Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergey Kravtsov spoke about the progress of the admissions campaign in secondary vocational education institutions (SVE).

The acceptance of documents to technical schools and colleges will last until August 15, but already now there is a significant increase in interest among applicants: by July 21, more than 1.7 million applications were submitted, which is 800 thousand more than last year for the same period.

"Training for blue-collar jobs is attracting more and more applicants, and college and technical school graduates are in demand by employers. The number of applications submitted has already increased by 800,000 compared to the same period last year. This is an important result that brings us closer to achieving the goal set by President Vladimir Putin – to train 1 million specialists and skilled workers by 2028," said Dmitry Chernyshenko.

For the third year, college admissions have been 1.2 million people, while six years ago they were 990 thousand people. Thus, today the contingent of secondary vocational education is 3.85 million students.

On the instructions of the Government, since 2025, applications to federal colleges have been submitted via the super service “Online University Admission”. In total, 722 federal higher education institutions implementing SPO programs, including branches, are connected to the super service.

To date, more than 263 thousand applications have been submitted through the super service.

"Already in the first 10 days of the admissions campaign, we have seen a twofold increase in the number of applications compared to last year. Such a growth in interest in SPO clearly confirms the demand for blue-collar jobs among young people and the successful implementation of the tasks set by the President of Russia. The largest number of applications submitted for budget places are observed in Moscow and St. Petersburg, Krasnodar and Perm Krais, Tyumen, Moscow and Novosibirsk Oblasts, and the Republic of Bashkortostan.

The most popular programs among applicants are “Information Systems and Programming” (136 thousand), “Nursing” (104 thousand), “Jurisprudence” (80 thousand), “Tourism and Hospitality” (58 thousand), “General Medicine” (55 thousand), “Economics and Accounting (by Industry)” (39 thousand), “Maintenance and Repair of Motor Vehicles” (37 thousand), “Primary School Teaching” (36 thousand), “Law Enforcement” (35 thousand), “Design (by Industry)” (32 thousand), “Operational Activities in Logistics” (31 thousand), “Construction and Maintenance of Buildings and Structures” (31 thousand).

The government bill on regulating the platform economy has been approved by the State Duma. Given the relevance and timeliness of the bill, the deputies proposed to postpone the date of its entry into force to an earlier date – from October 1, 2026.

"The bill was developed in cooperation with the industry, discussions took place at all key venues. As a result of such careful development, the document retained its concept following consideration in the State Duma. At the same time, a number of provisions were clarified, which made the bill even more targeted. Its task is to protect the rights of sellers and buyers, provide guarantees to market participants and promote further stable development of the platform economy in Russia," Dmitry Grigorenko commented on the results of the consideration of the draft law.

Thus, during the consideration of the draft law, the ban on creating discriminatory conditions for access to platforms was clarified. A ban is introduced for operators of any digital platforms to create discriminatory conditions for persons (both individuals and legal entities) using such a platform. In addition, the law establishes the right of recourse (regression) against the platform operator for platform partners. For example, the seller compensated the buyer for damages, but the damage was not caused through his fault. The right of recourse will ensure a fair distribution of responsibility between partners and the platform.

At the suggestion of the deputies, the requirements for the placement of product cards were also revised. If the seller has not posted a link to the certificate of state registration of the product, the platform operator must not allow the card of such a product to be published. This norm supplemented similar requirements for goods subject to mandatory certification, declaration of conformity and labeling, which were already spelled out by the Government in the draft law for the first reading. Platforms will also be required to provide technical functionality to partners to place information on the product card about the possibility of purchasing goods, works, services using an electronic certificate (for example, for the purchase of technical rehabilitation equipment).

After signing the law on regulating the platform economy, the dialogue with the industry and departments will continue. In pursuance of its provisions, the Government will have to prepare 8 by-laws. For example, to approve the rules for maintaining and forming a register of intermediary platforms. Namely, the criteria for the economic significance of platforms and the composition of information for inclusion in the register, the procedure for making changes to the register and excluding from it. Deputy Prime Minister Tatyana Golikova held a regular meeting of the Commission under the President of the Russian Federation on Veterans' Affairs. At present, more than 10.5 thousand participants of the SVO and their family members have applied to the employment service agencies; they have been provided with more than 33 thousand state services in the field of employment assistance, such as job search, career guidance and others.

The largest number of demobilized participants of the SVO are employed in manufacturing, transport, trade, construction and public administration.

A number of measures are envisaged to ensure employment of SVO participants and their family members. Thus, they have the right to receive assistance from employment service agencies in priority training and employment.

An employee participating in the SVO is provided with the retention of his/her job and social and labor guarantees that he/she had before the start of participation in the SVO. A special procedure for taking into account the length of service for the purpose of assigning a pension has been established.

As part of the national project "Personnel" launched on January 1, 2025, professional training is provided to participants of the SVO, as well as their family members. The training is carried out in accordance with the list of 360 professions, positions, and specialties in demand on the labor market approved in February 2025. An information resource for receiving and routing applications for training has been created on the "Work of Russia" portal.

Following the discussion, the following was instructed.

The Russian Ministry of Labor, together with the Social Fund, shall conduct an analysis of cases of employment of demobilized participants of the SVO who have had zero income or income below the minimum wage for a month (or for the last six months), as well as an analysis of the reasons for the current situation in the context of each identified case.

The State Foundation "Defenders of the Fatherland" shall formulate and send to the Ministry of Labor, the Ministry of Education and the Ministry of Science and Higher Education proposals on training aimed at improving the qualifications of SVO participants, with the aim of their employment in jobs (positions, professions) in which SVO participants have expressed a desire to carry out labor activities taking into account the acquired qualifications, as well as proposals on the formation in the subjects of registers of professions in demand among SVO participants.

In order to improve the organization of work on the employment of demobilized participants of the SVO, as well as for the future demobilization of participants of the SVO, the highest executive bodies of the subjects for the training (if necessary) of demobilized participants of the SVO, as well as their subsequent employment, should study the issue of the adequacy of the personnel potential of employment services to support the process of employment of demobilized participants of the SVO, and also conduct an analysis of the availability of vacant (reserved, planned for creation) jobs for the employment of this category of citizens.

The highest executive bodies of the constituent entities are recommended to strengthen their work on the employment of SVO participants, including SVO disabled persons, as well as their family members, using employment services (the "one-stop shop" principle, personal career consultant), the unified digital platform "Work of Russia", and to ensure continuous monitoring of this work and interaction between interested bodies. As part of a working visit to the Novosibirsk Region, Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko familiarized himself with digital solutions for public administration that have already been implemented in the region.

Novosibirsk Oblast is one of the top ten regions in the digital transformation rating and is actively implementing technologies in various areas. In addition, the region has implemented the Safe City video analytics system, which helps monitor public order and search for offenders. More than 2.6 thousand criminals were detained with the help of the system. Since 2025, the Novosibirsk Region has been actively introducing AI technologies into healthcare: AI is used to interpret X-ray and CT scan data. We try to monitor all developments, but when we approach the stage of large-scale implementation, we look at the expected result – improved quality of services, fundamentally new services for our citizens or a reduction in our labor costs. If we see successful developments, we try to quickly repeat them, but at the same time we can develop our own solutions. In the "Live in the Far East! – Live on Baikal!" zone, visitors to the exhibition will be able to obtain information about the "Far Eastern hectare" and other initiatives. Multimedia screens will present investment projects of the region, including ongoing and promising proposals in the field of tourism, subsoil use and public-private partnership. Key initiatives and opportunities for cooperation within the framework of master plans and integrated development of territories will also be shown.

Innovative technologies and digital solutions will be presented in the "Code of the Future" zone. The space will demonstrate the integration of modern technologies into the development of the region. The exhibition will include innovative projects in the field of biotechnology, processing of medicinal herbs and digital solutions for the management of natural resources and tourism infrastructure.

In addition, the second pavilion of the regional exposition will house a gallery of artisans with a variety of folk art and crafts, as well as factories and plants producing ethnic-style products with the theme of Lake Baikal from natural materials. The tasting area will introduce guests to the variety of flavors of locally produced products. A presentation of goods made by local manufacturers and presented on popular marketplaces is also expected.

The exhibition "Made in Buryatia" will be significantly expanded. And on the second floor of the regional pavilion there will be an art gallery organized by the National Museum of the Republic of Buryatia.

In the outdoor part of the exhibition, the flagship of the republic's industry, the Ulan-Ude Aviation Plant, will present a model of the Ka-226T helicopter. Also planned on the site are performances by artists of the Baikal Song and Dance Theatre, the musical project "That's How Buryatia Sounds" and the ethno group "Daida". In addition, the national orchestra will introduce guests of the pavilion to the music of nomads and the endless picturesque Buryat steppes, and artists of the Zabava Theatre will introduce them to the traditions of the Transbaikal Cossacks.

The 10th Eastern Economic Forum will be held on September 3–6 at the campus of the Far Eastern Federal University in Vladivostok. The key objects of the Blagoveshchensk master plan are located in the central part of the city on the Golden Mile section of the Amur embankment, which includes the House of Russian-Chinese Friendship, a cross-border cable car, an international congress and exhibition center, a premium hotel complex, the Fountain Alley, the Amur Dino Park and other objects.

The entire territory of the Golden Mile is reclaimed and was formed as a result of the implementation of a large-scale project for coastal protection and improvement of the embankment of the city of Blagoveshchensk (implemented in the period from 2013 to 2024 on 10 sites, which are grouped into 3 key clusters – Golden Mile, Silver Mile and Cote d'Azur).

The project was created using funds from a single subsidy, the regional budget and with the participation of partners (SBER). Within the framework of the project, the largest fountain complex in Eurasia was created, the House of Russian-Chinese Friendship with an observation deck, a dino park were built, and the central square of Blagoveshchensk was landscaped.

The House of Russian-Chinese Friendship is a separate building with a complex architectural elliptical shape with variable number of storeys and a protruding cornice-spoiler. The area of the object is 6.3 thousand square meters, 2 floors, the roof of the building serves as an observation deck. Finishing works are currently underway at the object, completion is scheduled for September 2025.

The cross-border cableway across the Amur River between the cities of Blagoveshchensk (Russia) and Heihe (China) is the world's first cableway between two countries, Russia and China, and opens up great prospects for the development of international tourism and business. The cableway is being built under an intergovernmental agreement signed on September 3, 2015. The construction period is 2019–2025, with commissioning scheduled for May 2026. Technical readiness as of July 2025 is 80%.

The length of the cable car is 976 meters, it consists of two independent lines with two cabins with a capacity of up to 110 people each, the throughput capacity is 6.8 thousand people per day in each direction, the throughput capacity of the checkpoint across the state border is up to 2.5 million people per year (in both directions).

On the Russian side, a four-level passenger terminal with a total area of 26 thousand square meters is being built to accommodate the cable car terminal station, a platform and technological equipment, a checkpoint across the state border, a duty-free shop, restaurants, shopping and entertainment facilities. Commissioning is scheduled for May 2026.

The construction of a multifunctional congress and exhibition center is included in the long-term plan for the comprehensive socio-economic development of Blagoveshchensk for the period up to 2030. The planned start date for construction is the first quarter of 2026, and the completion of work is 2028. International events will be held here (the Russian-Chinese Economic Forum "AmurExpo", congresses, concerts, exhibitions), a center for Russian-Chinese business cooperation will be created, and a permanent export fair of Russian goods (from food to industrial equipment) for foreign guests will be organized.

The construction of five-star hotels is planned on the territory adjacent to the cross-border cableway under construction, in the immediate vicinity of the planned international congress and exhibition center.

The Alley of Fountains is the largest fountain complex in Eurasia, which has become the new calling card of the capital of the Amur Region. It is a pedestrian fountain with an area of 3 thousand square meters with a fogging system and 2114 jets. It was put into operation in May 2024.

In the evening, the fountain jets "dance" to music, being painted in different colors thanks to the spotlights installed next to the nozzles. Spectators can see "swan wings", "hearts", and other water figures.

The Amur Dinopark is an immersive area that will feature more than 20 exhibits, such as animatronic dinosaurs in jungle-like interiors. Finishing work is currently underway in the new building, with completion scheduled for May 2026.
