BEIJING, November 6 (Xinhua) — Chinese Foreign Minister Wang Yi held a telephone conversation with British Foreign Secretary Yvette Cooper on Thursday.

Wang Yi, also a member of the Politburo of the CPC Central Committee, said that in the current volatile and turbulent international environment, Sino-British relations face a choice – either moving forward or sliding backward.

The Chinese Foreign Minister noted that the two sides should strengthen strategic communication and promote sustainable advancement of interstate relations along a healthy, mutually beneficial, and stable path.

Noting that China and the United Kingdom, as major powers and permanent members of the UN Security Council, bear important international responsibilities for world peace, stability and development, Wang Yi stressed that China firmly upholds the purposes and principles of the UN Charter, safeguards the leading position of the UN in the international system, respects the sovereignty and territorial integrity of all countries, advocates the settlement of disputes through peaceful means, supports global free trade and the rules of the World Trade Organization, and ensures the stability of global industrial and supply chains.

China and the UK generally hold similar positions on the above-mentioned important issues, which is an important internal content for deepening the strategic cooperation between the two countries, the Chinese Foreign Minister continued, adding that China is ready to work with the UK to jointly address global challenges and promote peace and development throughout the world.

As Wang Yi noted, China and the UK have different histories and cultures, and disagreements between the two sides are entirely natural. The number of credit reports received by individuals from credit bureaus (CBs) increased by 9% in the first half of 2025. Banks and microfinance organizations (MFOs) also sent a third more requests to CBs for information containing individual loan recipient ratings. Demand for CBs' services is growing among MFOs amid the growing share of online loans: credit assessment (scoring) services nearly doubled in one year.

Credit report information allows lenders to reduce the amount of overdue debt in their portfolios, lending to more creditworthy borrowers. According to the Bank of Russia's calculations, the potential savings have increased by almost a quarter over the past year: every ruble spent on a credit report can reduce overdue debt by more than 280 rubles.

Tropical forests, which play a vital role in protecting the planet from climate change, are disappearing at an alarming rate. To try to reverse this trend, Brazil launched a new initiative on Thursday in Belém, a city known as the gateway to the Amazon, ahead of the COP30 climate summit, which will take place there from November 10 to 21.

The initiative aims to place forest protection at the center of global climate action. The "Forever Tropical Forest Fund" will reward countries that reduce deforestation, making forest conservation more economically viable than logging. $4 billion will be allocated annually to 74 countries.

Tropical forests are the key to climate stability

"Tropical forests breathe life into our planet. Yet they continue to be mercilessly destroyed – and viewed as a source of short-term profit rather than a long-term resource," said the UN Secretary-General. Antonio Guterres at the ceremony that launched the initiative.

Under the fund, states will receive $4 per hectare of preserved forest per year. Payments will be adjusted based on actual results confirmed by satellite monitoring.

Eligible countries include 74 states, home to over a billion hectares of tropical and subtropical forests. Priority areas include the Amazon, the Atlantic Forest, the Congo Basin, the Mekong region, and the island of Borneo in Southeast Asia.

"The Tropical Forest Fund is a boldly designed mechanism designed to make preserved forests more valuable than cleared areas. It combines conservation with new opportunities," Guterres noted, adding that tropical forests are crucial for climate stability.

Climate meetings in Belém

On Monday, November 10, the official UN Climate Change Conference (COP30) begins in Belém, Brazil. Speaking at the opening of the summit on Thursday, the UN chief said the climate crisis was worsening.

"Record-breaking wildfires, devastating floods, extreme storms… devastating lives, economies, and decades of progress. Last year, emissions reached another record high. And today, as we saw, the World Meteorological Organization confirmed that emissions are continuing to rise this year," Guterres said.

He called on countries to take decisive action to reduce harmful emissions and stressed that COP30 should mark the beginning of a "decade of implementation" of climate promises.

Supporting local communities

During the UN General Assembly High-Level Week in September, Brazilian President Luiz Inácio Lula da Silva announced the fund's first $1 billion investment.

COP30 Executive Director Ana Toni confirmed in an interview with UN News that 20 percent of the amount allocated to each country will go directly to local communities, supporting indigenous peoples who actively protect rainforests in their regions.

"This demonstrates the Brazilian government's commitment not only to preserving forests but also to rewarding those who protect them, with a particular focus on indigenous peoples," Toni said.

Formation of an international coalition

Work on the fund's creation began at RC-28 in Dubai in 2023. To date, five countries with tropical forests have joined the initiative: Colombia, Ghana, the Democratic Republic of the Congo, Indonesia, and Malaysia.

Potential investor countries include Germany, the UAE, France, Norway, and the United Kingdom. They will participate in a mixed investment mechanism, with dividends distributed between investors and forest-affluent countries.

Mobilizing billions to protect forests

Investing governments are expected to contribute approximately $25 billion in the coming years, catalyzing over $100 billion in private investment. Brazil estimates the fund could generate approximately $4 billion annually—almost triple the current volume of concessional financing for forest protection.

However, international funding in this area remains insufficient. According to the United Nations Environment Programme (UNEP), annual investments need to increase from $84 billion in 2023 to $300 billion by 2030 and $498 billion by 2050.

Why is this important?

By linking financial incentives to forest conservation, the Forever Tropical Forest Fund will help change the approach to combating climate change and biodiversity loss.

This initiative also reflects a shift towards a more equitable, inclusive and predictable financial model that ensures resources reach those who protect forests with their work.

COP30 will run until November 21. It will bring together global leaders, civil society, and experts to accelerate climate action, with a focus on tropical forests, finance, and nature-based solutions.

Opium poppy cultivation in Afghanistan has declined by 20 percent compared to last year, continuing a trend that began after the introduction of a nationwide ban de facto authorities – the Taliban movement – in 2022. However, the growth of synthetic drug production and changing smuggling routes are creating new challenges in the region.

According to a new report from the United Nations Office on Drugs and Crime (UNODC), 10,200 hectares of opium poppy cultivation in Afghanistan will be in 2025, down from 12,800 hectares in 2024. This is significantly lower than the 232,000 hectares recorded before the ban.

Opium production declined even more sharply, by almost a third to 296 tons. Farmers' income from opium sales during this period fell almost in half.

The UNODC report stresses the need to combine measures to eradicate illicit crops with support for alternative sources of income and efforts to reduce drug demand.

With UNODC support, Zahoor and thousands of other Afghan farmers have transitioned from opium cultivation to legal farming.

Although many farmers have switched to growing grains and other crops, worsening drought and low rainfall have left more than 40 percent of farmland unusable.

At the same time, the return of some four million Afghans from neighboring countries has put increased pressure on the labor market and natural resources, raising fears that economic hardship could once again make illicit cultivation attractive to the country's population.

At the Ministry of Sport's stand, in the presence of Dmitry Chernyshenko, five cooperation agreements were signed between the All-Russian Phygital Sports Federation and the Russian Ministry of Education, the Russian Automobile Federation, the Russian Basketball Federation, the Russian Ice Hockey Federation, and the Russian Football Union.

"Our key goal is to cultivate well-rounded individuals prepared for the challenges of the modern world. Today, we are taking an important strategic step by integrating traditional physical education with digital technologies. Phygital is the sport of the future. We are confident that its integration into the school curriculum will not only improve students' health but also foster their strategic thinking, team spirit, and digital literacy, thereby developing in-demand competencies," emphasized Minister of Education Sergey Kravtsov.

The agreement provides for the joint development of methodological recommendations and educational programs, the implementation of pilot projects in educational institutions, the organization of phygital sports competitions and festivals among schoolchildren and students of secondary vocational education, as well as the training and professional development of teaching staff to work in this new field.

The Deputy Prime Minister, along with Sports Minister Mikhail Degtyarev and Samara Region Governor Vyacheslav Fedorishchev, inspected the stands of the forum's partners, Russian regions, and participating sports federations.

Particular attention was given to the Olympic torch exhibition, the stands of the Ministry of Sport and the Ministry of Industry and Trade, the Russian Weightlifting Federation, the State Council Commission on Physical Culture and Sports, the Samara and Chelyabinsk regions, St. Petersburg, new regions, the Russian Premier League, SMP Racing, Russian Railways, and other companies and organizations.

Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held a meeting on the technological and industrial development of Khabarovsk Krai and learned about the Aero-Hit company's unmanned aerial vehicle (UAV) production project.

"Khabarovsk Krai is a development leader among the Far Eastern regions. 156 investment projects with a total investment volume of over 2.7 trillion rubles are being implemented here with state support. Today, we have gathered to discuss the issue of technological development. Khabarovsk Krai Governor Dmitry Demeshin reported on the region's technological development. "Khabarovsk Krai's industrial specialization is evident (over 21% of the gross regional product). The region's main specialization industries are aircraft and shipbuilding, metallurgy, energy production, petroleum product manufacturing, and construction. The industrial production index for January-September demonstrated stable growth, growing by 18.5%. This growth was driven by the launch of new investment projects and the robust performance of the manufacturing industry (105.2%)," he noted.

The Khabarovsk Krai has launched the Charter of Industrial Technological Sovereignty and Import Substitution. It includes the formation of cooperative ties between small technology companies around the region's large industrial enterprises, support for import-substitution projects, the digital transformation of industrial sectors, and the development of human resources. Work has begun to establish a cluster-based industrial development system. Engineering and reverse engineering are fueling growing cooperative chains between small and large businesses. Regional technology companies, including Prommash, PAKS-Vostok, SKIF-M DV, Kompozit-DV, Yakovlev, and others, have been involved in cooperation in aircraft manufacturing.

In the future, the Far East and Arctic Development Corporation and JSC Helicopter Service Company are working together to establish a helicopter cluster in Khabarovsk. An agreement was signed at the Eastern Economic Forum to establish a Service Competence Center specializing in helicopter repair, maintenance, and component production at JSC Far Eastern Aviation Service Center as the first stage of the helicopter cluster.

The development of shipbuilding was discussed. This traditional industry specialization in Khabarovsk Krai is based at two enterprises – the Amur and Khabarovsk shipyards. The meeting considered the possibility of expanding the range of civilian orders for the Amur shipyard, including the construction of multifunctional rescue vessels with enhanced ice class. A shipbuilding cluster in the form of an industrial park is being formed at the Khabarovsk shipyard. Preliminary agreements have been reached with potential residents.

"We are developing a shipbuilding cluster where we expect to produce vessels for the needs of both the region and the entire Far East. These include cargo ships, tugboats, and passenger vessels, including hydrofoils," the Khabarovsk Krai Governor explained.

According to Dmitry Demeshin, a program for developing shipping in the Amur Basin has been developed at the direction of Yuri Trutnev. The program was discussed at the regional Maritime Council and presented at a roundtable discussion in the Federation Council.

Proposals have been made to establish an automotive cluster in Khabarovsk Krai. VEB.RF previously supported funding for the Far Eastern Bus Cluster project. The first phase is planned to launch an assembly facility at the Vector site (Khabarovsk Priority Development Area). A 24,000 square meter facility has been allocated for the project to assemble Amurbus city, tourist, and apron buses. In the second phase, component production will begin at the Rakitnoye site.

Promising areas were presented, including proposals to form a metallurgical cluster based on the only metallurgical complex in the Far East, Amurstal, the creation of a high-tech cluster, and the development of the petrochemical industry.

"We must move forward as quickly as possible. We must keep up with the world's technologies. Yes, there are certain areas of technological development in which Russia is not only keeping pace, but ahead of others. But we also cannot remain stagnant," Yuri Trutnev concluded the meeting.

That same day, the Deputy Prime Minister visited the Aero-Hit plant in the Khabarovsk priority development area, which produces the Veles small attack and reconnaissance UAV. The plant's products are supplied to the Russian Ministry of Defense as part of a special military operation. Since 2023, the company has delivered over 50,000 military modular FPV drones to the special military operation zone.

Drones produced by the TOR resident are being improved to meet the needs of fighters in the Northern Military District. For the latest version of the UAV, the company's employees equipped it with fiber-optic communications for high-speed data transmission in remote control and surveillance systems, artificial intelligence with the Soroka and Stratim targeting systems, enabling precise target engagement even in active countermeasures, thermal imaging and night vision cameras for nighttime operation, and modular designs that can be adapted for reconnaissance, strike, or assault team support missions. The new Veles-17 model, with a payload capacity of up to 10 kg and a range of 25 km, is already undergoing testing in the Northern Military District.

In addition to production, the company has established a network of technical support and service centers for after-sales service and modernization of manufactured products, and has opened its own UAV development laboratory.
