Deputy Prime Minister Dmitry Chernyshenko congratulated Russians on the 80th anniversary of the domestic nuclear industry.

The official history begins on August 20, 1945, when a Special Committee was created to direct work on the use of uranium atomic energy.

The Deputy Prime Minister expressed special gratitude to the workers and veterans of the nuclear industry, scientists and teachers who train personnel for this area, and also emphasized the flagship role of Rosatom State Corporation and the Kurchatov Institute National Research Center in the development of technologies.

"As President Vladimir Putin noted, the creation of the nuclear industry in our country in 1945 was a major, significant event and a true symbol of scientific progress. This gave a powerful impetus to the development of domestic science and industry, and today Russia maintains its leading position in the field of nuclear energy. Our specialists built the world's first nuclear power plant, created the first nuclear icebreaker, and today the development of unique megascience-class installations continues. All this became possible thanks to the colossal diligence, curiosity and passion of the employees of the nuclear industry of the future, present, and I am sure, will be continued by domestic specialists in the future," noted Dmitry Chernyshenko.

For example, today the state corporation Rosatom not only builds nuclear power plants, providing clean energy to the country and the world, but also creates new materials – super-strong, environmentally friendly, helps to develop the Arctic and the Northern Sea Route, develops nuclear medicine methods to defeat incurable diseases, and develops quantum technologies to solve the global problems of humanity.

Rosatom is the world leader in the nuclear industry, operating in more than 60 countries. The company's portfolio of foreign orders for the construction of nuclear power plants includes 33 high-power units in 10 countries, as well as the world's first export project for the construction of low-power nuclear power plants – 6 units in Uzbekistan.

The Deputy Prime Minister also recalled that last year, President Vladimir Putin approved priority areas of scientific and technological development and a list of the most important science-intensive technologies. The first on this list is the area of "Technologies for creating highly efficient systems for generating, distributing and storing energy (including nuclear energy)." To develop them, the national project "New Nuclear and Energy Technologies" is being implemented since 2025.

"In order for our country to continue making breakthroughs in the field of nuclear technologies, it is important to continue to ensure a high level of personnel training. Today, almost 10 thousand students are studying in Russian universities and colleges in programs related to the nuclear industry. This year alone, almost 2.5 thousand budget places were established for them," he said.

The training of qualified specialists for the nuclear industry is also carried out within the framework of 4 advanced engineering schools and 12 clusters of the federal project "Professionalism" of the national project "Youth and Children".

In addition, universities, together with industrial partners, create scientific projects and developments. For example, within the framework of the Priority-2030 program, the National Research Nuclear University MEPhI is implementing the strategic technological project "Nuclear Technologies and New Materials". Within its framework, the development of the kilojoule energy laser installation "ELF" (Experimental Laser-Physical Installation) was launched in July.

Also, Rosatom State Corporation together with the advanced engineering school of the Nizhny Novgorod State Technical University named after R.E. Alekseev launched the first industry engineering and design school "Young Designer". It was created to train specialists in the nuclear industry. The project is focused on mastering the latest technologies and systems of operation of modern industrial complexes.

Dear friends!

Congratulations to the workers and veterans of the nuclear industry on the 80th anniversary of the Russian nuclear industry!

For eight decades, the nuclear industry has been the pride of domestic science and engineering. It is not only a reliable foundation for ensuring security, sovereignty, and socio-economic development of our country, but also a solid foundation for technological leadership, a source of inspiration and creativity for our scientists, researchers, and innovators.

We are rightfully proud that it was our country that became the birthplace of peaceful nuclear energy, which opened a new chapter in the energy industry and became the beginning of the development of a new industry.

Today, nuclear power supplies almost a fifth of Russia's electricity demand. Nuclear power plants supply light and heat to homes, schools, hospitals, and industrial enterprises from Kaliningrad to the Kola Peninsula and Chukotka.

Due to its reliability and efficiency, Russian nuclear technologies have enormous export potential. Russia is a driving force in the creation of new unique technologies in the nuclear industry and continues to expand its presence in the international market of nuclear and related technologies.

The accumulated experience of outstanding Russian scientists, a powerful scientific and technical base, an unconventional creative approach, and the enthusiasm of new generations of nuclear scientists have allowed us to be one step ahead all these years, set trends, create new directions in nuclear energy, confidently look to the future and move forward.

I wish all veterans and workers of the nuclear industry good health, new successes, discoveries and victories for the benefit of Russia!

The meeting of the organizing committee for the preparation and holding of the celebration of the 600th anniversary of the founding of the first monastic settlement on the Solovetsky Archipelago was held by His Holiness Patriarch Kirill of Moscow and All Rus' and Deputy Prime Minister of Russia Dmitry Chernyshenko. The 600th anniversary of the founding of the first monastic settlement on Solovki will be celebrated in 2029.

The meeting was held in the Hospital (Treasury) building of the Transfiguration Solovetsky Stavropegic Monastery during the annual forum in memory of Saint Philip as part of the Patriarch’s visit, timed to coincide with the celebrations of the day of remembrance of Saints Zosima, Savvaty and Herman of Solovetsky.

Representatives of federal authorities, the Governor of the Arkhangelsk Region Alexander Tsybulsky and members of the regional government, representatives of the Russian Orthodox Church, the Foundation for the Preservation and Development of the Solovetsky Archipelago, public and religious associations, various departments and structures took part in the work of the council.

In his welcoming speech, Patriarch Kirill noted that Solovki is one of those places where the strength of the people’s spirit is especially recognized.

“Thanks to this power, even in the most terrible years of hard times, the great monastery was preserved and became a refuge for Orthodox people,” noted the Primate of the Russian Orthodox Church.

He also added that, given the enormous cultural, spiritual and historical significance of Solovki, it is necessary to combine all efforts to solve the problems that exist on the islands.

“Our goal is to completely restore the priority objects of the Solovki architectural ensemble by 2029,” the Patriarch added, emphasizing that large-scale work is already underway to preserve this great heritage.

The Foundation for the Preservation and Development of the Solovetsky Archipelago, created in 2018 on the initiative of the Russian Orthodox Church, also plays an active role in preparing for the anniversary celebration.

In addition, the foundation's board of trustees is empowered to coordinate activities to preserve and develop the archipelago. Its co-chairman is Deputy Prime Minister Dmitry Chernyshenko.

The Deputy Prime Minister noted that the organizing committee was formed by the Government in accordance with the decree of President Vladimir Putin.

"For the Government, preparations for the celebration of the 600th anniversary of the founding of the first monastic settlement on the Solovetsky Archipelago are one of the priority areas. Issues of preserving and developing this archipelago are under the personal control of Chairman Mikhail Vladimirovich Mishustin," he said.

Dmitry Chernyshenko noted that two years ago a headquarters for the preservation and development of the Solovetsky Archipelago was created. In addition, a video monitoring group was organized to monitor the situation at all sites.

"To implement the events on Solovki within the established deadlines, the Government allocated additional funds from the federal budget for the construction and reconstruction of infrastructure facilities in the settlement of Solovetsky. The construction of a modern waste management complex was completed. Today we checked the progress of work on the construction of a technological pier and the reconstruction of the passenger pier "Tamarin". Contracts have been concluded for the water supply systems and sewerage networks of the settlement of Solovetsky. The restoration of cultural heritage sites is proceeding according to plan," said Dmitry Chernyshenko.

The Governor of the Arkhangelsk Region, Alexander Tsybulsky, provided information about the events that the Arkhangelsk Region Government is implementing on the archipelago.

He noted that the upcoming celebration of the 600th anniversary of the monastic development of the Solovetsky Islands is a milestone, and preparations for the significant date can be regarded as a task of national importance.

"Only by joint efforts can we preserve the greatness of Solovki and ensure its development for future generations. That is why the unification of the Russian Orthodox Church, government bodies, public and cultural organizations has become a solid foundation for our work," said the head of the region.

As the governor reported, construction of a district hospital and an airport building are already being completed on Solovki, and engineering infrastructure facilities are being improved.

In the near future, the renovations will also affect the education sector: in accordance with the decisions of the headquarters for the preservation and development of the Solovetsky Archipelago, the government of the Arkhangelsk region has worked out issues of carrying out major repairs to the buildings of the Solovetsky secondary school and kindergarten.

In addition, in 2024, a Strategy for the Development of Pilgrimage and Tourism on the Territory of the Solovetsky Archipelago until 2035 was developed, which takes into account the maximum anthropogenic load and is aimed at developing tourism while respecting the spiritual and natural heritage of the islands.

The brand book of the Solovetsky Archipelago has been developed and the development of a single digital resource – the “My Solovki” website – is nearing completion.

"We are building a comprehensive system for the preservation and development of Solovki – from engineering and social infrastructure to the tourist and cultural environment," noted Alexander Tsybulsky. "All this will allow us to celebrate the anniversary date with dignity, preserving the uniqueness of the archipelago and making it more open to pilgrims and guests."

The decree on holding events dedicated to the most important milestone in the history of not only the Orthodox Russian North, but all of Russia, was signed by Russian President Vladimir Putin in 2024.

Events to celebrate the 600th anniversary of the founding of the first monastic settlement on Solovki will begin in 2027. Preparations include infrastructure changes on the archipelago, as well as the organization of a whole range of memorial, cultural and Orthodox events.

Marat Khusnullin: Road network renewal programs allow for the accelerated integration of Donbass and Novorossiya into the all-Russian space.

Restoration of the roads of the reunited regions stimulates the development of their economic ties with each other and with other entities, tourist routes, thereby contributing to the formation of a common road framework of the country. Work on the sites is carried out in accordance with the developed and approved programs. For example, the state company "Avtodor" has completed 80% of the work planned for the current year on the highways in the DPR, LPR, Kherson and Zaporizhia regions. This was reported by Deputy Prime Minister Marat Khusnullin.

"All work in the reunited regions is carried out according to programs that allow us to clearly formulate plans, monitor the pace of their implementation and promptly adjust them so that residents, tourists and businesses receive updated infrastructure as quickly as possible. For example, Avtodor in the Zaporizhia region has fulfilled the plan for laying asphalt concrete by 85%, on the roads of the Kherson region – by more than 95%, and in the LPR and DPR – on 70% of the highways. In parallel, work is underway on 11 artificial structures in four regions," the Deputy Prime Minister said.

In total, the state company will restore more than 700 km of highways in Donbass and Novorossiya this year.

"Asphalt laying has already been completed on many road sections. However, we are not slowing down; at certain sites, the construction of sidewalks, bus stops, barrier fencing, and restoration of artificial structures is already in full swing. At the peak, we have more than 1.5 thousand people involved. Our main task is to restore the road infrastructure to key settlements in Donbass and Novorossiya," said Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor.

The mechanisms of infrastructure budget and special treasury loans are designed to improve the quality of life of citizens and change the appearance of settlements for the better. During their operation, more than 720 objects and events have been completed in 71 regions of Russia using budget loans. This was reported by Deputy Prime Minister Marat Khusnullin.

"The budget loan program, which has been used in Russia since 2022, allows regions to update transport, utilities and social infrastructure. Thanks to favorable conditions – a low rate of 3% and a long loan term (15 years) – the subjects get the opportunity to implement projects that are important for citizens without a heavy debt burden. IBC and SKK help not only to create modern roads, housing and communal services facilities, hospitals and kindergartens, but also to develop regions as a whole. In total, 723 facilities and events important for residents in 71 regions have been completed with the involvement of IBC and SKK funds. In addition, 8,152 units of public transport have been updated. This year, work on infrastructure development will continue both on previously planned facilities within the framework of IBC and SKK, and with the involvement of treasury infrastructure loans," said Marat Khusnullin.

The Deputy Prime Minister noted that, thanks to the work performed, budget loans since 2022 have contributed to attracting over 3.7 trillion rubles of extra-budgetary investments to the regions, creating 44 thousand jobs, and commissioning 32.9 million square meters of housing. Among the leading regions are the Republic of Tatarstan (3.88 million square meters), St. Petersburg (3.43 million square meters), and Sverdlovsk Oblast (2.54 million square meters).

"Much attention is paid to the modernization of housing and communal infrastructure facilities. Since 2022, thanks to the budget loan program, 398 housing and communal facilities have been commissioned, as well as more than 1,440 km of utility networks. The country's road infrastructure is also being updated. 514 km of roads have already been built and repaired – these are both major highways and street and road networks in residential areas," emphasized First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin.

Among the completed projects, for example, is the Western Chord road from A-280 Rostov-on-Don – Taganrog to the bridge over the Don River on the Western Bypass with a total length of 10.6 km, a school complex for 1.2 thousand students with an additional education block in Yekaterinburg, and many others.

"Within the framework of the IBC program, work continues on 476 objects and events in 76 regions, and within the SKK program, on 239 objects and events in 40 regions. Among them are the design and construction of the Chirkey-Makhachkala-Kaspiysk main water pipeline in the Republic of Dagestan, the reconstruction of the Apatity-Kirovsk highway in the Murmansk region, and the reconstruction of sewage treatment facilities in the Moscow region. In addition, another 174 new buses, trolleybuses, trams, and MCD trains are planned for delivery to Moscow, the Vologda, Tambov, and Chelyabinsk regions," said Vasily Kupyzin, General Director of the Territorial Development Fund.

The Ministry of Construction is the curator of the budget loan program, and the operator is the Territorial Development Fund.

The Mashuk Knowledge Center, located in Pyatigorsk, celebrates its third anniversary on August 20. During this time, it has become a key federal platform for training teachers, mentors, lecturers, managers, parents and representatives of youth communities. The center's original programs are especially popular with the audience, breaking records for the number of applications from participants. The flagships in this area are the educational intensives "Pedagogical Council", "Parents' Academy" and "Curatorship Academy".

"The day before, in his greeting to the participants of the All-Russian Pedagogical Congress, our President Vladimir Putin noted that it is important to surround teachers and lecturers with the attention they deserve. A number of measures of the national project "Youth and Children" are aimed at supporting them and developing the education system. One of the significant areas is the work of the Mashuk Knowledge Center. Over three years, its team has organized more than 370 educational programs in popular areas of training. They were attended by more than 45 thousand students from 89 regions of Russia and 52 countries. I wish the Mashuk center to continue its dynamic development, attract more and more participants and implement projects for the benefit of domestic education," emphasized Deputy Prime Minister Dmitry Chernyshenko.

The work of the Mashuk Knowledge Center began within the framework of the national project “Education”, and is now being developed within the framework of the national project “Youth and Children”.

The Mashuk team is actively implementing the task set by Russian President Vladimir Putin to prepare a new personnel reserve for the education system. In 2024, the Knowledge Center launched the first stream of the higher personnel reserve program for the education system together with the Higher School of Public Administration of the Presidential Academy with the support of the Ministry of Education. Its graduates included 70 participants, including winners of all-Russian professional competitions, honored teachers, and school principals. They developed eight unique projects that passed the expert evaluation of the Ministry of Education. The flagship program made it possible to comprehensively prepare current managers for the existing changes in the education system and create new social elevators. As a result, three participants received promising career offers from federal and regional authorities.

Today, the Knowledge Center combines work in two main areas – training senior officials of the education and enlightenment system and training school principals. The author's program "Director at Height" united 100 heads of educational institutions from 74 regions of the country. The participants have already passed the equator and achieved specific results, which will form the basis for a large-scale study to create a competency profile of a modern school principal. Its team "Mashuka" is implementing in partnership with the Russian Academy of Education.

"In three years, the Knowledge Center has become a unique educational space for the pedagogical community of Russia and other countries. Together with our colleagues from Mashuk, we are implementing a program for the highest personnel reserve, the second stream of which will start in October 2025. Next year, we have planned to launch another important international project – a program for directors of foreign schools. I am confident that the center's initiatives make a real contribution to the development of the education and enlightenment system of our country," said Minister of Education Sergey Kravtsov.

Since September 2024, the Knowledge Center, by order of the President of Russia, has become a federal methodological center for the development of the mentoring institute. The Mashuk team pays special attention to this area, forming a base of best practices for their further analysis and dissemination. Over three years, the center has conducted more than 150 original and partner mentoring programs. Participants had the opportunity to get acquainted with advanced approaches in this area and methodological developments, including the original mentoring model "Beshtau", "Map of the Mentor's Activity", materials "Seven Styles of Mentoring" and "Mentoring as a Management Style". Today, the Mashuk team is developing recommendations for organizers of the mentoring system in secondary and higher educational institutions and a workbook for mentees.

"The Knowledge Center makes a great contribution to the education of the younger generation who love their country and share our traditional values. Over three years of work, the Mashuk team has united more than a thousand leading experts, and the most relevant mentoring practices have been developed here. As an interdepartmental corporate university, the Knowledge Center creates conditions for the exchange of experience and effective interaction between federal and regional authorities. One of our outstanding joint projects is the "Conductors of Meanings" program for training a new generation of leaders and forming unified approaches to the implementation of youth policy. I am sure that together with our friends and partners we will implement many more initiatives that will find a response among young people," said Grigory Gurov, Head of the Federal Agency for Youth Affairs.

The Knowledge Center continues to expand its range of educational products and geographic presence. Over three years, the center has held more than 35 events in the format of "Visiting Mashuk", organizing programs dedicated to a specific thematic area at the request of the regions. Similar events will be held in Kamchatka and Vladivostok in late summer and autumn 2025.

"The Mashuk Knowledge Center has become a place where new meanings and ideas are born that can change people's lives. It will not be an exaggeration if I say that a community of like-minded people is being formed here, ready to take responsibility for the development and education of the younger generations, and therefore for the future of the country. Since 2022, tens of thousands of people have completed the educational programs of the Knowledge Center. We will continue to work on scaling its activities so that as many people as possible can take advantage of the opportunities of the educational platform. I am sure that Mashuk has many bright projects and significant achievements ahead for the benefit of society and the state," emphasized Maxim Dreval, General Director of the Russian Society "Knowledge".

The Mashuk team helps partner regions implement similar personnel programs "Time of Heroes" for demobilized participants of the SVO. In September 2025, more than 200 representatives of the Arkhangelsk Region, the Lugansk People's Republic, and the Nenets Autonomous Okrug will visit the visiting educational modules in Pyatigorsk for the first time.

"Since its opening, the Knowledge Center has been the flagship for training educational and management personnel who are capable of effectively responding to modern challenges, integrating advanced technologies into the educational process, and raising a new generation of leaders. A professional community of graduates has been created on the basis of the center, which unites more than 45 thousand people. "Mashuk devotees" actively apply the practices and methods they received from us in their home regions to create a developing educational environment. In honor of the third anniversary, we are taking a new big step by launching the "Digital Mashuk" platform. This is our gift to those who cannot attend face-to-face educational programs in Pyatigorsk. By the end of 2025, about 30 thousand students will be able to undergo retraining online. I am sure that thanks to the efforts of the team and the support of partners, we will be able to expand the audience and implement many more exciting projects," said Anton Serikov, General Director of the Mashuk Knowledge Center, Deputy General Director of the Russian Knowledge Society.

The Knowledge Center is actively working on the tasks of the Caucasian macroregion. The Center trains teachers, mentors, and managers for the North Caucasian Federal District, and develops a community of Caucasian scholars to collect comprehensive analytics. The Mashuk team is working to promote information that popularizes the district from the point of view of tourism, recreation, agriculture, development of traditional crafts, as an example of ethnocultural diversity and cohabitation of representatives of different nationalities. All this information is “packed,” including in a game form. In the spring of 2025, the Mashuk team released the board game “Heart of the Caucasus,” which was developed jointly with experts and program participants.
