BEIJING, November 10 (Xinhua) — China's State Council Office on Monday released a set of measures to further stimulate private investment.

As noted in the document, for key projects in areas such as railways and nuclear power that require approval or review by relevant agencies and have a certain level of profitability, private capital participation is encouraged and supported with clearly defined requirements, including equity participation.

It is indicated that private capital is also encouraged to participate in the construction and operation of some new urban infrastructure facilities.

In addition, unjustified restrictions on the access of economic entities to the service sector will be abolished.

According to the document, Chinese authorities intend to further implement practical measures for the targeted digitalization of small and medium-sized enterprises, as well as actively support even more qualified private investment projects in the launch of real estate investment trusts in the infrastructure sector.

As Ma Shuang, a professor at the University of International Business and Economics, noted, the measures presented directly address the concerns of private enterprises and focus on such aspects as expanding market access, removing barriers, and strengthening guarantees, converting policy benefits into a driving force for private investment development. –0–

BEIJING, November 10 (Xinhua) — China's National Development and Reform Commission (NDRC) on Monday released a policy document aimed at improving the consumption and regulation of new energy sources to build a new type of energy system and power grid.

As stated in the document, by 2030, China should have basically built a coordinated and highly efficient multi-level system for the consumption and regulation of new energy sources, ensuring their unimpeded connection to power grids, diversified use, and highly efficient operation.

According to the directive, by this time the bulk of new electricity demand must be met by increasing electricity generation from new sources.

By 2035, it is planned to have basically formed a new type of energy system, adapted to a high share of energy use from new sources, and to further improve the systems for their consumption and regulation.

The document emphasizes that a single national electricity market will play a fundamental role in the distribution of new energy resources, ensuring their optimal distribution and highly efficient consumption throughout the country. –0–

At an altitude of 3,200 meters, a large-scale mural dedicated to the 80th anniversary of the United Nations was unveiled in the Shymbulak ski resort in Kazakhstan. The 36-by-6-meter mural was created by Kazakh artist Adil Aubekerov.

"This work of art was not commissioned by the UN, but rather was the initiative of the community itself—the private sector and local partners," emphasized Vlastimil Samek, a representative of the UN Department of Global Communications, speaking at the opening ceremony. "Here in Shymbulak, it calls for a world where innovation serves people, nature is protected, and no one is left behind in progress."

Representatives from public organizations, cultural and scientific circles, the diplomatic corps, and the media attended the unveiling of the mural. Guests were briefed on the project's concept and history, and resort specialists described the technical solutions required to implement the project in high-altitude conditions.

Artist Adil Aubekerov noted that the concept is based on the visual and symbolic heritage of nomads, reimagined in a contemporary artistic form: "Each fragment carries a specific memory. Together, they speak of what unites us—respect for nature, for our neighbors, for the world. For me, this is a mosaic of the values the UN has championed for 80 years, as well as the nomadic vision, looking to the future."

Adil Aubekerov's mural has become the largest high-altitude art installation in the world dedicated to the UN. The project was completed in challenging climatic conditions, including sudden temperature fluctuations, thin air, and strong winds. Thanks to its original technical solutions, the structure serves both a protective and artistic function.

Almaty, November 10 (Xinhua) — Kazakhstan Temir Zholy (KTZ), Kazakhstan's national railway company, is taking measures to stabilize transportation at the Saryagash border crossing, through which a significant portion of Kazakhstan's exports to Central Asian countries passes. This was reported by the KTZ press service on Monday.

The start of the mass transportation season has reportedly led to temporary disruptions in freight traffic. A back-up of over 8,400 railcars has been recorded on the approaches to Saryagash station, due to delays in receiving trains by Uzbek Railways.

“Over 50 percent of Kazakhstan’s exports (approximately 700,000 tons per month) are sent through this crossing, with approximately 70 percent of this volume going to stations in Uzbekistan,” the report states.

KTZ also noted that the situation is affecting transportation with Tajikistan and Afghanistan.

From October 25, 2025, in order to maintain the stability of the passenger transportation schedule and prevent infrastructure overload, KTZ introduced temporary loading restrictions in the direction of the Saryagash border crossing. –0–
