The government is updating the mechanics of selecting particularly significant projects implemented within the framework of industrial competence centers. The development of software with an artificial intelligence module is becoming a priority. Its presence is planned to be taken into account when selecting particularly significant projects. The work of industrial competence centers is supervised by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

Currently, 26 IT solutions using artificial intelligence technology are being developed within the framework of industrial competence centers. New AI software is already being implemented in key sectors of the economy, such as railway engineering, shipbuilding, aviation, chemistry and pharmaceuticals, metallurgy, construction and others.

Artificial intelligence is used in IT solutions developed within the framework of the ICC to optimize and automate processes. For example, in software for mechanical engineering and shipbuilding, AI helps to create precise digital 3D models of objects, perform calculations and recommend the most suitable technical parameters based on them (the final decision on using the recommendations always remains with the specialist). AI technology integrated into the software is also used to identify potential risks and possible equipment defects long before emergency situations occur.

Artificial intelligence is one of the promising technologies that is becoming part of software packages. We take this into account and work ahead of the curve – we give priority to new-generation software, and not just "copies" of foreign products. Companies – participants of industrial competence centers have the opportunity to form a consolidated request to developers of solutions, including in terms of integrating artificial intelligence into them," said Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko.

A number of projects of industrial competence centers using AI have already been completed. For example, at the request of JSC Russian Railways, a software package for modeling and forecasting passenger flows was finalized and implemented. With the help of artificial intelligence, the system more accurately calculates passenger flow and helps plan more efficient transport routes. Another example of a completed solution using AI is a data collection and equipment diagnostics system for a chemical industry enterprise, commissioned by JSC MCC EuroChem. Thanks to artificial intelligence, the system automatically analyzes equipment data and predicts the risks of breakdown, which ensures uninterrupted operation of the lines.

The ICC projects that are in the final stage of development also include an automated control system commissioned by MMC Norilsk Nickel. The system has a built-in computer vision technology that allows analyzing the operation of equipment and monitoring the progress of mining operations. AI is also used in the domestic heavy-duty automated design system for shipbuilding, which is being developed within the ICC with the involvement of grant funds. Artificial intelligence is used for additional verification of the correctness of the construction of 3D models and drawings.

In total, about 200 particularly significant projects are being implemented in Russia within the framework of the ICC. Most of the first wave projects will be implemented by the end of 2026. The second wave of ICC projects started in May 2025. Within its framework, 49 projects were selected and supported. 17 of them received grant funding in the amount of 3.2 billion rubles. Completion of the implementation of most of the second wave projects is planned for the end of 2027.

To develop the transport corridor, it is necessary to build three Arctic emergency rescue centers – in Sabetta, Tiksi and Dikson, where specialists from the Ministry of Emergency Situations and the Federal Medical and Biological Agency will be on duty, ensure the construction of berthing and airfield infrastructure in the immediate vicinity of these centers, and equip the centers with 9 helicopters. To ensure communication and control over the ice situation, it is necessary to launch 4 communication satellites, 4 hydrometeorological monitoring satellites and 4 radar observation satellites into orbit. To ensure the safety of the NSR, it is necessary to introduce at least 42 emergency rescue vessels, equip nuclear icebreakers with emergency rescue readiness equipment, and build another hydrographic fleet vessel.

"Each of these tasks has a deadline for implementation and responsible federal executive bodies. Accordingly, these actions must be carried out. If for some reason this does not happen and this affects the implementation of our country's strategic tasks, we must look for the reasons, look for where the chain is broken, and, perhaps, simply find other people who are able to carry out this work," emphasized Yuri Trutnev.

The simplified procedure for confirming the conformity of imported and released products has been extended for another year – until September 1, 2026. The decree on this was signed by Prime Minister Mikhail Mishustin.

In particular, this concerns spare parts that are imported for servicing or repairing machinery and equipment previously released into circulation in Russia, as well as components, components, raw materials or materials for the production of products in the country.

Previously, importing these goods required a time-consuming certification procedure. In March 2022, the Government allowed manufacturers and exporters of such products to use a simplified procedure – they had to provide declarations of conformity of goods based on their own evidence, without lengthy laboratory tests.

The decision will support Russian businesses operating under sanctions. It gives entrepreneurs the opportunity to avoid technical barriers when importing products into the country and saturate the market with industrial and food products. The practice of working in a simplified manner has proven its effectiveness and will continue to operate.

Previously, in order to prevent low-quality products from entering the market, the Cabinet of Ministers improved the existing procedures: after filing a declaration under a simplified procedure and bringing products to the market, manufacturers and exporters must, within six months, confirm the compliance of their goods with the requirements of the technical regulations of the EAEU or the requirements of Russian legislation in the field of technical regulation.

The incident occurred on August 11 in the city of Sochi. On that day, students of the Higher School of Public Administration of the Moscow State University named after M.V. Lomonosov, vacationing in the boarding house "Burevestnik", decided to lay flowers at the cargo ship "Azov", which sank during an attack by German aircraft on October 22, 1942 off the coast of Sochi.

The weather was sunny, the waves were not too high, so the boys did not immediately get alarmed when they heard the first cry for help. After the second cry, Maxim Chirkov, who was nearby, quickly got his bearings, pushed off from the rock, swam to the drowning man, grabbed him by the shoulder and together they reached the shore.

Later, analyzing the situation, the participants in the event came to the conclusion that the MSU student panicked when a strong rip current carried him out to sea.

Maxim Chirkov himself thanks the world champion in water polo in the Masters category Pavel Ageyev and other water polo players from Moscow State University, with whom he has been involved in this sport for many years, for his training.

The story did not receive much publicity in the media, as the participants in the events coped on their own and did not call the emergency services.

Russia launches joint educational programs with colleges in African countries

In the fall of 2025, the first project of joint educational programs between Russia and West African countries at the level of secondary vocational education will be launched. The priority areas of training are the agricultural sector, agriculture, construction industry, as well as natural sciences and technical specialties. Colleges and three universities of the Novosibirsk Region are participating in the pilot project: Novosibirsk State University, Novosibirsk State Technical University and Novosibirsk State Agrarian University, each of which oversees its own area. The project is coordinated by the Center for Public Diplomacy. Representatives of NSU and the Center for Public Diplomacy announced this today at a press conference in TASS as part of the international forum for technological development "Technoprom-2025".

The project includes several stages. In order to bring the educational programs of Russian and African colleges closer together, the first stage will involve retraining of college teachers. The first program in the agricultural field will start in the fall of 2025 and provides for training teachers of African secondary vocational educational institutions at Novosibirsk universities for a period of several months to a year.

— We are starting to combine secondary vocational and higher education institutions within the framework of one project. We will start with retraining secondary education teachers in Burkina Faso, this is a key partner country for us, a pilot platform for testing new projects. The partners on the Russian side are colleges and universities of the Novosibirsk Region. The next stage is planned to organize preparatory departments of Russian universities in educational institutions of secondary vocational education in African countries. Upon completion of their studies, college students, having already mastered the profession, will be able to choose one of two trajectories: to start working in their specialty in their country or to continue their education at a specialized university in Russia.

— The peculiarity of the project is that a joint Russian-African educational program of secondary vocational education is being created. In the future, its graduates will have the opportunity to enroll in a higher educational institution under an accelerated program and complete a bachelor's degree in three years instead of four. Thus, in six years of study — secondary vocational education plus a university — students receive a full bachelor's degree. For NSU, this is an additional tool for attracting foreign students, — said Evgeny Sagaydak, Head of the NSU Education Export Department.

Novosibirsk State University (NSU), together with the Center for Public Diplomacy, is launching a unique international-class program aimed at training schoolchildren in Burkina Faso. The pilot project will start on October 1, 2025, and includes intensive Russian language training, followed by two years of computer science and mathematics courses adapted to NSU requirements. Representatives of NSU and the Center for Public Diplomacy announced this today at a press conference at TASS as part of the international forum for technological development "Technoprom-2025".

The project in question is a unique experience for Russia, creating a specialized class in one of the lyceums of Burkina Faso. Students who complete the program will have the opportunity to enroll in specialized specialties at Novosibirsk State University.

— Over the past two years, we have been actively working in West African countries, creating and strengthening cooperation at the university level. Thus, last year an agreement was signed to create a Consortium of Russian Universities for cooperation with African countries. Now this project also covers school education, which allows us to prepare young people in advance for admission to Russian universities — three years before graduation. By creating a specialized international class, we are developing curricula adapted to the requirements of universities, which creates unique conditions for learning. Schoolchildren with good knowledge of English will be allowed to participate in the program; it is planned to recruit 25-30 people. Computer science and mathematics programs will be developed by NSU teachers.
