KUNMING, Aug. 15 (Xinhua) — The foreign ministers of China, the Lao People's Democratic Republic, Myanmar and Thailand held an informal meeting in Anning, southwest China's Yunnan Province, on Friday, reaffirming their willingness to help maintain stability in Myanmar and jointly combat cross-border crime.

Chinese Foreign Minister Wang Yi, also a member of the Politburo of the CPC Central Committee, said the situation in Myanmar has generally stabilized since the first quadripartite meeting last year, with post-earthquake reconstruction efforts underway and efforts to safeguard the country's sovereignty, independence and national stability.

Wang Yi called for a "Myanmar-led and Myanmar-focused" approach, supporting the choice of its people and resolving differences through dialogue.

The Chinese Foreign Minister stressed the importance of the Association of Southeast Asian Nations (ASEAN) mediation and assistance from neighboring countries, noting that ASEAN should remain the main channel and fully utilize mechanisms such as the informal meeting of foreign ministers and the meeting of foreign ministers of Myanmar's neighboring countries.

Wang also stressed the need to prioritize people's livelihood and development, support Myanmar in improving citizens' lives, recovering from the earthquake and advancing cooperation in various fields for the sake of the people, while warning that external forces could undermine stability in the region.

Myanmar Foreign Minister Than Swe expressed gratitude to China, Laos and Thailand for their support in addressing the challenges facing the country and reaffirmed his country's commitment to advancing the process of internal peace and national reconciliation through political dialogue. He said the country is actively preparing to hold transparent elections later this year to return power to the people.

Lao Foreign Minister Thongsavan Phomvihane, for his part, said his country supports the political process and elections that are “under Myanmar leadership and in Myanmar’s interests” with the aim of achieving peace, stability and national reconciliation.

Thai Foreign Minister Maris Sangyampongsa said Thailand is ready to work with other ASEAN countries to support and assist Myanmar in holding elections based on the principle of non-interference in its internal affairs.

The foreign ministers of the four countries also exchanged views on joint efforts to combat cross-border crime.

Wang Yi stressed that combating such crimes is related to people's well-being, is a common interest of the four countries and requires coordinated action.

The Chinese Foreign Minister called for strengthening institution building, expanding joint operations and border control, enhancing capacity and coordination in law enforcement and security, and advancing transformational development and improving public governance.

The two sides agreed to deepen cooperation in law enforcement and security, step up the fight against cross-border crime, including online gambling, telecommunications fraud, drug trafficking, arms trafficking and human trafficking, and jointly safeguard peace and stability in the region. –0–

MINSK, Aug. 15 (Xinhua) — The Victory Hall of the Belarusian State Museum of the History of the Great Patriotic War hosted the opening of a photo exhibition titled "Remembering the Past, Creating the Future" dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the victory in the World Anti-Fascist War on Friday. More than 250 representatives of the Belarusian government and public organizations attended the ceremony.

The exhibition features about 70 unique historical and contemporary photographs demonstrating the enormous contribution of the Chinese nation to the victory over fascism, the key role of the Chinese Communist Party in the war of resistance, the touching friendship of the peoples of China and the USSR who fought shoulder to shoulder, as well as the striking results of comprehensive pragmatic cooperation between China and Belarus.

Xinhua News Agency Director General Fu Hua said in a video message that during the World Anti-Fascist War, all the world's forces of justice, including China and the Soviet Union, united in hatred of the common enemy, fought valiantly, shed blood and gave their lives to defend world peace and human progress.

“Today, 80 years later, China and Belarus are inheriting historical friendship, jointly upholding international justice, writing a new chapter in the all-weather comprehensive strategic partnership, promoting sustainable long-term development of interstate relations and mutually beneficial cooperation,” Fu Hua emphasized.

At the opening of the exhibition, First Deputy Prime Minister of Belarus Nikolai Snopkov noted that both the Belarusian and Chinese peoples paid a huge price for the victory over fascism in a terrible war.

"We sacredly honor and carefully preserve the memory of the soldiers, underground fighters and home front workers who brought the common victory closer more than eighty years ago. We remember with gratitude the names of the Chinese underground fighters who fought the fascists in the city of Vitebsk, and we honor the Belarusian heroes who gave their lives in the fight against the Japanese aggressors in the skies and on the soil of China. Their feat will not be forgotten in our countries," said N. Snopkov.

He also noted that this exhibition will allow everyone to discover a new facet of the history of friendship between Belarus and China, which is the basis for successful bilateral cooperation in the international arena and in building a community of shared destiny for humanity.

The Ambassador of the People's Republic of China to Belarus Zhang Wenchuan noted that 80 years ago the Chinese people wrote a heroic page of history with their blood and lives. At that time, the destinies of the Chinese and Belarusian peoples were closely intertwined, supporting each other in the struggle.

"China and Belarus must remain the guardians of the truth about the history of World War II. This war was the bloodiest in human history, and the sacrifices made by our peoples in the name of independence and freedom cannot be erased. No attempt to distort the truth about the war, deny its results or denigrate the contribution of China and Belarus will be accepted by our peoples," Zhang Wenchuan emphasized.

The exhibition was organized by the Chinese Embassy in Belarus, the Minsk Bureau of Xinhua, the Jiangsu Bureau of Xinhua, and China Image Group. The co-organizer was the Belarusian State Museum of the History of the Great Patriotic War and Merlin LLC. The photo exhibition was held with the support of the Nanjing Massacre Memorial Museum. The exhibition will run until September 5. –0–

Marat Khusnullin: Bronze Age burial mounds were found on the M-4 “Don” highway.

Today is Archaeologist Day. During construction work, valuable artifacts from different periods are often discovered. Thus, during the reconstruction of the federal highway M-4 "Don" in the Rostov Region, archaeologists discovered unique archaeological monuments – burial mounds dating back to different periods of the Bronze Age, Deputy Prime Minister Marat Khusnullin reported.

"Research of territories and search of historically important artifacts is a mandatory part of preparation for construction and reconstruction of highways. Before all reconstruction works on the M-4 "Don" highway began, archaeological exploration was conducted from the 933rd to the 1024th km, during which several burial mounds were discovered. Excavations are currently underway on four of them, the largest of which is more than 60 m in diameter. The first results are already impressive: scientists have found burials from all three periods of the Bronze Age, which is about 5 thousand years ago. After examining the remaining burial mounds, of which there are more than 10, all the burials found will be taken away for further scientific processing, and then transferred to the state museum," said Marat Khusnullin.

According to Vyacheslav Petushenko, head of the state company Avtodor, which is carrying out the construction, pit, catacomb and log burials have been discovered on the sites, which correspond to the Bronze Age. "Such archaeological sites provide a unique opportunity to reconstruct the rituals and ideas about the afterlife of ancient tribes. As archaeologists note, it is rare to find a burial mound with burials only from the Bronze Age, and from all its eras," Vyacheslav Petushenko emphasized.

The implementation of a large-scale project to reconstruct the M-4 Don highway from km 933 to km 1024 in the Rostov Region began in May of this year. This section runs through the Kamensky, Krasnosulinsky and Oktyabrsky districts, the city of Kamensk-Shakhtinsky and the city of Shakhty in the Rostov Region. During the reconstruction, builders will have to widen more than 90 km of the M-4 Don road to six lanes, which will ensure comfortable and safe high-speed traffic on this section of the highway.

Commentary by Alexey Overchuk following the meeting of the Eurasian Intergovernmental Council

From the transcript:

Question: What was meant in Mr. Mishustin’s speech when he said that it is necessary to strengthen control over the cost of goods entering the internal market of the EAEU.

A. Overchuk: This is an issue that has been consistently discussed at a number of recent meetings of the Eurasian Intergovernmental Council, including the Council of the Eurasian Economic Commission. It is related to improving customs administration. As you know, we have a common customs contour, a common customs border in the union. And we are working on unifying the requirements for determining customs value, as well as on improving the exchange of information between customs authorities and the union commission.

And yesterday, at a narrow meeting, a report was heard from the minister of the board, who is responsible for customs issues, on the work done.

Question: Today, negotiations also took place with the First Vice President of Iran, Mr. Aref. Could you tell us what topics were discussed?

A. Overchuk: Our traditional themes.

As you know, we have entered into force a Free Trade Agreement with the Islamic Republic of Iran. This is a very important document, since it actually opens up opportunities to trade with zero rates on more than 90% of items. Accordingly, both the Eurasian Economic Union and the Islamic Republic of Iran are mutually interested in this agreement yielding results. Therefore, the issues of how we can now set up the implementation of this agreement were discussed. It is clear that this will take time, but in principle, today we already see an increase in mutual trade with Iran.

Context

Official visit of Mikhail Mishustin to the Kyrgyz Republic

The second question concerns transport and logistics. We discussed the nuances of the construction of the railway on the Rasht-Astara section, about how the land purchase is going there. In fact, we have already started the work. Technical surveys are underway on the land plots that are being purchased by the Iranian government. These are such working moments.

They also exchanged views on the geopolitical situation in the South Caucasus region.

Question: How will this "Trump route", as it is now called, affect the development of the "North-South" corridor? And what is Russia's position here now?

A. Overchuk: Firstly, we consider this issue in the following plane: Armenia is our strategic ally, and if Armenia believes that something is good for them, then of course we support Armenia here. If they believe that signing the relevant declaration in Washington provides them with greater security guarantees, this is good, because we support the peace processes in the South Caucasus. This is entirely in our interests. Of course, within the framework of those agreements that could obviously be reached, some nuances arise that we will have to clarify together with the Armenian and Azerbaijani sides.

Next week I am flying to Yerevan. The trip was planned in advance. It was agreed upon during a meeting in Altai. It is connected with the fact that a normative legal act, a resolution of the Government of Armenia, has appeared in the legal framework of the Republic of Armenia, which, in our opinion, contradicts the law of the Eurasian Economic Union. Mher Gerbertovich (Grigoryan) and I agreed that we would meet together with experts and discuss all our concerns in detail. Therefore, first of all, we will discuss this issue.

Later, there was a meeting in Washington, the signing of a declaration. Therefore, perhaps there will also be a meeting with Nikol Vovaevich Pashinyan, where we will discuss certain nuances that are primarily related to unblocking communications in the South Caucasus region.

You know that there is a trilateral working group at the level of the Deputy Prime Ministers of Azerbaijan, Armenia and the Russian Federation, which is working on the implementation of the ninth point of the trilateral declaration of the leaders of the Russian Federation, Azerbaijan and Armenia, which is related to unblocking. This working group discussed in detail all the nuances of unblocking. Therefore, it is important for us to know how far the parties have progressed in resolving the problems that were discussed within the framework of the trilateral working group.

A number of nuances affect the interests of the Russian Federation in the South Caucasus, primarily from the point of view of the development of railway communications.

As you know, the Armenian railway system is under the concession of Russian Railways. Therefore, it will be important for us to hear whether solutions have been found for the nuances that everyone involved in unblocking issues is well aware of. If such solutions have been found, then, of course, the issue of restoring the railways, and we are talking not only about the Meghri section, but also about the so-called northern section, which goes through Tavush on Gazakh, we are talking about unblocking Gyumri – Kars – this is, in fact, the exit to Turkey … If all these issues have been resolved, then we will need to translate this into the plane of technical and economic justifications and calculations. Look at the economics of these projects and, in fact, deal with unblocking. But again, this will require trilateral efforts within the framework of the interaction that we had and have with Armenia, with Azerbaijan.

I also have a meeting scheduled with the Azerbaijani side at the end of next week. I think we will also consider these issues there. So, there is progress.

Question: Is it planned in a trilateral format?

A. Overchuk: We will discuss it. Because if we are talking about restoring railways and improving transport connectivity in the region, then it is better to talk about it in a trilateral format.

Question: China and Russia signed an agreement on the alignment of the Belt and Road Initiative and the EAEU. How do you assess the outcome of this agreement?

A. Overchuk: This work is being carried out by the Eurasian Economic Commission. And the Minister of the Eurasian Economic Commission, Andrei Aleksandrovich Slepnev, is directly responsible for it. It would be better to ask him this question. I know that they are working, I know that they have contacts. Of course, the main focus there is on digitalization, interaction, including between the railways of the People's Republic of China, the Russian Federation, and Kazakhstan. That is, this is a comprehensive work that is currently being carried out.
