The state pays special attention to the development of rural roads.

"In addition to the national project 'Infrastructure for Life,' the country is implementing the state program 'Integrated Development of Rural Areas.' This program includes measures to build and upgrade paved roads leading to small towns, manufacturing, and processing facilities. This year, 170 km of such roads will be built and upgraded, and another 168 km will undergo repairs, including major repairs. By the end of the year, all 388 km of new and upgraded roads will be operational according to the production schedule," said Roman Novikov, head of the Federal Road Agency.

In the Penza Region, the entire planned 2025 road improvement project for small towns has been completed: road workers have reopened 41.5 km of regional highways. For example, a 5.4-kilometer section of the Kondol-Shemysheyka regional highway in the Shemysheysky District has been reopened after repairs. The highway passes through the village of Vorobyovka, home to approximately 300 people.

Additionally, as part of the repairs on the Lunino-Issa highway, a 1.5-kilometer access road to the village of Bulychevo was upgraded. The village has a population of approximately 900.

In the Republic of Ingushetia, the access road to the village of Sagopshi from the Kavkaz-Nazran-Malgobek-Nizhny Kurp-Terek highway was completely overhauled. The project is 5.4 km long. The work was completed several months ahead of the contract deadline. Road workers replaced the asphalt pavement, constructed a sidewalk and two bus stops, installed barriers and signal posts, and applied road markings. As a result, the once-rutted road is now smooth, convenient, and safe.

In the Ryazan Region, 8.7 km of roads leading to small towns are being brought up to standard. For example, in the Spassky District, the access road to the village of Ogorodnikovo from the M-5 "Ural" highway was upgraded. The road is approximately 3.7 km long. The road is of great importance to local residents: it provides access to the school and library. It also leads to a memorial dedicated to the heroes of the Great Patriotic War.

Additionally, in the Zakharovsky District, the access road to the village of Polivanovo from the Zakharovo-Bolshoe Korovino-Okounkovo-Osovo highway to the Moscow Region border was repaired ahead of schedule. The road is 2 km long. The village has a population of only 154, but this road is especially important to them, as it serves as a school route.

The government continues to implement its roadmap for the introduction of centralized procurement, whereby a specialized organization representing the interests of several government agencies—purchasers of goods, works, or services—serves as the state customer to support government agencies' operations. A resolution has been signed defining a second group of government agencies, consisting of 10 federal ministries and agencies, that are to participate in centralized procurement in 2027.

This group includes the Ministry of Natural Resources, the Ministry of Sport, the Ministry of Energy, the Ministry of Health, the Ministry of Education, the Ministry of Culture, Rosobrnadzor, Rostrud, Rosnedra, and Rosmolodezh.

The decision will relieve government agencies of some administrative procedures when conducting tenders, as well as reduce the cost of purchased goods, works, and services due to the large volume of purchases.

The federal state institution “Center for Support of the Activities of the Treasury of Russia” has been designated as the centralized procurement operator for this group.

On the section from the 643rd to the 654th km of the R-228 Syzran-Saratov-Volgograd highway in the Volgograd region, major repairs of 11 km of the road were completed ahead of schedule, Deputy Prime Minister Marat Khusnullin reported.

"In road maintenance, widening existing roadways is crucial. Given the growing car ownership, increased traffic volume, and increased population mobility, this helps reduce congestion, increases road capacity, and improves driver and passenger comfort. In the Volgograd Region, near the town of Dubovka, on the R-228 Syzran-Saratov-Volgograd highway, major repairs have been completed on an 11-kilometer section, including 7 kilometers widened to four lanes. To improve traffic safety, a centerline barrier with anti-glare screens and nearly 8 (7.9) kilometers of electric lighting lines were installed. Additionally, three U-turn loops were added at km 647, 650, and 653, and transitional/accelerated lanes were installed at seven exits and junctions.

In Dubovka, at the intersection of Moskovskaya and Yubileynaya Streets, the traffic light was replaced, adding additional sections to regulate pedestrian traffic. For the convenience and safety of local residents, 10 new bus stops were installed, equipped with access bays and pedestrian crossings with zebra markings. Additionally, approximately 800 meters of sidewalks with tactile paving were laid along the entire section, significantly improving accessibility for people with disabilities.

Speaking about the regional distribution, Marat Khusnullin noted that the leaders in terms of commissioning among the federal districts remain the Central Federal District with 9.4 million square meters (36.4% of the total commissioning), the Volga Federal District with 4.6 million square meters (17.8%), and the Northwestern Federal District with 2.7 million square meters (10.5%). Moreover, all federal districts are showing positive dynamics compared to the same period in 2024. The Urals Federal District (35.7%), the Far Eastern Federal District (32.3%), and the Siberian Federal District (19.3%) showed the most significant increases.

"In the first nine months of 2025, we observed dynamic growth in non-residential building commissioning across all regions of the country.
