The head of the Ministry of Education and Science, Valery Falkov, presented a report on the current status of work on the creation of unique scientific installations of the “megascience” class.

"The event to create such a research infrastructure is the key and most resource-intensive in the federal scientific and technical development program. As a result, a network research infrastructure will be created with localized sources in various regions of Russia," he noted.

The Minister also spoke about the implementation of the project to create a 4th generation synchrotron radiation source at the SKIF Center for Collective Use.

"We have created a large-scale program, and it is moving forward. Now it is important to make an effort and see it through to the end. There is a great responsibility in construction, because the volume is really serious. What we are doing can be done by only a few countries," said Mikhail Kovalchuk.

In December 2024, the linear accelerator (part of the SKIF structure) was launched. In May of this year, the booster synchrotron was launched, and the first synchrotron radiation was obtained at the facility. By the end of August, it is planned to reach the design power parameter of 3 GeV (one of the two main parameters of the synchrotron radiation source). Currently, scientists from the G.I. Budker Institute of Nuclear Physics SB RAS (the main manufacturer of equipment for the accelerator-storage complex) are doing a lot of work in this area.

The manufacturing of the SKIF main storage device equipment is 95.5% complete. It is fully located on the site of the facility, and large-block assembly of accelerator elements is underway in the manufacturing stand building.

In parallel with this, the team that will work on the installation is being trained. The main source of personnel for SKIF will be Novosibirsk State University.

In general, the SKIF CCU is a complex of 34 buildings and structures, as well as engineering and technological equipment. The readiness of the equipment of the seven experimental stations of the first stage is more than 95%.

The Ministry of Education and Science is working to attract industrial partners interested in the operation of such mega-science installations. During a series of events, they formulated requests for research, including in the fields of petrochemistry, biology, microelectronics, and others.

Director of the Kurchatov Institute National Research Center Yulia Dyakova spoke about the implementation of 12 megascience class installations and nuclear medicine complexes within the framework of the program. In particular, she noted that 11 out of 20 stations have already been manufactured and delivered for the commissioning of 25 research stations of the PIK reactor, and 9 stations are still being developed. She emphasized that the modernization of such installations as KISI-Kurchatov, Omega, TNK Zelenograd, RIF, Luch U-70 and Luch-Proton is on schedule. The Southern Federal District (SFD), supervised by Deputy Prime Minister Marat Khusnullin, is one of the most dynamically developing in Russia. The Southern Federal District successfully combines a resort and recreational zone with industrial and agro-industrial clusters, millions of tourists come here every year, so it is extremely important to change the appearance of these regions for the better. According to the Deputy Prime Minister, the largest volume of housing commissioning thanks to the IBC and SKK projects is observed in Krasnodar Krai – 1.09 million sq. m, Rostov Oblast – 421 thousand sq. m and Volgograd Oblast – 394 thousand sq. m.

Starting this year, in continuation of the IBC program, treasury infrastructure loans (TIL) are being launched, which will also be designed to improve the quality of the living environment on favorable terms for the regions. The Presidium of the Government Commission for Regional Development has begun work on approving applications from regions. In particular, projects in the Southern Federal District will be implemented at the expense of TIL.

In the Volgograd Region, an application for the construction of a water supply system in the Sovetsky, Kirovsky and Krasnoarmeysky districts of Volgograd and water supply networks in the central-western part of the city has been approved. In the Rostov Region, a treasury infrastructure loan will be used to reconstruct the storm sewer system of Rostov-on-Don. In the Krasnodar Territory, funds are planned to be used for the reconstruction of treatment facilities with a capacity of 100 thousand cubic meters per day in Anapa, the construction of a sewage pumping station, a pressure pipeline and a main sewer collector with a capacity of 400 thousand cubic meters per day in Krasnodar.

First Deputy Minister of Construction and Housing and Public Utilities Alexander Lomakin noted that in the regions of the Southern Federal District, 93 projects and events have already been completed within the framework of the IBC and SKK mechanisms, including the delivery of new public transport.

"89 projects and events have been implemented through the IBC, including the Zapadnaya Chord highway in the Rostov Region, the reconstruction of the 110 kV Severnaya substation in Simferopol, Republic of Crimea, with an increase in the number of feeder lines. Under the SKK mechanism, 4 projects have been completed, including the construction of a sewer collector in Rostov-on-Don, a major overhaul of almost 14 km of a water pipeline in the Saksky District of the Republic of Crimea, and the construction of the Dakhovskaya-Deguakskaya Polyana road in the Republic of Adygea, leading to a tourist and recreational park. These projects not only improve transport and utility infrastructure, but also create conditions for sustainable development of regions," said Alexander Lomakin.

Thanks to IBC and SKK, 163 buses were sent to the routes of Krasnodar Krai, 112 trolleybuses and 143 buses were delivered to Volgograd Oblast, 158 buses to Rostov Oblast, 50 buses to the Republic of Adygea, 18 buses to Sevastopol, and 10 buses to the Republic of Kalmykia.

Vasily Kupyzin, General Director of the Territorial Development Fund, reported that work involving funds from the IBC and SKK continues in all eight regions of the district.

"In total, 46 objects and events are currently underway in the Southern Federal District with the use of infrastructure budget and special treasury loans. Of these, 2 objects are social infrastructure, 4 are road infrastructure, 40 are utility infrastructure, including two large group water pipelines that supply water to several settlements at once – to Kabardinka and Yeisk in Krasnodar Krai.
