Caracas, December 1 (Xinhua) — US military threats in the Caribbean could impact the stability of the global energy market, Venezuelan President Nicolás Maduro warned in a letter to OPEC Secretary-General Haitham al-Ghaith.

US President Donald Trump has launched a "campaign of harassment and threats" against Venezuela since August, N. Maduro noted.

He said the deployment of more than 14 US warships and 15,000 military personnel in the Caribbean Sea creates an atmosphere of tension that could undermine regional security and impact energy supplies.

The President condemned the US attempt to seize Venezuela's crude oil reserves, warning that it poses a direct risk to the balance of the global market.

Venezuela will firmly defend its energy resources and will not succumb to external pressure, N. Maduro noted, adding that in the past, military interventions in oil-producing countries led to instability and negative consequences for both consumers and exporters. –0–

Wenchang, Hainan Province, December 1 (Xinhua) — China launched a new satellite into space on Sunday from the Wenchang Satellite Launch Center in the southern Chinese island province of Hainan. This marks the 10th launch from the center this year, marking the first time the total number of launches from the site has reached double digits.

The Shijian-28 satellite was launched at 8:20 PM Beijing Time aboard a modified Long March-7 launch vehicle. The spacecraft successfully entered its designated orbit. This flight marked the 611th mission for the Long March series of launch vehicles.

The Wenchang Satellite Launch Center is the country's first environmentally friendly, modern spaceport designed and built domestically. It currently operates two all-weather, multi-directional launch pads and is capable of carrying heavy payloads.

Since its first launch in 2016, the Wenchang Satellite Launch Center has successfully completed 43 space launches, with its annual launch capacity steadily growing. The launch center reliably and regularly supports a high density of medium- and large-size cryogenic liquid-propellant rocket missions.

The high-density launch support capabilities demonstrate the technological innovations and advanced support capabilities developed by the spaceport's scientific and technical staff.

"The key to achieving high launch density is to reduce the time a rocket spends on the launch pad, which we call the rocket test cycle," said Wang Yuliang, an expert at the spaceport.

Faced with the challenge of managing concurrent operations for different types of rockets, technical personnel must perform equipment upgrades and maintenance between flights to ensure stable operation.

Through continuous technological innovation in recent years, the Wenchang Satellite Launch Center has mastered key technologies such as high-flow cryogenic propellant loading and kerosene and liquid nitrogen cooling.

Breakthroughs in key technologies have enabled parallel testing and launches of multiple cryogenic large and medium-sized rockets, as well as the adaptation of individual launch pads for different rocket types.

In the future, the Wenchang Satellite Launch Center is prepared to handle more national-level missions, including crewed lunar landings, heavy-lift rocket launches, and planetary exploration, while its annual launch capacity will continue to increase.

WASHINGTON/KYIV, Dec. 1 (Xinhua) — U.S. Secretary of State Marco Rubio said "additional" progress was made on a revised peace plan to resolve the Ukraine crisis during about four hours of talks with a Ukrainian delegation in Florida on Sunday, but "more work remains to be done."

"This is a delicate and complex process," M. Rubio told reporters after the meeting. "There are a lot of moving parts, and obviously there's another party involved that has to be part of the equation."

"We don't just want to end the war, we also want to help Ukraine stay safe forever," a senior US diplomat said.

Secretary of the National Security and Defense Council of Ukraine Rustem Umerov described the negotiations as “difficult, but productive.”

"We have made tangible progress in establishing a just peace," R. Umerov, who leads the Ukrainian negotiating team, wrote on Facebook.

He added that the meeting was meaningful and successful, and that much work remains ahead. He stated that both sides will continue consultations and coordination regarding further steps for peace in Ukraine.

The final round of talks between the two sides took place earlier that day in Hallandale Beach, Florida. Neither M. Rubio nor R. Umerov responded to journalists' questions after the meeting.

US Presidential Special Representative Steven Witkoff and the American leader's son-in-law, Jared Kushner, also joined the Sunday talks and will fly to Moscow on Monday for further discussions, the Wall Street Journal reports. –0–

JOHANNESBURG, Dec. 1 (Xinhua) — South African President Cyril Ramaphosa said on Sunday that the country will continue to actively participate in the Group of 20 (G20) despite recent tensions with the United States, which will host the G20 meetings next year.

Ramaphosa made the remark in a national address after South Africa chaired the G20 summit a week ago, which was held without Washington's participation. Earlier this week, US President Donald Trump announced that South Africa would not be invited to G20 meetings next year due to tensions in bilateral relations.

"We must make clear that South Africa is a founding member of the G20, and therefore, it is a legitimate member. We will continue to participate as a full, active, and constructive member of the G20," said Ramaphosa.

According to the president, the US's absence from the recent summit was due to disinformation and is "unfortunate." Trump previously claimed he boycotted the summit because of the "genocide of white people" in South Africa.

"This is blatant misinformation about our country. Even more regrettable is that the reasons given by the US for non-participation were based on baseless and false allegations that South Africa is committing genocide against Afrikaners and confiscating land from white people," Ramaphosa emphasized.

He confirmed that South Africa handed over the G20 presidency to the United States this week, adding that the country values its relationship with Washington and remains committed to dialogue.

The official handover of the US presidency is scheduled for December 1. –0–

URUMQI, Dec. 1 (Xinhua) — Customs at Tianshan International Airport in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, processed 830 value-added tax (VAT) refund applications totaling over 8 million yuan (about 1.13 million U.S. dollars) for outbound foreign tourists in the first 10 months of 2025, up 75 times and 27 times, respectively, from the same period last year.

The significant increase in this figure was made possible by the revival of cross-border tourism in China, according to information from the Tianshan Airport border crossing.

A passenger from Kazakhstan named Azamat purchased silk costumes and folk art items at Tienshan Airport. "These items are very unique, and the prices are very competitive after the tax refund. Applying for a tax refund on the spot is very simple; it literally takes a couple of minutes from the moment you present your documents to customs control," he said.

Multilingual signs and electronic displays supporting six commonly used languages, including Russian and Kazakh, have been installed in the international departures area of Tianshan Airport. Passengers can apply for a tax refund on-site after making purchases at 16 designated retail outlets.

Zhang Weijie, deputy head of customs at Tianshan Airport, said that customs authorities are willing to strengthen cooperation with the cultural tourism department, expand the categories of goods eligible for tax refunds, and continue to improve the convenience and satisfaction of passengers regarding VAT refunds when leaving China.

In November, Alina Ivanova, a first-year master's student in Political Science at the NSU Institute of Philosophy and Law, and Victoria Maltseva, Partner Relations Manager at the NSU Career Development Center, took part in a four-day trip to Zheleznogorsk in Krasnoyarsk Krai. The trip was made possible through the Rosmolodezh program "More Than a Journey" and the "Tours of Opportunity to Nuclear Cities" project, implemented by the Rosatom State Corporation. A total of 29 people from Novosibirsk, Tomsk, Irkutsk, Kemerovo, Novokuznetsk, Snezhinsk, and Seversk participated in the event.

The tour program included a sightseeing tour of Zheleznogorsk, a visit to the museum of the Rosatom State Corporation and the M.F. Reshetnev Information Satellite Systems JSC, the "Forward to the Dream" recreational horseback riding center, and the "Lapudai" husky center. Workshops on mini-volleyball and dumpling making were also held, along with evening programs such as "Kvartirnik" and "Siberian Feast." In addition, walks through the park grounds and a project were organized, including landscaping an eco-trail on the grounds of the "Nad Yenisei" recreation center, where the participants stayed outside the closed city.

Alina Ivanova was born in Krasnoyarsk and, as a child, often visited Zheleznogorsk, where her father worked. The city was relatively familiar to her, but during the four-day tour, she discovered a completely new side.

"The Museum and Exhibition Center of the Closed Administrative Territorial Entity of Zheleznogorsk, which includes exhibits from JSC Academician M.F. Reshetnev Information Satellite Systems (Russia's largest spacecraft manufacturer), was particularly memorable for its interactive areas, where participants could try on the role of a researcher and engineer. I was also amazed by the Space Communications Center's site in the evening, when, unexpectedly for the program participants, the satellite dishes lit up with multicolored lights—it was a wow effect! The Tolgut Park and Olen-Gora park areas, which I had never visited before, delighted me with their natural purity and beauty—I'll definitely return here in the summer to enjoy the fresh air and natural bounty," Alina Ivanova shared her impressions.

For Victoria Maltseva, the trip provided an opportunity to learn more not only about the city, its history, and key facts about its "biography," but also how Rosatom works with young professionals, what career opportunities it offers, what support measures exist, and what kind of personnel the company is most interested in.

"The key event of our tour was a meeting with representatives of Rosatom State Atomic Energy Corporation. During group interviews, the company executives repeatedly emphasized that Zheleznogorsk welcomes young professionals—graduates from the Physics Department, the Faculty of Natural Sciences, and the Faculty of Information Technology at NSU, as well as those with humanities backgrounds as teachers, and graduates of the Institute of Medicine and Medical Technology—to work in the city's medical institutions. City businesses help young professionals adapt, provide company housing, and offer competitive salaries, creating real opportunities for professional growth," commented Victoria Maltseva.

WASHINGTON, Dec. 1 (Xinhua) — U.S. President Donald Trump confirmed on Sunday that he had a phone call with Venezuelan President Nicolas Maduro, but declined to disclose any details of the conversation, The New York Times reported.

"I don't want to comment on that, the answer is yes," Donald Trump said aboard Air Force One. "I wouldn't say it went well or badly. It was a phone call," he told reporters.

The US president also said his Saturday social media post warning that Venezuelan airspace should be considered off-limits was not a signal that an airstrike was imminent.

“Don’t read too much into it,” Trump said, noting that he warned about it “because we [the United States] don’t consider Venezuela a very friendly country.”

On Saturday, D. Trump wrote in his post that the airspace over and around Venezuela should be considered completely closed. –0–
