Marat Khusnullin opened a new interchange on the M-11 Neva highway

Deputy Prime Minister Marat Khusnullin launched traffic at the interchange on the federal highway M-11 "Neva" in the Tver Region. The new facility was built by the state company "Avtodor". The opening of the interchange was attended by Minister of Transport Andrei Nikitin, Chairman of the Board of the state company "Avtodor" Vyacheslav Petushenko, Governor of the Tver Region Igor Rudenya, and Acting Governor of the Novgorod Region Alexander Dronov.

“The M-11 highway is a key element of the international transport corridors “North-South”, “West-East”, and Europe-Western China, which originate in St. Petersburg. The new interchange will provide convenient access to the highway for residents and visitors of two cities – Valdai and Borovichi, as well as dozens of rural settlements. In addition, this is an additional connection with the promising tourist routes of Valdai. I would like to note that, in general, this is part of a large-scale work on the formation of international transport corridors and a backbone road network covering 2,160 settlements. I am confident that the heads of the Tver and Novgorod regions will be able to correctly use the impetus provided by the new road facilities for the development of their territories. This is an opportunity to place new tourist facilities, logistics and production complexes, and housing construction. I thank the road workers, foremen, and engineers! The facility was built in a short time – less than a year. Thanks to the Ministry of Transport of Russia, the team of the state-owned company “Avtodor”. Thank you Rosavtodor is for prompt repair of the road towards Valdai. We have many tasks ahead, a lot of work. We will only move forward to new victories!" – said Marat Khusnullin.

The site created conditions for safe and comfortable travel. To separate oncoming traffic flows, a dividing strip was installed, and 143 outdoor lighting supports were installed. At the peak of construction, more than 250 people and 80 units of equipment were involved in the site.

Transport Minister Andrey Nikitin noted that this is a historic, landmark project for two entities – Novgorod and Tver Oblasts. “In addition to Valdai, a rapidly growing tourist center of the region, Borovichi, an advanced development area where industry is growing, this is an opportunity for the southern and southeastern territories of Novgorod Oblast to move forward. Thanks to this interchange and the work that the region is doing together with Avtodor State Corporation, settlements have the opportunity to attract investment and economic development in order to create a quality life for residents,” said Andrey Nikitin.

"Traditionally, on the eve of our professional holiday, we put new facilities into operation. Today we are opening traffic on a transport interchange that has a special, historical significance. This is due to the fact that this is the first interchange that we have built since the opening of the Tver bypass on the M-11 "Neva" last year. I want to say that we are actively developing this highway. Now, on the instructions of the President, we are building another interchange on this road, which will provide a convenient exit to Pulkovo Airport in St. Petersburg. These facilities open up new opportunities for the development of the economy of adjacent territories, help to increase the indicators of the regions, provide access to our high-speed highways. We have many plans, and we are focused on further productive work to improve the infrastructure of our road network. Builders are great! I want to congratulate everyone on the upcoming holiday – Builder's Day, with the most creative, effective and best profession in the world! " – emphasized the head of the state company "Avtodor" Vyacheslav Petushenko.

Governor of the Tver Region Igor Rudenya noted that the opening of a new transport interchange in the Bologovsky District, at the 385th kilometer of the M-11 highway, is a significant event that will improve the transport accessibility of the northern and north-eastern territories of the Tver Region, and will increase the connectivity of the Upper Volga region with the Novgorod and Vologda Regions. "On behalf of the residents of the Tver Region, I would like to thank the Government of the Russian Federation, the state company Avtodor, the designers, builders, and everyone who implemented the project at a high quality level, significantly ahead of schedule," said Igor Rudenya.

As the acting governor of the Novgorod region Alexander Dronov noted, the interchange is of great importance for the further development of the Novgorod region. "For guests of the region, this is a unique opportunity to comfortably reach our pearls, Borovichi, Valdai, the great Valdai trail, Lake Seliger, which also unites us with our good neighbors," he said.

Dmitry Patrushev spoke at an extended meeting of the Board of the Federal Water Resources Agency

"Russia has developed a competent water use system. Saving technologies are being introduced, strict control and accounting of resources is being carried out. Hydraulic structures are being built and modernized. In recent years, five large facilities have been commissioned, which has made it possible to provide water to more than 2.5 million people. By 2030, another 90 different projects are expected to be implemented, for which the Government plans to allocate about 65 billion rubles," said Dmitry Patrushev.

The Deputy Prime Minister emphasized that work on some projects has already begun: the Krasnogorsk hydroelectric complex in the Omsk region and the Yelizavetinskoye reservoir in the Lugansk People's Republic are under construction. The construction of reservoirs in the Kursk region and the Republic of Dagestan is planned, and work on flooding the Volga-Akhtuba floodplain will continue.

Dmitry Patrushev spoke about the results of the implementation of the national project "Ecology". Work along the line of Rosvodresursy has improved the living conditions of more than 20 million people, almost 1 thousand km of rivers have been cleared, and over 28 thousand water bodies have been restored. When implementing a number of activities, the work was synchronized with the improvement of adjacent territories. Similar examples exist in the Altai Republic, Rostov and Nizhny Novgorod regions. This practice will be continued.

"This is a contribution to the ecological well-being of the territories, as well as an additional incentive for the development of domestic tourism. The new national project "Ecological Well-being" has allocated about 24 billion rubles for this area," said Dmitry Patrushev.

The Deputy Prime Minister particularly emphasized the need for efficient use of water resources and set the task of increasing the economic sustainability of the water management complex, including by reducing the water intensity of economic sectors. The development of digitalization also plays a role here.

Today, the Water Data platform is in operation, which allows monitoring the hydrological situation and gives citizens access to government services in the field of water use. Today, almost 80% of requests are processed through it. The Deputy Prime Minister explained that the platform should become a key tool for environmentally responsible water use.

In addition, the board discussed the preparation of the water strategy. Dmitry Patrushev noted that when preparing it, it is necessary to pay special attention to the current socio-economic forecast, the results of scientific research, and include measures to improve the regulatory framework, modernize infrastructure, and develop human resources. According to the Deputy Prime Minister, achieving the main goals of the industry depends on the availability of highly qualified specialists, engineers, and managers.

Dmitry Patrushev emphasized that the strategy should become the foundation for developing state policy in the area of use and protection of water bodies, as well as for high-quality interaction between industry participants.

An important disclaimer is at the bottom of this article.

The first session of the Artificial Intelligence Development Center (AIDC) under the Government of the Russian Federation with representatives of business and regions was held. The goal was to launch a dialogue between the state and the industry, to establish interaction for the accelerated implementation of AI in public administration and the economy. The participants of the session agreed that a centralized approach is needed to solve this problem. It will not only speed up the process, but also reduce costs, minimize risks and increase the efficiency of AI implementation.

The center is supervised by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko. The resolution on the creation of the CRII was signed in June, the team has been formed and is actively working.

"The AI Development Center under the Government is our main assembly point on the topic of implementation. The Center not only records opinions, feedback and wishes from regions and businesses. Its functions, for example, include market analysis and selection of effective solutions for replication. The Center has already selected about 10 of them. Some of them will be launched at the federal level in the form of standard services to which regions and departments will be able to connect. Such a centralized approach will optimize costs for development and implementation," said the supervising Deputy Prime Minister.

Typical services include geospatial analytics, solutions for working with draft documents for government employees, rapid processing of citizen requests, and others.

The session discussed another tool that will help speed up the implementation of AI in Russia – a digital platform for collecting and sharing best practices. The federal platform will be a development of the current portal "Digital Region" of the Moscow Region. It has already collected a catalog of AI solutions implemented in various regions of Russia. Some of these solutions are unique, while others have similar functionality. The center will moderate the platform and analyze existing practices. Regions will be able to select developments that suit their goals and objectives and take them into their own network by agreement.

During the session, the regions shared their practices of implementing artificial intelligence. For example, in the Republic of Tatarstan, monitoring of the implementation of national projects has been implemented using AI, and a neural network for government bodies is also in operation. In the Sakhalin Region, artificial intelligence is being systematically implemented in every area of public administration – from medicine and education to tourism development and environmental monitoring. In the Nizhny Novgorod Region, AI solutions are also being actively implemented in key areas, but the experience of using video analytics systems, which are used to monitor public transport, law and order and security, housing and utilities, is separately noted. In Moscow, healthcare solutions are being successfully implemented, which are available not only to Muscovites, but also to residents of other regions of Russia.

"We are creating a competence center where regions, business and the state will be able to speak the same language. Our task is not just to listen and analyze, but to offer specific and effective solutions aimed at replicating AI solutions, supporting the industry and ensuring the country's leadership in the development of artificial intelligence technologies," said Ildar Akhmetov, head of the CRII.

The session participants drew the center's attention to existing problematic issues, such as data storage and processing, and the high demand for data centers. It is planned to launch a feedback service from businesses, developers, and interested parties on Gosuslugi. The center will process the requests received and develop proposals to eliminate the problematic field that hinders the development and implementation of artificial intelligence in various areas at both the federal and regional levels.

Vitaly Savelyev visited the site of the project-educational intensive course "Archipelago-2025"

Deputy Prime Minister Vitaly Savelyev visited the site of the project-educational intensive course "Archipelago-2025", which is being held as part of the international forum "Unmanned Systems: Technologies of the Future", organized on behalf of Russian President Vladimir Putin. This is the largest event in Russia for developers, manufacturers and operators of unmanned and robotic systems. This year the event is being held on the territory of the Skolkovo Innovation Center.

The Deputy Prime Minister visited the exhibition of unmanned aircraft systems (UAS) and held a meeting on the development of the UAS industry. It was attended by Transport Minister Andrei Nikitin, representatives of the Ministry of Industry and Trade, the Ministry of Education and Science, the Ministry of Construction, the Ministry of Transport, the Federal Air Transport Agency, constituent entities of the Russian Federation, as well as manufacturers and operators of unmanned aircraft systems.

Vitaly Savelyev noted the importance of such events, which allow key representatives of the high-tech industry to gather on one platform to discuss current issues and develop joint solutions. Participants discussed successful regional practices of using unmanned aircraft systems in various sectors of the economy (agriculture, delivery, monitoring activities).

The Deputy Prime Minister emphasized that it is necessary to scale up successful examples in other regions, and also discussed in detail the issues of regulating the industry.

"In terms of the formation of the regulatory framework for the use of unmanned aircraft systems, Russia is among the leading countries in the industry, ahead of the United States and China in a number of decisions, which are also on the path of allocating a separate airspace to simplify UAS flights. Let me remind you that last week, the Russian Government decree established airspace class H. This decision simplifies the integration of UAS into the airspace in all regions of the Russian Federation and their operation in the context of growing demand for use in various industries. The Russian Ministry of Transport and the Federal Air Transport Agency have done a lot of work – the draft resolution has been agreed upon with all law enforcement agencies and federal executive bodies. "H" has become the fourth class in Russian airspace – until now it included classes A, C and G," said Vitaly Savelyev.

The validity period of an entry in the register of Russian industrial products, which confirms their domestic origin, has been increased from three to five years. The decree on this was signed by Prime Minister Mikhail Mishustin.

Extending the validity period of the record will reduce the costs of companies for localization level examination, and will also significantly reduce the administrative burden on domestic manufacturers. Thus, participation in government procurement will become possible without regularly reissuing the documentation required for admission to the auction.

In addition, the decision taken will give producers the opportunity to apply for government support measures that are designed for a period of more than three years.

The three-year validity period of the registry entry was established by the Government in 2022.

The document will be published.

Bypass of Severomorsk, Murmansk region

By 2030, 50 bypasses around populated areas will be built in Russia on the instructions of President Vladimir Putin. In particular, under the national project "Infrastructure for Life", work is underway this year on the construction of four such facilities with a total length of more than 30 km on the regional road network alone, Deputy Prime Minister Marat Khusnullin reported.

"Road bypasses around cities play an important role in relieving the street network and increasing traffic safety. They allow transit transport to be routed outside of populated areas, which reduces traffic jams, reduces noise levels and improves the environmental situation. Thanks to such solutions, drivers do not have to waste time driving slowly through the city, and residents receive calmer and more comfortable streets. By 2030, on the instructions of the President of Russia, Rosavtodor, the State Company Avtodor, and the regions are planning to build more than 50 bypasses of populated areas. Of these, about 36 bypasses of cities will be built on federal highways. No less large-scale work is being carried out on the regional network: out of 14 planned bypasses of populated areas, six have been built and put into operation. Active work within the framework of the national project Infrastructure for Life is being carried out at four more sites: in Perm Krai, Astrakhan and Pskov Regions, and the Republic of North Ossetia-Alania. As a result of the commissioning of the facilities, we will not only receive alternative routes for motorists, but will also create the opportunity for the sustainable development of urban infrastructure," said Marat Khusnullin.

Bypasses of populated areas help in the creation and optimization of transport routes, allowing transit freight traffic to be diverted outside residential areas and reducing the load on the road network.

"Two significant regional facilities have already been commissioned this year. Thus, the construction of the northwestern bypass of the city of Kemerovo, 47.6 km long, has been completed. It was built in three years instead of the planned six years. Another important project is the second stage of the construction of the bypass of Ruzayevka in the Republic of Mordovia. The length of the new road is 4.1 km. These measures have significantly relieved the street and road network of populated areas from transit transport, which has improved the quality of life of people and positively affected the environmental situation," emphasized Minister of Transport Andrei Nikitin.

Under the national project “Infrastructure for Life”, not only are new bypasses being built, but existing ones are also being updated.

"Updating and maintaining city bypasses in good transport and operational condition is also an important task of the national project "Infrastructure for Life". In the current road season alone, repair, major repair and reconstruction work is underway at 34 such sites. Their total length is 102.1 km," said Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

The construction of the northern bypass of Pskov continues in the Pskov Region. Its length will be 8.7 km. At present, the construction readiness of the second launch complex is 22%. The bypass will become the most important link in the region's transport system. It will connect the regional and federal highways: Pskov – Gdov – Slantsy – Kingisepp – Kuzemkino – Krakolye and A-212 Pskov – Izborsk – border with the Republic of Estonia. In addition, the bypass will provide convenient access to the special economic zone "Moglino", which will have a positive effect on the industrial potential of the Pskov Region.

In the Republic of North Ossetia – Alania, a 7.1 km long bypass of the village of Arkhonskaya will be built. It will be connected to the regional highway Vladikavkaz – Ardon – Chikola – Lesken-2, which connects four districts of North Ossetia and is the main transport corridor for freight and passenger transportation across the territory of the republic. The project includes the construction of a bridge across the Gizeldon River with a length of 92.3 running meters and two overpasses – at the intersection with the main highway at the entrance to the village and at the intersection with the inter-municipal road Arkhonskaya – BMK – Khumalag – "Kavkaz".

In addition to the construction of new bypasses of populated areas, much attention is paid to the modernization of existing ones. In the Republic of Adygea, a 5 km section of the Maikop bypass has been repaired. The highway connects the regional road Maikop – Giaginskaya – Psebay – Zelenchukskaya – Karachayevsk and two federal highways: Maikop – Tuapse and R-217 "Kavkaz". In addition, the Maikop bypass is a key transport artery not only for local residents, but also for guests of the republic, as it is part of the tourist route to the Black Sea coast. The highway can also be used to reach the mountain attractions of the region.

"One of the priority tasks set before us by President Vladimir Putin within the framework of the national project "Youth and Children" is the education of a patriotic and socially responsible individual based on traditional spiritual and moral values. Among the key ones are family values. They are strengthened by the All-Russian Family Tourism Festival "More Than a Journey". More than 2.5 thousand participants gathered in the Tula Region – these are parents with children, young married couples, and hiking dynasties from all over the country. I am sure that thanks to the festival, they will receive many bright common memories and establish new family tourism traditions," said Deputy Prime Minister Dmitry Chernyshenko.

The Deputy Prime Minister added that in our country, conditions for travel by families with children are also created within the framework of the national project "Tourism and Hospitality". For example, the national tourism portal "Puteshestvoem.rf" publishes routes for family tourism. In addition, the availability of at least 5% of rooms in hotels and inns for accommodating families with children is a mandatory condition for participation in the selection of the program of preferential lending for the construction of tourism infrastructure.

The festival will feature a broad educational, cultural and leisure program. Young people will take part in quizzes and interactive games dedicated to business and advertising from Rosmolodezh.Predprinimay and Rosmolodezh.Profi, and will also be able to evaluate the products of aspiring entrepreneurs at the Youth Market. The Rosmolodezh.Forums platform will prepare a thematic area where it will tell about Rosmolodezh forums and programs, the possibilities of the national project Youth and Children, and introduce participants to the Rosmolodezh Care Service. In the Dobro.RF zone, participants will be able to learn about the volunteer movement in Russia.

"The festival "More than a Journey" will become a unique space where more than 600 families with children, young couples and hiking dynasties will meet. Together they will master useful tourist skills, go on hikes and share joyful moments of active and conscious recreation in nature. The value of such events is that they foster respect for their country, nature, history, thereby making stronger not only families, but also society itself," said the head of Rosmolodezh Grigory Gurov.

Festival guests will enjoy interactive formats and exciting seminars from the presidential platform "Russia – Land of Opportunity". A finalist of the "Russia – Land of Opportunity" award, Anastasia Svistunova, the owner of the best gastronomic public space in Russia in 2022, the artisan bakery "Tradition", will also give a lecture. The "Knowledge" society will organize an open dialogue with the famous traveler Fyodor Konyukhov. The program will also be presented by "Tavrida.Art" and the "Mashuk" Knowledge Center. The Roszapovedtsentr of the Ministry of Natural Resources will present a series of environmental master classes from the country's protected areas.

Following the festival, participants will create an art object that will become a symbol of unification and continuity of generations. Participants will share family traditions by writing them on a special banner installation.
