The government continues to develop territories with special conditions for doing business, where investors can implement projects in priority sectors on preferential terms. A resolution has been signed expanding the special economic zone (SEZ) in the Sverdlovsk region.

The project concerns the Titanium Valley Industrial and Production Special Economic Zone. Its area will increase to 635.7 hectares by incorporating land plots located in the city of Alapayevsk on the site of a former metallurgical plant. Optimal conditions for infrastructure access, as well as rail connections, have been preserved here. A number of interconnected investment projects in the metallurgy sector will be implemented within the renovated area. The investment volume for these projects will exceed 28 billion rubles. The creation of over 1,000 jobs is planned.

Resolutions have also been prepared to expand the boundaries of the "Center" industrial production special economic zone in the Voronezh region and the "Kulibin" special economic zone in the Nizhny Novgorod region. In the Rostov Region, reconstruction is underway on the M-4 "Don" highway from km 933 to km 1024. As of today, the roadway has been widened to six lanes over a section approximately 20 km long. This was announced by Deputy Prime Minister Marat Khusnullin.

"The development of a high-quality road infrastructure across the country is a driver of socioeconomic development. Expanding territorial connections opens up new opportunities for citizen mobility, business, and domestic tourism, as well as improved logistics. All of this directly impacts the quality of life. In the Rostov Region, reconstruction is ongoing on the M-4 "Don" highway from km 933 to km 1024. Work is underway in the Kamensky, Krasnosulinsky, and Oktyabrsky districts, as well as within the city limits of Kamensk-Shakhtinsky and Shakhty. As the main transport artery in southern Russia, this highway is of strategic importance not only for the region but for the entire country. Currently, the laying of the top layer of the road base and the bottom layer of the pavement has been completed at 18 km, and the top layer of the pavement has also been laid at another 2 km of the route.

More than 453 thousand cubic meters of soil were excavated at the site, approximately 329 thousand cubic meters of soil were backfilled, and 272 thousand cubic meters of sand were laid.

Domestic materials are being used during the reconstruction. Sand and crushed stone are supplied from quarries in the Rostov Region and neighboring regions, and construction elements such as pipes, barrier fencing, road signs, and supports are purchased from manufacturers across Russia. This approach supports domestic production and ensures the high quality of the materials used.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, eight temporary bypass roads have been installed for the convenience of drivers during the reconstruction, ensuring safe and uninterrupted traffic even during rush hour. This allows for the maintenance of normal traffic volumes. Furthermore, work is actively underway on artificial structures.

"At the overpasses located at km 936 and 939 of the M-4 Don Highway, we have completed the construction of monolithic reinforced concrete foundations for the supports with waterproofing. At km 969, we have completed dismantling the bridge structure beams. At km 944, 960, and 997, we continue to widen the existing overpasses. At km 1013 and 1023, we have installed the superstructure beams. We are also conducting dynamic pile tests using impact loading methods, including determining the load-bearing capacity and monitoring pile failures in accordance with GOST and industry standards. All 89 constituent entities of the Russian Federation have completed their connection to the federal digital public administration system—the so-called Governor's Dashboard. This has enabled 100% online monitoring of the funding and implementation of government projects, as well as all federal assignments to the region. The system was created and is being developed under the supervision of Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.

By the end of 2025, as part of the Governor's Dashboard's development, a mobile version is planned to be launched to provide even more efficient access to management analytics. Importantly, each issue will be strictly linked to the responsible person in the region, increasing personal accountability for addressing emerging challenges.

The state of the global and regional economies demands a collective response to common challenges. Global connections and production supply chains are being disrupted, and the foundations of the multilateral trading system, represented by the WTO, including the most-favored-nation status, are being undermined. Unilateral sanctions and tariffs threaten market stability, jobs, and incomes in the region. Of course, new supply chains and new investment flows are emerging, and businesses are adapting. All of this entails material costs.

These destructive trends must not be allowed to undermine the region's position as a global economic powerhouse. It is necessary to revive the spirit of multilateralism and solidarity, countering the logic of confrontation.

We need to learn to understand each other better. This also applies to Ukraine. We cannot accept that people are being killed because they want to speak Russian. We cannot accept that people are being killed because they want their children to have the opportunity to study in Russian in schools. We cannot accept that people are being killed because they want to attend the Russian Orthodox Church. We cannot accept that the security of some is achieved at the expense of others. And we believe that this conflict can be resolved and long-term peace can be achieved if the root causes of this conflict are addressed, and we are, among other things, conducting diplomatic negotiations on this issue.

At the same time, we believe that if our countries work together, we face more opportunities than risks. Russia is contributing to regional dynamism. Our economy is demonstrating resilience to modern challenges and is growing. We are strengthening our country's industrial base. We are promoting the open Greater Eurasian Partnership initiative, which is aligned with the APEC vision. It is based on the idea of integrating integrations, increasing connectivity, harmonizing regulatory systems, removing barriers, and creating better competitive conditions for our producers.

We strive to improve the business climate in Greater Eurasia. We view the network of free trade agreements as a tool and are implementing this tool together with our partners in the Eurasian Economic Union.

APEC was created as a platform for stimulating trade and investment. Its focus should be on the comprehensive interconnectedness of institutions, regulations, and people-to-people contacts.

As part of this vision, we are improving the Far Eastern railway infrastructure, as well as our Pacific ports. We are expanding our capabilities for using the Northern Sea Route, the shortest route between this region and Europe.

Dear colleagues! The transformation of the global economy is associated with a transition to a new technological paradigm. Artificial intelligence is beginning to play a key role here. It is important that this tool improves human well-being and does not create new threats and digital divides. Russia relies on the relevant mechanisms of the United Nations to effectively utilize the potential of artificial intelligence while minimizing risks. APEC is in demand as a platform for sharing best practices and implementing projects.

The development of artificial intelligence has driven up demand for energy. To achieve this, it is necessary to utilize all energy resources, including natural gas and nuclear power, in a technologically neutral manner.

We welcome APEC's return this year to realistic approaches to energy sector development, with a focus on energy security and access to energy.

We share the call for non-discriminatory trade conditions in the APEC region. This year, forum members clearly advocated for uninterrupted supplies of essential goods and services, particularly in agriculture and medicine.

Deputy Prime Minister Marat Khusnullin chaired a meeting of the Presidium (Headquarters) of the Government Commission on Regional Development. Participants discussed preliminary results of the "Infrastructure for Life" national project and federal projects, and reviewed recent applications for project financing using Treasury Infrastructure Loans (TILs).

"Following the President's instructions, we continue to monitor housing construction in the regions. The groundwork we've built so far allows us to maintain a good pace. The volume of housing under construction has increased to 120 million square meters, up 2% from last year, and urban development potential has grown to 471 million square meters. We must maintain this pace and ensure that housing is commissioned this year—over 100 million square meters. We are also continuing to actively modernize the country's road network and public utility infrastructure. It's important for regional leaders to delve deeper into housing and utilities issues: take personal control of the industry's status and pricing, and review reserves and technical parameters. A comprehensive and systemic approach is needed here," said Marat Khusnullin.

In his report, Minister of Construction and Housing and Public Utilities Irek Faizullin noted that the comprehensive modernization of public utilities infrastructure is a priority for Russia's construction industry.

"The goal is to increase the grid replacement rate to 2.5% by 2030 and improve the quality of housing and utilities services for 20 million people across the country. The Russian Ministry of Construction, together with the Federal Resources Fund, has launched a corresponding monitoring program for comprehensive plans and memoranda. The government has approved a draft law "On the Organization of Control and Supervisory Activities in Relation to Local Government Bodies" for submission to the State Duma. The document proposes extending to municipalities approaches previously developed as part of the federal reform, including risk-based inspections, preventive visits, pre-trial appeals, and more.

"The draft law continues the Government's systematic efforts to improve regulatory and oversight activities in Russia. We propose implementing a risk-based approach to monitoring local governments and how they exercise their powers. This approach has already proven effective in inspections of businesses and non-profit organizations. We are seeing consistent results: as the administrative burden is reduced, the effectiveness of inspections and preventative measures increases. Furthermore, the provisions of the draft law are designed to reduce local budget expenditures on fines and provide an opportunity to plan for compliance with regulatory requirements without compromising other priority tasks.

The bill proposes that municipalities, like economic entities, will be assigned to different risk categories, depending, for example, on territorial criteria. The risk category will, in turn, influence the need for and frequency of scheduled inspections. For example, for facilities classified as low-risk, scheduled inspections will not be conducted, only preventive visits. When issuing orders and determining compliance deadlines, the specifics of local budget formation and municipal procurement procedures must be taken into account.

For the first time, it is proposed to introduce preventive enforcement mechanisms for municipalities: preventive visits (the inspector does not issue a fine, but records the violation for correction), consultations, and others. Preventive measures are carried out based on an annual program approved by the regulatory body.

Municipalities will now have access to a pre-trial appeals procedure. The option of entering into an agreement to rectify identified violations will be introduced. Such an agreement may be concluded if significant material and time expenditures, or capital investments, including construction, are required. The issued order is suspended for the duration of such agreements.

The requirement to coordinate scheduled and unscheduled inspections with the prosecutor's office remains unchanged. This rule remains in effect today.

This draft law was developed at the request of the President by the Russian Ministry of Justice in close collaboration with the All-Russian Association for the Development of Local Self-Government. The provisions are planned to enter into force on January 1, 2027, but will be implemented starting January 1, 2028. This period is provided for the development of planned activities.
