Osh, October 14 (Xinhua) — Kyrgyz-Chinese relations are rapidly developing, and Osh is becoming a key hub for cross-border cooperation. Its proximity to the border and participation in the Belt and Road Initiative (BRI) are opening up new opportunities for trade and investment, according to Mirlan Israilov, head of the Osh City Hall's Department of External Relations, Investment, and Tourism.

According to him, the dynamics of cooperation have increased significantly in recent years. "If we look at a period of 10-15 years, we can see how our relations have strengthened. Of course, the pandemic had a negative impact—trade turnover and business ties suffered. But starting in 2024, we've seen a renewed vigorous recovery. Kyrgyz and Chinese entrepreneurs have now reached a very good level of mutually beneficial relations," he noted.

M. Israilov explained that the cooperation is being translated into practical projects. He noted that on September 13 of this year, the mayor of Osh met with representatives of the Chinese company. Following the talks, the parties reached an agreement to purchase thousands of Chinese electric vehicles.

Additionally, on September 14, 30 Chinese-made electric charging stations were installed throughout Osh. "We plan to further expand our cooperation by providing retail space for electric vehicles in our city," said M. Israilov.

He also noted that Osh is located just 200 km from the Chinese border, making it a natural hub for cooperation. The city also cooperates with several Chinese cities, including Urumqi, Xi'an, Foshan, Changsha, Dalian, and others.

The Kyrgyz official emphasized that Osh's geographic location makes it a key point on the historic Silk Road. "The city of Osh actively supports the Belt and Road Initiative. We are located at the intersection of routes linking Uzbekistan, Tajikistan, Kazakhstan, and China, making our city a strategic location on the Great Silk Road," he noted.

Commenting on the impact of cooperation between the two countries on the region's residents, M. Israilov emphasized that cooperation contributes to the growth of the population's well-being. "This is an opportunity to purchase goods, re-export, and develop local production. Our sewing and handicraft companies purchase materials and jewelry from Chinese partners at competitive prices and then supply finished products to the Eurasian Economic Union market," he explained.

Ljubljana, October 14 (Xinhua) — NATO Secretary General Mark Rutte on Monday called for increased defense spending to ensure security as the alliance moves toward its goal of increasing investment in collective defense.

Speaking at the NATO Parliamentary Assembly session in Ljubljana, M. Rutte said that European allies and Canada are "now on a trajectory" to bring their defense spending closer to that of the United States.

“This is necessary to ensure the security of the Atlantic Ocean, the Arctic, Europe and the United States,” said M. Rutte, noting that member states have committed to investing 5 percent of their gross domestic product (GDP) in defense by 2035, including 3.5 percent on core defense spending.

Currently, most of NATO's 32 members spend less than 3 percent of their GDP on these purposes.

The four-day annual session of the NATO Parliamentary Assembly, an advisory body of legislators from member and partner countries, concluded in Ljubljana on Monday. It was attended by 245 delegates.

The session resulted in the adoption of six resolutions recommending strengthening defenses against foreign interference, strengthening deterrence and defense, deepening transatlantic economic and security cooperation, enhancing stability in the Western Balkans, continuing support for Ukraine, and ensuring readiness for drone warfare. –0–

Kyiv, October 14 (Xinhua) — Ukrainian President Volodymyr Zelenskyy met with Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy, in Kyiv on Monday. The Ukrainian leader's press service reported this.

During the talks, the parties discussed recent Russian attacks on Ukraine's energy infrastructure and the steps needed to strengthen the country's energy resilience.

K. Kallas noted that European experts are currently assessing the amount of assistance needed to restore the Ukrainian energy system.

The meeting also discussed issues of defense support for Ukraine, the use of frozen Russian assets, and the preparation of the 19th package of EU sanctions against Russia.

Particular attention was paid to Ukraine's progress toward EU membership. V. Zelenskyy noted that Ukraine will be technically ready for all six negotiating clusters by early November.

During a press conference following talks with K. Kallas, V. Zelenskyy announced that he plans to meet with US President Donald Trump on October 17 in Washington.

From September 1st to 7th, the OstroVa youth forum was held on Sakhalin Island, bringing together over 400 participants from across Russia. It served as a platform for the exchange of experiences, ideas, and professional contacts between representatives of three groups: Students, Working Youth, and the First Movement. Participants attended lectures and master classes led by experts, participated in project sessions, visited leading regional enterprises, and learned about modern development initiatives for Sakhalin and the Russian Far East.

The Novosibirsk delegation was represented by active and promising young people from the region—primarily NSU students and graduates interested in collaboration and professional growth.

Maxim Yemelyanov, a master's student at the Faculty of Mechanics and Mathematics, noted that the forum was not only educational but also inspiring for him:

"OstroVa" is a space for professional networking and friendships. I participated for the second time: last year, in the UAV track, and this year, in the artificial intelligence track. Sakhalin has impressive opportunities: IT, hydrogen energy, and scientific projects are developing here. Particularly interesting was exploring the SakhalinTech campus and local businesses. And in the evenings, there were concerts and festivals—the atmosphere was incredible, as was the island's natural beauty.

At the forum, Maxim presented a project for using unmanned aerial vehicles in tourism, which received high praise from experts.

The OstroVa Forum annually attracts young professionals, students, and entrepreneurs from across Russia, bringing together education, creativity, and teamwork in a single space.
