Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko addressed an expanded meeting of the Federal Tax Service. He noted that the service has now transitioned from its role as a controller to one of the leading developers of government digital services that are transforming how the government interacts with citizens and businesses.

Since 2025, the "Life Situations" section of the government services portal has offered the option to file a tax return online to receive a personal income tax deduction (e.g., for medical treatment or education, the purchase of housing, land, or long-term savings). After filing, users can track the status of their return. Since the beginning of 2025, approximately 115,000 applications for this service have been submitted through the government services portal.

The "Start a Business Online" service also relies on the principle of receiving services in a "real-life" format. It combines the registration of a legal entity or individual entrepreneur, the issuance of an electronic signature, and the opening of a bank account. Since its launch, 25,000 users have already used the service.

One of the key projects of recent years has been the introduction of a single tax account. Since July 2023, all taxes, contributions, and advance payments have been combined into a single payment, eliminating the need for separate payment details—now there are two instead of 15. Citizens no longer need to track separate tax payment deadlines and details; a single payment balance is generated directly in the taxpayer's personal account. As a result of the implementation of the single tax account, the amount of unexplained receipts has been reduced by 28 times, and the number of debtors has been halved.

Furthermore, the Federal Tax Service's work on creating a unified population register has become an important foundation for the digitalization of government services. The system has integrated data from 11 agencies and currently contains over 148 million digital citizen profiles. It processes over a million agency requests daily, most of which are processed in less than two minutes.

Dmitry Grigorenko emphasized that the Federal Tax Service of Russia is also the largest provider of management data for the government system. More than 230 data sets are available for 730 government agencies through the departmental data platform, and over 90 open data sets are posted on the website. These data sets are actively used in developing government policy and implementing strategic initiatives.

"Over the past 35 years, the Federal Tax Service has undergone a significant digital transformation and has become an undisputed leader in innovation. Today, the Federal Tax Service of Russia is not just a controller, but a complex of modern, convenient, and customer-focused services. Moreover, the service's digitalization efforts are a recognized benchmark for quality and efficiency across the entire public administration system," noted Dmitry Grigorenko.

At the end of the meeting, the Deputy Prime Minister congratulated the Federal Tax Service's employees and veterans on their 35th anniversary and noted their contribution to the development of the digital economy and improving the quality of government services.

As part of the Transport of Russia forum and exhibition, the command and control center at Grozny International Airport and the passenger terminals at Izhevsk and Murmansk airports were launched via videoconference.

From the transcript:

A. Nikitin: Dear Mikhail Vladimirovich! Dear colleagues!

Context

Mikhail Mishustin took part in the 19th International Forum and Exhibition "Transport of Russia" as part of Transport Week 2025.

There are currently 225 airports operating in Russia, and in accordance with your decisions and those of the Government, there will be 241 airports by 2030. We are also modernizing 75 more airports under the presidential program.

Direct flights are currently available to 42 countries. This is 19 more than the 2022 target, and today we are opening three more significant facilities.

In Grozny, we have a new air traffic control center with the most modern 50-meter tower in Russia. In Izhevsk, we are opening a terminal with an area of 10,800 square meters. In Murmansk, we are opening a terminal with an area of over 7,000 square meters.

Allow me to give the floor to Ramzan Akhmatovich Kadyrov, the leader of the Chechen Republic. Please.

M. Mishustin: Good afternoon, friends! Please.

R. Kadyrov: Dear Mikhail Vladimirovich! Greetings, dear colleagues!

The construction of this facility was made possible by the leadership of Russian President Vladimir Putin and the team of the first president of the Chechen Republic, Hero of Russia Akhmat Abdulkhamidovich Kadyrov.

The command post meets the latest safety standards.

A. Nikitin: Thank you, Ramzan Akhmatovich. I now give the floor to Aleksandr Vladimirovich Brechalov, Head of the Udmurt Republic.

A. Brechalov: Dear Mikhail Vladimirovich, I greet you from the new terminal of the Izhevsk airport named after Mikhail Timofeevich Kalashnikov.

This is a long-awaited facility for all residents of Udmurtia. The old building was constructed over half a century ago and, of course, couldn't handle the passenger traffic, which has increased sevenfold in just seven years.

Mikhail Vladimirovich, this facility was created thanks, of course, to the support of our President Vladimir Vladimirovich Putin. Your support.

Lusaka, November 20 (Xinhua) — China is willing to work with Zambia to leverage China's zero tariffs on Zambia to expand bilateral trade and unlock potential for cooperation in sectors such as mining, new energy vehicles, and artificial intelligence, Chinese Premier Li Qiang announced on Thursday.

Li Qiang, who arrived in Zambia's capital Lusaka on Wednesday on an official visit, made the announcement during talks with Zambian President Hakainde Hichilema.

The head of the Chinese government first conveyed to H. Hichilema warm greetings and best wishes from Chinese President Xi Jinping. Li Qiang stated that China and Zambia are good brothers, good friends, and reliable partners.

Last year, he recalled, the two countries celebrated the 60th anniversary of the establishment of diplomatic relations, and President Xi Jinping and President H.H. Hichilema met during the Beijing summit of the Forum on China-Africa Cooperation, outlining a new plan for deepening and developing bilateral ties.

The Premier said that China is willing to work with Zambia to further strengthen political mutual trust, firmly support each other's core interests and major concerns, continuously enrich the content of the China-Zambia comprehensive strategic cooperative partnership, jointly promote modernization, and build a closer China-Zambia community with a shared future, so as to bring greater benefits to the two peoples.

According to Li Qiang, China intends to strengthen cooperation with Zambia in areas of public welfare such as health care, agriculture and human resources development to enhance people's satisfaction with bilateral cooperation.

As the Premier of the State Council noted, the two countries should take advantage of the China-Africa Year of Cultural and People-to-People Exchanges in 2026 to strengthen friendly exchanges at all levels, deepen exchanges and cooperation in areas such as culture, education and tourism, thereby strengthening the social foundation of interstate cooperation.

China is also willing to strengthen cooperation with Zambia in the judicial, police, and law enforcement fields to strengthen the security guarantees of bilateral cooperation, Li Qiang added.

He said that the revitalization of the Tanzania-Zambia railway is the common aspiration of the Chinese, Tanzanian, and Zambian peoples, and the parties should jointly implement this landmark project as part of the high-quality joint construction of the Belt and Road Initiative.

The Premier of the State Council emphasized that the three countries should strengthen political coordination, ensure subsequent comprehensive development, and promote higher-quality development of countries and regions along the railway.

Li Qiang pointed out that unilateralism and protectionism are currently gaining ground, posing serious challenges to the international system and the global economy. He called on China and Zambia to strengthen coordination and cooperation in multilateral forums, working with a wide range of countries in the Global South to safeguard the international trade and economic order, upholding fairness, justice, and common interests.

Japan does not recognize either its current mistakes or the results of World War II, according to the Russian Foreign Ministry.

Moscow, November 20 (Xinhua) — Japan not only refuses to acknowledge today's mistakes, but even the results of World War II, 80 years after its end. This was stated by Russian Foreign Ministry spokesperson Maria Zakharova during a briefing on Thursday in response to a Xinhua reporter's request to comment on the Japanese Prime Minister's recent outrageous statements regarding Taiwan and Tokyo's refusal to acknowledge this mistake.

"You mentioned that Japan hasn't yet acknowledged its mistake. I apologize, but Japan hasn't yet recognized the results of World War II! Eighty years have passed, and Japan still refuses to recognize the results of World War II, as enshrined in international law," M. Zakharova pointed out.

The Russian diplomat noted that November 20 marked the 80th anniversary of the Nuremberg Trials, the international military tribunal for the major Nazi war criminals. "International law was built on the results of the Nuremberg Tribunal in many aspects, and many concepts were formulated for the first time," she recalled, adding that Japan does not recognize either the results of Nuremberg or the Tokyo Trials, the international military tribunal for the Far East.

Speaking about Russia's position on the Taiwan issue, M. Zakharova emphasized that this principled position is well known. It is immutable and has been repeatedly reaffirmed at the highest level. "The Russian side recognizes that Taiwan is an integral part of China and opposes any form of independence for the island. We proceed from the premise that the Taiwan issue is an internal matter for China, which has every legitimate basis for defending its sovereignty and territorial integrity," the Russian Foreign Ministry spokesperson stated.

M. Zakharova also noted that the Taiwan issue has been quite actively discussed in the international information space recently. "You see how a number of countries loudly declare their commitment to the one-China principle while cynically continuing to escalate tensions in the Taiwan Strait, impeding the peaceful unification of the country (I mean China), supplying arms to the island, actively strengthening military-political contacts, promoting the growth of separatist sentiment, and using Chinese Taiwan as an instrument of pressure and geopolitical containment against the People's Republic of China," the diplomat noted.

"Russia strongly condemns the West's hypocritical position on China's Taiwan issue and, as a true friend and reliable partner of Beijing in the international arena, is prepared to continue to provide strong mutual support on issues related to sovereignty and territorial integrity, including Taiwan," the Russian Foreign Ministry's official spokesperson concluded.

The UN General Assembly voted for the Olympic Truce ahead of the Games in Italy.

November 19, 2025 Culture and education

Ahead of the 2026 Winter Olympic and Paralympic Games in Milan and Cortina d'Ampezzo, Italy, the UN General Assembly has adopted a resolution reiterating the importance of the Olympic Truce and reminding everyone that even in times of conflict, sport enables humanity to find common ground.

The tradition of the "Olympic Truce" dates back to the 9th century BC, when, in accordance with the prophecy of the Delphic oracle, the strife and wars that resulted in the destruction of the city of Peloponnese in Ancient Greece were stopped, and competitions between athletes from warring tribes were held.

Over the years, other Greek tribes also joined the Peloponnesian Treaty to host the Olympic Games. The original purpose of ending war during the Olympics was to allow all athletes to reach the competition site and participate. The UN General Assembly revived this ancient Greek tradition of the "ekecheiria" ("Olympic Truce") in 1993.

Sports and Peace

As General Assembly President Annalena Baerbock noted on Wednesday, "even in times of division, humanity can find common ground and hope in sport." Baerbock recalled her years as a trampoline athlete dreaming of the Olympic Games—and the sense of unity that sport can create, even influencing relationships between competitors.

UN Photo/E. Schneider

The experience of past decades shows how effective this metaphor can be.

In the 1990s, the Open Fun Football Schools project brought together over 150,000 children from various ethnic groups in the Balkans, using play as a way to rebuild trust after conflict. Similar programs in Colombia and Cyprus helped people gradually rebuild mutual trust.

Women on Ice

Gender equality took center stage in the General Assembly President's speech. She recalled how the Canadian women's hockey team, which won gold at the 2014 Sochi Olympics, responded to the question "Do you play like a girl?" with, "Yes, fast and strong, like girls."

This message, she emphasized, helps combat stereotypes that continue to limit the rights of women and girls, not only in sports. The Milan-Cortina 2026 Games are expected to be the most gender-balanced Winter Games in history, with women making up approximately 47 percent of the participants.

Sports spirit

Italy has committed to ensuring the Games promote inclusion and accessibility – both on the ice and beyond. This will be supported by hundreds of projects planned for the Games.

The Italian delegation also recalled examples of sporting solidarity, in particular the act of bobsledder Eugenio Monti, who lent his competitors a vital piece of equipment at the 1964 Innsbruck Games. This cost him the victory, but earned him the respect of his colleagues.

"Sport and the Olympic Games can be a beacon of hope, an alternative to rivalry and division," Italian officials said.

Moscow, November 20 (Xinhua) — The Nuremberg Tribunal marked the beginning of a series of trials of Nazi war criminals, including Japanese militarists. Alexei Pushkov, Chairman of the Federation Council Commission on Information Policy and Interaction with the Media, stated this in an interview with Xinhua on the sidelines of the International Scientific and Practical Forum "No Statute of Limitations. Nuremberg. 80 Years," dedicated to the 80th anniversary of the start of the International Military Tribunal for Major Nazi War Criminals. The forum opened in Moscow on Thursday.

"The Nuremberg Tribunal marked the beginning of a series of trials of Nazi criminals, including Japanese war criminals. Japanese militarism was condemned on par with German Nazism. At the Tokyo Trials, it was condemned as a crime against humanity," the Russian senator pointed out, emphasizing that Nuremberg established a moral taboo against supporting Nazism, neo-Nazism, ultra-nationalism, and militarism.

According to A. Pushkov, the 80th anniversary of the Nuremberg Trials is not only symbolic and historical, but also an extremely important political date, as the historical legacy of Nuremberg remains relevant today. "The current world order established after World War II, including as a result of the Nuremberg Trials, the Tokyo Tribunal, the Yalta and Potsdam Conferences, and so on, is based on the key role of the five victorious powers—the Soviet Union, China, the United States, Great Britain, and France," the Xinhua source noted.

The senator condemned attempts by some Western media and politicians to distort history and emphasized that Russia played a decisive role in the defeat of Nazi Germany, while China, which suffered enormous losses during the war in the Far East and Southeast Asia, played a huge role in the victory over Japan. "I must say that very little is said about this in the modern Western media. But we in Russia remember this," he added.

A. Pushkov believes that BRICS needs to develop a common platform for coordinating approaches to the study of history in order to counter Western media distortions of historical memory. "We must create a common program in the BRICS countries, within which we would agree on scholarly contacts, contacts between journalists and students, for the purpose of studying and teaching new generations the most important aspects of history," he urged, noting that Russia and China could play a role in initiating such a program.
