In Blagoveshchensk, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held meetings on the state of the economy and plans for the socio-economic development of the Amur Region, the progress of new investment projects in the region, and visited master plan sites for the regional capital. Deputy Prime Minister Tatyana Golikova spoke at the plenary session of the All-Russian Personnel Forum, held to coincide with the announcement of the "Best in Profession" professional skills competition. In our country, 74.6 million citizens are employed, while the number of unemployed people is 1.6 million, effectively equaling the number of job vacancies. The employment rate of the working-age population has reached its highest level yet – 61.4%.

The level of economic participation is growing across all age groups. Among those aged 30–39 and 40–49, it reached peak levels of 90.2% and 92.8%, respectively. Among those aged 20–29, participation in education is high. The employment rate for those aged 20 to 24 is 54.1%, while among those aged 25–29, it has reached 88.9%. The number of high school graduates choosing further education in vocational programs is growing. For example, 62.5% of ninth-graders attend college. The "Professionalism" project, aimed, among other things, at providing practical training for students in colleges, is developing.

"It's crucial to quickly engage young people after they complete their studies, help them find work immediately after receiving their diploma, and, most importantly, ensure that, even while they're still studying, they have a clear understanding of whether they can work in their chosen field, whether they're ready for such work, and whether they've supplemented their theoretical knowledge with the necessary practical foundation," said Tatyana Golikova.

At the same time, employers must consider the limited labor force. The demographic challenge of the labor market poses a technological challenge for the economy. It is necessary to increase labor productivity through the use of new technologies: artificial intelligence, industrial robots, and autonomous systems.

Another challenge facing the labor market is the skills challenge. This is the most multifactorial and includes demands for new skills and competencies, a mismatch between labor market supply and economic demand, and a mismatch between the sectoral balance of labor and the target economic model.

The next challenge is territorial. Labor force participation is highest in the Central Federal District, and lowest in the North Caucasus, partly due to the current economic structure. At the same time, graduates of both colleges and universities demonstrate high levels of labor mobility.

In 2024, the fewest graduates of secondary vocational education left the Republic of Sakha (Yakutia) – 4%, the Sakhalin region – 7%, the Republic of Crimea – 9%. Starting this year, the personnel needs forecast will be developed for a seven-year period and include the necessary industry, professional, and regional breakdowns. This takes into account not only newly created jobs but also attrition due to reaching retirement age.

The All-Russian Personnel Forum will be held on December 3 and 4, 2025, at VDNKh. The business program includes 40 events. Traffic volumes are increasing due to road infrastructure upgrades in Donbas and Novorossiya. A meeting of the Government Commission on Transport's subcommittee on transport and logistics corridors was held at the Government Coordination Centre, chaired by Deputy Prime Minister Vitaly Savelyev.

On December 2, the State Kremlin Palace hosted a gala awards ceremony for the winners and runners-up in 20 categories of the All-Russian professional skills competition "Best in Profession."

The best in blue-collar professions were awarded by Deputy Prime Minister Tatyana Golikova, Deputy Chairperson of the Federation Council Inna Svyatenko, Minister of Labor and Social Protection Anton Kotyakov, Minister of Agriculture Oksana Lut, Minister of Industry and Trade Anton Alikhanov, Minister of Construction and Housing and Public Utilities Irek Fayzullin, Chairman of the Federation of Independent Trade Unions of Russia Sergey Chernogaev, and Deputy Chairperson of the State Duma Anna Kuznetsova.

Awards were presented to the winners and runners-up in 20 categories. Among them was the special category "Second Start," introduced for the first time this year. It is intended for those who have retrained for a new professional profession and achieved success in it. Tatyana Golikova read a congratulatory message from the President of Russia to the competition winners.

The Deputy Prime Minister also presented awards to the best workers in the Welder and Seamstress categories. Ilya Ryuppiyev from the Republic of Karelia won the Welder category, and Nadezhda Stepanova from the Nizhny Novgorod Region won the Seamstress category.

From the stage of the State Kremlin Palace, the winners and runners-up of the "Best in Profession" competition were congratulated by three-time Olympic champion and member of the Federation Council Committee on International Affairs Alexander Karelin, Russian TV presenter Maria Sittel, and Hero of Russia and cosmonaut Elena Serova.

"Raising the prestige of blue-collar jobs is a crucial task facing the state today. Today's youth are increasingly choosing blue-collar jobs, joining manufacturing, and within a short time, beginning to share their experience with their peers. Therefore, many winners of the 'Best in Profession' competition, despite their young age, are already mentors at their companies," said three-time Olympic champion and member of the Federation Council Committee on International Affairs, Alexander Karelin.

Minister of Labor and Social Protection Anton Kotyakov presented awards to the best workers in the categories of "Turner," "Miller," and "CNC Machine Operator."

The winner in the "Turner" category was Viktor Kulbida from the Smolensk region, in the "Milling Machine Operator" category was Alexander Petrov (Nizhny Novgorod region), and in the "CNC Machine Operator" category was Mikhail Evgrashin (Tula region).

Minister of Agriculture Oksana Lut presented awards to the best workers in the Agronomist, Vegetable Grower, Livestock Technician, and Machine Operator categories. The winner in the Agronomist category was Ruzil Zakiev from the Republic of Tatarstan, in the Vegetable Grower category was Ekaterina Avvakumova (Chuvash Republic), in the Livestock Technician category was Yulia Zatsepina from the Samara Region, and in the Machine Operator category was Vladimir Komarov (Tambov Region).

"This year, for the first time, four of our nominations are represented at the competition. Of course, these aren't all the professions and fields available in the agro-industrial complex. The winner in the “Excavator Operator” category was Ermek Zhaisambaev (Tyumen Oblast), in the “Bulldozer Operator” category was Mikhail Zhuravlev (Tyumen Oblast), and in the “Unmanned Aerial Systems Operation Specialist” category was Ilya Khromov (Kaluga Oblast).

Alexander Tin-Shan (Sakha Republic) won the special category for retrained workers, "Second Start." Unlike other categories, which pitted the best specialists in a single profession against each other, "Second Start" brought together those who had retrained for a vocational specialty and were successfully pursuing it. Participants had to convince the judges that they had fully mastered their new specialty.

In the category "Mechatronics and Robotics Specialist", the winner was Sergey Bezusov (Volgograd Region), and in the category "Cook", the winner was Konstantin Baldyshev (Vologda Region).

The award ceremony featured performances by the group "Lyube", Oleg Gazmanov, Tatyana Kurtukova, L'One, Valery Syutkin, "Umaturman", Zivert and others.

As a reminder, the All-Russian professional skills competition "Best in Profession" has been part of the "Human Resources" national project since 2025 and is held in two stages. The top performers in the federal stages of the competition will receive cash prizes: first place – 1 million rubles, second place – 500,000 rubles, and third place – 300,000 rubles.

First Deputy Prime Minister of the Russian Federation Denis Manturov and Deputy Prime Minister of the Republic of Uzbekistan Jamshid Khodjaev held the 26th meeting of the Intergovernmental Russian-Uzbek Commission on Economic Cooperation.

Trade turnover between Russia and Uzbekistan increased by more than 5% in 2024, exceeding $10 billion. In the first nine months of this year, mutual trade volume grew by another 8%. Both exports and imports are showing positive trends.

"Investment cooperation between our countries is developing in a similarly positive direction. You've already outlined the key figures today. We expect that the investment project portfolio, which currently totals approximately 55 billion, will be fully implemented. Over 3,000 enterprises with Russian participation operate in the republic—this represents approximately 20% of all foreign-owned companies operating in Uzbekistan," Denis Manturov noted.

The First Deputy Prime Minister spoke about strengthening industrial cooperation with Uzbekistan, both in terms of mutual industrial product deliveries and in the area of localizing Russian enterprises in Uzbekistan.

"The number of resident companies in our joint industrial parks is growing. In Chirchik and Jizzakh, there are now more than 30 of them, from around the world," Denis Manturov emphasized.

Russia and Uzbekistan are actively developing energy cooperation in several areas: supplies of Russian energy resources, and the implementation of projects in geological exploration, mining, and hydropower. In October of this year, work began on a nuclear power plant construction project at a site in the Jizzakh region.

"Russian e-commerce platforms are making a significant contribution to the development of trade and economic cooperation. Specifically, last year, the volume of Uzbek-made goods sold on Wildberries' platform amounted to $605 million. This makes our marketplace the largest distribution network for Uzbek goods. The company plans to build the largest logistics center in the republic, covering 100,000 square meters. Investment is estimated at over 11 billion rubles, and the number of new jobs will be approximately 7,500. The phased commissioning of the warehouse complex is planned for the end of next year," said the First Deputy Prime Minister.

The development of cultural and humanitarian ties and the holding of joint congresses and exhibitions contribute to strengthening comprehensive cooperation between Russia and Uzbekistan. Increasing reciprocal tourist trips is a priority. Speaking about cooperation in education, the First Deputy Prime Minister noted that more than 56,000 Uzbek citizens are studying at Russian universities and their branches in the republic.

Following the event, the IGC co-chairs signed the minutes of the 26th meeting of the intergovernmental commission, as well as a roadmap for strengthening interregional cooperation between the two countries for 2025–2030. Furthermore, in the presence of Denis Manturov and Jamshid Khodjaev, a Memorandum of Understanding was signed between JSC SME Corporation and the Agency for the Development of Light Industry of Uzbekistan.

The First Deputy Prime Minister of Russia and the Deputy Prime Minister of the Republic of Uzbekistan took part in the plenary session of the Russia-Uzbekistan Business Forum, which took place on the sidelines of the commission meeting.
