Construction work is nearing completion in the new dormitory building of the Saint Petersburg State Marine Technical University. This was announced by Deputy Prime Minister Marat Khusnullin.

Priority support for key settlements, increasing the efficiency of infrastructure use, identifying key development projects in new regions – these and other areas of work are reflected in the plan for implementing the Spatial Development Strategy until 2030 with a forecast until 2036. The order approving such a plan was signed by Prime Minister Mikhail Mishustin.

The Strategy for Spatial Development of Russia until 2030 with a forecast until 2036 was approved by the Government in December 2024. It is necessary to achieve the national development goals approved by the President's May Decree. The goal of the strategy is to form a balanced system of settlement and territorial organization of the economy. The key element of spatial development is defined as supporting settlements, which form the infrastructural and economic framework of the country.

One of the plan's points is connected with them, according to which special economic zones will be created as a priority in the territories where the supporting settlements are located. For this purpose, it is planned to prepare a Government act by February 2026, updating the criteria for creating SEZs. New territories with preferential regimes will facilitate the implementation of investment projects that significantly affect the standard of living of people and the creation of a comfortable urban environment.

The implementation of the plan also implies improving approaches to territorial development. To solve this problem, it is proposed to update the list of development projects selected by deputy prime ministers – curators of federal districts, taking into account the priority areas defined by the strategy for a particular district. For example, for the Far Eastern Federal District and the Arctic zone, such a priority will be to increase international trade ties. This involves increasing the efficiency of the Baikal-Amur and Trans-Siberian Railways, the Northern Sea Route, seaports on the Pacific coast and the construction of roads connecting these ports with logistics centers. Proposals to update the list of projects should be submitted to the Government in October 2025.

A special place in the strategy implementation plan is given to new regions. By October 2025, key development projects for the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions should be identified. Some of them will be related to the coal industry of the DPR and LPR and should be included in the currently being formed program for the development of the coal industry of Russia for the period up to 2050.

Spatial development of regions involves the emergence of new cities and towns. By March 2026, proposals will be submitted to the Government to create a concept regulating the emergence of new settlements with the definition of goals, objectives and conditions for their creation.

Improving living conditions in both new and existing settlements is impossible without increasing the efficiency of creating and using infrastructure. As part of this work, a comprehensive plan for the development of transport, energy, telecommunications, social and other infrastructure for the period up to 2036 is planned to be approved in the third quarter of 2025.
