BEIJING, Oct. 21 (Xinhua) — China is expanding its network of intellectual property (IP) rights protection centers, approving the establishment of a new national-level center in Dongguan, south China's Guangdong Province, the National Intellectual Property Administration (NIPA) said Tuesday.

The new center will facilitate rapid and coordinated work on IP protection for innovators in the smart terminals and new materials industries.

According to the GUIS, with the establishment of the new institution, the number of IP protection centers at the national level across the country has reached 81, of which seven are located in Guangdong Province.

The centres were established in key locations, including the provincial capital of Guangzhou and the city of Shenzhen, known as an innovation hub.

As a manufacturing hub, Dongguan, with a permanent population of over 10 million, has a GRP of over 1 trillion yuan (approximately US$141 billion), and boasts strong performance in scientific and technological innovation.

Once completed, the aforementioned center in Dongguan will function as a one-stop platform for consolidating IP protection service resources, promoting the integration of the innovation chain and industrial chain, according to a press release issued by the GUIS.

The new center in Dongguan will also strengthen coordination between all IP protection centers in Guangdong Province, creating a regional stronghold for this field and thereby stimulating high-quality economic development in the Guangdong-Hong Kong-Macao Greater Bay Area.

The Shenzhen-Hong Kong-Guangzhou innovation cluster in the Greater Bay Area topped the "Global Innovation Index 2025" released by the World Intellectual Property Organization (WIPO), overtaking the Tokyo-Yokohama cluster in Japan for the first time to take first place. -0-

8,000 pine saplings were planted by employees of the Russian Agricultural Bank on Lake Aslykul in Bashkortostan.

A large-scale tree planting event was held in the Aslykul Natural Park, organized by the Ecology Foundation together with the local forestry department. About 60 employees and family members of the Bashkir branch of the agricultural bank took part in it. Volunteers planted about 8 thousand pine seedlings on four hectares of the lake’s coastal area. This is the first stage of the campaign – a total of 15,200 coniferous trees will be planted here. “Today we are making a contribution to the preservation of the largest lake in the Republic of Bashkortostan,” said Elmira Morozova, director of the Ecology Foundation, before planting. –  The Aslykul Nature Park is unique: 10 species of animals live on its territory and 40 species of plants listed in the Red Book grow. In recent years, the lake has been rapidly shallowing, and biodiversity in the natural park is declining. New forest plantations will help restore biological and landscape diversity and will play an important role in the fight against desertification of adjacent areas and drying out of the lake.” Forest restoration is carried out by the Ecology Foundation with funds from the sale of certificates in the retail network of the Russian Agricultural Bank. The Bashkir branch of the bank has been among the leaders in the sale of certificates among the regions for several years now. “We are saving one of the most beautiful and famous lakes in the republic not only with our work as volunteers, but also with financial support for this project,” noted branch director Alexey Samsonov. – Since the beginning of 2025, our branch has sold about 1,000 environmental certificates through its sales points. This impressive figure helped the foundation purchase a large number of seedlings. Thanks to everyone who contributed to the restoration of the lake – our sales managers, residents of the republic who bought certificates, and bank employees who readily decided to spend their day off with a shovel in their hands.”  Despite the gloomy weather, the volunteers worked with great enthusiasm, and children actively helped parents. The participants of the action were so inspired by the incredible beauty of the lake and the noble mission to save it that they planted more than half of the planting material at once – although the organizers of the action did not set such a goal for them. Not even the icy wind could stop warm hearts from doing a good deed.  And the rich shurpa, pilaf and tea with sweets after hard work seemed especially tasty. “Both I and my children are in a great mood,” shared a participant in the action, deputy director and head of the department for working with clients of large businesses, Elvira Kucherbaeva. “The daughter and son felt truly needed, doing an important job. In addition, working together for the benefit of nature is a great opportunity to spend time together in an interesting and useful way. We will be happy to come here with the whole family in the spring – now this place will become special for us.”

China's agriculture is shifting from product export to systemic global integration

TIANJIN, Oct. 21 (Xinhua) — The recently concluded 22nd China International Agricultural Fair in Tianjin, north China, fully demonstrated the changes in China's agricultural export strategy.

Xiao Bo, president of Xinfeng County Zhengda Agricultural Development Co., Ltd., invited visitors to taste peeled and sliced navel oranges, displaying a variety of deep-processed products including navel wine, navel tea, and dried navel orange slices.

“We have developed a series of high-value-added products based on navelines and are exporting them to Indonesia, Vietnam, Malaysia, and the Republic of Korea, and are also planning to enter markets in countries such as Japan and the UAE,” he noted.

The move reflects a broader trend in which China's agricultural exports are evolving from raw materials to branded, finished and premium products, said Hu Bingchuan, head of the agricultural trade and policy research department at the Institute of Rural Development of the Chinese Academy of Social Sciences.

In addition to individual products, companies such as Shaanxi Ruijie Ecological Technology Development Co. export premium apple varieties such as Ruixue in gift packaging, and their overseas sales are steadily growing.

However, the transformation of exports does not stand still and encompasses entire agricultural systems, including breeding, planting, management, and digital services.

For example, China's agricultural machinery sector saw robust growth in the first half of this year, with exports reaching $9.3 billion, up 26.5 percent from the same period last year, customs data show.

Zhang Zhanjun, Senior Manager of Hebei Region of China Yituo Group Co., Ltd. (the No. 1 tractor manufacturer), spoke about the company's technological achievements: "From the first tractor, Dongfanghong, to the smart agricultural machinery that we use to support the development of China's intelligent agriculture, Yituo has continuously achieved technological breakthroughs."

Compared with the nearly 8,000 tractors exported in 2024, Yituo plans to ship over 10,000 units of this equipment this year.

In the agricultural technology pavilion, selectively bred varieties of corn and soybeans attracted visitors with their pest resistance. Beijing Dabeinong Biotechnology Co., Ltd. has been developing the South American market since 2013. Currently, many of its soybean products have received approval for cultivation from local governments.

Digital integration accelerates this systemic reach. For example, Rural Credit Digital Intelligence Technology Co., Ltd. uses the Internet of Things, big data, and artificial intelligence to provide "hardware and software intelligence" solutions, such as a digital platform for the entire pork production chain.

“We are building a global data-driven intelligent agricultural service platform to integrate resources and export Chinese innovative solutions,” said Yu Ying, the company’s vice president.

This shift is supported by increased international cooperation, as evidenced by initiatives such as the Tianjin-Jilin-Guangdong cooperation proposal unveiled at the fair, which aims to deepen regional coordination in agriculture.

“The application scenarios and added value creation in the agricultural products sector that are going global will undoubtedly exceed our imagination,” Hu Bingchuan concluded. -0-

BEIJING, Oct. 21 (Xinhua) — China's artificial intelligence (AI) boom is driving the country's digital economy, as breakthroughs in key technologies and strong policy support facilitate its rapid integration into industry and people's daily lives.

During the 14th Five-Year Plan period (2021-2025), China achieved breakthroughs in a number of key digitalization technologies and significantly increased its overall AI strength. According to the National Data Administration of the People's Republic of China, China currently accounts for 60 percent of the world's total AI-related patents.

Over the past five years, the country has seen a growth in the number of AI companies and the scale of their production. Large Chinese-developed models, such as DeepSeek, are leading the global open-source innovation ecosystem.

Currently, there are more than 400 state-owned enterprises in the AI field in China, which are classified as “small giants”.

Let us recall that “little giants” are leaders among small and medium-sized enterprises with significant innovative capabilities, a significant market share, high quality and development efficiency, and mastery of key technologies.

Meanwhile, AI applications, which are widely used in China's agriculture, manufacturing, and social services sectors, are showing tangible results in boosting productivity and transforming traditional industries.

China is also making relentless efforts to build an intelligent economy and society. In August 2025, the State Council of the People's Republic of China published its Opinions on the Deepening Implementation of the National "AI Plus" Initiative, which aims to broadly and deeply integrate AI technologies into various sectors of the country's socio-economic life, change the paradigm of production and social life, and promote revolutionary increases in productivity and profound changes in industrial relations.

Moscow, October 21 /Xinhua/ — Russia and the United States are working on issues raised during a telephone conversation between their foreign ministers, Sergei Lavrov and Marco Rubio.

It's too early to announce a meeting time between Sergei Lavrov and Miguel Rubio; it's still just an idea, Russian Deputy Foreign Minister Sergei Ryabkov said on Tuesday. He called Western media reports that the meeting had been postponed "a hoax," noting that something that hasn't been agreed upon cannot be postponed.

"The fact is that the presidential conversations, in fact, the telephone conversations between [Russian President Vladimir] Putin and [US President Donald] Trump last week, included, among other things, the topic of next steps. One aspect of these steps is, of course, the contact between Foreign Minister Lavrov and Secretary of State Rubio. The corresponding contact took place yesterday, and we are now working on what the minister and the secretary discussed," the deputy foreign minister told reporters.

"Neither before the phone call nor during yesterday's phone call [between S. Lavrov and M. Rubio] was the issue of a meeting specifically raised," said S. Ryabkov. "As an idea, it exists. But it's premature to talk about a schedule," he added. –0–

An important disclaimer is at the bottom of this article.

A meeting was held at Peter the Great St. Petersburg Polytechnic University between Rector Andrey Rudskoy and Pavel Spirin, head of the Urban Planning Department at the Institute of Strategic Studies, director of the Research Institute for Advanced Urban Planning, and academician of the Russian Academy of Architecture and Construction Sciences.

The event was attended by SPbPU Rector Andrey Rudskoy, ISI Director Marina Petrochenko, and ISI Graduate School of Design and Architecture Director Margarita Perkova, while the Research Institute of Industrial Geosciences was represented by Director Pavel Spirin.

The opening of the joint department was the result of a cooperation agreement signed between the Institute of Civil Engineering at SPbPU and the Research Institute of Industrial Geodesy in 2024. The first joint project was research into the preparation of spatial modeling and territory visualization materials as part of the territorial planning documentation (territory planning and surveying project) for the city of Gelendzhik.

The training of highly qualified urban planners is highly relevant. According to the Russian Ministry of Construction, Housing, and Utilities, the state's need for such specialists is approximately 20,000–50,000. To address this challenge, the Institute of Strategic Studies (ISS) and the Research Institute of Industrial Geosciences (NII PG) are implementing programs aimed at training a new generation of highly qualified specialists.

The purpose of establishing the joint department is to integrate educational, research, and project activities to train highly qualified personnel in the field of territorial planning and urban design. The department will also focus on professional development and the development of research in this field.

Classes are held at the Department's Research Institute for Advanced Urban Development, a leading design and architectural center in Russia and a leader in the field of territorial planning, urban zoning, and land use planning.

The main research areas of the Urban Planning department cover topics such as:

Scientific and methodological approaches to the preparation of territorial planning documents; development of information systems in urban planning; substantiation of the scientific basis for the preparation of urban planning standards; environmentally oriented territorial planning; legal and methodological aspects of urban planning regulation.

The Research Institute for Advanced Urban Development was established in 1992, continuing the professional traditions of the Leningrad Research Institute of Urban Development, the oldest institute in the urban development industry.

The Research Institute of Urban Development possesses unique experience and expertise, confirmed by licenses from the Russian Ministry of Culture, the Federal Security Service of the Russian Federation, and ISO and SRO certificates. Over the course of its operations, the Institute has implemented over 700 major urban development projects at the federal and regional levels, including the development of methodological recommendations for the Russian Ministry of Regional Development, master plans for cities such as Sochi, Krasnodar, Anapa, and Murmansk, and territorial development concepts.

The opening of a joint department of "Urban Planning" at the St. Petersburg Polytechnic University within the Institute of Civil Engineering will not only strengthen student training in territorial planning and urban design but also significantly expand the Polytechnic's research potential in these areas. Joint activities with the Research Institute of Advanced Urban Planning will help meet the high demand for urban planning engineers nationwide, noted Marina Petrochenko, Director of the Institute of Advanced Urban Planning.
