The government has improved the mechanism for investment protection and promotion agreements (IPPAs), allowing organizations implementing investment projects to receive reimbursement for their expenses in the form of a tax deduction. A resolution has been signed on the procedure for providing this form of state support.

The decision will launch a mechanism for reimbursing expenses in the form of tax deductions for the creation, modernization, and reconstruction of transport, energy, utilities, social, and digital infrastructure facilities necessary for the implementation of investment projects.

The tax deduction will be applied to income tax, property tax, and land tax paid in connection with the project. It will amount to up to 50% of the costs of constructing supporting infrastructure facilities used to implement the investment project, and up to 100% of the costs of supporting infrastructure facilities. The deduction amount must not exceed the amount of taxes paid. To qualify, companies must submit documents confirming the amount of expenses incurred to the Ministry of Economic Development.

The SPZPK mechanism, which guarantees unchangeable conditions for the implementation of major investment projects, was launched by the government in 2020, becoming one of the key instruments supporting investment activity. It enables businesses to maintain tax, land use, urban development, and government support measures even if they change nationwide, as well as partially reimburse infrastructure costs and interest on loans.

Every November, Russia celebrates Bridge Day (Mostoden). Thanks to the national "Infrastructure for Life" project, large-scale construction, reconstruction, repair, and major overhaul of artificial structures continues on the regional and local road network. In the first 10 months of this year, 175 bridges and overpasses have been commissioned, according to Deputy Prime Minister Marat Khusnullin.

"By the end of the year, under the 'Infrastructure for Life' national project, we will commission more than 560 artificial structures, totaling over 43,000 linear meters. These include construction, reconstruction, and repair projects, including major ones. Many structures haven't seen major repairs for decades, even though traffic volumes, and therefore the load on them, have increased significantly. These factors are being taken into account, and advanced technologies, solutions, and new materials are being used in construction and installation work," noted Transport Minister Andrei Nikitin.

Large-scale renovation and construction of bridge structures on the regional and local networks was made possible thanks to federal support.

"The smooth operation of bridges and overpasses directly impacts people's quality of life: this includes the delivery of goods, the passage of emergency services, the safe crossing of railway tracks, and much more. In 2025, 50.472 billion rubles have been allocated from the federal budget for the repair and construction of these structures," said Kairat Tursunbekov, Deputy Head of the Federal Road Agency.

In October 2025, on the sidelines of the 12th International Specialized Exhibition "Road 2025," traffic opened on a new overpass over the Trans-Siberian Railway in the village of Seryshevo in the Amur Region. The total length of the overpass, including access roads, is 3 km.

Construction of two more overpasses is also ongoing in the Amur Region. The overpass over the Trans-Siberian Railway in Novobureysky, funded by infrastructure bonds, is scheduled to open in December. Another significant project in the republic this year is the bridge across the Bely Kamen (Uzyan) River on the Tolbazy-Krasnousolsky highway. The 39-linear-meter structure underwent a major overhaul.

In the Perm Krai, bridge builders completed 35 bridge structures (over 2,000 linear meters). Among the most significant was the bridge across the Usva River (250 linear meters) at the 93rd kilometer of the Polazna-Chusovoy highway. This is a vital transportation artery, providing access to the city of Chusovoy and from there to the northern part of the Kama region, including Gubakha, Solikamsk, Gremyachinsk, Lysva, Kungur, and Gornozavodsk. The bridge connects the main entrance to Chusovoy from Perm with Yuzhnaya Street, located on the other bank of the Usva. It carries a large volume of traffic daily, including 11 urban, suburban, and inter-municipal routes.

The bridge over the Iren River in Kungur was overhauled six months ahead of the contract deadline. Located on Krasnoarmeyskaya Street, the bridge provides transportation links between the village of Zairensky and the Nagorny District with the central part of Kungur, including the Mashzavod and Cheryomushki neighborhoods, home to numerous socially significant facilities. Furthermore, the reopening reduces traffic congestion on the adjacent Preobrazhensky Bridge. Upon completion, the bridge is a meter higher, while its width and length remain the same.
