Almaty, October 24 (Xinhua) — China is completing the implementation of its 14th Five-Year Plan (2021-2025), which has become one of the most significant milestones in the country's history. These five years have strengthened the economy, accelerated scientific and technological progress, and enhanced China's role as an important partner for the global community, including Kazakhstan and other Central Asian countries, according to Serik Korzhumbayev, editor-in-chief of the DKnews.kz news agency.
According to him, during this period, China has demonstrated that even in conditions of global turbulence, it can remain a source of stability and growth, providing impetus for the global economy.
He noted that over the past five years, China has confirmed its role as one of the main drivers of the global economy. Despite the slowdown in global growth, the country maintained a strong pace, providing the world with new production capacity, investment, and markets.
According to the editor-in-chief, China remains the world's second-largest economy, a major manufacturing and trading center, and a leading consumer market.
"For Kazakhstan and Central Asia, this means a reliable neighborhood with a dynamically developing partner capable of meeting demand for energy resources, food, technology, and logistics services. China today is an 'oasis of predictability,' where strategic planning combines flexibility and an innovative approach," the expert shared.
He also expressed the view that China is actively transforming from a manufacturing-oriented country into a world-class innovation center.
"The country has achieved significant success in recent years: projects in space and deep-sea exploration have been implemented, and the first experimental sixth-generation (6G) communications network has been built. The domestic BeiDou navigation system provides precise service worldwide. The C919 aircraft has become a symbol of a new level of technological independence, and China has become a leader in the production of electric vehicles and green technologies," he said.
According to S. Korzhumbaev, the Belt and Road Initiative, announced over ten years ago, has gained new meaning over the past five years. China and its partners are implementing hundreds of infrastructure projects strengthening transport and trade links between Asia, Europe, and Africa.
"Some of the most notable achievements include the China-Europe railway routes, which have carried over 110,000 trains, as well as the construction of high-speed highways and ports in Southeast Asia, Africa, and Central Asia. For Kazakhstan, the Belt and Road Initiative is an opportunity to strengthen its position as a key transit hub between East and West," he said.
He also expressed the opinion that over the past five years, China has demonstrated institutional openness. The country has completely lifted restrictions on foreign investment in industry, and expanded access to telecommunications, healthcare, and education.
"The regularly held China International Import Expo (CIIE) has become a symbol of the open market policy." Over the seven years of its existence, the total volume of agreements reached has exceeded $500 billion. "China remains one of the world's largest investors and a proponent of the principle of mutual benefit, promoting healthy competition and the development of global trade," shared S. Korzhumbaev.
According to him, at the recent SCO summit in Tianjin, China presented specific initiatives aimed at developing energy, the green economy, and digital technologies, as well as creating centers for scientific and educational exchanges.
"At the same time, the country is actively participating in BRICS Plus formats, promoting international trade reform and championing the idea of fair rules for all. These steps strengthen the role of developing countries and shape a new cooperation architecture in which every economy has the opportunity to grow," the expert noted.
In his view, the 14th Five-Year Plan marked a significant milestone: China has established itself as a global driver of innovation, trade, and investment. A new, 15th Five-Year Plan is approaching, which will determine the country's development vector from 2026 to 2030.
He noted that the key priorities are sustainable development, technological innovation, and joint growth with partners. For Kazakhstan and Central Asian countries, this opens up new opportunities in logistics, energy, agriculture, education, and science.
"The five years of the 14th Five-Year Plan have demonstrated that China is capable of not only adapting to global changes but also creating new trends in global development. A new chapter lies ahead, in which China will continue to play a key role in building an open, interconnected, and sustainable global economy," concluded S. Korzhumbayev.
