The University of Technological Leadership must be an active, full-fledged participant in economic relations," noted Valery Falkov.

Transport Minister Andrey Nikitin spoke about how Priority universities are participating in the development of end-to-end transportation technologies.

"In 2021, when discussions about high-speed rail were just beginning, a cutting-edge engineering school was established at the Russian University of Transport. It focused on high-speed rail and driverless technology. This was a perfect fit—today, this area is the main driver of industry development," emphasized Andrey Nikitin. "The engineering school has become a platform that brings together business, science, applied technology development, and proactive students who want to build their future in high-tech fields. We are actively discussing with the Ministry of Transport how to expand the number of such schools and strengthen our participation in the Priority 2030 program. Understanding the importance of this, we believe it is the best tool for achieving technological leadership and developing industry innovation."

A systematic approach to housing management and maintenance ensures timely maintenance and repairs of apartment buildings, which ultimately improves the quality of life for residents. To this end, unified regional funds for managing apartment buildings have been established in the DPR, LPR, and Zaporizhia and Kherson oblasts. Currently, 38,000 of the 42,000 apartment buildings have been transferred to their management, according to Deputy Prime Minister Marat Khusnullin.

"Maintenance of apartment buildings is a necessary condition for their operation, ensuring the comfort and safety of residents. To improve the efficiency of apartment building management, unified regional funds for managing apartment buildings were established in Donbas and Novorossiya in 2025. Currently, 38,000 buildings with a total area of 67.5 million square meters have been transferred to their management, representing 90% of the total number of buildings in the reunified regions," said Marat Khusnullin.

The Deputy Prime Minister added that unified management companies were created to synchronize routine and major repairs of apartment buildings, ensure centralized planning and cost control, and allocate resources for fulfilling obligations and providing services. Furthermore, consolidating building management into a single center allows for faster response to problems and improved service quality. The Territorial Development Fund (PDF) facilitates the organization and operation of unified management companies.

"In parallel with the transfer of apartment buildings to unified management companies, the fund is working to implement modern billing systems to generate a single payment document. Experts note a 30% increase in payment activity, which has enabled management companies to better prepare for the autumn/winter season and increase the volume of ongoing repairs performed on apartment buildings," noted Vasily Kupyzin, General Director of the Fund for Reconstruction and Development.

The work is being carried out within the framework of the program for the comprehensive development and modernization of housing and communal services in the reunified regions, under the coordination of the Ministry of Construction.

Alexey Overchuk: The Russian Federation attaches great importance to developing partnerships with ASEAN.

The Deputy Prime Minister spoke at the East Asia Summit in Malaysia.

Deputy Prime Minister of the Russian Federation Alexey Overchuk spoke at the 20th East Asia Summit, held in the capital of Malaysia as part of the Association of Southeast Asian Nations (ASEAN) events.

In his speech to the economic leaders participating in the forum, Alexey Overchuk emphasized the importance of developing dialogue and cooperation between countries in the context of a new period of global development and the challenges facing countries, including growing demand for new resources, access to water, food and energy security, artificial intelligence, fragmentation of the global economy, investment redirection, and tariff and non-tariff barriers introduced to hinder the development of individual countries.

According to him, in the current multipolar world, the most important task is to find new points of equilibrium for the formation of balanced international economic relations. "The centers of global economic activity have shifted to the Asia-Pacific region, and together we must seek economic balances between these centers, that is, primarily between the countries of Northern Eurasia, Southeast Asia, North America, China, and India," the Deputy Prime Minister noted.

During the speech, it was emphasized that the Russian Federation places particular importance on developing its partnership with ASEAN by strengthening the connectivity of the Northern Eurasia and Southeast Asian macroregions. The positive impact of the free trade agreements that Russia is concluding as a member of the Eurasian Economic Union was noted.

As the Deputy Prime Minister noted, developing trade and economic cooperation requires improved logistics. "Given its geographic location and colossal transit potential, Russia is investing in global transport connectivity through the development of transport corridors linking Eurasia along the East-West and North-South axes, paying close attention to increasing the capacity of port infrastructure in the Far East. We are establishing new container shipping routes with countries in Southeast Asia. We are working on developing the Northern Sea Route," he added.

Turning to food security issues, Alexey Overchuk noted that Russia occupies a leading position in the global agricultural market. "As a major food supplier, Russia contributes to the sustainable development of agriculture to achieve global food security," the Deputy Prime Minister emphasized.

Access to affordable energy was cited in the speech as another key component of growth. "Our country remains a reliable supplier of traditional energy resources. We are also a leader in nuclear energy, having become the first country in the world to sign an export contract for the construction of a small nuclear power plant," the Deputy Prime Minister said.

Special attention was given to supporting the countries of Southeast Asia. "Southeast Asia is the region on our planet most susceptible to natural disasters. Russia will continue to provide assistance to countries located here in dealing with their consequences, as it did after the devastating earthquake in Myanmar in March," noted Alexey Overchuk.

The Deputy Prime Minister also emphasized the importance of preserving cultural diversity. "Our shared goal is to protect cultural diversity in the world," he said. The Deputy Prime Minister reiterated the importance of historical memory: "It is important to preserve our shared historical memory. This year, we celebrate the 80th anniversary of the end of World War II, remembering the nations that brought victory to Germany against Nazism and Japanese militarism, making colossal human sacrifices for this victory."

Concluding his speech, Alexey Overchuk articulated his vision of Russia's international role: "Russia wants to build bridges of cooperation in Eurasia and between continents, and it itself is such a bridge." In this context, he noted the convergence of the fundamental goals of the East Asian Community and the Greater Eurasian Partnership—an initiative launched by Russian President Vladimir Putin aimed at creating a comfortable shared environment for peaceful, sustainable development and strengthening connectivity in Eurasia.

The decision was made on the instructions of the President.

Housing renovation, construction of industrial, scientific, transport, educational, and cultural facilities, landscaping, and modernization of public utilities, environmental, sports, and tourism infrastructure are included in long-term plans for the comprehensive socio-economic development of key Arctic communities through 2035. Prime Minister Mikhail Mishustin signed the order approving them.

Comment

From Mikhail Mishustin's opening remarks at the operational meeting with deputy prime ministers, October 27, 2025

We are talking about plans for the development of 15 Arctic support agglomeration settlements. These include Tiksi – Naiba, Salekhard – Labytnangi, Pevek – Bilibino, Norilsk – Dudinka, Dikson, Naryan-Mar, Noyabrsk, Novy Urengoy, Vorkuta, Egvekinot, as well as the Arkhangelsk, Kem-Belomorskaya, Murmansk, Kirov-Apatity and Monchegorsk agglomerations.

Thus, among the development activities in the villages of Tiksi and Nayba, special attention will be paid to the implementation of socially significant projects, such as the construction of a clinic and inpatient hospital in Tiksi and the construction of a modular outpatient clinic building in Nayba. The plan also includes the reconstruction of Tiksi School No. 2. Another significant area of work is the construction of a new airport building in Tiksi.

In the Pevek-Bilibino agglomeration, plans include the construction and reconstruction of highways and urban roads. Furthermore, the Chaunsky District Hospital is planned for renovation in Pevek. In Bilibino, modernization of public utilities infrastructure is planned. Separate measures are being taken to promote tourism. For example, a nature trail is planned to be built on Mount Peekinei, with a viewing platform at its summit.

Vorkuta's comprehensive development plan, among other things, includes the renovation of public utilities and transportation facilities. The former involves a major overhaul of the Usinsky water pipeline. The latter involves the reconstruction of the airfield portion of Vorkuta Airport and road repairs. The plan also calls for major renovations of educational, sports, and social institutions, including work at Republican Boarding School No. 1, the Miners' Palace of Culture, and the Yubileiny Stadium. Other important projects for the urban agglomeration include the creation of a coal chemicals plant, the closure of the municipal solid waste landfill, and the improvement of Vorkuta's courtyards and public spaces.

In the Kirov-Apatity agglomeration, the plan includes the development of ski tourism in the Khibiny Mountains. Priority tasks include reconstructing the Khibiny Airport runway and upgrading the Apatity-Kirovsk highway. In addition, several hotel complexes will be built and renovated in Kirovsk and Apatity.

Commenting on the approved plans formeeting with deputy prime ministers on October 27Mikhail Mishustin noted that at least 5% of the total funds for the relevant state programs will be allocated for their implementation when forming the federal budget. He added that federal subjects should also take such expenses into account when developing their financial plans.

Comment

From Mikhail Mishustin's opening remarks at the operational meeting with deputy prime ministers, October 27, 2025

"Effective implementation of such tasks will create more comfortable conditions for life, work, and tourism in the Arctic," the Prime Minister emphasized.

The list of Arctic zone support settlements that will serve as the basis for infrastructure projects was approved by the Government in November 2023. In May 2025, the President instructed the Cabinet of Ministers to complete the development of comprehensive plans for their long-term socioeconomic development.

The document will be published.

The Deputy Prime Minister of the Russian Federation met with the Prime Minister of Vietnam, Pham Minh Tinh.

On the sidelines of the 20th East Asia Summit in Malaysia, Deputy Prime Minister of the Russian Federation Alexey Overchuk held a working meeting with Prime Minister of Vietnam Pham Minh Tinh.

Alexey Overchuk stated that strengthening cooperation with the Socialist Republic of Vietnam—a long-standing friend and reliable partner of the Russian Federation—is a priority area for the development of Russia's foreign economic relations.

The Deputy Prime Minister noted the intensification of Russian-Vietnamese cooperation and the increased momentum of bilateral contacts. The year 2025 began with an official visit to Vietnam by Russian Prime Minister Mikhail Mishustin. In early September, Russian President Vladimir Putin met with Vietnamese Prime Minister Pham Minh Tinh and Vietnamese President Luong Cuong in China.

Trade and economic ties between the two countries are steadily expanding. This is facilitated by the implementation of the Eurasian Economic Union–Vietnam Free Trade Agreement, which has doubled mutual trade volumes.

Alexey Overchuk and Pham Minh Tinh exchanged views on the progress of joint Russian-Vietnamese projects in energy, industry, and agriculture.

Joint efforts to strengthen transport and logistics connectivity between the macroregions of Northern Eurasia and Southeast Asia by launching new logistics routes, including maritime and land routes, were also discussed. The importance of the emerging railway transport corridor connecting Vietnam and Russia via the People's Republic of China and Mongolia was noted.

When discussing issues of multilateral cooperation, the growing role of integration associations in the Eurasian space and on a global scale was noted.

"Russia welcomes Vietnam's accession to BRICS as a partner state. We look forward to your active participation in the activities of this influential association," the Deputy Prime Minister of the Russian Federation emphasized.

Alexey Overchuk and Pham Minh Tinh agreed to continue contacts to further deepen Russian-Vietnamese cooperation in the trade, economic, cultural, and humanitarian spheres on a systemic basis.

A new professional holiday, Court Employee's Day, will be celebrated annually on November 5th. A resolution to this effect has been signed.

The celebration commemorates the issuance of Emperor Peter I's decree "On the Form of the Court." This decree was issued in 1723.

Furthermore, provisions were included regarding the court's actions upon summoning the plaintiff or defendant, as well as the court's right to apply coercive measures against the parties, such as arrest.

The initiative to establish a holiday date was supported by the President, who was approached by the Chairman of the Supreme Court, Igor Krasnov.
