Damascus, January 20 (Xinhua) — The Syrian Ministry of Defense on Tuesday announced a four-day ceasefire in all operational areas, effective at 8:00 p.m. local time. This measure is part of efforts to uphold the recently reached agreements between Damascus and the Syrian Democratic Forces (SDF).

In a statement released by state media, the ministry said the ceasefire was declared in accordance with agreements reached with the SDF and as part of national efforts to maintain security and stability.

The decision comes amid ongoing talks between Syria's interim authorities and the Kurdish-led SDF over administrative and military integration in the country's northeast, particularly in Hasakah province, following weeks of heightened tensions and sporadic clashes.

Yerevan, January 20 /Xinhua/ — The agreement between Armenia and Azerbaijan, signed by the heads of state on August 8, 2025, in Washington, makes a military escalation in 2026 virtually impossible, according to a report by the Foreign Intelligence Service of Armenia, published on Tuesday by the state news agency Armenpress.

"Following intensive high-level bilateral negotiations in 2025, as well as the signing of the Washington Declaration and the Agreement on the Establishment of Peace and Interstate Relations on August 8, the likelihood of military escalation has significantly decreased, and the likelihood of a peaceful settlement has increased. Based on a comprehensive analysis of the aforementioned and related processes and data, we consider a military escalation of varying magnitude between Armenia and Azerbaijan, driven by military-political intentions, to be virtually unlikely in 2026. We also consider localized actions or incidents not driven by military-political intentions to be unlikely," the report notes.

The authors of the document believe that 2026 will likely see further progress in the process of delimitation and demarcation of the borders between Armenia and Azerbaijan, the implementation of bilateral trade and economic initiatives, the establishment of dialogue between societies, and humanitarian and other issues.

“If regional infrastructures are unblocked, progress will likely be recorded in processes already underway, and initiatives to develop Armenia’s bilateral ties with its neighbors will become an incentive for the implementation of larger-scale regional economic projects,” the report states. –0–

Minsk, January 20 (Xinhua) — A joint action plan for 2026 to implement the UN-Belarus Sustainable Development Cooperation Framework for 2026-2030 was signed in Minsk on Tuesday. The document was signed by Belarusian Foreign Minister Maxim Ryzhenkov and UN Resident Coordinator in Belarus Rasul Bagirov. The press service of the Belarusian Foreign Ministry published the corresponding information.

According to M. Ryzhenkov, the Belarusian side is firmly committed to implementing the entire range of proposed measures. He noted that the cooperation program for 2026 outlines 24 events, double the number of last year's.

"The plan demonstrates that cooperation between Belarus and the UN is systemic. We are committed to jointly implementing the entire range of measures adopted and our plans," Belta news agency quoted the minister as saying.

M. Ryzhenkov noted that the country is undertaking extensive work to implement UN-related documents and agreements, and is holding numerous diverse events to systematically promote UN principles and ideals in society.

The Framework Program is a strategically aligned roadmap that is fully aligned with Belarus's national priorities. The register of capital construction projects for 2026–2028, part of the state program "Construction," has been signed by the Russian Ministry of Construction. Deputy Prime Minister Marat Khusnullin announced this.

"One of our most important tasks is the systematic development of infrastructure and improving the quality of life for citizens. The register of capital construction projects is focused on this, among other things. It is based on socially significant projects: the construction and reconstruction of highways, the creation of new healthcare and education capacities, and the introduction of modern cultural and sports facilities. By 2026, the register is planned to cover more than 1,000 targeted facilities and events. Funding will be provided through 34 state programs and five non-program areas," said Marat Khusnullin.

The largest number of projects in the upcoming three-year cycle—over 300—are planned under the "Transport System Development" program. This includes the construction and reconstruction of highways, bridges, and railway infrastructure.

A significant amount of work is also planned in other key areas: over 140 targeted projects in scientific and technological development, approximately 100 in healthcare, approximately 50 in culture, and approximately 40 in education. A separate, important block includes approximately 90 targeted projects under the Crimea and Sevastopol development program.

The registry was compiled as part of the preparation of the federal budget for 2026–2028, in collaboration with responsible executors of state programs and chief administrators of budget funds.

"The priority in compiling the register, as before, is the timely commissioning of facilities. All ongoing projects have been secured, guaranteeing their completion and the delivery of planned social and infrastructure benefits to citizens. The key criteria for selecting projects were compliance with the instructions of the President of the Russian Federation and the Prime Minister of Russia, reducing the volume of unfinished construction, and prioritizing the completion of ongoing projects," said Deputy Minister of Construction, Housing, and Utilities Yuri Gordeyev.

The Russian Ministry of Construction oversees the comprehensive state program "Construction" and is responsible for coordinating its work starting in 2022.

Authorities are considering a ban on vehicles heavier than 1.5 tons to relieve infrastructure congestion. The main freight traffic could be redirected to the Novorossiya Highway, which is planned for expansion.

Authorities are considering introducing additional restrictions on the Crimean Bridge for vehicles weighing over 1.5 tons. Anatoly Borisenko, head of the Crimean State Traffic Safety Inspectorate, announced this in an interview with Komsomolskaya Pravda. He stated that this measure is aimed at reducing the burden on the infrastructure facility.

If the decision is made, traffic flow toward Dzhankoy along the Novorossiya Highway is expected to increase. This route is planned to be expanded to four lanes in the future to increase its capacity. This is not the first time traffic restrictions have been tightened on the bridge. As a reminder, electric and hybrid vehicles have been banned from crossing the bridge since November 3, 2025. As previously reported, the decision was made on the recommendation of law enforcement agencies for security purposes.

The Krasnodar Krai task force recommends that owners of vehicles subject to restrictions use the route through Taganrog, Mariupol, Melitopol, and Dzhankoy as an alternative. This route is not new to logistics operators: it has previously been proposed for freight transport between Crimea and Kuban, as well as to relieve bridge congestion during the summer tourist season. Therefore, authorities are consistently working to redistribute traffic flows, striving to minimize risks and delays on this key artery.

As a reminder, modern portal-type inspection and screening systems will not be installed on the approaches to the Crimean Bridge in the near future. As Grigory Nazarov, press secretary for the construction department of JSC VAD for the Republic of Crimea, explained, there is simply no space for portal scanners at the existing stationary "Taman" inspection and screening system, located before the bridge exit. They require a separate site, and an interchange is located three hundred meters from the "Taman" inspection and screening system. This significantly complicates the search for a suitable site that meets safety requirements.
