Increased export customs duties on softwood and hardwood lumber (oak, beech, and ash) have been extended for three years, until December 31, 2028. A decree to this effect has been signed.

The decision will maintain restrictions on the export of unprocessed timber, for which sawn timber serves as a "cover product," and ensure a stable supply of raw materials for domestic producers.

Increased rates apply to the export of certain types of timber with a moisture content greater than 22% and a thickness and width greater than 10 cm. Export duties on softwood timber are €200 per cubic meter, beech timber – €250, ash timber – €300, and oak timber – €370.

The export tax on softwood lumber will be 10%, but not less than 13 euros per cubic meter; on oak lumber, 10%, but not less than 15 euros per cubic meter; and on beech and ash lumber, 10%, but not less than 50 euros per cubic meter.

Such restrictions on the export of timber have been in effect since 2022.

The document will be published.

The government is launching the national project "Technological Support for the Bioeconomy." The national project's datasheet and the federal projects it comprises have been approved by the Presidium of the Presidential Council for Strategic Development and National Projects.

The new national project is comprehensive. Commenting on this issue at an industry strategic session, Prime Minister Mikhail Mishustin noted that "Bioeconomics" will form the foundation for several areas, including chemistry, food processing, energy, medicine, ecology, and agriculture.

"By 2030, we intend to increase the level of technological independence for bioeconomy products to 40%. We plan to increase bioeconomy production by 96%, and raise the share of domestic biotech products in consumption to 55%. We will also increase the number of companies involved in training, retraining, and professional development of bioeconomy personnel. All companies in the industry must participate in this work. Our goals are quite ambitious, but our industry also has significant potential today. By working together with businesses and the scientific community, we will definitely achieve our goals," noted First Deputy Prime Minister Denis Manturov.

The national project will include three core federal projects: "Organization of Production and Promotion of Sales of Bioeconomy Products," "Scientific and Technological Support for the Development of the Bioeconomy," and "Analytical, Methodological, and Personnel Support for the Bioeconomy."

The key objective of the national project is to consolidate efforts, capacities, and resources, and create competitive enterprises, including through the modernization of existing ones.

Order No. 4146-r of December 29, 2025

Document

Order No. 4146-r of December 29, 2025

The deadline for paying contributions to the personal liability fund has been extended for outbound tour operators. The signed order moves it from January 15 to April 15, 2026.

This decision is aimed at maintaining the financial stability of the tourism industry amid temporary restrictions caused by the geopolitical situation. It will not affect the level of protection of tourists' rights. The freed-up funds will be used, among other things, to refund tourists who paid for trips to countries with restrictions due to security threats.

By law, outbound tour operators must pay their contributions to the personal liability fund in equal installments no later than the 15th of each month following the previous calendar quarter. The government also made decisions to postpone these deadlines in 2021, 2022, and 2025 due to the threat of the spread of the coronavirus and, subsequently, external sanctions.

Ankara, December 31 (Xinhua) — Turkey has introduced a visa-free entry regime for Chinese citizens holding regular passports and entering for tourism and transit purposes. This was announced in a decree issued by Turkish President Recep Tayyip Erdogan and published in the government gazette on Wednesday.

Under the new rules, Chinese travelers will be exempt from visa requirements for stays of up to 90 days within any 180-day period. This regime will take effect on January 2, 2026.

This move is aimed at strengthening trade and tourism between the two countries. The visa waiver follows a significant increase in arrivals from China, which has become one of Turkey's fastest-growing tourism markets.

According to Turkish official data, the number of Chinese tourists visiting Turkey increased by 65.1 percent year-on-year in 2024, reaching approximately 410,000. This was driven by improved air travel and growing interest in the country's cultural heritage sites.

Beijing, December 31 (Xinhua) — Three mandatory national standards limiting fuel consumption for passenger cars and light commercial vehicles will take effect in China on January 1, 2026, the State Administration for Market Regulation announced.

The new rules set stricter energy efficiency targets for vehicles for the 15th Five-Year Plan period (2026-2030).

Fuel consumption standards for conventional and hybrid passenger cars have been reduced by approximately 18 percent compared to the previous version. For example, for models with automatic transmissions and weighing approximately 1.5 tons, the new standard requires fuel consumption to not exceed 7.74 liters per 100 km.

To achieve international best-in-class performance, the average fuel consumption target for corporate passenger cars by 2030 has been reduced by approximately 48 percent and set at 3.3 liters per 100 km. Notably, the calculations will include the energy consumption of fully electric vehicles and plug-in hybrids.

For light commercial vehicles, the fuel consumption limit has been reduced by 10 percent overall. For example, for a gasoline-powered truck weighing approximately 2 tons, the new standard requires fuel consumption to not exceed 9.13 liters per 100 km.

For the first time, the standards set average fuel consumption targets for corporate light commercial vehicles. For example, for gasoline-powered trucks, the 2030 target is an average of 5.7 liters per 100 km, which is in line with the best international standards.

These measures are expected to encourage businesses to continually upgrade and improve energy-saving technologies in vehicles, allowing consumers to buy more fuel-efficient vehicles and promoting low-carbon, eco-friendly travel.

JERUSALEM, December 31 (Xinhua) — The Israel Defense Forces (IDF) said on Wednesday that it carried out 20,900 attacks in the Middle East in 2025, mainly in the Gaza Strip, Iran, Syria and Lebanon.

Throughout the year, Israel continued to wage war in several theaters, necessitating the mobilization of additional units. According to data released by the IDF at the end of the year, approximately 306,830 reservists were called up, including 54,000 previously released from service.

In the Gaza Strip, where a ceasefire went into effect on October 10, Israeli forces carried out some 19,530 attacks, the IDF said.

According to the Gaza Health Authority, at least 415 people have been killed and 1,152 injured in Israeli attacks since October 11. In total, 71,269 people have been killed by Israeli shelling since October 2023.

On June 13, Israel launched a 12-day military campaign against Iran, during which the two countries exchanged missile strikes, marking a sharp escalation of the conflict after years of covert and proxy warfare.

The IDF recalled that it attacked approximately 1,500 targets in Iran and killed 11 Iranian nuclear scientists and 30 high-ranking officials, including the commander-in-chief of the Islamic Revolutionary Guard Corps, Hossein Salami, and the chief of the general staff of the Iranian Armed Forces, Mohammad Bagheri.

The IDF's Northern Command carried out some 950 attacks, mostly in southern Lebanon, where Israel claims it is targeting Hezbollah targets despite a ceasefire, and in Syria, where Israeli forces entered Syrian territory atop Mount Hermon in late 2024, followed by frequent air and ground strikes. –0–

BEIJING, Dec. 31 (Xinhua) — Chinese Foreign Minister Wang Yi said Wednesday that the Chinese side attaches great importance to and welcomes the visit of South Korean President Lee Jae-myung to China.

Wang Yi, who is also a member of the Politburo of the CPC Central Committee, made the statement during a telephone conversation with South Korean Foreign Minister Cho Hyun, which took place at the initiative of the South Korean side.

The Chinese Foreign Minister noted that, under the strategic guidance of the two heads of state, relations between China and the Republic of Korea have overcome a difficult period, returned to the right track, and are demonstrating sustainable positive development momentum. He expressed confidence that, thanks to the joint efforts of both sides, President Lee Jae-myung's upcoming visit will contribute to new progress in the China-South Korea strategic cooperation and partnership.

Recalling that this year marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression, Wang Yi expressed hope that, in the face of attempts by certain political forces in Japan to change the course of history and whitewash the crimes of aggression and colonialism, the ROK will maintain a responsible attitude toward history and its people, take the right stance, and uphold international justice, including maintaining its commitment to the one-China principle on the Taiwan issue.

Cho Hyun, for his part, stated that Lee Je Myung places particular emphasis on cooperation with China and is determined to develop strategic cooperation and partnership between the two countries.

The Republic of Korea is ready to work closely with the Chinese side to ensure the success of President Lee Zhe-meng's visit to China, he emphasized, adding that the country's commitment to the one-China principle remains unchanged. –0–

Beijing, December 31 (Xinhua) — Several dozen countries have expressed support for China in various forms following its new retaliatory measures and military exercises related to the situation in the Chinese region of Taiwan. China highly appreciates these countries' firm support, Chinese Foreign Ministry spokesperson Lin Jian said on Wednesday.

China has reportedly recently taken reciprocal and edifying measures on Taiwan-related issues. Following People's Liberation Army exercises near Taiwan, numerous countries, including Russia, Cuba, Serbia, Venezuela, Zimbabwe, and Pakistan, expressed their support for China.

Answering a question on the matter at a regular press briefing, Lin Jian said these countries reaffirmed their firm commitment to the one-China principle, opposed external interference in China's internal affairs, and expressed support for China's efforts to safeguard its sovereignty and territorial integrity.

"In particular, they emphasized that Taiwan is an inalienable part of Chinese territory, the Taiwan question is China's internal affair, and separatist activities aimed at achieving 'Taiwan independence' in any form must be rejected. We highly appreciate the firm support of these countries," the Chinese diplomat noted.

"We reiterate that China will never waver in its determination to safeguard national sovereignty, security, and territorial integrity. China will never waver in its resolve to uphold national reunification and the country's interests. China will never waver in its resolve to prevent separatists advocating 'Taiwan independence' from colluding with external forces and destabilizing the situation in the Taiwan Strait," he stated.

Anyone who crosses the line or makes provocations regarding the Taiwan issue will face a decisive response from China, Lin Jian stressed, adding that all attempts to obstruct China's reunification will inevitably fail.
