Deputy Prime Minister of the Russian Federation Alexey Overchuk spoke at the 20th East Asia Summit, held in the capital of Malaysia as part of the Association of Southeast Asian Nations (ASEAN) events.
In his speech to the economic leaders participating in the forum, Alexey Overchuk emphasized the importance of developing dialogue and cooperation between countries in the context of a new period of global development and the challenges facing countries, including growing demand for new resources, access to water, food and energy security, artificial intelligence, fragmentation of the global economy, investment redirection, and tariff and non-tariff barriers introduced to hinder the development of individual countries.
According to him, in the current multipolar world, the most important task is to find new points of equilibrium for the formation of balanced international economic relations. "The centers of global economic activity have shifted to the Asia-Pacific region, and together we must seek economic balances between these centers, that is, primarily between the countries of Northern Eurasia, Southeast Asia, North America, China, and India," the Deputy Prime Minister noted.
During the speech, it was emphasized that the Russian Federation places particular importance on developing its partnership with ASEAN by strengthening the connectivity of the Northern Eurasia and Southeast Asian macroregions. The positive impact of the free trade agreements that Russia is concluding as a member of the Eurasian Economic Union was noted.
As the Deputy Prime Minister noted, developing trade and economic cooperation requires improved logistics. "Given its geographic location and colossal transit potential, Russia is investing in global transport connectivity through the development of transport corridors linking Eurasia along the East-West and North-South axes, paying close attention to increasing the capacity of port infrastructure in the Far East. We are establishing new container shipping routes with countries in Southeast Asia. We are working on developing the Northern Sea Route," he added.
Turning to food security issues, Alexey Overchuk noted that Russia occupies a leading position in the global agricultural market. "As a major food supplier, Russia contributes to the sustainable development of agriculture to achieve global food security," the Deputy Prime Minister emphasized.
Access to affordable energy was cited in the speech as another key component of growth. "Our country remains a reliable supplier of traditional energy resources. We are also a leader in nuclear energy, having become the first country in the world to sign an export contract for the construction of a small nuclear power plant," the Deputy Prime Minister said.
Special attention was given to supporting the countries of Southeast Asia. "Southeast Asia is the region on our planet most susceptible to natural disasters. Russia will continue to provide assistance to countries located here in dealing with their consequences, as it did after the devastating earthquake in Myanmar in March," noted Alexey Overchuk.
The Deputy Prime Minister also emphasized the importance of preserving cultural diversity. "Our shared goal is to protect cultural diversity in the world," he said. The Deputy Prime Minister reiterated the importance of historical memory: "It is important to preserve our shared historical memory. This year, we celebrate the 80th anniversary of the end of World War II, remembering the nations that brought victory to Germany against Nazism and Japanese militarism, making colossal human sacrifices for this victory."
Concluding his speech, Alexey Overchuk articulated his vision of Russia's international role: "Russia wants to build bridges of cooperation in Eurasia and between continents, and it itself is such a bridge." In this context, he noted the convergence of the fundamental goals of the East Asian Community and the Greater Eurasian Partnership—an initiative launched by Russian President Vladimir Putin aimed at creating a comfortable shared environment for peaceful, sustainable development and strengthening connectivity in Eurasia.
