In Sudan, the latest round of protracted conflict continues to create dire conditions, worsening the human rights crisis. Human Rights DayOn December 10, the Office of the United Nations High Commissioner for Human Rights (OHCHR) country representative, Li Fung, spoke to UN News about the scale of the emergency and the efforts of the Organization, its partners and local human rights defenders to assist the Sudanese.

"An extremely difficult period"

"First and foremost, this is a human rights and protection crisis caused by two and a half years of conflict and widespread violations of international humanitarian and human rights law across the country," the UN spokeswoman said.

According to her, the conflict led to the largest humanitarian crisis in the world: mass displacement of populations, destruction of cities and “shocking levels of hunger.”

Accountability and the fight against impunity

OHCHR continues to document most serious violations, including extrajudicial executions, sexual violence, arbitrary detentions and disappearances, attacks on civilian infrastructure, and restrictions on civic space. Of particular concern are ethnically motivated violence and the widespread prevalence of hate speech.

However, restrictions on movement, particularly in Darfur, make documenting violations very difficult.

Many Sudanese fear that those responsible will not be held accountable. However, as the OHCHR representative emphasizes, accountability mechanisms exist and the work continues. The Office records all events to preserve evidence, give a voice to victims, and ensure that this information contributes to accountability processes at the international and national levels.

OHCHR

Li Fung recalled that the Security Council gave the International Criminal Court a mandate to investigate crimes in Sudan. Furthermore, the Human Rights Council established an independent international fact-finding commission to investigate the situation in the country.

But the key remains the development of internal mechanisms for transitional justice.

"We work with human rights defenders and civil society organizations, supporting their vision, their quest for justice, and their transitional justice processes. Our goal is to ensure their voices are heard, their priorities are taken into account, and they form the basis of international efforts to ensure justice and accountability," the OHCHR representative added.

The role of the international community

According to Li Fung, political action and funding for human rights activities are needed to advance dialogue, ensure the protection of civilians, and end the violence. She also called on states to prevent arms transfers to Sudan.

"Impunity fuels further violence and abuse," the human rights activist emphasized.

The international community, she said, must support investigations, ensure access for monitoring mechanisms and the protection of civilians, and ensure the inclusion of all groups in Sudan's population in peace processes.

Hope remains

Despite the grim picture, Li Fung is confident that “there are glimmers of hope – and above all, they come from the Sudanese themselves.”

She recounted her recent trip to Khartoum: "I witnessed remarkable resilience amid the devastation of the capital." Despite "unimaginable hardship," she said, local residents continue to support each other, protect their neighbors, and "insist on their right to live with dignity, despite daily risks and hardships."

OHCHR

A UN official noted that international attention to the situation in Sudan has finally increased – and it is now important to maintain it.

“We will continue to stand shoulder to shoulder with the people of Sudan,” she said, adding that on Human Rights Day and in the final days of the 16 Days of Activism against Violence against Women campaign, the UN also expresses solidarity with Sudanese women facing special threats.

The final round of the annual "Golden Faculty" creative competition, one of the most exciting, anticipated, and beloved events in student life, was held at SPbGASU. It brings together students from various years and fields, providing an opportunity to discover their talents and experience the unity of the university.

This year, the Automobile and Road Engineering Faculty (ADF) won the Gold Cup for presenting a sophisticated, atmospheric, and emotionally charged program dedicated to Eastern Siberia and the Far East.

A creative journey through the regions of Russia

As per tradition, each faculty prepared its own performance, reflecting the culture, character, and energy of a selected Russian region. The students immersed the audience in the atmosphere:

• Central Russia – its calm grandeur, traditions and warmth.• The North and Karelia – the land of lakes, taiga, cold and ancient northern legends.• The Caucasus – the land of mountains, endless traditions, strength and hospitality.• The South of Russia – the rhythm of freedom, sunny valleys and southern flavor.• The Urals and Western Siberia – a harsh region that combines the ancient power of nature and industrial character.• Eastern Siberia and the Far East – territories of volcanoes, ancient peoples, ocean winds and natural grandeur.

Each faculty created its own artistic world, using music, dance, theatrical elements, and visual imagery. But it was the ADF that impressed the jury and audience the most, capturing the region's strength and energy through the dynamic production, symbolism, and the performers' vibrant energy. Their performance was cohesive, ambitious, and emotionally charged, earning them a well-deserved victory.

The Audience Choice Award went to last year's winner, the Faculty of Economics and Management, whose team transported viewers to the harsh lands of the Urals and Western Siberia.

A tradition that unites generations of students

The Golden Faculty became an integral part of SPbGASU's life in 2015, as a celebration of the SPbGASU Student Council's birthday, and has since been held annually (with a break in 2021 due to the pandemic). The Faculty of Civil Engineering was the first winner, with the Faculty of Forensic Expertise and Law in Construction and Transport taking the gold cup twice, the Faculty of Economics and Management twice, and the Faculty of Architecture three times. The victory of the Faculty of Automobile and Road Engineering in 2025 is another significant event in the competition's history and an excellent start for new creative achievements.

We expect the tenth, anniversary “Golden Faculty” in 2026.

We thank all participants for an unforgettable creative evening and congratulate the winners!

Brussels, December 5 (Xinhua) — The European Commission (EC) on Friday imposed fines totaling 120 million euros on social media platform X for violating transparency obligations. This marks the first decision in the EU for non-compliance with the Digital Services Act (DSA).

According to the EC press release, the penalty relates to three apparent violations of the DSA, including the misleading design of the "blue tick" X, the lack of transparency in the advertising repository /data storage/, and the platform's failure to provide researchers with access to public data.

According to the European Commission, using the "blue tick" that any user can receive after payment to indicate "verified accounts" exposes users to fraud, including identity theft and other forms of manipulation.

The EC added that the X advertising repository does not meet the DSA's transparency and accessibility requirements, and the social network also fails to fulfill its commitment to provide researchers with access to its public data.

This is the first time the EC has ruled against the DSA. This law, which came into force a year ago, regulates the activities of online intermediaries and platforms to prevent illegal and harmful online activity, as well as the spread of disinformation.

The diplomat made this statement in response to a question regarding foreign media reports that China has transformed from a “factory of the world” into an “experimental laboratory of the world,” and that Western countries need to catch up in this competition.

“The concept of ‘innovation’ has truly become key to China’s economic and social development,” Lin Jian stated, noting that the word was mentioned 61 times in the Proposals for the 15th Five-Year Plan (2026-2030) for the country’s socio-economic development, which were approved at the 4th Plenary Session of the 20th CPC Central Committee.

According to him, in recent years, China has continued to demonstrate significant scientific and innovative achievements, thanks to which the country has risen in the Global Innovation Index ranking from 34th place in 2012 to 10th in 2025.

The official emphasized that China hopes to promote mutual expansion of opportunities and common development through its openness and cooperation, and ensure that the results of innovation bring greater benefits to all mankind.

With the support of Rosneft, an immersive exhibition by People's Artist of the Russian Federation Nikas Safronov is opening in New Delhi, India. The exhibition, titled "Dream Vision," will be on view at the Lalit Kala Akademi National Academy of Arts from December 7 to 21.

The exhibition features 100 of the artist's finest works, including a series of paintings created specifically for the Indian public. Safronov's new canvases feature picturesque architectural views of Moscow and St. Petersburg alongside images of the Taj Mahal and other iconic Indian landmarks. All works are displayed across eight halls on two floors of the Academy of Arts, covering a total exhibition space of approximately 1,300 square meters.

The exhibition seamlessly blends classical painting with modern multimedia technologies. At the entrance, visitors are greeted by decorative elephant sculptures, hand-painted using traditional Russian techniques. The halls are entered through a multimedia corridor, where each viewer is accompanied by their own signature color trail, blending into the overall flow of color. Furthermore, visitors will see over 400 meters of LED screens featuring augmented reality, artificial intelligence, and immersive interaction throughout the exhibition.

The exhibition space integrates decorative solutions using robotics and animatronics. Huge flowers reflecting in the floor mirrors come to life for visitors, avatars from the past and future are created, and on the screen, a giant elephant strides from summer to winter – from a warm evening in Varanasi to the snow-covered walls of the Moscow Kremlin. Each room also features its own unique sound and aromatherapy environment.

The exhibition takes its name—Dream Vision—from Nikas Safronov's signature style of the same name, a number of which are featured in the paintings on display in India. This unique, patented technique allows the artist to create multi-layered canvases that blur the boundaries between reality and fiction.

From December 25, 2025 to January 15, 2026, an exhibition of Nikas Safronov's works will also be held in the Indian city of Mumbai.

Rosneft supports significant cultural projects in Russia and abroad and is actively involved in developing cultural ties between Russia and India. Marat Khusnullin: Over 200 km of regional and local roads have been built and reconstructed this year under the "Infrastructure for Life" national project.

Translation. Region: Russian Federation –

One of the priority objectives of the "Infrastructure for Life" national project is improving the quality of life for Russians. A key factor in achieving this goal is the development and modernization of the road network. This year, thanks to the national project, more than 200 km of regional and local roads have been built and reconstructed across the country, according to Deputy Prime Minister Marat Khusnullin.

"Modern roads, bridges, and overpasses create comfortable living conditions for people, open up new economic opportunities, and enhance the tourist appeal of areas. Therefore, we pay close attention to the construction of new facilities and the modernization of existing ones. This year, 68 facilities were commissioned under the federal project "Regional and Local Road Network" of the national project "Infrastructure for Life." These include 38 road sections with a total length of 207 km and 30 artificial structures with a length of over 3,000 linear meters. In total, more than 140 facilities will be built or reconstructed by the end of the year—340 km of roads and 5,000 linear meters of artificial structures," said Marat Khusnullin.

Construction and reconstruction work on many road facilities is carried out over several road seasons.

"This year, construction and reconstruction work was carried out on 320 projects. These included 185 road sections with a total length of over 900 km and 135 bridges and overpasses with a total length of over 32,000 linear meters. These projects include those that will be commissioned in the coming years. When implementing multi-year contracts, it is important to monitor each stage of the work and the materials and technologies used on site. Continuous monitoring allows us to promptly identify and correct even the slightest deviations from the plan. This is the only way to guarantee that final goals are met within the established timeframe," noted Transport Minister Andrei Nikitin.

The implementation of large-scale projects became possible thanks to uninterrupted federal support.

"Thanks to the support of the President of the Russian Federation, the Government of the Russian Federation, and the Ministry of Transport of Russia, we are successfully developing transport infrastructure in the regions. The professionalism of our road and bridge builders, the efficient organization of the production process, and stable funding allow us to commission large-scale projects ahead of schedule. This year alone, 176 billion rubles have been allocated for construction and reconstruction activities under the federal project 'Regional and Local Road Network,' of which almost 100 billion rubles are federal funds," said Kairat Tursunbekov, Deputy Head of the Federal Road Agency.

One of the largest projects planned for 2025 is the construction of the Yuzhno-Lytkarinskaya Highway in the Moscow Region. The highway will improve accessibility for more than 3.5 million residents of Moscow and the Moscow Region, relieve congestion on the eastern part of the Moscow Ring Road, and reroute traffic flows from the southeast bypassing Moscow.

This road season, construction work on four of the most significant sections, totaling 17.2 kilometers, was completed. Overall, the project includes the construction of a 45-kilometer highway, as well as 64 artificial structures, including 11 interchanges, 27 overpasses, and 10 bridges. The project is scheduled to be fully operational in 2026.

A 10-kilometer section of the Urlu-Aspak – Karakol highway has been completed in the Altai Republic. The highway will become part of the prospective Kyzyl-Ozyok – Aleksandrovka – Urlu-Aspak – Karakol – Elekmonar route, linking scenic spots in the Altai Republic. It will positively impact tourism development and improve transport accessibility for remote villages in the region.

One of the most significant projects under the national project in the Republic of North Ossetia-Alania is the restored bridge across the Terek River at the 3rd kilometer of the bypass around the village of Nogir. Built in 1972, it served for over 50 years. In May 2023, flooding caused the collapse of an intermediate support and two spans of the bridge, disrupting freight and passenger transport routes. Thanks to the national project, the structure was reconstructed.

Also this year, a section of the Transkam – Verkhniy Zgid – Matsuta highway was reconstructed in the Republic of North Ossetia – Alania. The road leading from the Alagir Gorge to Digorskoye was completely destroyed by a flood in 2002. Construction and installation work took two years: the road base was built practically from scratch and a two-layer asphalt concrete surface was laid. Specialists renovated seven bridge structures, installed culverts under the roadway, and installed reinforced concrete channels along the highway to drain water.

In addition, in the settlements of Sadon, Galon and Kuraitta, located along the road, artificial lighting has been installed with a total length of 1.8 km.

Large-scale capital-intensive projects are underway not only on regional roads but also on the city's road network. For example, in the capital of the Chechen Republic, reconstruction has been completed on Aslanbek Sheripov Street and the bridge over the Sunzha River located on it.

Aslanbek Sheripov Street is one of Grozny's central transportation arteries, connecting the main entrance to the city from the south with its center. The project is 2.4 kilometers long. During the renovation, the roadway was widened from four to six lanes. The bridge located on this street is also an important element of the transportation infrastructure. During the reconstruction, bridge builders essentially constructed the new structure from scratch.

The completed work will ensure comfortable and safe access to numerous important sites, including the Grozny City complex, the hotel, the Heart of Chechnya Mosque, two buildings of the Akhmat-Khadzhi Kadyrov Chechen State University, the M.D. Millionshchikov Grozny State Petroleum Technological University, the Dagun Omayev Ceremonial Palace, A.Sh. Kadyrov Square, and a medical center.
