BEIJING, Oct. 20 (Xinhua) — China's railway passenger traffic totaled 3.54 billion in the first three quarters of 2025, up 6 percent year-on-year, according to the China State Railway Corporation (CSRC).

This figure reached a new historical high on an annual basis, the KGZhK noted, adding that the country's rail passenger transportation remained safe, stable, and orderly.

KGZhK fully utilized the transport potential of new railway lines and stations to increase passenger traffic and made flexible adjustments to train schedules during the first three quarters of this year. During this period, an average of 11,087 passenger trains operated daily across the country, a 7.1 percent increase year-on-year.

Cross-border rail passenger traffic also picked up in January-September. In particular, 197,000 cross-border trips were made on the China-Laos railway. -0-

BEIJING, Oct. 20 (Xinhua) — Maintaining so-called "diplomatic relations" with the Taiwan administration is a dead end with no way out, Chinese Foreign Ministry spokesman Guo Jiakun said Monday, calling on governments of a small number of countries to make the right political decisions as soon as possible.

Guo Jiakun made the statement at a regular departmental press conference when asked to comment on a recent call by a Paraguayan senior official for a "serious and broad debate" on the possible establishment of diplomatic, trade and economic ties between Paraguay and China, who emphasized that this concerns Paraguay's long-term interests.

Guo Jiakun stated that the one-China principle is a universally recognized consensus in the international community and the fundamental norm of international relations. Maintaining so-called "diplomatic relations" with the Taiwan administration is a dead end with no way out. It will not shake the international community's strong and enduring commitment to the one-China principle and will not reverse the historical trend toward Chinese reunification.

The Chinese diplomat stressed that adhering to the one-China principle is the correct path in line with the historical process and the trend of public opinion.

“We call on the governments of individual countries, including Paraguay, to assess the situation soberly, listen to the voices of forward-thinking leaders, not ignore the aspirations of the people, and make timely political decisions that are in line with the fundamental and long-term interests of their people,” Guo Jiakun said. -0-

This week, China is hosting a meeting of enormous importance – not only for the country itself, but for the entire world.

The meeting is about the Fourth Plenary Session of the Central Committee of the Communist Party of China (CCC), which is taking place in Beijing from October 20 to 23. During the session, the CPC Central Committee will consider proposals for developing the 15th Five-Year Plan (2026-2030) for the country's socio-economic development.

The new Five-Year Plan is significant because it will define the fundamental guiding principles for China's socioeconomic progress over the next five years. In fact, the 14th, 15th, and 16th Five-Year Plans share a common strategic goal: achieving socialist modernization in China by 2035. This entails, among other things, raising per capita income to the level of moderately developed countries through the expansion of emerging industries, digital transformation, accelerated urbanization, and agricultural modernization. From an environmental perspective, China has also committed to peaking greenhouse gas emissions by 2030, which coincides with the end of the 15th Five-Year Plan.

These ambitious goals are within reach thanks to the successful implementation of the 14th Five-Year Plan (2021-2025). The country's modernization process maintains steady momentum, fueled in particular by high levels of investment in research and development, which reached approximately US$510 billion in 2024. The digital economy currently accounts for approximately 10 percent of China's GDP, and emerging industries—from advanced machinery to new materials—are projected to contribute 17 percent of GDP this year. Furthermore, energy consumption per unit of GDP in China has decreased by 11.6 percent in 2024 compared to the 13th Five-Year Plan (2016-2020).

China is moving from a stage of industrial development characterized by large-scale investment, low-value-added exports, and environmental pressures to a more advanced model of a developed economy.

Investment continues to flow into high-tech, high-value-added sectors, which accounted for 34.6 percent of all foreign direct investment in 2024. According to data from the General Administration of Customs (GAC), China's electric vehicle exports exceeded two million units for the first time in 2024, marking another rapid breakthrough in moving up the value chain.

Just a few years ago, the phrase "Made in China" was associated with a low-value-added production system that allowed Western companies to reduce labor costs without concern for the environment. Today, many products are still manufactured in China, but with a new label—"Invented in China." This transformation not only increases product value but also significantly contributes to social well-being by creating more skilled jobs and "green incentives" that ensure the environmental sustainability of the new model.

The new paradigm, “Invented in China,” aims to make scientific and cultural contributions to global development: from lunar south pole exploration to the development of fusion energy, open-source artificial intelligence (the DeepSeek chatbot), hyper-realistic video games (Dark Myth: Wukong), collectible toys (Labubu), futuristic robots (Unitree), and box-office animated films (Nezha Conquers the Dragon King).

Thus, the 15th Five-Year Plan is more than just a list of economic goals to be achieved by 2030. Achieving developed country status will also require cultural development, a world-class education system, a highly skilled workforce, athletic excellence, and high levels of public health. Consequently, the next Five-Year Plan represents not only a roadmap for the next five years but also a crucial step toward realizing China's socialist modernization by 2035.

It is well known that China consistently advocates openness, international cooperation, and multilateralism. In this regard, the 15th Five-Year Plan will also contribute China's experience of modernization to ensuring global stability and economic growth, global technological innovation, the transition to a green and low-carbon economy, the alignment of international development strategies, and strengthening the resilience of global supply chains through China's engagement with the world.

NICOSIA, October 20 (Xinhua) — Tufan Erhürman was elected the new leader of the Turkish Cypriots on Sunday, defeating incumbent leader Ersin Tatar in the runoff, local media reported.

T. Erhürman, chairman of the center-left Republican Turkish Party, garnered approximately 62.8% of the vote, while E. Tatar received 35.8%. He is expected to officially take office later this week, the Cyprus Mail reports.

The elections took place amid renewed diplomatic efforts on the Cyprus issue. According to media reports, a high-level meeting on Cyprus will be held in New York later this month.

Cyprus has remained divided since 1974, when Turkey intervened militarily following a coup by Greek army officers. Since then, the island has remained divided, with Greek Cypriots and Turkish Cypriots living separately.

BEIJING, Oct. 20 (Xinhua) — China is willing to work with Indonesia to continue to ensure the high-quality operation of the Jakarta-Bandung High-Speed Railway (HSR) and give full play to the project's role in promoting Indonesia's socio-economic development and regional connectivity, Chinese Foreign Ministry spokesperson Guo Jiakun said Monday.

Guo Jiakun made this statement at a regular departmental press conference in response to a corresponding inquiry.

Guo Jiakun said that since the official opening of the Jakarta-Bandung High-Speed Railway two years ago, the line has operated safely, smoothly, and in an orderly manner. Total passenger traffic during its operation has already exceeded 11.71 million, and it is steadily growing.

The economic and social benefits of the operation of the aforementioned East Siberian Railway are steadily being realized, as evidenced by the creation of a large number of jobs in the country and a strong impetus for economic development along the railway route, which has received recognition and approval from various circles of society in Indonesia, noted Guo Jiakun.

He further indicated that the governments of the two countries are paying great attention to the development of the project, adding that the competent authorities and relevant enterprises are closely cooperating to provide a reliable guarantee for the safe and stable operation of the Jakarta-Bandung High Speed Railway.

"When evaluating a high-speed rail project, not only financial data and economic indicators should be considered, but also social benefits and overall cost-effectiveness," Guo Jiakun emphasized. -0-

BEIJING, Oct. 20 (Xinhua) — The fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) is set to set the tone for the 15th Five-Year Plan, which charts the development direction of the world's second-largest economy from 2026 to 2030, a crucial step toward China basically achieving socialist modernization by 2035.

The aforementioned plenary session, which opened in Beijing on Monday, will consider the CPC Central Committee's draft proposals for developing the country's 15th Five-Year Plan for Economic and Social Development.

As a comprehensive document defining China's development direction, Five-Year Plans outline the country's goals, strategies, priorities, and policy guidelines in various areas. Since 1953, successive Five-Year Plans have enabled China to achieve the miracle of rapid economic development while maintaining long-term social stability, becoming an important governance approach.

Over the past five years, China has made significant progress in achieving high-quality economic development through innovation and growing domestic demand. This success was achieved despite challenges such as the COVID-19 pandemic and an increasingly challenging external environment.

From 2021 to 2024, China maintained an average annual GDP growth rate of 5.5 percent. China's estimated economic growth during the 14th Five-Year Plan period (2021-2025) is expected to exceed 35 trillion yuan (US$4.93 trillion), exceeding the annual GDP of leading Western economies. China's per capita GDP reached US$13,445 last year, placing the country among the top upper-middle-income countries.

Having eliminated absolute poverty and achieved the goal of building a moderately prosperous society in all respects, China aims to essentially achieve socialist modernization by 2035 and fully realize the goal of transforming China into a strong, modern socialist country by the middle of this century. As the 14th Five-Year Plan period draws to a successful close, the 15th Five-Year Plan period will be a crucial stage for consolidating the foundations and making every effort to achieve the 2035 goal and its subsequent objectives.

Over the next five years, China will place greater strategic emphasis on developing new productive forces to drive economic growth. This goal will be supported by comprehensive, high-level planning and strengthened institutional and policy measures. The country aims to accelerate scientific and technological innovation and achieve breakthroughs in key areas. At the same time, efforts will focus on upgrading traditional industries, supporting emerging sectors, and laying the foundation for the industries of the future.

Thanks to massive investment, a strong talent pool, and supportive policy measures, China continues to confidently advance in innovation. In recent years, the country has developed high-performance chips, advanced operating systems, and large-scale artificial intelligence models. Significant advances have also been made in areas such as quantum technologies, human spaceflight, and deep space exploration.

The country's "AI Plus" initiative promotes the development of scientific research and industry, as well as the creation of new consumption scenarios. High-tech industries and the deeper integration of scientific, technological, and industrial innovation will play an increasingly important role in stimulating new growth factors for the Chinese economy in the coming years.

As China accelerates the formation of a new development architecture, domestic demand will continue to expand, becoming the main driver and stabilizer of economic growth. This year, the central government is prioritizing actively stimulating consumption, improving investment efficiency, and expanding domestic demand across all areas.

It is necessary to unlock the consumption potential of sectors such as the ice and snow economy, the silver economy, and the low-altitude economy, as well as rural areas. Over the next five years, the country is expected to develop effective measures to promote coordinated regional development, advance comprehensive rural revitalization and integrated urban-rural development, and accelerate agricultural and rural modernization.

At the same time, as a global leader in green technologies, China will drive green transformation domestically while contributing to global climate action through its cost-effective products and technological strength.

From 2026 to 2030, China will continue to advance reforms across all sectors and strive for high-level opening-up. More than 300 reform measures outlined at the Third Plenary Session of the 20th CPC Central Committee are to be fully implemented during the 15th Five-Year Plan period.

Five-year plans are a distinctive feature of socialism with Chinese characteristics and a key element of successful governance in China. Unlike the policy fluctuations often observed in some Western countries, consistent plans reflect the CPC and the Chinese people's unwavering focus on long-term goals, their commitment to results-oriented practical action, and their determination to continue moving forward until these goals are achieved.

With 2026 marking the first year of the 15th Five-Year Plan, China's modernization, under the CPC's strong leadership, is poised to break new ground in all aspects. Through the united efforts of the entire country and deeper international cooperation, China is expected to steadily move toward achieving its goals.

TIANJIN, Oct. 20 (Xinhua) — The 7th China International Helicopter Exhibition (CIHE) concluded Sunday in north China's Tianjin City, showcasing cutting-edge technologies, innovative products and latest achievements in the global helicopter, unmanned aerial vehicle (UAV) and general aviation industries, highlighting the huge potential of the low-altitude economy.

It is the only national-level, specialized international helicopter exhibition in China and the second-largest event of its kind in the world. The four-day exhibition in 2025 attracted over 400 companies from more than 20 countries and regions, breaking attendance records. The CMHW provided a platform for the world's leading helicopter manufacturers to explore cooperation opportunities focused on China's rapidly growing low-altitude economy.

A key event at the exhibition was the handover ceremony, marking the delivery of China General Aviation Co., Ltd.'s first AW139 helicopter from the Italian defense conglomerate Leonardo. In addition to this new model, the Chinese company already operates three Leonardo AW109SP helicopters.

"China is leading the way in the development of the low-altitude economy. We are deeply involved in this market and are pleased to be part of it," said Christian Grass, head of India and China at Leonardo Commercial Markets.

For many international helicopter companies, achieving sustainable growth means using the strong momentum of China's fast-growing market to drive global innovation.

According to an annual forecast released by the Civil Aviation Systems Research Center of the Aviation Industry Corporation of China (AVIC), China's civil helicopter fleet will exceed 1,700 units by 2029, with annual flight hours exceeding 300,000. A rising trend in civil helicopter flight hours in China is also predicted over the next decade.

With a long-standing strong presence in China, Safran, a French aircraft engine and equipment manufacturer, currently has over 600 engines in service across the country. During the exhibition, Safran and AVIC jointly announced that Safran will provide power support for AVIC's AC313A helicopter, marking a new stage in their nearly 50-year partnership.

“China is not only a strategic market for Safran, but also an integral part of our global value chain,” Safran China CEO and General Delegate Rémi Paul told Xinhua News Agency.

Over the past decades, Safran has been actively involved in China's major aircraft, helicopter and engine production programs, establishing partnerships with all major Chinese airlines and key industry players such as AVIC, Aero Engine Corporation of China and Commercial Aircraft Corporation of China, Ltd.

"We've seen the dynamic and vibrant development of China's general aviation market. This exhibition serves as an excellent platform for promoting global cooperation in the helicopter industry," noted Rémi Paul.

Russian Helicopters, Russia's leading research and production group in the field of rotary-wing aircraft, presented three of its flagship models at the exhibition. Nikolay Kolesov, CEO of Russian Helicopters, stated that expanding cooperation with China remains one of the company's top strategic priorities. He added that Russian Helicopters' heavy-lift models have demonstrated exceptional reliability, making them particularly popular in Asian markets.

He added that several Russian-made helicopter models have been in use in China for years, playing a major role in firefighting, search and rescue operations, and emergency services.

Sharing N. Kolesov's opinion, Colin James, Managing Director of Airbus Helicopters in China, also emphasized that China remains a key market for the company.

On the opening day of the exhibition on Thursday, China Southern Airlines General Aviation Company Limited signed an agreement with Airbus Helicopters to purchase an H160 helicopter for use in the marine energy sector. Delivery of the aircraft is scheduled for 2026.

"This is an important milestone for both sides. We are actively integrating into China's helicopter industry ecosystem and are committed to developing a long-term, mutually beneficial partnership with them. We firmly believe that this strategy of mutually beneficial cooperation is the right one," he said.
