Khartoum, October 6 (Xinhua) — At least 32 journalists have been killed since the war between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Intervention Forces (RIF) erupted in April 2023, the Sudanese Journalists Syndicate (a professional organization of journalists in Sudan – Xinhua) said on Sunday.

“Since the beginning of the armed conflict in the country, 32 journalists have been killed, and more than 500 violations have been committed against journalists, including arrests, detentions and physical attacks,” said the head of the syndicate, Abdel Moneim Abu Idriss.

A. M. A. Idris called on international organizations to intervene to protect journalists and create safe corridors for their evacuation from El Fasher. Last month, the UN described El Fasher, the capital of Sudan's North Darfur state, as the "epicentre of suffering" after more than 500 days of siege by the RSF.

A. M. A. Idris noted that several journalists, both men and women, remain trapped in the city in question, facing the same difficulties as local residents and unable to carry out their work due to deteriorating conditions.

The Sudanese Journalists' Syndicate mourned on Saturday the death of journalist Al-Nur Suleiman, who was killed in an SRF drone strike on his home in the Al-Daraja area of El Fasher.

The ongoing conflict between the Sudanese army and the Rapid Intervention Forces has forced hundreds of journalists, including men and women, to flee conflict zones in search of safety, many of them leaving their workplaces or even the country.

According to earlier data from the Sudanese Journalists Syndicate, about 150 journalists have moved from Khartoum to other regions, while about 70 have fled to neighboring countries.

The war has claimed tens of thousands of lives and displaced millions of people within and across borders, exacerbating an already serious humanitarian crisis.

Developers at the NSU Artificial Intelligence Center have created a prototype of the "Digital Assistant for Doctor Pirogov" system.

A prototype of the world's first medical decision support system, the "Digital Physician Assistant 'Dr. Pirogov,'" was developed by scientists at the Research Center for Artificial Intelligence (AI Center) of Novosibirsk State University. It is based on a hybrid technical solution combining neural and semantic networks. The digital physician assistant contains information on 250 major diseases. This number will increase in the future, as the system will be expanded to include information on additional pathological conditions. Information on these conditions is currently being systematized and verified. The developers used a hybrid approach combining neural network methods and a specialized knowledge graph, ANDSystem, to ensure the interpretability of decisions. The prototype was created using research and development conducted at the Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences.

– Developing the Doctor Pirogov system, we set ourselves the task: to reduce the routine load on the doctor and reduce the duration of the patient without loss of quality. This system is also able to provide consulting support and support medical decisions in the provision of primary medical care in a wide range of medical directions, which is especially relevant with the current deficiency of narrow specialists in remote and sparsely populated regions. Our “Doctor Pirogov” allows the patient’s interactive survey. We plan to implement both voice and visual interface. The system “studies” medical documentation, analyzes clinical information and instrumental research, evaluates laboratory indicators and results of genetic testing. She does all this, relying on the semantic columns of knowledge, built on the basis of an analysis of the knowledge contained in its basis of medical and scientific literature. The results of the work of the Doctor Pirogov system are a list of probable diagnoses on pathophysiological justifications, a list of necessary additional examinations, therapy recommendations taking into account drug interactions, and recommended personalized preventive measures for each particular patient. At the moment, we have created a prototype of the system, the main functions of a digital assistant have been successfully worked out, ”said the leading researcher, project manager at the NSU Artificial Intelligence Center, the head of the laboratory of artificial intelligence and large genetic data ICIG SB RAS, and the head of the computer proteomics ICIG, Vladimir Ivanisenko.

The Doctor Pirogov system combines knowledge across 20 medical specialties, including internal medicine, cardiology, endocrinology, neurology, gastroenterology, infectious diseases, pediatrics, oncology, psychiatry, dermatology, hematology, nephrology, rheumatology, and others. This allows it to be used as a universal digital assistant for general practitioners, emergency physicians, and specialists.

The developers of the Doctor Pirogov system are confident that the digital physician assistant will be extremely useful in rural areas where paramedics see patients. It will assist these medical professionals in making treatment decisions and referring patients to diagnostic centers for additional testing or to other medical facilities for specialized care. Doctor Pirogov can be used for preliminary patient interviews in pre-hospital care settings and to support the physician during appointments. Patients can enter their personal information, complaints, and test results while waiting for their appointment—the user-friendly interface ensures a seamless experience. Based on the patient's initial information, the system will generate a list of possible conditions, ranked by risk. During the appointment, the physician will then conduct further interviews to confirm the diagnosis, if necessary, and Doctor Pirogov will recommend additional tests and treatment options. The physician decides whether to follow these recommendations.

"Doctor Pirogov" will be an assistant to healthcare professionals. It won't replace doctors, but it will significantly facilitate their work. When used in pre-hospital care settings, it will conduct an initial patient interview and analyze existing clinical data, issue a referral for lab tests or a doctor's appointment, including a recommendation for a specialist. This will allow for efficient patient flow, ensure preliminary triage and routing, and reduce the workload of community healthcare workers. Supporting the doctor during appointments is equally important. Here, our system will expedite the processing of patient complaints, their test results, and other clinical data. Supporting clinical decision-making based on a database of medical and scientific knowledge is also crucial. This will reduce the duration of patient appointments without sacrificing quality and reduce the risk of diagnostic errors. "Doctor Pirogov" will be especially useful for doctors in rural and remote areas. It will be able to provide consulting support in many medical specialties where specialist availability is limited and analyze lab data, instrumental examinations, and medical records. This will improve the quality of initial diagnosis and treatment, reduce the need to refer patients to the district center, and reduce the workload of rural doctors thanks to the AI system's interpretation of complex clinical data, explained Vladimir Ivanisenko.

It took scientists from Novosibirsk State University and the Institute of Cytology and Genetics SB RAS 10 years to create the semantic network embedded in the Doctor Pirogov system. This work was conducted at the Institute of Cytology and Genetics SB RAS under the leadership of Academician Nikolai Kolchanov. The developers were tasked with finding pharmacological targets and developing drugs for a number of common diseases. They needed to determine which gene a specific drug targets and then, based on this information, develop the chemical structure of the drug.

– A person has about 20 thousand genes, they interact with each other. At the same time, one gene is able to suppress or increase the activity of another. Depending on this, they can react differently to a particular drug. To solve the problem of choosing targets for the action of the medicine, it is necessary to determine which genes are associated with a certain disease and how these genes interact with each other. It was obvious to us that it was impossible to do without the help of artificial intelligence in this situation, so we began to build a semantic network. Its difference from the neural network is, when teaching neural networks, knowledge is distributed through the so -called Libra in the form of some numbers. To make the methods of AI interpreted, it is necessary to distribute the knowledge gained in training in the form of semantic networks. We had 20 thousand genes, each of them became a peak, and facts – about 30 thousand diseases. Between them are the ribs – relationships. Our system was supposed to take into account everything – risk factors, the influence of the external environment, mutations in genes, the physiological parameters of the body. All this information was contained in 50 million scientific publications. One person working 8 hours a day and spending 2 minutes on reading one article would take 300 years to perform this work. Every year, an average of 1.5 million publications appear. In this work, to extract facts from the texts, we involved neural networks, applying a thin tuning method to them, for which 25 thousand rules were previously manually registered. As a result, a semantic network was built, where about 40 thousand facts of the ratio of genes and symptoms with various diseases were installed, ”said Vladimir Ivanenko.

A large team of researchers was involved in this large-scale project. Students from NSU and other Novosibirsk universities also contributed to the creation of the semantic network of the specialized ANDSystem knowledge graph. Under the supervision of Vladimir Ivanisenko alone, 40 student papers were written. Each year, 10-12 students participated in the work as part of their summer internship. Six PhD dissertations were defended, and over 150 scientific articles were published, devoted to the analysis of various diseases using this information extraction method. Initially aimed at solving scientific problems, the developers later decided to adapt it for practical medicine. A semantic network, unlike the human brain, can store and, if necessary, retrieve a much larger volume of information about medications and their compatibility with each other, side effects and contraindications in the presence of comorbidities, and much more. The use of AI will help avoid errors in prescribing medications, determining patient management strategies, and their rehabilitation. Currently, there are no analogues of this system in the world, and only four similar systems are known that perform scientific tasks in the field of genetics.

The digital physician assistant's functions have now been successfully tested, and the developers of Doctor Pirogov are now faced with the task of implementing it on a large scale. To achieve this, it is necessary to obtain the appropriate permitting documentation for classification as medical software, register with Roszdravnadzor, and obtain an assessment of compliance with the requirements of the EAEU Technical Regulation and Standard 047/2018. Systematic solutions at the Russian government level are also needed: the creation of a regulatory sandbox for testing AI in clinical practice, a simplified registration procedure for AI-based medical solutions subject to physician oversight, and the development of Methodological Recommendations from the Russian Ministry of Health for integrating digital assistants into primary care. Once all these steps are completed, medical facilities will need to retrofit their offices with computerized workstations for patient-doctor interaction with the AI.

Clinical trials of the Doctor Pirogov system will begin next year. Internal verification of its scientific validity is currently underway.

Jerusalem, October 6 (Xinhua) — Israeli Prime Minister Benjamin Netanyahu ordered a high-ranking delegation to fly to Egypt on Monday for indirect talks with Hamas to end the war in the Gaza Strip, his office announced on Sunday.

The negotiating team will be led by Ron Dermer, Minister of Strategic Planning and a close ally of B. Netanyahu.

Representatives of Hamas and Israel will discuss in Sharm el-Sheikh a US proposal to end the nearly 24-month war and release the 48 hostages still held in Gaza. The war has already claimed the lives of more than 67,000 Palestinians, devastated the enclave, and led to famine in the Gaza Strip.

Israel said on Saturday it had halted all military operations to capture Gaza City and was now solely on the defensive.

However, on Sunday, Israel Defense Forces (IDF) Chief of Staff Eyal Zamir visited the northern Gaza Strip and warned that military operations would resume if the upcoming talks fail.

"If political efforts fail, we will return to combat. We will continue to fulfill our mission while protecting the lives of our soldiers," he said.

Meanwhile, Israeli Defense Minister Israel Katz also warned that the Israeli offensive on Gaza would intensify if Hamas refused to release the hostages held in the enclave. "If Hamas refuses to release the hostages, the IDF will once again intensify its shelling until Hamas is completely defeated and all hostages are freed," he said at a ceremony in Jerusalem commemorating the fallen soldiers.

Israeli troops are “operating in the center of Gaza City and are prepared for any developments,” added I. Katz. –0–

October 5, 2025 Sustainable Development Goals

According to the UN, approximately one in eight people on the planet lives in informal settlements, and more than 300 million people have no home at all. The United Nations is reminding us of this ahead of World Habitat Day, which will be celebrated on October 6.

This day is held annually on the first Monday in October. It aims to remind the world of every person's right to decent housing, as well as the importance of developing cities and other populated areas.

Housing problems aren't limited to developing countries. For example, in wealthy countries like the United States, many young people can't afford decent housing.

Forced migrants

In 2025, the Day will be held under the theme "Urban Solutions for Crisis." The UN is drawing attention to scalable solutions to the challenges of forced displacement.

In his message on the occasion of the Day, the UN Secretary-General Antonio Guterres noted: “Conflict, political instability and the climate emergency have forced 123 million people to flee their homes, with most seeking safety in already struggling cities and towns.”

Urban solutions

The Secretary General emphasized that it is cities that are capable of offering effective solutions.

"A city isn't just brick buildings. It's the promise of home," he said, calling for "more resilient cities where everyone feels safe and in their place."

As part of World Humanitarian Day, events aimed at promoting effective urban solutions will be held at the United Nations Human Settlements Programme (UN-Habitat) headquarters in Nairobi. The focus will be on the importance of urban and territorial planning, inclusive urban governance, and the role of local authorities in improving conditions for internally displaced persons.

Additionally, the fifth meeting of the UN Mayors' Forum, under the theme "Cities Shaping the Future," will take place at the Palais des Nations in Geneva on October 6–7. Mayors from around the world will gather to share experiences and jointly develop recommendations highlighting the key role of cities and local governments in shaping a sustainable future.

WHO and partners have released new recommendations to prevent deaths from postpartum hemorrhage.

October 4, 2025 Healthcare

Leading reproductive health organizations today presented new guidelines calling for a radical rethinking of approaches to the prevention, diagnosis, and treatment of postpartum hemorrhage (PPH). The document emphasizes the need for earlier detection and rapid intervention—measures that could save tens of thousands of women each year.

Excessive bleeding after childbirth is one of the leading causes maternal mortality – affects millions of women annually and causes approximately 45,000 deaths. Even if PPH is not fatal, it can cause serious and long-term health problems, ranging from organ dysfunction to hysterectomies (uterine removal) and post-traumatic stress disorder.

"Postpartum hemorrhage is the most dangerous complication of childbirth because it develops with astonishing speed. While it cannot always be predicted, deaths can be prevented with the right care," said Dr. Jeremy Farrar, Assistant Director for Public Health Promotion, Disease Prevention and Control at the World Health Organization (WHO).

Early diagnosis and rapid response

New guidelines developed by the WHO, the International Federation of Gynecology and Obstetrics (FIGO), and the International Confederation of Midwives (ICM) introduce updated criteria for diagnosing PPH. They are based on the largest study on the topic, also published today in the medical journal The Lancet.

Traditionally, PPH was diagnosed with blood loss of 500 ml or more. Now, doctors and midwives are advised to take action at 300 ml of blood loss if abnormal vital signs are observed. To detect PPH early, specialists are advised to closely monitor women after childbirth and use special wipes to accurately measure blood loss.

Once diagnosed, it is recommended to apply immediately. MOTIVE action package, including uterine massage, the use of oxytocin to stimulate contractions and tranexamic acid (TXA) to reduce bleeding, intravenous fluids, examination of the genital tract, and transition to advanced treatment if bleeding continues. In rare cases, surgical interventions or blood transfusions may be required.

Prevention and risk reduction

The guidelines emphasize the importance of high-quality antenatal and postnatal care to reduce risk factors such as anemia. Anemia, which is common in low- and middle-income countries, increases the risk of PPH and worsens its consequences. Women with anemia are recommended to take daily iron and folic acid supplements during pregnancy and, if necessary, intravenous iron transfusions.

The document also warns against unsafe practices such as routine episiotomy (perineal incision) and recommends preventative methods such as perineal massage in late pregnancy to reduce the risk of injury and severe bleeding.

During the third stage of labor, the use of a high-quality uterotonic (a drug that stimulates uterine contractions) is recommended, preferably oxytocin or heat-stable carbetocin. If intravenous medications are unavailable, misoprostol can be used as a last resort.

The recommendations, along with accompanying training materials, were presented at the FIGO 2025 World Congress in Cape Town, South Africa.

Winners of the Pushkin Map Prize

Deputy Prime Minister Tatyana Golikova congratulated the laureates.

"I want to thank everyone who invested their time and soul into developing this project. The idea for the Pushkin Card was born in a difficult time – in 2020, when museums and theaters were closed due to the pandemic. But in 2021, the card was launched and opened up unique opportunities for young people aged 14 to 22. It was important to us that teenagers themselves choose plays, exhibitions, and concerts, and that cultural institutions be able to listen to and accommodate the interests of young audiences. At the same time, the card also served as support for the institutions themselves – an important financial tool for their development," the Deputy Prime Minister emphasized. "The results are impressive: since the program's implementation, 12 million young people and thousands of cultural institutions across the country have joined it. More than 860,000 events have been held, and the number of tickets sold has exceeded 95 million. It is especially gratifying that institutions in small towns – community centers, which are becoming a magnet for 14- to 16-year-olds – are increasingly joining the project."

The ceremony was held in a theatrical format. The foyer of the Beethoven Hall was transformed into an art salon, where guests were entertained by portrait artists and calligraphers creating commemorative postcards. During the ceremony, artists from the Bolshoi Theater performed famous arias, and actors from the Pushkin Moscow Drama Theater recited poems by the great poet. Renowned Russian actors Evgenia Leonova and Nikolai Rysev hosted the ceremony.

Winners were selected in 20 categories, including theaters, concert venues, museums, libraries, educational institutions, community centers, film screening organizations, and regions that have successfully implemented the program. Among them were the State Academic Mariinsky Theater, the A.P. Chekhov Moscow Art Theater, the State Russian Museum, the State Academic Capella of St. Petersburg, the Novosibirsk State Museum of Local History, the Primorsky State Art Gallery, the Moscow International House of Music, and others. A total of 80 cultural institutions and 10 regions of Russia received the coveted award in Beethoven Hall, including the Udmurt Republic, the Arkhangelsk and Magadan Oblasts, and the Yamalo-Nenets Autonomous Okrug.

The general partner of the second award ceremony was VTB Bank, which will become the operator of the Pushkin Card program from January 1, 2026.

The Pushkin Card program was launched by decree of the President of Russia in September 2021. Young people aged 14 to 22 are eligible. The card receives an annual balance of 5,000 rubles, which can be spent on tickets to theaters, museums, concert halls, cinemas, and other cultural institutions. A detailed schedule of events is available on the Kultura.RF portal. Since 2025, the program has been integrated into the national project "Family."

The Third All-Russian Long-Range Shooting Tournament in Memory of Hero of the Soviet Union Fyodor Matveyevich Okhlopkov

The third All-Russian Long-Range Shooting Tournament, dedicated to the memory of legendary World War II sniper and Hero of the Soviet Union Fyodor Matveyevich Okhlopkov, is being held at the Sulus Shooting Training Center in Yakutsk. More than 120 people attended the tournament, including participants in the special military operation. The competition is taking place in the year of the 80th anniversary of Victory in the Great Patriotic War.

The tournament is being held under the leadership of Yuri Trutnev, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District. The event is organized by the Office of the Presidential Plenipotentiary Envoy to the Far Eastern Federal District, the Russian Combat Sniping Federation, the Government of the Republic of Sakha (Yakutia), and the "Voin" Center for Military Sports Training and Patriotic Education.

Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev and Head of the Republic of Sakha (Yakutia) Aisen Nikolaev addressed the competition participants with welcoming remarks.

"This is the third time we've met at the Hero of the Soviet Union Fyodor Matveyevich Okhlopkov Memorial Tournament, here on the hospitable land of Yakutia. I want to salute the participants who came from the special military operation zone, directly from the line of contact. Thank you. Why are we holding this tournament? We want to create a platform where we can exchange secrets of the complex and important art of sniping for our country. When we created this tournament, we thought about how to make it balanced. We tried to ensure that the best shooters came here and that they had a platform for growth, space for development. I think we're succeeding. The number of qualifiers has already doubled since last year, but not everyone has yet participated in the qualifying round. This means there's a reserve, and the number of those advancing to the main tournament can grow even more. I'd like to especially thank Aisen Sergeyevich for his great work. It's also connected to sniper art, which, I believe, has deep roots in Yakut soil. And recently, a team from the regional branch of the Voin center reached the finals of the all-Russian military tactical competition, "The Path of the Warrior." "In Yakutia, they take the defense of the Motherland very seriously," said Yuri Trutnev.

"I sincerely congratulate everyone on the start of the third open long-range shooting tournament in memory of Hero of the Soviet Union Fyodor Matveyevich Okhlopkov. I would like to sincerely thank Yuri Petrovich for his constant, tireless support of our tournament, which has enabled it to develop and move forward. The number of participants is growing, and interest in it is growing. For the people of Yakutia, marksmanship is a tradition that has been handed down to us for centuries. During the Great Patriotic War, our great snipers earned unfading glory. Today, our guys, along with all Russians, are fighting on the front lines of the special military operation, defending the freedom of our country and fighting fascism. The competition will instill in the people of our country patriotism, the ability to uphold traditions, and to always be ready to defend our homeland," noted Aisen Nikolaev.

The parade of participants was led by Hero of Russia, Guards Lieutenant Colonel Yaroslav Yakubov, Deputy Chief Referee of the All-Russian Long-Range Shooting Tournament in Memory of Fyodor Okhlopkov. Hero of Russia and General Director of the Sulus Shooting Training Center, Alexander Kolesov, also participated in the ceremony.

Representatives of the Voin Center are participating in the tournament. Dmitry Poloskov, Head and Deputy Head of the Sniping Department at the Voin Center, and Nikolai Zimin will serve as judges in the Combat Sniping event. Konstantin Puchkov, Assistant Head of the Sniping Department at the Voin Center, will compete for the victory. It is worth noting that the Voin Center introduced sniping into its educational programs in 2025. Training in this new discipline was first conducted during the "Time of Young Heroes" summer camps. A cooperation agreement is in effect between the Voin Center and the Russian Combat Sniping Federation.

Military personnel, law enforcement officers, instructors from law enforcement training centers, and civilian shooters are eligible to participate in the precision shooting tournament.

The championship is held in two modes ("day" and "night") and consists of a sniper pair competition, with one participant being the shooter and the other an observer/spotter. All participants compete on equal terms, regardless of their sporting rank, position, gender, or age. Winners and runners-up will receive special prizes and cash prizes.

An exhibition has been organised at the tournament venue, with participation from various enterprises and organisations, including the Kalashnikov Concern (Moscow), the Russian Combat Sniping Federation, and Dedal-NV JSC (Moscow).

The tournament is held at the Sulus training and shooting center, built on behalf of Yuri Trutnev. Sulus is one of the best in the country in terms of its technical specifications. The training center, headed by Hero of Russia Alexander Kolesov, trains and improves the skills of civilians, law enforcement officers, and specialized organizations. They learn safe weapons handling techniques and long-range shooting skills.
