Alexander Novak held a strategic session on reducing the share of the shadow economy in the North Caucasus Federal District.

Over the past four years, bilateral trade has more than doubled to $245 billion. An updated intergovernmental agreement on the promotion and mutual protection of investments is scheduled to enter into force in December of this year, which will expedite investment approval procedures and improve investor protection.

Speaking about the preparation of a register of interregional projects, the First Deputy Prime Minister noted that the Russian side has prepared proposals that include 27 projects in 18 Russian regions.

"Overall, it is important for the government and businesses of our countries to continue to pool and coordinate their efforts to comprehensively explore opportunities for cooperation. They also need to develop effective cooperation formats that mitigate opportunistic and geopolitical risks. I am confident that coordinated efforts will take Russian-Chinese investment cooperation to a qualitatively new level," the First Deputy Prime Minister stated.

A mandatory shipment tracking system using electronic navigation seals will come into effect in the Eurasian Economic Union on February 1, 2026, according to the Russian Railways press service. The decision of the Eurasian Economic Commission (EEC) Board introduces a new procedure for monitoring the transportation of goods by road and rail. Practical monitoring will begin on February 11, 2026, 10 days after the decision comes into effect.

The system's implementation is planned in three stages, lasting a total of 480 days. The first stage, commencing on February 11, 2026, will cover rail transportation of sanctioned and certain excisable goods, including alcohol and tobacco, for customs transit, export, and mutual trade. In the second stage, controls will be extended to rail transportation of light industry products and electronics as part of customs transit. The third stage will cover all customs transit carried out by rail.

A navigation seal installed at the entrance to the EAEU or at the point of cargo departure within the union will be valid throughout its entire territory. Integration of operator information systems will enable monitoring of shipments from the point of departure to the final destination. For example, during transit through Russia, a seal from any authorized operator will ensure data transfer to the Russian information system.

The Russian Ministry of Transport has instructed Russian Railways, in conjunction with the Center for Corporate Transport Services (CRTSP), to conduct comprehensive preparatory work to fulfill the agreement's requirements. According to Dmitry Gorokh, Deputy Head of Freight and Commercial Operations at the Center for Corporate Transport Services, the parties have already analyzed the delivery of goods across Russia and identified the stations that will handle the bulk of the first-stage shipments. Work was also conducted to assess the technological feasibility of applying and removing seals at these stations, taking into account the number of personnel involved. The list of stations involved was then expanded based on the collected statistics.

Dmitry Gorokh noted that by the end of 2025, they plan to complete equipping newly added stations with communications services and the necessary equipment for handling navigation seals, as well as conduct a series of pilot shipments to test their interaction with the national operator's information system. He noted that the holding company already has significant experience working with such technologies. The first shipments of cargo with navigation seals on the Russian Railways network took place in 2016, and since 2020, in cooperation with CRCP LLC, over 10,000 rail shipments using them have been carried out, primarily under the rules for the transit of sanctioned cargo using GLONASS technology, approved by the Russian Government in late 2019.

As a reminder, the Russian government is launching a pilot project to use navigation seals for Eurasian Economic Union goods transported between Armenia and the Russian Federation through third countries. The experiment will run until October 31, 2025, and will serve as a practical test of mechanisms for monitoring and tracking shipments within the Union.

For the first time in the project's history, the number of children and adults who took the test was equal. This year, the Bank of Russia placed special emphasis on interactions with employers. Employees from over 300 companies across the country participated in the assessment.

Adults performed best on the topics "Starting Investing," "Saving for a Financial Goal," and "Borrowing"—over 70% of participants answered these questions correctly. The most challenging questions were those about starting a business and saving for retirement.

Middle and high school students performed most confidently on tasks related to combating financial fraud and digital security. They found questions on investing, insurance, and banking more challenging. Furthermore, 38,000 students also participated in the Olympiad competition during the test to qualify for the All-Russian School Olympiad "Higher Standard" held by HSE University in the Financial Literacy category. 2,500 students reached the finals. The Kaliningrad region's agro-industrial complex is developing steadily. Crop production is a key segment. The region grows approximately 100 types of agricultural crops. Improving the quality of life in rural areas remains a key objective. This year, the region received over 1 billion rubles from the federal budget for the implementation of the state program "Comprehensive Development of Rural Areas." This allowed for the continued construction and renovation of social facilities, roads, and utility infrastructure, as well as the improvement of public spaces.

Dmitry Patrushev and Alexey Besprozvannykh also discussed the implementation of the "Environmental Well-Being" national project. Specifically, as part of the federal project "Forest Conservation," the region plans to increase the area of reforestation by 2030, conduct forest management, and modernize forest seed production. Six sites stretching over 56 km will also be cleared as part of the federal project "Water of Russia."

Particular attention was paid to the development of a municipal solid waste management system in the Kaliningrad Region.
