BEIJING, Nov. 29 (Xinhua) — Authorities, businesses and residents in China's inland areas have joined forces to raise resources to support the Hong Kong Special Administrative Region (SAR) after a major fire broke out at a residential complex in the region on Wednesday.

Closely monitoring the rescue operations, the Hong Kong and Macao Affairs Office of the Communist Party of China Central Committee formed a task force that arrived in Hong Kong on Thursday morning to assist with disaster relief efforts.

Under the coordination of the said office, Hong Kong's neighboring province of Guangdong quickly mobilized a range of rescue equipment, medicines and consumables in accordance with the needs of the Hong Kong Special Administrative Region (HKSAR) and delivered them to Hong Kong in two batches on Thursday and Friday.

Guangdong Provincial Fire and Rescue Forces also provided support for search and rescue operations and logistical support. At the request of Hong Kong authorities, they provided modern equipment such as lighting drones, reconnaissance drones, exoskeleton robots, and firefighters' protective boots.

Under the leadership of the All-China Women's Federation, several agencies jointly allocated funds totaling 5 million yuan (approximately US$706,324) to support disaster-stricken residents in Hong Kong with emergency rescue, temporary housing, and post-disaster recovery.

The Chinese Red Cross Society donated 2 million yuan to the Hong Kong Red Cross Society for emergency rescue and humanitarian aid and promised to provide follow-up support if needed to address the aftermath of the disaster.

Furthermore, support from businesses in China's interior has increased. To date, total donations from companies and institutions across various sectors, including science and technology, e-commerce, and logistics, have exceeded 600 million Hong Kong dollars (approximately 77.12 million US dollars).

Shelters are receiving regular donations of essential supplies, such as blankets, food, and drinking water, from businesses and individuals in China's interior. Many residents in the interior also volunteer to deliver essential supplies, organize fundraisers, and offer online psychological counseling.

In addition to setting up a HK$20 million charitable fund for emergency relief, China Merchants Group, a centrally-directed state-owned enterprise headquartered in Hong Kong, launched an emergency logistics platform to ensure the efficient delivery of donated material resources to the SAR.

Firefighting and search and rescue operations concluded Friday morning after a deadly fire broke out at Hong Kong's Hongfuyuan residential complex on Wednesday afternoon, killing 128 people. -0-

Bishkek, November 29 /Xinhua/ — China-Europe freight trains are contributing to the development of Central Asian countries, Sergei Ponomarev, President of the Association of Markets, Trade, and Services Enterprises of Kyrgyzstan, said in an interview with Xinhua.

As announced at the 2nd China-Europe Freight Train Services International Cooperation Forum, held in November in Xi'an, Shaanxi Province, Northwest China, these trains carried 53 categories of freight, covering over 50,000 items. China-Europe freight trains are increasingly bringing branded products from other countries to the Chinese market, while several landlocked Eurasian countries have gained access to the sea.

According to S. Ponomarev, China-Europe freight trains passing through Central Asia are a major project that brings both economic and infrastructural benefits to the region and contributes to improving the quality of life for the population, in particular through the creation of new jobs.

He also noted that the history of the Silk Road shows that trade and logistics of that era contributed to the development of infrastructure, the formation of cultures, cities, and the overall politics of the time. At that time, goods from China—silk, spices, gunpowder, paper—were shipped to Europe and passed through the territory of today's Kyrgyzstan.

"Replicating this experience—the joint construction of the Belt and Road—is undoubtedly a megaproject, which Kyrgyzstan was one of the first to approve and will participate in not only in politics but also in business," said S. Ponomarev.

He emphasized that logistics have become more complex amid the changing international environment, and new transport corridors will be beneficial for both Central Asian countries and China. Kyrgyzstan occupies a key link between China, one of the world's largest economies, and Europe, and Central Asia is becoming a convenient bridge, the agency's source added.

Comment: The change in the Netherlands' position is the first step on the right path to a proper settlement of the issue.

On November 19, Dutch Economy Minister Vincent Karremans announced that the takeover order against semiconductor manufacturer Nexperia had been suspended.

On the same day, the Chinese Ministry of Commerce responded to this statement, noting that China welcomes the decision of the Dutch side and considers it a first step in the right direction for a proper resolution of the issue.

However, as a spokesperson for the Chinese Ministry of Commerce noted, suspending the order does not equate to its repeal, which would address the root cause of instability and chaos in global semiconductor supply chains. He expressed hope that the Dutch side will continue to demonstrate a desire to sincerely cooperate with China and present truly constructive proposals for resolving the issue.

This incident offers three lessons for the Dutch government.

First, "national security" is not an excuse. In recent years, some Western countries have frequently imposed restrictions on Chinese companies under the guise of "national security," but in the case of Nexperia, these unjustified actions backfired—the forced takeover directly disrupted supply chains, and the industrial reaction was far more severe than the Dutch government anticipated. The Netherlands realized that continuing the takeover of Nexperia would lead to enormous economic losses in the short term and damage to its national reputation in the long term.

Secondly, the reality of "continuity of the supply chain" must be respected. Nexperia is one of the world's most important suppliers of core chips, and its manufacturing facilities exhibit a tightly interconnected structure of "European design, Chinese sealing and testing." Attempts to forcibly disrupt this industrial structure through administrative means would cause greater harm to the Netherlands itself and to companies in the supply chain that rely on these products.

Third, using political means to interfere with normal economic cooperation proved to be a mistake. The Nexperia incident demonstrated that excessive politicization will not only deprive Dutch companies of markets but could also leave them in a passive position in supply chains.

Protecting History, Identity, and Youth: What Political Scientists from Around the World Discussed at the State University of Management

On November 28, the All-Russian Conference of the Russian Political Science Association (RAPS) with international participation, "Russia and the World in the First Quarter of the 21st Century: Political Results and Prospects," opened at the State University of Management.

This year, the event brought together political scientists not only from Russia, but also from 22 other countries.

The meeting was opened by Oksana Gaman-Golutvina, President of the Russian Academy of Political Sciences, Deputy Chair of the Public Council under the Ministry of Education and Science of the Russian Federation, and Corresponding Member of the Russian Academy of Sciences.

"Our meeting annually brings together political scientists from virtually every region of Russia. This year, they were joined by representatives from 22 countries. This is especially significant, as this year marks a special conference: we're holding it in the year of our association's 70th anniversary and also in the year that marks the end of the first quarter of the 21st century. Both milestones are significant and provide an opportunity to reflect on the large-scale processes of recent years, which is what we'll be doing today," concluded the RAPN president.

The expert outlined the conference's main focus areas and spoke about the Academy's contribution to preserving scientific heritage: published books, journals, interactive websites, and more. In concluding her speech, Oksana Gaman-Golutvina emphasized that "effective governance requires effective expertise, including political science."

Deputy Ministers of Science and Higher Education Olga Petrova and Dmitry Afanasyev sent video messages to the participants. The ministry representatives thanked the conference organizers, congratulated the Russian Political Science Association on its 70th anniversary, and wished the participants fruitful work.

Next, the floor was given to Deputy Head of the Presidential Directorate for Public Projects, Alexander Zhuravsky:

"The world is constantly changing, and this is happening not only because of neural networks and AI, but also because the world is fundamentally unstable and changeable. This also applies to the international economic and political situation. When Vladimir Putin proposed creating BRICS in 2006, no one perceived the alliance as a serious force, but today BRICS has already surpassed the G7 in terms of economic development. Now, adherence to certain values determines the world order. On one side is the world of Western civilization, which aspires to dominance. On the other is the world of traditional values, such as BRICS and the SCO, which are increasingly being joined. Thus, very soon a new global bipolarity will emerge not only in fact but also in law."

In turn, Vladimir Stroyev, Rector of the State University of Management, thanked those gathered for choosing the first university to host such an important event and noted the benefits of participation for students.

"Today, the plenary session has brought together the best specialists and scholars in the field of political science. Our university has been training managers for various industries for over 100 years. Today, new students are unlike those who came three to five years ago, let alone earlier. They have a different perspective, different aspirations, goals, and approach to life. At the same time, our students are active and ambitious individuals who will eventually occupy leadership positions in a wide variety of fields: business, politics, ministries, the social sector, and others. These are people who influence our future. We understand that it is important to prepare them properly not only in economics and management, but also in the humanities, so that they are prepared for modern challenges and circumstances and are able to navigate life and space. Therefore, it is especially important for us to hear the opinions and presentations of leading experts in the country," concluded the SUM rector.

Dmitry Orlov, Director General of the Agency for Political and Economic Communications (APEC), concluded the welcoming remarks by outlining the practical challenges facing political science today. Among them, he highlighted the formation of a vision for the future, ensuring a balanced system, social inequality in many areas, and identifying sources of growth.

Alexander Dugin, Director of the Ivan Ilyin Higher Political School at the Russian State University for the Humanities, presented a report on the importance of sovereignty in science.

"Our fundamental task is to continue the line of the Slavophiles, who argued that Russia is an independent civilization. Today, this is the dominant approach. There are no longer any debates about this between Slavophiles and Westernizers in our country. However, the question of political affiliation arises. After all, Western political science has only three main options: liberal, communist, and nationalist. That's all there is to it, which is unacceptable for us today. This is the most profound challenge to the sovereignty of Russian political science: finding a platform that transcends these three theories," the professor concluded.

Konstantin Kostin, President of the Civil Society Development Foundation, raised the important issue of preserving historical truth not only about the past but also about the present in his report. The expert noted that "already today, neural networks and artificial intelligence are producing a wide variety of answers to simple questions about recent events of the first quarter of the 21st century, some of which are inconsistent with the truth. If nothing is done, over time, these answers will become the truth in the minds of the younger generation."

Irina Semenenko, Deputy Director of the Primakov Institute of World Economy and International Relations (IMEMO) of the Russian Academy of Sciences and Corresponding Member of the Russian Academy of Sciences, presented a study on identity politics in the public sphere, while Igor Kuznetsov, Professor at Lomonosov Moscow State University, shared the results of his research on the role of popular culture in shaping perceptions of Russia's future among young people.

The first section of the program was concluded by Andrey Polosin, scientific director of the "DNA of Russia" project and RANEPA Vice-Rector, who discussed the nature and development of social and humanitarian knowledge, the challenges it faces in responding to current events and processes in the world and society, and introduced the objectives and implementation process of the "DNA of Russia" project.

At the conference, participants presented papers on the contemporary development of political science against the backdrop of global and regional development challenges.

At the end of the first day, the RAPN reporting and election conference was held.

The All-Russian Conference of the Russian Academy of Political Sciences with international participation is held with the support of: State University of Management, Moscow State Institute of International Relations (University) of the Russian Ministry of Foreign Affairs, Peoples' Friendship University of Russia named after P. Lumumba, Presidential Grants Foundation, Political Encyclopedia Publishing House (ROSSPEN), Aspect Press Publishing House. Scientific journals: Political Studies (Polis), Comparative Politics, Power, Political Science, Political Expertise. Politex, Bulletin of Peoples' Friendship University of Russia. Beijing, November 28 (Xinhua) — China will strengthen ethical review of artificial intelligence (AI) patents to ensure the development of AI technologies complies with the law, social morality, and public interests, the State Intellectual Property Administration (SIPA) announced on Friday.

At a press conference organized by the department, senior official of the GAIS Jiang Tong said that the newly revised patent examination guidelines, which will take effect on January 1, 2026, included for the first time a special topic section on AI and big data.

The section states that the implementation of AI-related technical solutions, such as data collection and rule-making, must comply with legal requirements, social ethics and public interests, Jiang Tong added.

In addition, the guidance also clarifies the disclosure requirements for scenarios such as model building and training, and details the criteria for determining adequate disclosure, addressing potential issues of insufficient disclosure of technical solutions that may arise due to the “black box” properties of AI models.

At a press conference, another senior official of the State Intellectual Property Inspectorate, Liang Xinxin, stated that the intellectual property rights development plan for the 15th five-year period (2026-2030) will continuously deepen international cooperation and exchanges.

He added that the plan would also demonstrate China's unwavering commitment to equally protecting the intellectual property rights of both domestic and foreign enterprises, create a favorable business environment for companies of all types, and promote "dual circulation" of domestic and international markets.

The Office of the United Nations High Commissioner for Human Rights (OHCHR) said on Friday it was "appalled by the brazen killing" of two Palestinians by Israeli border police in the West Bank, suggesting the incident may amount to an "extrajudicial execution."

The shooting occurred Thursday in Jenin and was apparently captured on television, Directorate spokesman Jeremy Lawrence told reporters in Geneva. He said an internal investigation was announced following the incident, but the statements by a senior Israeli official attempting to deflect responsibility from security forces "raise serious concerns about the credibility of any future investigations or probes conducted by entities that are not fully independent of the government."

Rising murder rates

Lawrence noted that the number of killings of Palestinians by Israeli security forces and settlers in the occupied West Bank is rapidly increasing, without those responsible being held accountable.

According to the Office of the United Nations High Commissioner for Human Rights, Israeli forces and settlers have killed 1,030 Palestinians there since October 7, 2023, including 233 children.

"Impunity for the unlawful use of force by the Israeli military, as well as the ever-increasing violence by settlers, must end," Lawrence emphasized. He called for independent, prompt, and effective investigations and for all perpetrators to be held accountable.

London, November 28 (Xinhua) — Elections for a new IMO Council took place on Friday at the 34th session of the International Maritime Organization (IMO) Assembly. China was elected to the Council by an overwhelming majority, achieving this status for the 19th consecutive term.

Voting rights were granted to 169 participating countries. China received 155 votes, the highest number of all applicants. Analysts believe this result underscores China's special role and importance in ensuring the security and smooth functioning of global supply chains.

Other countries elected as Category A members of the Council were Italy, the Republic of Korea, the United Kingdom, Greece, Japan, Panama, the United States, Norway and Liberia.

In accordance with the IMO Convention, the current Assembly elected 40 members of the Council: 10 in category “A” (States with the greatest interest in providing international shipping services), 10 in category “B” (States with the greatest interest in international maritime trade) and 20 in category “C” (States representing major geographical areas of the world with special interests in maritime transport or shipping).

The opening ceremony of the Permanent Mission of the People's Republic of China to the IMO took place at the Chinese Embassy in the United Kingdom. In an interview with Xinhua on the sidelines of the event, IMO Secretary-General Arsenio Dominguez noted that China is a leading shipbuilding country, home to several of the world's largest ports and several major shipping companies, and is capable of supplying a significant number of seafarers to the global labor market. He added that China has a very high level of participation in the shipping sector and plays a "critical role" in international maritime cooperation.

IMO is a specialized agency of the United Nations responsible for ensuring maritime safety and security of shipping, as well as preventing pollution of the sea and atmosphere from ships.

The organization currently has 176 members. China has been one of the 10 Category A members of the IMO Council since 1989. –0–

The spokesperson said that with the approval of the CPC Central Committee, the Publicity Department of the CPC Central Committee and the Ministry of Foreign Affairs have updated and reissued the "Outline for Studying Xi Jinping Thought on Diplomacy," which was first published in 2021.

The new edition provides a comprehensive overview of the innovative contributions and latest achievements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the field of diplomacy, Mao Ning pointed out, noting that it also systematically expounds the current context, profound content, theoretical characteristics and brilliant practice of Xi Jinping Thought on Diplomacy.
