The Presidium (headquarters) of the Government Commission on Regional Development, headed by Deputy Prime Minister Marat Khusnullin, approved new applications for the implementation of projects financed with the use of treasury infrastructure loans (TIL).

"The majority of the application campaign for the implementation of projects under treasury infrastructure loans has been completed, so we have begun active work on approving projects so that the regions can promptly begin implementing them. Thus, to date, applications for new projects at the expense of CIC funds have been approved for 20 regions for a total of 106.2 billion rubles," said Marat Khusnullin.

The Deputy Prime Minister reported that, in particular, the headquarters approved an application for the construction of heating networks for apartment buildings in the developing microdistricts of Preobrazhensky and Radio Station in the urban-type settlement of Kaa-Khem in the Republic of Tyva with a KIK volume of 357.53 million rubles.

A treasury infrastructure loan in the amount of 1.14 billion rubles will be allocated for the construction of a gas boiler house and heating networks, the construction and reconstruction of sewer networks and a collector in Vologda, Vologda Oblast.

In the Irkutsk region, a CIC in the amount of 2 billion rubles has been approved for the construction of a sewer collector and reconstruction of a water pipeline.

In the Tula region, a 19.8 km long water supply system will be reconstructed; financing in the form of a CIC in the amount of 3.07 billion rubles has been approved for this.

Also, the Republic of Bashkortostan with a CIC volume of 8.51 billion rubles has been approved an application for the design and reconstruction of a water intake, the design and construction of a water pipeline and clean water reservoirs, gravity and pressure collectors, a sewage pumping station with a capacity of 44 thousand cubic meters per day.

In the Rostov region, a treasury infrastructure loan in the amount of 8.71 billion rubles will be used for the reconstruction of the storm sewer system of Rostov-on-Don.

In addition, the Penza Region has approved an application with a CIC volume of 2.58 billion rubles for the implementation of 4 projects. They include the design, construction and technological connection of public infrastructure facilities in Kuznetsk along Okruzhnaya Street and the Raiki microdistrict in Penza, as well as the design and construction of a main water pipeline in the area of Izmailova Street, Novo-Kazanskaya Street in Penza with a length of 440 m.

The Tambov Region has approved an application with a CIC volume of 917.45 million rubles for the construction of treatment facilities with a capacity of 10.7 thousand cubic meters per day.

The headquarters approved 3 projects for Krasnodar Krai with a CIC volume of 12.3 billion rubles. The funds are planned to be used for the reconstruction of treatment facilities in Anapa with a capacity of 100 thousand cubic meters per day, the construction of a sewage pumping station and a pressure pipeline and a main sewage collector in Krasnodar with a capacity of 400 thousand cubic meters per day.

Vasily Kupyzin, CEO of the Territorial Development Fund, the operator of the treasury infrastructure loan program, noted that the President has set the task of improving the quality of public services for 20 million Russians by 2030.

In total, over 39,000 students have studied in secondary vocational education institutions in the reunited regions over the past two years, while over 50,000 teachers have undergone advanced training in accordance with Russian teaching standards.

Over the period 2022-2025, over 12.5 million textbooks and fiction, 183 thousand units of furniture, 15.2 thousand units of equipment for food units were delivered to the reunited entities, 200 schools were equipped with natural science classrooms. In the 2025/2026 academic year, the planned target figures for admission to secondary vocational education at the expense of regional budgets of the reunited entities are 19,017 places, of which 6,447 are in the DPR," added Deputy Minister of Construction and Housing and Public Utilities Almaz Khusainov.

The projects' directions are varied. Thus, the selection participants plan to conduct educational expeditions to Lake Baikal and the Arctic zone, identify pollution and clean up the coast using remote sensing technologies and artificial intelligence, build a hospital for dolphins, and create eco-cartoons.

"Participation in the competition will help to develop a caring attitude towards nature among citizens, and especially among the younger generation. In addition, the initiatives are closely linked to the objectives of the national project "Environmental Well-Being". We have consciously chosen this approach in order to involve the public in its implementation, to give each participant in the competition the opportunity to contribute to achieving the national goal," the Deputy Prime Minister added.

Dmitry Patrushev instructed the Ministry of Natural Resources and Environment, together with the fund, to ensure synergy between the activities of the national project "Ecological Well-Being" and grant recipients. People's initiatives should become an additional value in the indicators of the national project.

The selected projects will begin to be implemented as early as September 1 of this year. The competition will continue in 2026. The first stage of accepting applications will start in September, and the projects are planned to be implemented in March of next year.

The Presidential Fund for Ecological and Nature Conservation Projects was registered on March 3, 2025. It was created in accordance with the decree of the President of Russia. Seamless interaction between systems, unified regulatory and reference information, and unified end-to-end processes will reduce intradepartmental and interdepartmental document flow and reduce the time required to prepare and approve draft regulatory acts.

"Until this point, information systems for electronic document management, preparation of regulatory acts and their storage developed separately. Our task was to unite them into a single information space so that the systems functioned as a single mechanism. Due to this, we remove barriers in document management. There is no longer a need to manually transfer data from one system to another – all information is pulled in automatically. The unified information space of public administration processes will include such systems as the GIS "Rulemaking", the EDMS of the Russian Government Office, the GIS "Platform "Center for Storage of Electronic Documents", the GIS "Standard Cloud Solution of the Electronic Document Management System", the subsystem for the electronic exchange of documents marked "For Official Use Only" and other cloud and technological subsystems.

The government has decided to increase the quota for exporting scrap and waste ferrous metals outside the Eurasian Economic Union. This will allow industry participants to sell additional raw materials on the external market that are not in demand on the domestic market.

According to the signed resolution, the quota will increase by 300 thousand tons – from 1.5 million tons to 1.8 million tons. The additional quota volume will be distributed among the participants in foreign trade activities by the Ministry of Industry and Trade. The decision will be valid until December 31, 2025.

When exporting scrap and waste ferrous metals within the quota, the duty is 5%, but not less than 15 euros per ton, and in excess of this – 5%, but not less than 290 euros per ton.

The final stage of the National Open Championship "ArtMasters" in 20 creative competencies is also taking place until September 30.
