In Blagoveshchensk, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev inspected the premises proposed for the Amur Region branch of the "Voin" center for military-sports training and patriotic education of youth. He also assessed the new officer training opportunities and innovations in military education implemented at the Far Eastern Higher Combined Arms Command School (DVOKU).

"The Voin Center was created at the behest of Russian President Vladimir Vladimirovich Putin. Its primary purpose is to educate youth and teach them to love and defend their homeland," said Yuri Trutnev.

Governor Vasily Orlov noted that the branch in the Amur Region is ready to open as early as 2026. It is planned to operate from the regional center of DOSAAF Russia. This two-story building offers approximately 500 square meters of classroom space. It will house administrative and classroom space for theoretical and practical classes, a gym, and a shooting range. A parade ground and a training area for sports will be built on the adjacent territory.

The regional center "Avangard," which already has outdoor structures, a tent camp, a climbing wall, and a rope course, is planned for military-sports events and games. Construction of modular residential buildings, a kitchen facility, an indoor sports complex, a cultural and leisure center, a boiler room, and a medical center is planned for 2030.

The branch is currently being staffed, recruiting candidates for instructor positions. Systematic collaboration with regional educational institutions—schools, colleges, and universities—will be established.

The Voin Center's management has already discussed issues related to the establishment of a branch in the region with the Amur Region government. These included developing and coordinating a phased plan for the center's establishment, its operations, and the recruitment of staff, including instructors with real combat experience. The availability and use of related infrastructure—health camps, the Avangard and Patriot centers, sports complexes, and shooting clubs—was also analyzed.

That same day, Yuri Trutnev visited the Far Eastern Higher Combined Arms Command School and learned about the military academy's innovative educational opportunities. He inspected new training facilities for tactical medicine and unmanned aerial vehicle control.

"The glory of the school is the glory of its graduates. We see photographs of Heroes of the Russian Federation here. I had the opportunity to meet with DVOKU graduates in the combat zone. They are wonderful young men. Perhaps it is thanks to their work and assistance that we are speaking with you today. I want to bow deeply to the school's teachers and to all the graduates who have chosen service to the Motherland as their profession," said Yuri Trutnev.

At the initiative of the regional governor and with the support of the Amur Region government, a modern tactical medicine classroom has been equipped at the Far Eastern Higher Military Command School. The school utilizes state-of-the-art equipment to train cadets in first aid skills under real combat conditions. Specifically, digital simulators and emulators are used to simulate various situations and fully practice these skills. Additionally, cadets train on specialized wound packing simulators equipped with all necessary equipment, including first aid kits, bandages, tourniquets, and filters for breathing and ventilation. The classroom also features a robotic mannequin that can simulate bleeding and various abnormalities in the body's systems.

The military academy offers an advanced tactical medicine course, led by instructors from the Military Medical Academy and specialists from the Amur Medical Academy. Cadets practice their skills in conditions as close to real-life as possible, learning to make quick decisions and act under various circumstances. Upon completion of the tactical medicine course, each cadet will receive two state-issued certificates: one for completing the first aid program and one for teaching the first aid course.

A special self-help kit was demonstrated. This development was initiated by a cadet from the Far Eastern Higher Military Command School, who, after receiving a shrapnel wound, was unable to apply a tourniquet due to limited access to medical supplies. Based on his experience, kits with integrated medical devices for bleeding control were developed. The university is currently working to advance this innovation with a view to mass production.

DVOKU is a leader in training specialists in unmanned systems. This year, it opened a Department of Unmanned Systems (UUS). The military academy has extensive experience working with UAS. In 2017, it established a department for the short-range Eleron-SV UAS. For several years, the DVOKU team represented the ground forces at the Army Games "Falconry" competition, where it took first place. In 2022, a UAS crew as part of the Russian national team won first place in the UAS competition in Iran.

Since the start of the special military operation, the school's UAV service has trained more than 150 operators for the Armed Forces, the Russian National Guard, and border troops.

In 2025, the department began training a company of cadets in the specialty "Use of Ground Forces UAV Units." Cadets learn to use various types of fixed-wing and multirole drones, as well as their maintenance and repair in laboratories and field conditions. The course includes working on creating various types of ammunition using 3D printers, conducting aerial reconnaissance and countering enemy UAVs, directing and adjusting artillery fire using UAVs, and delivering various cargo using UAVs.

DVOKU is proud of its department's facilities—three classrooms where they teach flight operations, countering enemy UAVs, and the tactics of using unmanned systems. Last week, this classroom was named after Hero of Russia Vladimir Zhogi, who died in 2022. A UAV classroom is also equipped at the DVOKU training ground.

All classrooms are equipped with state-of-the-art equipment: various types of quadcopters, FPV drones with ground control units, mini-UAVs, anti-drone guns, and reconnaissance and warning systems. At the initiative of the Amur Region Governor, simulators of various types, 40 types of mini-UAVs, as well as ground and underwater drones, were purchased. These will be added to the department's training facilities in December.

Cadets learn to operate unmanned systems relevant to modern combat situations; their training is adjusted to reflect the experience of the Air Defense Forces.

Faculty members at the Department of Unmanned Systems have real-world combat experience, including using unmanned aerial vehicles (UAVs), land-based vehicles, surface vehicles, and underwater vehicles.

"Russian President Vladimir Putin ordered the creation of unmanned systems forces as a separate branch of the armed forces. The Far Eastern Military Command School is training personnel to fulfill this strategic objective. The school clearly demonstrates the rapid integration of innovations into military education, promptly responding to any changing situation by introducing the latest equipment. Far Eastern Military Command School has a strong track record of collaborating with the Voin Center. The Department of Tactical Medicine was created with the direct participation and support of Yuri Petrovich Trutnev. The department utilizes real combat experience. The instructors who work there share this knowledge. We, for our part, are helping to supply the school with equipment and consumables," commented Vasily Orlov, Governor of the Amur Region.

"We've had a group working for a long time – we've been supplying equipment and weapons to the special military operation zone. We've already delivered tens of thousands of unmanned aerial vehicles. We've reached an agreement with the school's director; he'll recommend how else we can help. And I've instructed my colleagues to ensure this assistance is provided," Yuri Trutnev concluded the meeting.

Prime Minister Mikhail Mishustin signed a decree approving the regulations for state registration of housing stock in Russia. According to the document, such registration will be conducted in the State Housing and Utilities Information System (GIS Housing and Utilities), Deputy Prime Minister Marat Khusnullin announced.

"One of the key areas of the Strategy for the Development of the Construction and Housing and Utilities Sectors through 2030, with a forecast to 2035, is digital transformation, including the implementation of modern technologies in housing management. The primary goal of the adopted resolution is to establish a unified system for state registration of housing stock. This will enable the generation of reliable information on the composition of housing, its condition, and value, as well as changes in these indicators. This work is crucial for making strategic decisions on the implementation of various programs aimed at improving the quality of life for citizens and developing territories," said Marat Khusnullin.

According to the decree, all housing properties, regardless of ownership, are subject to state registration. These properties will remain registered until they are removed from the cadastral register.

The public-law company "Territorial Development Fund" has been granted the authority to analyze information on state housing registration objects.

"The Territorial Development Fund will analyze information about housing stock properties submitted by the Russian Ministry of Construction at least twice a year. The system will also include data from the Unified State Register of Real Estate and information on the technical characteristics of the properties," noted Vasily Kupyzin, CEO of the Territorial Development Fund.

The launch of the housing stock accounting system based on the State Information System for Housing and Public Utilities is planned for March 1, 2026.

On the eve of International Day of Persons with Disabilities, celebrated globally on December 3, the State University of Management hosted the First Inclusive Youth Forum "Professional Tomorrow," aimed at creating an accessible environment for people with disabilities.

Vladimir Stroyev, Rector of the State University of Management, opened the event: "Today is our eighth competition for projects in the field of inclusion. And each year, the submitted projects become more widespread and sophisticated. Moreover, some proposals have already attracted the interest of real investors, which once again proves that the work is not in vain – your ideas can be in demand by business, the government, and society. It is no coincidence that the meeting is taking place at our university: since 2017, the State University of Management has hosted the Resource Educational and Methodological Center for the Training of Persons with Disabilities (REMC), which oversees partner universities in four regions: Moscow, as well as the Moscow, Oryol, and Smolensk regions. Furthermore, for the fourth year, the State University of Management has been operating the "My Good Business" competition, which showcases the best social projects. I would like to invite those present to participate in it as well, as you already know how to create high-quality projects," said Vladimir Stroyev.

This time, the performance of the Russian Anthem was accompanied by the inclusive sign language theater "Mirage" of the NCFU RMC, which musically and harmoniously translated the words into sign language.

In her video address, Olga Petrova, Deputy Minister of Education and Science of the Russian Federation, thanked the forum participants for their commitment and willingness to create a more accessible environment of unlimited opportunity for those with disabilities.

In his speech, Viktor Cherepov, Vice President of the Russian Union of Industrialists and Entrepreneurs (RSPP), noted the significance of holding the forum at the First Management University, one of the oldest universities in the country, and emphasized the importance of the work and contribution of the projects developed to Russia's future.

"Today, when the world is rapidly changing, the necessary conditions for the development of inclusive initiatives are regularly being created. The business community is also very interested in this. Socially responsible businesses are developing and are willing to invest in implementing relevant projects and improving conditions. You have the opportunity to present specific ideas and proposals where businesses can provide targeted assistance," concluded Viktor Mikhailovich.

In addition, Maryana Sokolova, Head of the Coordination Center for Inclusive Higher Education at the Ministry of Education and Science of the Russian Federation and Co-Chair of the Competition Organizing Committee; Olga Baranenkova, Head of the Department of the Institutional Project Engineering Laboratory; Nadezhda Funtikova, Director of the Inclusive Higher Education Center at Volodymyr Dahl Luhansk National University; and Tatyana Safronova, Director of the Inclusive Higher Education Center at Kherson Technical University.

A significant and touching moment was the handover of the "Professional Tomorrow" Cup from Novosibirsk State Technical University, which was the operator of the 2024 competition, to the State University of Management, which holds that role today.

At the conclusion of the opening ceremony, activists from the GUU student council held a rousing flash mob: the finalists of the 8th All-Russian Network Competition of Student Inclusive Projects "Professional Tomorrow," representatives of the RUMC network, experts, and guests danced on the same stage.

Over the course of two days, forum participants will attend roundtable discussions on project-based learning and inclusive HR management, master classes, training sessions, and motivational meetings.

Participants in the "Professional Tomorrow" competition will also be defending their projects in five categories: "Social Project," "Research Project," "Media Project," "Business Project," and "Technology Project." 900 applications from 74 Russian universities were submitted for the online round of the competition, of which 150 projects advanced to the finals.

Dmitry Grigorenko: Part of the funds saved by IT companies thanks to the incentives will be used for personnel training.

Translation. Region: Russian Federation –

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

Large accredited IT companies will contribute at least 3% of the funds saved through IT benefits to the education and training of future personnel. A corresponding government decree has been signed. According to it, IT companies must enter into at least one agreement with a university that trains IT specialists. The list of specializations will be approved by the Russian Ministry of Digital Development, Communications and Mass Media. This initiative aims to strengthen cooperation between educational institutions and the IT industry, which needs highly qualified personnel focused on solving real-world problems. Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko is overseeing the development of the IT industry.

The goal of the new regulation is to improve the quality of IT education by strengthening the practical focus of training and engaging real industry partners. It is planned that businesses will not only finance the implementation of programs but also participate in their development. Specifically, IT companies will be required to send practicing employees to educational institutions as instructors, participate in the development of the curriculum and updating of work programs, and organize internships for students. This is a mandatory clause in agreements with universities.

"Today, Russians are actively pursuing digital specialties, and more and more students are enrolling in IT programs. By the end of 2024, there will already be over 1.5 million IT specialists in the country. However, it's important to align the work of educational institutions with the needs of future employers. Digital technologies are advancing faster than curricula can be updated. To bring IT education closer to the real needs of the industry, we are formalizing the link between universities and IT companies," emphasized Dmitry Grigorenko.

The new mechanism will make training more modern and accelerate the adaptation of educational programs to business needs by incorporating relevant tasks into the programs and direct interaction between students and practicing specialists.

The new regulation applies to accredited IT companies with at least 100 employees and annual revenues of at least 1 billion rubles that benefited from government support measures in the previous year (for example, reduced insurance premiums and a reduced corporate income tax rate). Having a support agreement with at least one educational institution will be a mandatory requirement for renewing accreditation in the IT company registry, as well as for future benefits.

IT companies that meet the project's criteria are encouraged to determine the format of their collaboration with universities by the end of the year. Companies must sign an agreement with at least one university by June 1, 2026, before submitting their accreditation application.

Deputy Prime Minister Vitaly Savelyev.

The First International Transport and Logistics Forum (ITLF) will be held April 1–3, 2026, in St. Petersburg. The forum will be the largest international industry event in Russia. It will bring together representatives of government, business, and international partners for an open, constructive dialogue and the development of practical solutions for the development of the transport industry in Russia and Eurasia.

"Developing relations with international partners is particularly important in the current geopolitical climate. Building transport corridors that ensure the sustainability and reliability of supply chains remains a priority for Russia. The International Transport and Logistics Forum in St. Petersburg is an opportunity to bring together for the first time those who shape the future of the global transport industry—government, business, and international partners—and develop practical mechanisms for cooperation," emphasized Vitaly Savelyev, Chairman of the MTLF Organizing Committee, Deputy Prime Minister, and Special Presidential Representative for the Development of the North-South International Transport Corridor.

The forum is organized by the Ministry of Transport with the support of the Government, and the event operator is the Roscongress Foundation.

"The International Transport and Logistics Forum in St. Petersburg will serve as a global platform for open dialogue on the future of the industry. Representatives of international organizations, deputy prime ministers, ministers, and deputy transport ministers from friendly countries have been invited to the forum. We will discuss the development of mutually beneficial transport corridors and the synchronization of industry legislation. In particular, we will discuss the creation of a unified international digital transport code. All of this is essential for the sustainable development of the sector in the context of rapid digitalization and the emergence of new technologies," noted Transport Minister Andrey Nikitin.

The event will be attended by Russian and international delegates, including heads of relevant ministries and agencies, heads of transport, industrial, and construction companies, experts, and scientists. Bilateral meetings and intercountry dialogues are planned.

"The First International Transport and Logistics Forum will become a new strategic platform for implementing Russian President Vladimir Putin's instructions to ensure the competitiveness of our transport corridors and promote the industry's achievements internationally. This will be more than just an event—it will create a new focal point for showcasing cutting-edge solutions and fostering international dialogue on logistics and infrastructure amid a changing geopolitical landscape and sanctions. I am confident the forum will provide a powerful impetus to the development of multilateral cooperation and open up new opportunities for building mutually beneficial partnerships with key international players," said Anton Kobyakov, Advisor to the President of Russia and Executive Secretary of the Organizing Committee for the MTLF.

The forum's main content includes discussions on the development of international transport corridors, such as the North-South International Transport Corridor, as well as strengthening integration ties within the EAEU, CIS, SCO, and BRICS. Forum topics will cover digitalization and innovative technologies in logistics, improving transportation safety, improving regulatory frameworks in the international transport sector, and developing transport education and training.

The forum will promote Russia's transport and logistics potential in Greater Eurasia and showcase cutting-edge industry achievements. An important objective is to develop a new logic for international cooperation and sustainable development of the transport system.
