Beijing, December 10 (Xinhua) — During the 15th Five-Year Plan period (2026-2030), China's retail sector will be a key focus for building a complete domestic demand system, while also guiding the sector toward a quality- and service-driven development model to achieve high-quality growth, Vice Minister of Commerce Sheng Qiuping announced on Tuesday.

He said the retail sector plays a key role in stimulating consumption and ensuring a sustainable economic recovery, but it still needs further improvements in areas such as store location, matching supply and demand, and ensuring a balance between online and offline formats.

Companies in this sector must win over consumers with high-quality products and services, promoting best practices and the experience of enterprises such as Pandonglai, a popular chain of supermarkets, shopping malls and cinemas, to accelerate transformation and modernization, the deputy minister said.

He stated the need for additional increased attention to lower-tier markets and the introduction of new formats, models, and business scenarios there that help unlock consumer potential.

The Deputy Minister also spoke in favor of deeper integration of online and offline consumption, as well as fully utilizing the market's decisive role in resource allocation.

Since the start of the 14th Five-Year Plan (2021-2025), the retail sector has made a significant contribution to stimulating consumption and investment in China. By the end of 2024, the country's retail sales of consumer goods increased by 3.5 percent compared to 2023. -0-

BEIJING, Dec. 10 (Xinhua) — The Asian Development Bank (ADB) on Wednesday raised its 2025 economic growth forecast for China by 0.1 percentage point, citing robust export growth and steady fiscal policy efforts in the world's second-largest economy.

Developing economies in the Asia-Pacific region are expected to grow by 5.1 percent in 2025, up from 4.8 percent forecast in September, according to the Asian Development Bank's latest report, Asian Development Outlook 2025.

“Despite unprecedented uncertainty clouding the global trade environment, Asia Pacific’s strong economic fundamentals are supporting resilient exports and stable growth in the region,” said ADB Chief Economist Albert Park. -0-

UNITED NATIONS, Dec. 9 (Xinhua) — UN Secretary-General Antonio Guterres on Tuesday called on member states to contribute to the Central Emergency Response Fund (CERF) to "keep hope alive for the millions of people who depend on us."

“We meet at very difficult times,” when humanitarian needs are growing and crises are multiplying, Mr. Guterres said in his speech at a high-level fundraising event for CERF in 2026.

While CERF is the world body's flexible first-aid fund, the humanitarian system's reserves are "being depleted," he said.

Since 2006, CERF has provided nearly $10 billion in life-saving assistance to more than 100 countries, working with more than 20 UN agencies and hundreds of partners, reaching tens of millions of people each year, the UN chief said.

This year alone, CERF has allocated nearly $110 million to neglected and underfunded emergencies, from Afghanistan to Somalia and beyond, he said.

The Fund sprang into action as soon as humanitarian access to Gaza was opened and helped scale up aid for 2.5 million people in Sudan, he said, adding that as Hurricane Melissa approached the Caribbean, the Fund helped countries take early action by providing funds, evacuation assistance and essential supplies, giving families invaluable time before the storm arrived.

But today, the humanitarian system faces its most serious test, the UN Secretary-General warned, adding that “across the system, we are trying to make the most effective use of every dollar.”

Donor contributions have fallen sharply in 2025, he said, with projected contributions this year being the lowest since 2015.

“This is a moment when we are being asked to do more and more with less and less resources,” said Guterres, calling on Member States to reach the $1 billion target for the CERF, approved by the UN General Assembly, and to ensure predictability of humanitarian funding for the coming years. –0–

URUMQI, December 10 (Xinhua) — As of December 9, the number of border crossings at the airport in Urumqi, northwest China's Xinjiang Uygur Autonomous Region, has exceeded 1.05 million, reaching a new all-time high. This figure is projected to reach 1.15 million by the end of 2025.

According to the customs service at Urumqi's Tianshan International Airport, China's introduction of a number of visa-free measures has made it easier for foreign tourists to enter the country for tourism, visiting family and friends, and receiving tax refunds on purchases. The popularity of the "China Travel" trend continues to grow. Passenger traffic at Tianshan Airport, an important aviation hub in Xinjiang, continues to grow.

"This is my second time in Xinjiang, China, since I was here three years ago. The international airport has changed a lot, and customs procedures have become very convenient," said a Kazakhstani passenger who flew into Urumqi from Almaty.

Zhang Weijie, Deputy Director of Customs at Tianshan Airport, reported that since the beginning of this year, customs has been collaborating with a number of airlines to promote the expansion of international passenger routes and increase the potential of the air transport sector. Currently, the Urumqi airport checkpoint connects 28 cities in 20 countries.

NSU students have created an interactive service for audience engagement at public events.

Students Institute of Intelligent Robotics of Novosibirsk State University Nikita Zelenkov and Ilya Trushkin have developed an innovative system for interactively engaging participants at in-person events. Their project allows users to submit their photos via a Telegram bot, which, after moderation, are displayed on event screens, increasing audience engagement.

"This isn't just a photo display, but a way to draw attention to the stage and create dynamic interaction with the participants," noted Nikita Zelenkov. He added that the technology had already been successfully used at the Science Picnic held by NSU on September 1, with manual moderation.

The new development is fundamentally different from existing solutions, as it is a universal service for any event, rather than a custom project for a single occasion.

"We're the first to offer a mass service that can be used at sporting events, concerts, and youth events," emphasized Nikita Zelenkov.

The system simultaneously processes the photo queue, ensuring a smooth display of images. Currently, moderation is performed manually, but the team plans to implement an automated platform that will filter content for compliance with the law and the event's theme.

"The system will automatically filter out inappropriate photos, without the need for moderators," explained Nikita Zelenkov.

The project is designed to run even on the weakest servers; most of the software was written by the team itself, using some libraries for Telegram integration. The system is ready for deployment at events and is available as a paid service for organizers.

"Organizers pay for installation and launch, and users submit photos through the bot for free," Nikita explained.

The service's key audience is mass events with an active young audience, where a combination of entertainment and interaction is essential. The project team plans to simplify the service's use, allowing organizers to download and configure the program themselves, further automate the application's processes to improve the tool's efficiency, and expand its functionality and scope.

The project team is provided with consulting support by NSU Startup Studio.
