The Republic of Buryatia has joined the federal digital system of public administration. As a result, today 100% of the region's federal orders are controlled using the "governor's dashboard". The implementation of this system was checked by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko during a working visit to Ulan-Ude.

In online mode, the "governor's dashboard" allows you to monitor budget execution, implementation of national projects, including the construction of new roads, schools, hospitals and other socially significant facilities. The system provides up-to-date data on all key areas of the region's work and its interaction with the federal center. This allows you to quickly respond to emerging difficulties and, if necessary, prevent possible risks of non-implementation of state projects.

As of today, 43 regions are connected to the "governor's dashboard". It is planned that by the end of this year all subjects of the Russian Federation will join the system.

The dashboard is based on the state automated information system "Management", which is used to monitor the activities of the Government, the implementation of national projects, state programs and the achievement of national development goals. At the same time, each governor can set up a system for monitoring specific projects or tasks that the region most urgently needs to implement.

"We are gradually moving towards data-based public administration. At the federal level, this approach has already proven its effectiveness – the executive discipline of government bodies in fulfilling key government tasks has increased many times over. Now, with the help of the "governor's dashboard", we are implementing this system in the regions. Buryatia was one of the first to join this project, and today the system is already being used here on a permanent basis," said Dmitry Grigorenko.

"The data and reports recorded on the dashboard influence the adoption of further decisions: to adjust something somewhere, to strengthen something somewhere, and so on. Therefore, internal discipline immediately increased not only in the implementation of tasks, but also in the correct execution of decisions," noted the head of Buryatia, Alexey Tsydenov.

During the visit, the Deputy Prime Minister also assessed the digital services being implemented in Buryatia to improve the efficiency of public administration and the quality of life of citizens. Among them is the voice assistant "Ulana". In online mode, the virtual assistant based on artificial intelligence helps residents of the region make an appointment at the MFC or, conversely, cancel an appointment, find out about the procedure for obtaining a driver's license, SNILS, TIN and other government services. The voice assistant has doubled the speed of processing citizens' requests.

An intelligent transport system has also been created and successfully implemented in Buryatia. It allows traffic management on the roads: it regulates traffic lights, monitors traffic jams and improves road safety. In particular, the intelligent transport system has reduced traffic jams in Ulan-Ude by 15%. To date, the city has also modernized the operation of 86 traffic lights, installed 143 video surveillance cameras that allow monitoring the traffic situation in real time. And information boards have appeared at bus stops to help passengers navigate public transport.

Dmitry Grigorenko: Buryatia is mastering federal standards for the provision of public services.

An important disclaimer is at the bottom of this article.

The Republic of Buryatia is mastering federal standards for the provision of public services. This was reported by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko during a working visit to Ulan-Ude.

In particular, Buryatia launched the “life situation” service for caring for a family member on the public services portal. This service is implemented within the framework of the federal project “State for People”. It is intended for citizens who want to arrange care for loved ones who need constant care: disabled people or elderly people. The service helps to issue a conclusion on the need for care, eliminating the unnecessary need for a personal visit to social services and collecting paper documents. Through the public services portal, residents of Buryatia can also call a doctor to their home or make an appointment with a local therapist.

In addition, the "life situation" service offers users to undergo training in general care skills for elderly citizens and disabled people. Today, the "Care School" operates in Ulan-Ude. Social workers, junior medical personnel or relatives of people in need of care can undergo free training. In the future, the functionality of the service may be expanded.

"Life situations are a new standard for providing government services, when a person can quickly and comprehensively resolve their issue without unnecessary bureaucratic barriers. Since last year, we have been implementing this approach in the regions. Now it is in effect in Buryatia. Our goal is to make such high standards the norm throughout the country, so that citizens receive government services at the same high level regardless of their place of residence," said Dmitry Grigorenko.

"Our developments, with the support of the Russian Government, are being implemented directly on the public services portal at the federal level and are becoming available to a wider range of people. Now the Deputy Prime Minister has given us guidelines on what else to work on, what to pay attention to. As a result of the meeting, we have a whole list of instructions that we will continue to work on. Thank you Dmitry Yuryevich for the visit and joint work," said the head of Buryatia, Alexey Tsydenov.

The unification of government services based on the principle of "life situations" has significantly simplified their receipt. In particular, within the framework of one regional service "life situation" it was possible to reduce the time for receiving government services by an average of 43% (from 44 to 25 days), the number of necessary documents was reduced by 50% (from 8 to 4 units), the number of visits that a person needs to make to departments was reduced by 75% (from 4 to 1).

Marat Khusnullin: More than 3 thousand km of access roads to small settlements are planned to be updated under the national project "Infrastructure for Life" this year

Thanks to the national project "Infrastructure for Life", sections of regional and local roads are being brought into compliance with the regulations – approaches to villages, settlements, hamlets, etc. In 2025, it is planned to renew 520 approaches to small settlements with a total length of over 3 thousand km. This was reported by Deputy Prime Minister Marat Khusnullin.

"Convenient road access to small settlements directly affects the quality of life. Such roads improve the availability of medical care, education, jobs and shops, stimulate the development of local business and agriculture, and improve social ties. High-quality routes contribute to the influx of tourists, investment and new opportunities, which ultimately helps maintain the population and stop the outflow of young people to large cities. In 2025, under the national project "Infrastructure for Life", we plan to put in order 520 access roads to villages, settlements, hamlets and small towns – this is over 3 thousand km of the regional and local road network," said Marat Khusnullin.

Transport Minister Andrey Nikitin noted that the development of roads in rural areas is one of the key areas of work for road workers. According to data as of the end of 2024, the length of public roads of local importance passing through rural areas is 776.1 thousand km, of which 406.7 thousand km are paved. "To ensure sustainable growth of the country's agricultural sector and improve the quality of life of people in rural areas, the state program "Integrated Development of Rural Areas" is being implemented in Russia. Thanks to it, in 2025 about 338 km of roads providing access to settlements and agricultural enterprises will be brought up to standard," said Andrey Nikitin.

Thus, in the Tula region, a section of the Tula-Belev highway – access to the settlement of Dubna has been repaired. The road provides access to the Mosolov estate with a park, the Church of Peter and Paul, as well as to the site of the annual festival "Orthodox Dubna", which attracts many guests.

On a 3 km long section, the asphalt concrete surface has already been completely replaced, the shoulders have been reinforced with crushed stone, and the exits, stops and landing areas have been restored. In parallel, road works are being carried out in the village itself under the national project. The length of the sections being repaired is over 2 km.

In the Republic of Mari El, an access road to the village of Markelovo was put into operation after repairs. The length of the facility is 2.5 km. The road leads to socially significant facilities located in the administrative center of the Novotoryalsky District. In total, 14 such facilities with a total length of 97.5 km will be renovated in the region under the national project.

In the Samara Region this year, about 160 km of roads will be put into operation, connecting small settlements with regional centers and key highways. In total, 15 sections leading to 25 villages and hamlets will be updated.

For example, in Krasnoarmeysky District, 5.4 km of the Samara-Volgograd-Pestravka-Leninsky-Kochetkovsky-Butkovsky highway are undergoing major repairs. This is the only route connecting the settlements of Butkovsky and Sofinsky with the regional road network. In addition, this is the route to the main social facilities of the rural settlement of Leninsky, to which these settlements belong. It is also part of the school route.

In the Susaninsky District of the Kostroma Region, a 3.2 km long access road to the village of Medvedki is being brought up to standard. The road connects the settlement with the regional highway Kostroma – Susanino – Buy and allows residents to get to the district and regional centers. The school bus route also passes through here. In addition, the access road provides transport accessibility to the tourist site located in Medvedki – the oldest stud farm, which was founded in 1891 by the merchant Skalozubov.

Enterprises operating in single-industry towns and special economic zones will receive financial support for the implementation of investment projects. The order to allocate about 4 billion rubles for these purposes was signed by Prime Minister Mikhail Mishustin.

The issue concerns the launch of a program of preferential lending to businesses in single-industry towns and special economic zones, as well as a program of providing enterprises with bank guarantees under contracts, which will allow entrepreneurs to obtain a guaranteed sales market. The operators of such programs will be JSC "SME Corporation" and JSC "SME Bank".

Financial support will be provided to small and medium-sized companies that are not affiliated with city-forming enterprises. In addition, such companies should not be participants in the program of preferential lending to small and medium-sized businesses in priority sectors, which is already being implemented by the Ministry of Economic Development.

The priority recipients of such support will be enterprises from 19 single-industry towns. These include, in particular, the towns of Berezovsky and Polysaevo in the Kemerovo Region, as well as the town of Chernogorsk in the Republic of Khakassia.

For the comprehensive development of such single-industry towns, “road maps” are being developed together with regional authorities, providing for the consolidation of government support measures.

The work is being carried out within the framework of the federal project “Development of the subjects of the Russian Federation and individual territories”.

The decision was approved onGovernment meeting on July 17.

Valentina Matvienko, Dmitry Chernyshenko and Valery Falkov launched the 1st All-Russian Festival of Student Families

The first All-Russian Festival of Student Families is taking place in Moscow on the site of the Bauman Moscow State Technical University on July 17 and 18.

During the plenary session in the question-and-answer format, the Chairperson of the Federation Council Valentina Matviyenko, Deputy Prime Minister Dmitry Chernyshenko, and the head of the Ministry of Education and Science Valery Falkov told students about support measures in the event of starting a family. The event was also attended by the Chairperson of the Federation Council Committee on Science, Education and Culture Lilia Gumerova and the Head of the Republic of Mordovia, Chairman of the State Council Commission on Family Artem Zdunov.

Welcoming the festival participants, Valentina Matvienko noted that the number of student families in Russia increased by 17% in 2024, and thanked the Ministry of Education and Science for the work done.

Dmitry Chernyshenko answered a question from a student family from Volgograd State University, Yakub and Victoria Ziba, about existing and planned measures of support from the state for young families.

"The day before in Magnitogorsk, our head of state, talking to young guys at the plant, said: "There is no greater happiness in life than children. This is the meaning of life." Therefore, do not delay this matter. As President Vladimir Putin said, the state will lend a shoulder. We will do everything in this direction. It is gratifying that the majority of Russians would like to have not one or two children, but three or more," the Deputy Prime Minister said.

According to VTsIOM, the trend towards having many children is becoming increasingly stable.

The Deputy Prime Minister thanked Valentina Matviyenko for the adoption by the Federation Council of laws to increase maternity benefits for female students and to establish the concept of a “student family.”

He added that key tools for self-realization, including for student families, are included in the national project “Youth and Children”.

Recently, participants of the youth forum "Territory of Meanings" in "Senezh" proposed to create a year-round center dedicated to family and social policy. In August, Rosmolodezh will announce a competition among the subjects of our country. The winning region will receive up to 150 million rubles for organizing programs in 2026 from the federal budget.

Dmitry Chernyshenko noted that, on the initiative of Valentina Matvienko, a draft standard for family policy in universities was developed.

"We will need to standardize family units in dormitories, providing for a separate kitchen, mother and child rooms. We have introduced this as a requirement for competitive selection in world-class campuses under construction," the Deputy Prime Minister concluded.

He also noted the importance of developing social volunteering and suggested paying special attention to the families of young scientists at the annual Congress of Young Scientists, which will take place this fall.

Valery Falkov, in turn, said that in order to increase awareness of support measures, universities have launched a "single window" format for young families, mothers and fathers with children. 458 head universities and 264 branches have already implemented this format. In addition, work is underway together with the Ministry of Digital Development and Communications and the Analytical Center under the Government to create a navigator of support measures for student families on the State Services portal.

"We have so many student families in many universities that the rector should know them all and treat each of them attentively. Along with the presence of a department, the ability to contact a "one-stop shop", the presence of the corresponding service, we, of course, count on – and see in many universities – the active, proactive participation of rectors, so do not hesitate to communicate directly with the university management," the head of the Ministry of Education and Science addressed the students.

Concluding the meeting, Valentina Matvienko put forward the initiative to hold an All-Russian Forum of Student Families annually.

In addition, Valentina Matvienko, Dmitry Chernyshenko and Valery Falkov got acquainted with the forum's exposition dedicated to supporting student families. Today, there are more than 25.7 thousand families in Russian universities, of which about 13 thousand families have children.

Since the beginning of the 2024/2025 academic year, the job description of vice-rectors for youth policy and educational work has officially included the function of supporting young families. This practice is already used in more than 450 universities.

The exhibition presented a model of a short-term stay group for children (at the beginning of 2024, there were 40 such rooms in universities, their number has already grown to 207, by 2030, 1 thousand rooms will be opened) and a family room in a dormitory (it is planned to be used as a conditional standard for universities). At the moment, 348 universities provide rooms in dormitories for student families.

Also, the rectors of five Russian universities (Tambov State University, National Research University Higher School of Economics, Buryat State University, State University of Management and Kabardino-Balkarian State University) presented best practices for working with student families.

The 1st All-Russian Festival of Student Families is held within the framework of the national project “Family”, among its main goals is the popularization of family values, the institution of family and marriage among student youth.

Deputy Prime Minister Alexander Novak held a meeting on the issue of energy supply to consumers engaged in mining activities. It was attended by representatives of federal authorities, energy companies, public business associations and industry associations, and State Duma deputies.

The representative of the Ministry of Energy reported on the current state of regulation of energy supply for mining activities in Russia, including issues of identifying and preventing electricity consumption by miners in regions where this activity is prohibited. A number of amendments to the current legislation were proposed in order to further improve energy supply for mining. This concerns the procedure for using capacity temporarily unclaimed by miners during the period of the ban on their work, increasing liability for violating the requirements for mining cryptocurrency, and a proposal to label and certify foreign equipment for mining cryptocurrency imported into Russia. In addition, the representative of the Ministry of Energy reported on the status of the preparation of regulatory legal acts providing for the creation of a fourth category of reliability of energy supply to consumers, which takes into account the introduction of remote restriction of the consumption mode during peak loads and the threat of energy and power shortages in the region.

The head of the Federal Service for Supervision of Communications, Information Technology and Mass Media Andrey Lipov spoke about tools for identifying individuals mining cryptocurrencies by analyzing Internet traffic and electricity consumption patterns.

A representative of the Federal Tax Service reported on the number of persons registered in the relevant mining registries. This refers to entities or companies mining cryptocurrencies and to mining infrastructure operators.

Alexander Novak instructed the Ministry of Energy to finalize proposals for the introduction of the fourth category of reliability of energy consumers, and in close cooperation with regional authorities and energy companies to prepare a final proposal on the mechanism for the redistribution of released capacity when limiting mining activities in the region in order to connect socially significant consumers to power grids. The Deputy Prime Minister instructed to work out proposals to increase liability for illegal connection to power grids, theft of electricity, and violation of the ban on limiting mining activities in terms of electricity supply.

Marat Khusnullin: About 4 million trips have been recorded on the Tver bypass on the M-11 Neva highway since its opening

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

The federal highway M-11 "Neva" not only provides seamless communication between Moscow and St. Petersburg, but is also part of the high-speed transport corridors "North-South" and "West-East". The Northern Bypass of Tver, which Russian President Vladimir Putin opened in July last year, became the final stage of the construction of M-11. To date, since the launch of traffic on this section, about 4 million trips have been recorded. This was reported by Deputy Prime Minister Marat Khusnullin.

"The opening of the northern bypass of Tver made it possible to connect the two capitals with a seamless high-speed connection, take transit transport outside the populated areas and significantly increase the comfort for drivers and passengers. In addition, the new section, which became the last link necessary for the formation of high-speed routes from north to south and from west to east of the country, gave a powerful impetus to the development of the regional economy, logistics, and auto tourism. We see that the section is deservedly popular among motorists. Since the launch of traffic on it, users have made about 4 million trips. Largely due to the opening of the northern bypass of Tver, the average daily traffic intensity along the entire M-11 Neva highway has increased by 5% since the beginning of this year. This road is under the trust management of the state company Avtodor, which celebrated its 16th anniversary since its creation. It pays special attention to the creation and development of roadside infrastructure designed to provide comfortable conditions for drivers and passengers on the road. The total length of Avtodor's high-speed roads today is about 5.5 thousand km. They give a powerful impetus to the socio-economic development of Russian regions and form important international transport corridors," said Marat Khusnullin.

The Deputy Prime Minister added that the two largest multifunctional road service zones (MFS) in the country operate on the northern bypass of Tver. The area of each of them exceeds 1.5 thousand square meters. All necessary types of services for long-distance and short-distance trips are provided here.

According to Vyacheslav Petushenko, Chairman of the Board of the state company Avtodor, the MFPs are an important part of the development of the country's transport infrastructure. In addition, thanks to a full rest on the road, drivers will be able to be more attentive behind the wheel, and this directly affects road safety.

"We are creating a comprehensive infrastructure on our road network that provides motorists with everything they need for comfortable and safe travel. Multifunctional road service zones give a powerful impetus to the development of auto tourism, become centers of economic growth in regions and points of attraction for businesses, which contributes to the creation of new jobs and affects the improvement of the quality of life of Russians. Thus, today, as part of the corridor from St. Petersburg to Yekaterinburg, 39 MFS are already operating on our highways. When traveling on our high-speed highways, motorists can rest, eat, refuel, use all the necessary services along the way and receive the necessary assistance in case of unforeseen situations," noted Vyacheslav Petushenko.

The length of the northern bypass of Tver is just over 62 km. This is a section of the road of the highest technical category with four traffic lanes, separated by traffic flows and lighting along the entire length. The permitted speed on the bypass in the summer is 130 km/h.
